			<description>Here's a suggestion to avoid all of the confustion: replace all the &quot;Welcome to Iowa - Fields of Opportunity&quot; signs with &quot;Welcome to Iowa - Smoking Prohibited.&quot; Even as a non-smoker, I believe Iowa's laws are an infringment on personal rights. Smoking is legal, the use of tobacco products is legal. Leave it up to the individual businesses. Spend your efforts elsewhere, like helping the people affected by floods and tornadoes; fixing roads and bridges; attracting new businesses; etc. I'm voting for Joe Sturgis this fall because he fights for these individual rights. People should be allowed to smoke outdoors, period. - Rick Martin</description>
