SPRINGFIELD, Ill. - State Rep. Mike Smiddy, D-Hillsdale met with leaders of the Illinois Future Farmers of America (FFA) during their annual advocacy day held this year on March 5, 2015 at the Illinois State Capitol.
"These students are excellent examples of the professionalism and dedication that make our state great, and I was honored talk with them to discuss the FFA's needs over the next fiscal year," Smiddy said. "I look forward to working with the leaders of the FFA and other invaluable youth organizations and find ways for Illinois to continue supporting their mission."
Hundreds of FFA students from across the state attended the annual day in Springfield. They met with legislators to discuss the importance of the organization in their community and the funding situation for the group. Governor Rauner's budget proposal includes eliminating the $1.8 million budget that funds agricultural education in Illinois. Smiddy talked with student leaders of the FFA during their visit outside the house chamber.

HILLSDALE, Ill. - To make sure that area residents have uninterrupted and accessible assistance in light of the Illinois State Police's decision to eliminate paper applications for concealed carry permits, state Rep. Mike Smiddy, D-Hillsdale, is offering free assistance to local residents looking who want one-on-one help completing online applications for a Firearm Owners Identification (FOID) card .
"Area residents may not own a computer or have the technological confidence to fill out the concealed carry permit online application," Smiddy said. "Law-abiding citizens should not be denied their constitutional rights over a bureaucratic decision to move toward paperless applications."
The Illinois State Police will stop accepting paper applications for FOID cards and concealed carry permit application; moving instead to an online process on March 16. Smiddy keeps his office open and accessible to help residents with any issues they have with state programs or services. Smiddy wants area residents to know that getting access to the internet or one-on-one help in applying online for a concealed carry permit is just one more way that his office can help. Residents can call Smiddy's office and make an appointment on weekdays between 8:30 a.m. and 4:30 p.m. The office is located at 201 N. Main St. Unit 2 in Port Byron. In order to apply, residents will need to bring with them their Illinois Driver's License or Identification card.
"I believe that a person's access to technology should not hurt their Second Amendment rights, and my staff will be available to assist anyone interested in applying for either a FOID card or a conceal carry permit," Smiddy said. "I encourage residents with questions about the change to electronic applications to contact my office for additional information."

SPRINGFIELD, Ill. - To expand access to savings and discounts for Illinois' veterans and military members, state Rep. Mike Smiddy, D-Hillsdale, is sponsoring legislation creating the Veterans' and Military Discount Card Program in Illinois.
"Military service men and women, veterans and their families fought and defended our nation to keep us safe," Smiddy said. "This program is a way for state leaders and business owners to show their appreciation for Illinois' veterans and honor their service."
Smiddy is cosponsoring House Bill 3686 which establishes the Veterans' and Military Discount Card Program in Illinois. The measure builds on the success of a similar program in Cook Country and makes the discounts available statewide. Under the bill, the Illinois Department of Veterans' Affairs will distribute Veterans' and Military Discount Cards to eligible active duty military members and veterans. Participating businesses across the state will honor the card with discounts on goods or services of the businesses' choice.
"The Veterans and Military Discount Card Program has been very successful in the Chicagoland area, and all veterans in Illinois deserve the same recognition," Smiddy said. "I'll continue to prioritize aiding veterans, military members and their families and pursue ways to honor their commitment to preserving our freedom."
House Bill 3686 was introduced on February 26, 2015 and awaits assignment to a house committee for consideration.

SPRINGFIELD, Ill. - All new state of Illinois vehicles could be assembled in North America under proposed legislation introduced by state Rep. Mike Smiddy, D-Hillsdale.
"Too many of Illinois' tax dollars pay for vehicles assembled overseas," Smiddy said. "This bill will mean that more of Illinois' fleet of vehicles are made by the highly skilled automotive workers in North America, and that will mean more of our tax dollars are kept at home, where they benefit us most."
Smiddy introduced House Bill 3438 to require every vehicle the state buys or leases to be assembled in North America. The bill does not prohibit buying vehicles from foreign auto companies. Instead, the measure simply must use a facility in the United States or Canada for the physical assembly of the automobile. The measure would only apply to new vehicles and all foreign built vehicles currently owned by the state could still be used.
"The auto industry employs thousands of Illinoisans, and we owe it to those workers and their families to buy vehicles from companies that don't ship jobs overseas in search of cheap labor," Smiddy said. "I'll continue to support ideas that support this country's excellent automotive industry and put American workers back on the job."
Smiddy introduced a similar measure during the last legislative session. That bill received bipartisan support when it passed the house in 2014 but was never voted upon on the senate floor.

