SPRINGFIELD - Lt. Governor Sheila Simon will open a public hearing held by the state's Budgeting for Results Commission. The commission appointed by Governor Quinn is holding public hearings throughout the state to gather input that will be used to develop the fiscal year 2015 spending proposal.

"We have a responsibility to the taxpayers of Illinois to make sure their money is spent on programs and services that are working," said Simon. "The commission is committed to evaluating current spending decisions to determine what is working and where we need to make some changes."

Budgeting for Results is a new method of budgeting, in which allocations are based on how effectively a state program or service meets established goals and objectives. Previously, allocations were determined based on historic funding levels without giving consideration to a program's effectiveness.

In order to evaluate programs, the bi-partisan commission - comprised of Lt. Governor Simon, legislators and leaders in business, education, budgeting and finance - is gathering testimony from service providers, advocates and stakeholders, regarding the success of existing programs and services.

SPRINGFIELD - August 8, 2013. Lt. Governor Sheila Simon today announced her plans for the 2013 Illinois State Fair, which include the third annual appearance of her band, Loose Gravel, and an award ceremony honoring centennial farm families from Illinois.

Visitors to the Lt. Governor's tent can donate a phone to benefit domestic violence victims, take a no-texting-while-driving pledge and pose in a photo booth that commemorates past Lt. Governors. The tent's theme is "Lt. Governors Answer Your Call."

"The Illinois State Fair is a wonderful celebration of the things that make Illinois a great place to work and live, from our rich agricultural history, to local foods and music," said Simon. "My family and I have enjoyed the fair for many years, and I hope many other Illinois families will do the same."

On Governor's Day, Lt. Governor Sheila Simon and Loose Gravel will perform at the Miller Lite tent from 3:30 to 5:30 p.m. The Carbondale-based blues band debuted at state fair two years ago and is the only group fronted by a constitutional officer to perform.

On Agriculture Day, Simon will celebrate Illinois' rich agricultural heritage by presenting the Ag Day Awards to families who have farmed in the state for at least 100 years. A resident of southern Illinois, Simon is chair of the Governor's Rural Affairs Council, an advocate for agriculture education, and has relatives who have farmed for a century near Steeleville.

Throughout the 10-day event, Simon is encouraging visitors to her tent to bring used cell phones, which will be refurbished and donated to survivors of domestic violence. Visitors will also be able to join Simon in taking the "It Can Wait" pledge to not text while driving. In addition, visitors to her tent can learn a bit of Lt. Governor history and pose with portraits of those who have held the office.

Lt. Governor Simon's tent is located at the intersection of Main Street and Brian Raney Avenue, across from the Emmerson Building and will be open Friday, Aug. 9 to Sunday, Aug. 18 from 11 a.m. to 6:30 p.m.

Military families and residents of defense communities asked to rank education, health care and work force issues

CARBONDALE - After convening listening posts in three Illinois defense communities, Lt. Governor Sheila Simon today announced her office will continue soliciting input from residents and military families across the state. To extend her reach, Simon launched an online survey for individuals to share the issues facing communities that neighbor military bases or are home to National Guard and reserve units.

The community and virtual listening posts come as communities around the Metro East, Quad Cities and North Chicago areas struggle with the economic impact of sequestration and the possibility of future cuts.

"The listening posts enabled us to talk with residents, business owners, military families and others about how the state can help make their communities even better places to live and work," said Simon. "It is important that residents who weren't able to attend these meetings have a way to be heard, so I encourage people to participate in this survey. Together we can make Illinois the best state for military families."

The survey, which is being administered in partnership with the Illinois Institute for Rural Affairs (IIRA), will close Friday, Sept. 6. The brief online survey includes questions pertaining to business climate, education, workforce training and quality of life, and takes less than 10 minutes to complete.

The Lt. Governor's Office will work with the IIRA to compile the survey data with information from the three listening posts held in the Metro East, Quad Cities and North Chicago, where she met with military families, employees of the U.S. Department of Defense, veterans, employers and educators this spring and summer. Though the communities surrounding Scott Air Force Base, Rock Island Arsenal and Naval Station Great Lakes are different, each share concerns on issues such economic development and education opportunities for children.

Simon will then present the findings to the Interagency Military Base Support and Economic Development Committee (IMBSEDC), which she chairs. The IMBSEDC coordinates the state's activities and communications relating to current and former military bases in Illinois, and provides advice and recommendations for base retention, realignment and reuse.

NORTH CHICAGO - Lt. Governor Sheila Simon will hold the third and final Defense and Local Community Listening Post in North Chicago. Simon will meet with area residents, especially military families, civilian Department of Defense employees, veterans, employers and educators.

"Defense communities face unique challenges related to economic development and education," said Simon. "These listening posts are helping us gather feedback from residents so that we can make Illinois' defense communities even better places to live and work."

Participants will take a brief survey and then discuss issues pertaining to business climate, education, workforce training and quality of life. Simon will present feedback from the listening posts to the Interagency Military Base Support and Economic Development Committee (IMBSEDC), which she chairs. The IMBSEDC coordinates the state's activities and communications relating to current and former military bases in Illinois, and provides advice and recommendations for base retention, realignment and reuse.

