"The 71st District is geographically diverse, and I want to make my office and our services accessible to everyone - regardless of which corner of the district they live in," said Smiddy.  "Satellite office hours are another opportunity for residents to reach out to our office and get assistance on state issues."

A representative from Smiddy's office will be available to answer resident questions about state issues or state programs.

"My office will continue to host satellite office hours throughout the area, and I hope that residents are able to make it out at least once to become familiar with our office," Smiddy says. "Being accessible to the community and making sure my door is always open are the most important things to me as state Representative."

PORT BYRON, IL - A measure co-sponsored by state Rep. Mike Smiddy (D-Hillsdale) to prevent child sex offenders from escaping prosecution won the approval of the Illinois House last week, in time for the recognition of Sexual Assault Awareness month in April.

"People who commit these terrible crimes against children should be prosecuted to the fullest extent of the law - not allowed to slide by because a few years have passed," said Smiddy. "This is especially important when you consider how many child victims are scared to report the crimes, unsure if a crime has occurred, or simply afraid to report someone they know and should trust. This legislation gives child victims of the worst kind of sexual crimes the ability to seek justice when they are ready to face their abuser."

In general, current law requires crimes to be prosecuted within three years for felony charges and within 1.5 years for misdemeanor charges, although some extensions already exist for sex crimes against minors. House Bill 1063 would eliminate the statute of limitations for certain sex crimes committed against a minor, including criminal sexual assault, aggravated sexual abuse, and predatory criminal sexual assault of a child.

"We are committed to ending the suffering of sexual assault victims and holding sex offenders accountable for their crimes," said Lyn Schollett, general counsel for the Illinois Coalition Against Sexual Assault. "Children who have been victimized by sexual violence experience unimaginable trauma. Sex offenders often prevent child victims from reporting the crime by blaming or threatening the child. This bill will ensure that when a survivor of childhood sexual abuse is safe enough to report the crime, prosecutors can stand ready to charge the offender."

PORT BYRON, IL - Legislation co-sponsored by state Rep. Mike Smiddy (D-Hillsdale) to increase restrictions on protests at military funerals passed the House last week.

"Hateful political protests that harass and insult the loved ones of fallen soldiers are despicable and misguided," said Smiddy. "When our men and women in uniform give the ultimate sacrifice, we have a responsibility to lay them to rest with the respect and dignity they deserve. Unfortunately, some individuals abuse military funeral services as an opportunity to make a provocative political statement and draw attention to themselves, and I want to make sure that military families have a buffer to protect them from these hateful actions."

Currently, military funerals are protected within a 300 feet buffer zone from the funeral site's entrance and exit points. Smiddy's House Bill 2916 follows the line set by other states and extends this buffer zone to 1,000 feet. The legislation also extends the time frame when protests cannot be held to one hour before and one hour after the service.

"This bill will help to guarantee that military families can say their last goodbyes in peace and ensure our fallen soldiers are laid to rest without any disrespectful distractions," Smiddy said. "With these stronger protections in place, we can better honor their sacrifices, their lives, and the friends, families, and promising futures they leave behind."

PORT BYRON, IL - Investment scam artists who prey on unsuspecting individuals would no longer
escape prosecution under legislation being advanced by State Representative Mike Smiddy (D-Port
Byron).

"This measure goes after scammers and protects Illinois residents from unscrupulous investors," Smiddy
said. "Too many snake oil salesman and hucksters avoid being held accountable for their crimes - this
legislation aims to change that. By extending the statute of limitations to void crooked investment deals
we can penalize perpetrators while helping people who have been wronged."

House Bill 2969 amends the Illinois Securities Law of 1953 to broaden the limitations period for bringing
an action to void a security's sale. Under current law, a defrauded investor may bring a private or civil
action within three years from the date of sale. This three-year period may be extended by two years if
the investor did not know about the fraud. However, the current statutory language sets a firm cap of
five years for prosecution. Smiddy's legislation removes the five-year cap and provides that limitations
may be further extended as a way to prevent scammers from escaping prosecution.

"Con-artists and those who defraud investors should not be able to avoid liability," Smiddy said. "This is
a strong strep toward increasing consumer protections and decreasing the number of crooked investors
in Illinois. I urge my colleagues in the House to join me in passing this important piece of legislation
quickly."

