Production at Belvidere Plant Adds Third Shift, Creates 1,800 Jobs

CHICAGO - June 27, 2012. Governor Pat Quinn today was joined by executives of Chrysler Group LLC to unveil the new 2013 Dodge Dart, just off its Illinois production line. Nearly 300 car dealers from across the Midwest drove the new Dart straight into dealerships today during a "drive-away" event held at Soldier Field. Governor Quinn test drove the Dart with Dodge CEO Reid Bigland.

"The auto industry is alive and well in Illinois," Governor Quinn said. "The next generation of Dodge Darts is being assembled at our Belvidere plant and since 2008, Chrysler has gone from 200 jobs to more than 4,000 jobs this summer. We want that growth to continue."

Chrysler invested nearly $700 million to retool its Belvidere plant and ramp up production to build the new Dodge Dart. As part of its investment, Chrysler opened a 638,000 square-foot body shop to support production of the Dart and installed new machinery, tooling and material handling equipment. The new body shop increased the size of the Belvidere assembly plant to 4.8 million square feet. The plant also includes a 330,000-square-foot stamping plant. The Belvidere facility currently produces the Jeep Compass and Jeep Patriot.

Chrysler Group LLC's Belvidere Assembly Plant was recognized as a winner of an Economic Development in Illinois Award (Edie). The annual award is given jointly by the Illinois Chamber of Commerce and the Illinois Development Council to recognize significant economic development projects finished in the prior year throughout Illinois. The Edies were formally presented at an event last week at the Illinois Chamber's annual meeting in Chicago

In fall 2010, Governor Quinn made a targeted investment which bolstered Chrysler's expansion in Illinois and enabled the automaker to create an additional 1,800 new jobs. The state investment consists of Economic Development for a Growing Economy (EDGE) tax credits, Employer Training Investment Program (ETIP) job-training funds that will help enhance the skills of the company's workforce, and Large Business Development Program funds for capital improvements. Chrysler is also located in an Enterprise Zone.

Illinois has added 136,300 private sector jobs since January 2010. Since January 2010, Illinois has added 40,700 manufacturing jobs.

Law to Support Military Families Looking for Jobs;

Illinois 23rd State to Grant Expedited Professional Licenses to Servicemembers and their Spouses

CHICAGO - June 26, 2012. Governor Pat Quinn was joined today by First Lady of the United States Michelle Obama as he signed the Illinois Military Family Licensing Act to support military families as they seek employment. The new law will help servicemembers and their spouses obtain the professional licenses they need to continue working after the family relocates to Illinois for military service. Today's action is the latest Governor Quinn has taken in his long history of supporting military members and their families in Illinois.

"Our military families make great sacrifices every day, and they shouldn't have to put their career on hold while their loved ones are serving their country overseas," Governor Quinn said. "This new law will strengthen Illinois and allow these dedicated professionals to waste no time in finding work and making a difference as they settle into their new home."

Illinois will become the 23rd state to adopt pro-military spouse license portability legislation. As part of her Joining Forces initiative to honor, recognize and support military families, First Lady Michelle Obama has advocated for the 100,000 military spouses who serve in professions that require state licenses or certification, and have to bear high financial burdens to transfer their credentials from state to state as they serve this country. In February, the First Lady and Dr. Jill Biden asked Governor Quinn and the rest of the country's governors and spouses to improve job portability for military spouses in their states. At the time the First Lady and Dr. Biden addressed the Governors, only 11 states had legislation. That number has since grown to 23-including Illinois- and an additional 7 states have pending legislation.

"Because of Governor Quinn's efforts, more military spouses will be able to advance in their careers. More businesses, hospitals and schools will get the talented, experienced workers they rely on.  And more families will have the income they need and the financial security they deserve.  And above all, military families will know that America has their back, we are working hard every day to serve them as well as they have served this country," said First Lady Michelle Obama.

Senate Bill 275, sponsored by Illinois State Senate President John Cullerton (D-Chicago) and State Representative Bob Pritchard (R-Hinckley), provides for temporary expedited professional and educational licenses for active duty members of the military and their spouses. State agencies that issue occupational licenses, including the Illinois Department of Financial and Professional Regulation and the State Board of Education, will be able to grant temporary licenses to military members and spouses who hold credentials in other states in more than 50 professions, such as teachers, doctors, nurses, dentists, plumbers, paramedics, social workers, dieticians and therapists.

"When the White House told me about this issue, I immediately vowed to work with their staff to pass this important measure," Sen. Cullerton said. "This new law will ease the burden placed on military families who want to serve their country even more through noble professions in the fields of education, child care services and public health."

