Two months into a record-breaking overtime legislative session, the four state legislative leaders met last week to talk about the budget, but for the first time ever they made a point not to invite Governor Rod Blagojevich.

A new Bix Beiderbecke Hall, located at the Putnam Museum & IMAX Theatre and being planned by the Bix Beiderbecke Memorial Jazz Society, was announced last week by Dana Waterman, Putnam Board of Trustees chair. The proposed $1.38-million, 1,300-square-foot interactive space will be constructed in the Grand Lobby of the Putnam Museum. It will house Putnam-owned Bix artifacts, Bix Society archives, and rarely seen photographs and footage from collectors worldwide. Bix's cornet and the Beiderbecke family piano will also be on display. The project was originally begun more than a decade ago through funding from Riverboat Development Authority. Approximately $35,000 has been raised to date by the Bix Hall Committee for initial expenses and archival costs. Reader issue #643 Welcome to the Annual Manual for the Arts.

In years past, the River Cities' Reader has published a music guide each summer. We've expanded our vision this year with this inaugural Annual Manual for the Arts.

The impetus behind the Annual Manual for the Arts is that there has been no single resource for the arts in the Quad Cities, whether you're a consumer of the arts, one of their practitioners, or someone who wants to become one of their practitioners.

People interested in writing in the Quad Cities might look at the list of organizations that offer classes in dance, music, art, and theatre and wonder: What about me?

For better or worse, there's only one organization in the Quad Cities that offers writing instruction to the community at-large: the Midwest Writing Center.

Most visibly, the organization hosts the David R. Collins Writers' Conference each summer.

Ballet Quad Cities

Founded in 1996, Ballet Quad Cities is a professional dance company. Steve Beirens is the artistic director.

Upcoming productions include :

Ballet Under the Stars, August 17 through 19 at Rock Island's Lincoln Park.

• A ballet of Dracula, presented with Opera Quad Cities' production of Medium October 20 and 21 at the Capitol Theatre in downtown Davenport.

Don Vappie and the Creole Jazz Serenaders Don Vappie knows about boring music.

In the late 1970s, boring music prompted him to sell most of his instruments and give up playing. And while some people consider traditional jazz dull, Vappie begs to differ.

"I got really bored when disco came out," the New Orleans native said last week, talking about his time in a Top 40 group. "I always remember when I quit the band - I was playing bass - I said, 'You could teach a chimpanzee to do this,' because it was so repetitious.

Corn producers of this state and others in the Corn Belt have had cheap corn for far too many years. Everyone has made money from cheap corn except the farmers that raised it. Government subsidies and Loan Deficiency Payments kept the producers in business.

So what the heck was House Speaker Michael Madigan up to last week when he finally came out in support of an income-tax increase and urged the governor to drop his opposition to the idea?