Prior to the listening post, Simon will congratulate graduates at the Naval Station Great Lakes. Simon will address more than 960 graduates and their families at the state's largest military installation. Naval Station Great Lakes is also the Navy's largest training station, where 38,000 men and women complete training at the Navy's only Recruit Training Command to become enlisted sailors. The station is also home to the Navy's technical training schools for surface warfare, which are attended by more than 13,000 students each year. For security reasons, the graduation is closed press.

Simon has held listening posts near the state's three largest military installations in partnership with the Illinois Institute for Rural Affairs (IIRA) at Western Illinois University. Simon and the IIRA held similar listening posts last year in rural communities to survey residents about quality of life issues. Feedback from the meetings helped shape the Vision for Rural Illinois, a strategic plan that helped guide Simon's work in expanding access to local food and strengthening emergency medical services in rural Illinois.

OKLAHOMA CITY, OK - While attending the annual meeting of the National Lt. Governors Association (NLGA), Lt. Governor Sheila Simon added her name to a resolution in support of comprehensive immigration reform. Legislation has passed the U.S. Senate but is awaiting action by the House of Representatives.

 

"When immigrant children have access to quality education, they are better prepared to join the workforce and help boost our economy, which is good for all of us," said Simon, the Midwest Region Chair of the NLGA. "In Illinois, we have taken steps to help these young people succeed and begin their paths to citizenship."

 

The Illinois Dream Fund is already helping young undocumented immigrants receive higher educations. Qualified high school graduates can apply for assistance through the privately-funded program to receive help with college tuition. More than 1,400 applications were received, and $100,000 in scholarship money was awarded to students for the 2013-2014 academic year. All recipients are undocumented immigrants attending schools that included Dartmouth and the University of Illinois.

 

"The young people receiving tuition aid through the Illinois Dream Fund are truly living the American dream," Simon added. "They will be able to benefit their communities as professionals and innovators."

 

Simon signed onto the bipartisan resolution supporting immigration reform and a way for foreign students to become valued members of the U.S. workforce. The U.S. Senate has passed immigration reform that would improve border safety and provide a path to citizenship for undocumented immigrants. Despite passing the Senate with bipartisan support, the legislation currently awaits action in the House of Representatives.

RESOLUTION IN SUPPORT OF COMPREHENSIVE BIPARTISAN IMMIGRATION REFORM

WHEREAS, members of the National Lieutenant Governors Association are leaders in our states who are concerned about national and economic security, and are adding our bipartisan voices in support of comprehensive immigration reform;

WHEREAS, we all recognize that immigrants contribute a great deal to our economy and our culture;

WHEREAS, we as a nation need to build a common sense immigration system that reflects our nation's values and strengthens our national and state economies;

WHEREAS, our immigration system should require that individuals play by the same rules but also have the same opportunities to succeed;

WHEREAS, we support an immigration system that provides a fair pathway to citizenship for undocumented individuals currently in our country, and recognize that with these rights come responsibilities;

WHEREAS, we support an immigration plan that provides visas to foreign graduate students in science and math who came to this country for an education so these individuals can contribute to the growth of our national and state innovative economies. Our nation invested a lot of resources to attract these students and we should seek a return on this investment;

WHEREAS, we support continued efforts to improve our border security and strengthen criminal penalties to combat human trafficking and disrupt transnational criminal organizations that smuggle drugs and illegal weapons into our country. We should continue to invest resources in these areas to ensure that those who wish to take advantage of all our nation has to offer do so legally;

WHEREAS, two great leaders of our respective political parties President Ronald Reagan and Speaker Tip O'Neill showed leadership on the issue of immigration as well as others by finding common ground. In the spirit of that partnership and our nation's past successes we encourage you to support comprehensive immigration reform;

NOW, THEREFORE BE IT RESOLVED, that the National Lieutenant Governors Association recommends that the President and Congress act with a sense of urgency and in a meaningful and responsible manner to adopt bipartisan, comprehensive immigration reform legislation that reflects the values of our nation and contributes to the growth of our national and state economies;

OKLAHOMA CITY, OK - Lt. Governor Sheila Simon is adding her name to a resolution in support of comprehensive immigration reform this week at the annual meeting of the National Lt. Governors Association (NLGA).

"So many immigrants arrived in this country when they were just children, and when they succeed in our country, we all benefit," said Simon, the Midwest Region Chair of NLGA. "In Illinois, we recognize the tremendous economic benefit of these children and their families."

During the NLGA annual meeting, lieutenant governors will meet with experts on fracking and the federal farm bill, and are expected to vote on a bipartisan resolution supporting immigration reform and a way for foreign students to become valued members of the U.S. workforce. The U.S. Senate has passed immigration reform that would improve border safety and provide a path to citizenship for undocumented immigrants. The bill is currently awaiting House action.