"SB275 will reduce the time needed for service members and their spouses to obtain a professional license so they can continue to work and supplement the family income, while still assuring the skills of the licensee and public safety," Rep. Pritchard said. "I look forward to continuing to address key quality of life issues for our servicemembers and their families in Illinois."

In addition to temporary, 6-month licenses, the Act allows IDFPR to consider all relevant experience and training a servicemember has gained through military service towards meeting certain permanent state licensing requirements. These provisions will help military members and their spouses more easily navigate the patchwork of non-uniform regulations across all 50 states. The law takes effect Jan. 1.

Illinois is the home to three major military bases - Naval Station Great Lakes, the Navy's single-site "bootcamp" for training new recruits; Scott Air Force Base, the headquarters for the U.S. Transportation Command, and Rock Island Arsenal, a major weapons manufacturing facility in the U.S.

"This new law is powerful for the more than 16,000 military families who call Illinois home," IDVA Director Erica Borggren said. "Military spouses make tremendous sacrifices to follow their loved ones from duty station to duty station - and temporary, expedited licensure is an important way our State can support them through those sacrifices."

"This is a win-win for Illinois. Military families benefit from increased portability of their professional credentials, and Illinois consumers benefit from increased access to qualified professionals," said DFPR Secretary Brent Adams.

Governor Quinn has long made commitment to veterans, servicemembers and their families one of his top priorities throughout his career in public service. He has led programs including the Illinois Warrior Assistance Program and the Veterans Cash lottery ticket, which has awarded more than $10 million to non-profit organizations across the state that provide health care and post-traumatic stress disorder treatment, housing assistance, disability benefits and other services to Illinois Veterans.

As Lieutenant Governor, Governor Quinn championed the Illinois Military Family Relief Fund Act, which established a fund to provide grants to families of Illinois National Guard members and Illinois residents serving in the U.S. Armed Forces Reserve components who were called to active duty as a result of the September 11, 2001 terrorist attacks. These grants help service members and their families with the costs of food, housing, utilities, medical services and other expenses they struggle to afford because a wage-earner has temporarily left civilian employment to be placed on active military duty.

In 2011, Governor Quinn launched the Welcome Home Heroes program to promote homeownership for Illinois Veterans, active military personnel, reservists and Illinois National Guard members. The financing package is available statewide, and provides a forgivable grant up to $10,000 toward the purchase of a new home, as well as an additional mortgage tax credit up to $20,000 over the life of the loan. Welcome Home Heroes will make homeownership even more affordable for thousands of military families and create more than 400 jobs throughout Illinois.

Laws Improve Math Curriculum and Educator Certifications; Reduces Bureaucracy to Focus Resources in Classroom

 

CHICAGO - June 25, 2012. Governor Pat Quinn today signed four new laws to strengthen education in Illinois. SB 3244 will help students in Illinois excel in the classroom by implementing a stronger mathematics curriculum. The Governor also signed laws that adjust the timelines for alternative teaching certification and general administrative endorsements, as well as increase the efficiency of regional education offices across the state. Today's ceremony took place at National Louis University.

 

"As a former community college teacher, I know the importance of making sure students are prepared for college-level math," Governor Quinn said. "These laws will help Illinois students thrive in the classroom and prepare them for a competitive workforce, while also supporting our educators who are working hard to help children succeed."

Senate Bill 3244, sponsored by Sen. Michael Frerichs (D-Champaign) and Rep. Linda Chapa LaVia (D-Aurora), was an initiative of Lieutenant Governor Sheila Simon. While visiting community colleges last fall, Simon learned that only 40 percent of Illinois high school students test ready for college-level math.

 

"I would like to thank Governor Quinn for signing this into law so quickly," said Lt. Governor Sheila Simon. "Illinois students must have both strong reading and math scores in order to compete with their classmates at the university level."

 

The law requires the Illinois State Board of Education to work with stakeholders and educational organizations to create and coordinate the development of mathematics curriculum models. These models will be implemented in middle and high schools statewide to help school districts and teachers ensure that students graduate prepared to succeed in college classrooms, as well as in today's competitive job market. The law takes effect January 1.

 

"I would like to thank Governor Quinn for his commitment to our students, and Lt. Governor Simon on her hard work to pass this bill," said Sen. Frerichs. "In order to fully address students' needs, we must work together to improve math education requirements and better prepare students for the future."

 

"I would like to commend Governor Quinn and Lt. Governor Simon for their work to make sure Illinois students succeed in and out of the classroom," said Rep. Chapa LaVia. "We must make sure our students receive high quality educations, and this law will help Illinois students reach their full potential."

