			<description>Sen Harkin is an example of legislating via a  headline.  Most ATMs are deployed by non-banking companies. These companies have to pay for ATM machine, the phone line, membership to the networks, for someone to load the cash and service the machine.  All of this costs money and the back end infrastructure costs money to run.  Limiting ATM fees to $0.50 you can say good bye to the ATMs conveniently located just about everywhere.  Then what happens to the ATM companies that deploy these machines?  More jobs lost because some idiot in DC stuck their nose in instead of letting the free market work. - jim s</description>