While at the conference, Simon will receive the 2013 Public Leadership in the Arts Award for State Arts Leadership from Americans for the Arts and the NLGA. The award recognizes leaders who work to advance the arts and arts education. In June, Simon helped launch the Illinois Arts Education Advisory Committee, which is tasked with developing a new state-level policy agenda for increasing arts education access and quality in Illinois. Prior to serving as Lt. Governor, Simon, a musician herself, spent five years as a member of the Illinois Arts Council.

SPRINGFIELD - Lt. Governor Sheila Simon will receive the 2013 Moxie Award at the Illinois Coalition Against Sexual Assault's (ICASA) Annual Statewide Sexual Assault Conference tomorrow in Springfield. Simon was selected as a result of her lifetime of advocating for victims of sexual assault and domestic violence.
The Moxie Award recognizes individuals who have worked with rape crisis centers in an effort to improve services to victims of sexual assault, pass legislation to end sexual violence, and improve funding for rape crisis centers.
"The recovery process for victims of sexual assault and domestic violence is a long one, and I am committed to making sure they have the tools they need to rebuild their lives," said Simon. "I appreciate ICASA's advocacy as we work to increase awareness, and prevent sexual assault and domestic violence."
Lt. Governor Simon is a former prosecutor who represented victims of domestic violence. Simon worked with Sen. Toi Hutchinson (D-Olympia Fields) on a new law that requires certain adult entertainment establishments that permit alcohol to collect a surcharge that supports programs that help sexual abuse victims.
As a law professor, she helped launch the Southern Illinois School of Law's domestic violence clinic to serve clients and train law students. Since becoming Lt. Governor, Simon has founded two virtual legal clinics that connect survivors with attorneys through webcam technology. Simon has also partnered with Verizon and advocates to raise revenue and collect used cell phones for survivors.
Simon will be joined by the members of her band, Loose Gravel, for a performance following the award presentation.

Says strong controls, restrictions provide necessary safeguards
SPRINGFIELD - May 13, 2013. Lt. Governor Sheila Simon announced her support today for House Bill 1, the Compassionate Use of Medical Cannabis Pilot Program Act. The legislation, sponsored by Sen. William Haine (D-Alton) awaits a final vote in the Senate.
Simon, a former Jackson County prosecutor, noted that HB1 would establish the most restrictive medical marijuana program in the nation and takes best practices from the 18 other states that have enacted similar legislation in recent years.
"For many patients who are terminally ill, the prescription painkillers currently available do not alleviate their pain. I encourage the Senate to send House Bill 1 to the governor's desk," Simon said. "This legislation balances care for those who are suffering with the strong monitoring and regulations that are essential."
The limited four-year pilot program already passed in the House where sponsor Rep. Lou Lang (D-Skokie) spent years working to draft a bill that would include tight regulations and monitoring. Under HB 1:
  • A physician must attest that the patient is suffering from one of 33 specified illnesses or conditions, such as cancer, Parkinson's disease and HIV, and would receive therapeutic benefit with treatment.
  • Patients would undergo full background checks conducted by the Illinois State Police, which include finger printing of each patient and caregiver.
  • Convicted felons, minors and non-Illinois residents would be prohibited from obtaining an ID card or participating in the program.
  • The ID card would allow the patient, or licensed caregiver, to purchase a limited amount per month from one of up to 60 state-licensed dispensaries and grown in one of up to 22 cultivation centers located throughout the state.
  • Sales would be tracked to ensure only qualified patients purchase their allowable amount at their designated dispensary.
  • Refusing to submit to a field sobriety test would result in the automatic suspension of a license.
  • Law enforcement officers would have the ability to investigate for illegal possession or DUI if any odor or other evidence is detected.
The Illinois State Police, Illinois Fraternal Order of Police State Lodge, Illinois Fraternal Order of Police Labor Council and the Illinois State Attorneys' Association have officially taken a neutral position on House Bill 1. The legislation passed the Senate Executive Committee and awaits a vote by the full Senate.

GRANITE CITY - Lt. Governor Sheila Simon will host two public meetings tomorrow at Southwestern Illinois College (SWIC) that focus on military base retention and improving quality of life in rural areas in Illinois.

Simon is chair of the Interagency Military Base Support and Economic Development Committee (IMBSEDC), which coordinates the state's activities and communications relating to current and former military bases in Illinois. The committee is expected to urge new members of Illinois' Congressional delegation to join a federal Defense Communities Caucus that is tasked with working to protect military installations and surrounding communities nationwide.

"As the federal budget is considered, we must keep in mind the value that our defense communities bring to our local economies and work to ensure that they remain strong and efficient to meet our state and country's needs," said Lt. Governor Sheila Simon.

Simon also chairs the Governor's Rural Affairs Council (GRAC). GRAC members will hear the latest figures on a grant program designed to increase food stamp purchases at farmers' markets and hear from a working group focused on improving emergency medical response in rural areas.

The military base committee and rural affairs council hold quarterly meetings across the state and selected SWIC for its proximity to Scott Air Force Base.