"The signing of these bills today is a very important step to help students excel and to make alternative teaching certification requirements attainable and effective for future teachers. I applaud Gov. Quinn for putting education first in Illinois."

 

Governor Quinn also signed Senate Bill 2706, sponsored by Sen. William Haine (D-Alton) and Rep. Frank Mautino (D-Spring Valley), to reduce the number of regional offices of education in Illinois from 45 to 35. This number will be reduced through the consolidation of certain offices, which will be completed by July 1, 2015. As part of the Governor's commitment to make sure that funding for education is invested in the classroom instead of bureaucracy, the new law gives offices the option to voluntarily consolidate or be directed to consolidate by the State Board of Education. This law is effective immediately.

 

Governor Quinn also signed Senate Bill 638, sponsored by Sen. Heather Steans (D-Chicago) and Rep. Daniel Biss (D-Skokie), which changes the deadlines for current alternative teaching certification programs. Educators will now have until Sept. 1, 2013 to enroll in the program and until Jan. 1, 2015 to complete it. The law also allows an individual with an alternative educator endorsement to teach at a public charter school. This law is effective immediately.

 

Finally, the Governor signed House Bill 4993, sponsored by House Minority Leader Tom Cross (D-Plainfield) and Sen. Linda Holmes (R-Plainfield). The law allows educators to receive general administrative endorsements without the newly-implemented two-year teaching requirement as long as they have been enrolled in an approved program before Aug. 1, 2011, and will finish the program before Jan. 1, 2013. This law is effective immediately.

Projects Will Create Park Space and Jobs

CHICAGO - June 23, 2012. Governor Pat Quinn today announced $12.3 million to help communities build and improve parks. The Open Space Lands Acquisition and Development grant program (OSLAD) increases green space and provides more opportunities for outdoor recreation. The 42 projects announced today are expected to create more than 200 jobs statewide.

"Parks and green space within our communities are important to improving the quality of life for Illinois residents," Governor Quinn said. "These grants will help make sure that families are able to spend time outdoors enjoying nature, especially in urban areas."

The projects announced today will involve developing and constructing new parks and facilities such as picnic shelters and boat ramps. In some instances, funding will enable communities to purchase land to be used for future green space.

This year, the OSLAD program, administered by the Illinois Department of Natural Resources (IDNR), is funding 39 park projects throughout Illinois. Three additional projects announced today are receiving federal funding through the Land and Water Conservation Fund, which provides matching grants to states and local governments to help acquire land.

"OSLAD grants are vital to communities in many ways and meet a core IDNR priority of leaving no child inside," said IDNR Director Marc Miller. "These grants create jobs, help make local communities even more attractive to other potential businesses and residents, and provide important outdoor recreation opportunities to citizens and visitors alike."

Grant recipients are responsible for contributing at least half of the total project cost. The $12.3 million awarded statewide this year combined with the grantees' share will result in more than $26.4 million of local acquisition and development projects to enhance the quality of life in Illinois.

The OSLAD program is funded through the Real Estate Transfer Tax, which is part of every property sale in Illinois. These projects demonstrate an investment on the part of local units of government to enhance the quality of life for residents, which attracts business growth and job creation locally.

The OSLAD program began in 1986 and, not including today's projects, has provided approximately $352 million for 1,557 local agency park projects.

New Laws Will Crack Down on Crime; Continue to Manage Prison Population and Encourage Positive Behavior

CHICAGO ­- June 22, 2012. Governor Pat Quinn today signed several new laws that together will improve public safety and criminal justice in Illinois. Senate Bill 2621 increases accountability in the state's prison system by setting new guidelines that strengthen the Department of Corrections' (DOC) ability to manage the state's prison population. Forty-six other states have adopted similar laws, which also encourage non-violent offenders to pursue positive rehabilitation strategies.

"Ensuring public safety is my top priority," Governor Quinn said. "This is good criminal justice policy and good public safety policy that will manage our prison population and make non-violent offenders less likely to commit crime in the future."

SB 2621, sponsored by Sen. Kwame Raoul (D-Chicago) and Rep. Barbara Flynn Currie (D-Chicago), passed both houses with bi-partisan support and has been endorsed by many criminal justice organizations, including the John Howard Association. The law increases safety inside prisons by allowing DOC to award sentence credit to non-violent offenders who have shown willingness to correct their behavior through successful completion of rehabilitation.