PORT BYRON, IL - Legislation sponsored by state Rep. Mike Smiddy (D-Port Byron) increasing the ability
of law enforcement officers to examine the distribution records of a pharmacy or its employees to
prevent substances like Sudafed from being used to make illegal drugs passed out of the Illinois House
on Wednesday.

"We must give law enforcement officers the tools they need to fight the production of dangerous
drugs," Smiddy said. "By expanding the ability to examine and distribute pharmacy records, we are
taking important steps to crack down on the production of harmful substances."

House Bill 1311 adds the Department of Corrections, the U.S. Probation and Pretrial Services System,
the U.S. Parole Commission, and any probation and court services department authorized by the
Probation and Probation Officers Act to the list of agencies that may investigate violations of the
Methamphetamine Precursor Tracking Act. This act sets out specific standards for maintaining
distribution records of methamphetamine precursors (like Sudafed).

Currently, only law enforcement agencies and prosecutors' offices have the authority to investigate
these distribution records. Smiddy's legislation would authorize a greater number of people to access
the distribution records of pharmacies and their employees for certain methamphetamine precursors to
provide greater oversight of these potentially dangerous substances.

"I believe empowering more investigators will mean less drugs on our streets," Smiddy said. "Bringing
more people into the fight against drugs can help put criminals behind bars. I encourage the Senate to
pass this important piece of legislation quickly so it can start protecting the people of our district."

"Governor Quinn's budget address highlighted the many fiscal challenges the state is facing and the urgency with which we must address these issues. As our debts pile on and families struggle to fully recover from the recession, state lawmakers have to be responsible in capping spending, preventing hardworking families from being hit with higher taxes, and paying down our bills.

"Just yesterday, I worked in a bipartisan manner in the House to take the first steps in crafting the next budget by agreeing to a plan of what we estimate the revenue will be coming into the state and setting a cap for spending. The House's revenue estimates are more conservative than the governor's estimates in his spending plan. These estimates will serve as the base of the House's  budgeting to ensure that limit our spending, pay down our backlog of bills, and commit to a more fiscally responsible budgeting process.

"As we make these difficult decisions to cut the state budget, we have to be careful that we are making smart cuts that do not hurt our long-term goals. I strongly disagree with the governor's proposed $400 million in cuts the already-decimated education budget. Continuing to slash education spending will only make it more difficult for our youth to succeed in today's ever-challenging job market, and I will fight to preserve educational opportunities for our students.

"I look forward to the opportunity to work with my colleagues and collaborate with the 71st District to find new and creative ways to cut the state budget, hold lawmakers accountable, and create a more fiscally sound state for our families."

PORT BYRON, IL - State Rep. Mike Smiddy (D-Hillsdale) invites residents to an upcoming meeting of his Education Advisory Committee on Tuesday, March 26 from 3:15 PM to 4:30 PM. After spending the afternoon at Riverdale to speak to social studies classes and sit in on teachers' meetings, Smiddy will meet with educators, administrators, parents, and local education advocates to discuss the state's education policies and share ideas on state legislation. "As the husband of a public school teacher, I know that the challenges that educators face in the classroom are immense and complicated," Smiddy said. House Bill 2967 gives the State Board of Higher Education the authority to review such requests on a case-by-case basis to put Illinois universities on a level playing field as border students consider their higher education options.

"The job market can be tough to crack for everyone, and for people with disabilities the challenges can, unfortunately, be even greater," said Smiddy. "Eliminating barriers for persons with disabilities to access the job market and obtain good-paying, long-term employment is extremely important to the overall economic health of the state and the future of many individuals in our area."

Smiddy will be in Springfield on February 27th, as the General Assembly will be in session. However, he felt it was important to provide local disabled veterans access to an online workshop to help in their job searches. The webinar features presentations on state programs that can help connect persons with disabilities with employment resources, including Illinois Job Link, a web-based tool that connects Illinois employers with employees; the Department of Human Services Division of Rehabilitative Services; and the Successful Disability Opportunities Program to expand state work opportunities for disabled workers. Attendees will be able to ask questions through the webinar's chat function.

"I am always looking for new, innovative ways to create jobs in our communities and will continue to work with local business leaders and citizens to develop the economic policies that will put our neighbors back to work," Smiddy said.