SPRINGFIELD, Ill. - Addressing a group of over 200 Illinois college students, state Rep. Mike Smiddy, D-Hillsdale, was the keynote speaker at the annual Model Illinois Government (MIG) kick-off in Springfield Thursday.
"The men and women participating in this event represent the best and brightest our state has to offer," Smiddy said. "These students' enthusiasm and passion for both government and making our state better will allow Illinois to continue being a beacon of hope for our nation for many years to come."
Smiddy headlined the opening festivities to the annual Model Illinois Government visit to the Capitol. MIG is made up of college students from across the state who come to Springfield and simulate a week of state government each year. Participants elect leadership and constitutional officers, debate current events, and pass legislation as part of the simulation. The goal of MIG is to engage college students in Illinois' current events and get them involved in the legislative process.
SPRINGFIELD, Ill. - State Rep. Mike Smiddy, D-Hillsdale, is part of a team of legislators that will work with mental health providers and law enforcement professionals to investigate the state of security and mental health care in Illinois to try to prevent incidents of mass shootings.
"The importance of treatment for those suffering from mental illness is too often ignored until violence occurs," Smiddy said. "Illinois' public safety system must address both the importance of adequate security as well as proactive mental illness intervention to avoid the tragedies that have recently been far too common."
The Violence Prevention Task Force was formed to work through the reports from recent tragedies and look for ways these disasters could have been avoided. Smiddy will serve on the bipartisan group and attempt to help keep those suffering from mental illness from falling through the cracks before tragedy occurs.
"As a Department of Corrections employee, I know that many violent offenders don't have access to the treatment they need. Getting them help can be crucial to preventing tragedy," Smiddy said. "The safety of our children and our communities is the most important part of my job, and I'm honored to have been selected for this task force with the goal of preventing senseless acts of violence."
The Violence Prevention Task Force is scheduled to deliver its preliminary report by July 1, 2015 and its final report by the end of the year.

SPRINGFIELD, Ill. - A new three-year program to tackle diabetes will be launched in Rock Island County if legislation sponsored by state Rep. Mike Smiddy, D-Hillsdale, becomes law.
"This legislation will help not-for-profits continue their great work battling diabetes through education and exercise opportunities in our community," Smiddy said. "Initiatives like the diabetes pilot program that work to decrease disease in our communities are ideas the state should fund and expand to help more Illinoisans."
Smiddy is sponsoring House Bill 1514, which creates a three-year diabetes prevention pilot program in Rock Island County through a partnership with local nonprofits and the Department of Healthcare and Family Services (HFS).  HFS will choose a provider for the task force and that nonprofit will receive Medicaid reimbursement for their effort to prevent diabetes in the community. Smiddy will push this measure through the legislative process this spring, with the hope of it becoming law and going into effect immediatly after being signed by the governor.
"By removing the financial burden the program currently places on men and women that administer this program, we can help the local nonprofit expand their ability combat this deadly disease and save lives," Smiddy said. "The health and vitality of our community remains a priority for me, and I'll continue to support initiatives that empower community groups to improve the well-being of our residents."
House Bill 1514 was introduced in February and awaits consideration in a House committee.

SPRINGFIELD, Ill. -Illinois business may soon have additional incentive to hire long term unemployed Illinois workers under legislation cosponsored by state Rep. Mike Smiddy, D-Hillsdale.
"Illinois has thousands of hardworking men and with tremendous skill who are ready to join the workforce," Smiddy said. "This legislation will help give employers a reason to give these workers a chance to get back on the job."
Smiddy is cosponsoring House Bill 144, which provides a tax credit for businesses that hire individual who have been unemployed for at least 27 weeks. The credit increases in each of the first three years the new employee remains with the employers; encouraging long term hiring and new careers. An employer receives a tax credit of $500 the year they hire a long term unemployed worker, $750 in the first taxable year after he or she is employed and $1,250 in the following year.
"Illinois unemployed workers deserve the chance to return to the workplace to support their families, and the employers that put them back to work should be rewarded helping them get back to work," Smiddy said. "I'll continue to support measures that help Illinois businesses grow and return workers to the jobsite."
House Bill 144 was introduced in January and awaits action in the House Revenue and Finance Committee.