Sentencing credit has existed in Illinois law since 1978 but under the new law, inmates would only be eligible to receive sentence credit after serving at least 60 days in DOC custody. Inmates who display appropriate, positive behavior will be reviewed and evaluated by DOC to determine whether they are eligible to receive credit. Under the new law, DOC will consider and evaluate an inmate's prior offenses, the circumstances of the inmate's current holding offense, as well as the offender's potential for rehabilitation prior to the decision to award sentencing credit. DOC will also have the right to revoke credit if an inmate demonstrates negative or violent behavior. As a result of the Governor's 2009 Crime Reduction Act, there will also be a risk assessment tool in place this year to ensure that sentences are administered according to individual evaluation of the inmate.

SB 2621 also increases transparency by requiring DOC to provide annual reports to the Governor and General Assembly containing program statistics, how the new policies are being implemented and how sentence credit is being awarded. Additionally, county state's attorneys, county sheriffs and the committing county will receive notification two weeks prior to an inmate's release.

In order to qualify for sentencing credit, inmates will be required to successfully complete rehabilitation treatments, which could include substance abuse treatment, adult education, and behavior modification or life skills programs. Inmates may also receive sentence credit for passing the Test of General Educational Development (GED) while in DOC custody.

"Presenting inmates with an additional incentive for good behavior will improve the environment inside our facilities and allow the department to focus our efforts on violent criminals," said Illinois Department of Corrections Director S.A. "Tony" Godinez. "Eligible inmates will now have the benefit of receiving sentence credit appropriately and responsibly as the department continues to look for effective, safe and secure methods of managing state prisons."

SB 2621 is effective immediately.

Governor Quinn also signed additional laws to increase public safety and protect children from predators.  Senate Bill 3579, sponsored by Sen. Kirk Dillard (R-Hinsdale) and Rep. Sandra Pihos (R-Glen Ellyn), prohibits sex offenders from participating in holiday celebrations where minors are present, for example handing out candy on Halloween. The law goes into effect Jan. 1. Senate Bill 3809, sponsored by Sen. John Mulroe (D-Chicago) and Rep. Darlene Senger (R-Naperville), enables park districts to have criminal background checks performed to determine whether a job applicant is a delinquent minor for committing certain offenses, such as sexual assault. The law goes into effect immediately.

Senate Bill 3258, sponsored by Sen. Iris Martinez (D-Chicago) and Rep. Scott Penny (D-Belleville), clarifies violations included in the Sex Offender Registry, and prevents arrest records for reckless driving from being sealed before the offender reaches the age of 25. The law goes into effect Jan. 1. House Bill 4590, sponsored by Rep. Bill Cunningham (D-Chicago) and Sen. Tim Bivins (R-Dixon), adds new information, such as known gang affiliations, to inmate record files housed at the Department of Corrections. The law is effective immediately.

Next-generation Navy vessel to be named after Illinois

CHICAGO ­- June 22, 2012. Governor Pat Quinn today joined Secretary of the Navy Ray Mabus at the anchor of USS Chicago on Navy Pier for the ship naming ceremony in honor of USS Illinois, one of the Navy's newest vessels. The first modern Navy vessel to be named after the state, USS Illinois will join the fleet in 2015.

"Illinois has a long history of commitment and support for our nation's Armed Forces," Governor Quinn said. "On behalf of the people of Illinois, it is a privilege to once again have a vessel named after our great state."

Part of the Navy's new Virginia-class fleet, USS Illinois is a next-generation attack submarine designed for deep ocean warfare as well as shallow water operations. This multimission nuclear-powered submarine has unique features that enhance its warfighting capabilities such as excellent shallow water handling, high-resolution cameras instead of periscopes to improve visibility and the ability to support special operations forces. The many innovations incorporated into USS Illinois and the entire Virginia-class fleet's design make them the most advanced submarines in the world.

"I chose to name this submarine in honor of the U.S. Navy's longstanding relationship with Illinois," Secretary Mabus said. "A special bond exists between a state and her namesake.  I am confident the people of the great state of Illinois will continue their strong support of our military through their relationship with the USS Illinois and all those who sail in her."

Illinois is home to the only Recruit Training Command in the country, Naval Station Great Lakes. Approximately 37,000 men and women complete the requirements to become Navy Sailors each year at Great Lakes.

Illinois agencies garner nearly $12 million to support innovative workforce development efforts

CHICAGO - June 14, 2012. Governor Pat Quinn and U.S. Senator Dick Durbin (D-IL) today announced that Illinois received nearly $15 million in federal Workforce Innovation Funds from the U.S. Department of Labor. The Illinois Department of Commerce and Economic Opportunity (DCEO), in partnership with the Illinois Department of Employment Security (IDES) and the Illinois Community College Board (ICCB), received nearly $12 million to implement their innovative workforce development initiatives and the Chicago Workforce Investment Council received $3 million. The funds are part of $146.9 million in Workforce Innovation Fund grants to develop and expand innovative strategies to help Americans return to work. Maintaining a top-notch workforce is critical to ensuring that Illinois remains attractive to growing businesses.

"Putting people back to work is our top priority in Illinois," Governor Quinn said. "This federal support will bolster our efforts to prepare workers for the changing workplace and continue to ensure Illinois has the strongest workforce in the nation."

The Workforce Innovation Funds the state applied for are used to deliver workforce services more efficiently, facilitate cooperation across programs and funding streams, and focus on partnerships with specific employers or industry sectors to develop programs that reflect current and future skill needs. DCEO received the $11,999,985 grant for its innovative Illinois Pathways Initiative, which helps to scale regional industry partnerships to the needs of both employers as well as the most vulnerable populations served through the public workforce investment system, including low-income adults and long-term unemployed workers.

"Throughout Illinois, workforce development facilities work with local community colleges to help determined workers learn the skills they need to find employment in their community," U.S. Senator Dick Durbin said.  "Today's federal funding will allow these facilities to continue to create and expand innovative and regional solutions to fill critical job openings at growing Illinois businesses."

The Illinois Pathways Initiative will use today's grant funds to implement state economic development, workforce development and education policies to establish and support regional public-private partnerships throughout the state, with the initial project focus on the manufacturing sector. Illinois agency partners will work with employers to define career pathways for regional workforces, build regional workforce pipelines and help workers combine basic academic and technical skills to prepare them for immediate entry into skilled employment with industry-recognized credentials. It also will incorporate education systems to help workers along their career path and obtain work-based training, and provide individualized transition and support services.

"Illinois workers and businesses will benefit from the support our programs have received today, and we will continue working each day to ensure our workforce is well-equipped to navigate this economy," IDES Director Jay Rowell said. "This grant validates our innovative workforce development efforts to leverage industry partnerships to help meet employer needs while expanding opportunities for workers."

Global Distribution Company Chooses Illinois for Expansion; Will Create Approximately 90 Jobs

MASCOUTAH, Ill. - June 14, 2012. Governor Pat Quinn today joined executives from North Bay Produce, Inc. in opening the international company's new refrigerated warehouse at MidAmerica Airport in Mascoutah. As part of Governor Quinn's commitment to boosting Illinois' economy, the company announced it will create 10-15 permanent and 80 seasonal jobs once the facility is fully operational.

According to the Illinois Department of Employment Security, May was the ninth straight month of declining unemployment in Illinois.

"North Bay's decision to locate its global distribution facility at MidAmerica Airport reinforces the Metro East's role as a key transportation hub to the world," Governor Quinn said. "Our goal is to make Illinois the inland port of the nation, and we remain committed to ensuring the Metro East continues to play a vital role in our economic growth."

The company's expansion to MidAmerica Airport is a key step in its plans to open the Asian trade lane that is integral to the company's future growth. The fresh produce marketing and distribution company will serve as the new anchor tenant for the airport's international trade route linking the Americas with Asia. The new $5.7 million, 36,448-square-foot facility can hold 1,317,600 pounds of product, which arrive from all over the world year round.

"With this new state-of-the-art facility, the international reach this site brings to the business model, and the opportunity to be in this great Midwest area, I know we found in MidAmerica Airport the best new home for our expansion," noted Mark Girardin, president of North Bay Produce. "This new location will allow our quality product to maintain the freshest, quickest-to-market character at a great value, and we're excited to get our operations here up and running."

SPRINGFIELD - May 31, 2012. Governor Pat Quinn today released a statement regarding the status of pension reform in Illinois.

 

"While this has been a productive legislative session, our work is not done for the people of Illinois.

 

"Many members rose to the occasion to take difficult votes to save our Medicaid system from collapse, enact retiree healthcare reform and abolish the oft-abused legislative scholarship program. But we have not finished our work to reform Illinois' pension system, which is drowning in an ocean of unfunded liability.

 

"As I have repeatedly made clear, inaction on pension reform is not a choice. We must fundamentally reform our pension system and we must enact bold reform that eliminates the unfunded liability.

 

"We have made great headway on stabilizing our pension system and we are very close to a solution, but we are not there yet. Therefore, I will convene a meeting with President Cullerton, Leader Radogno, Speaker Madigan, and Leader Cross in the coming week so we can forge a pension reform agreement as soon as possible and return to Springfield to enact it into law."
