Grassley Recognized for Casting 12,000th Vote in U.S. Senate

WASHINGTON - Senate leaders today recognized Sen. Chuck Grassley of Iowa for casting his 12,000th Senate vote early Friday morning.  Only 17 senators in history have cast more votes than Grassley.

In addition, no senator serving today has gone as long as Grassley has without missing a vote.  Grassley has cast 7,474 consecutive votes.

Since Grassley was elected to the U.S. Senate in 1980, he has held at least one official meeting in every one of Iowa's 99 counties every year.

"When I cast a vote, I'm bringing the benefit of every comment, question and criticism heard from Iowans to the vote," Grassley said. "With 12,000 votes, I think of the many conversations and pieces of correspondence behind those votes.  Whether I'm meeting with Iowans in the Hart Building in Washington or at the University of Northern Iowa volleyball matches near my farm in New Hartford, the time people take to visit with me is time well-spent for me and I hope they consider it time well-spent for them."

Grassley's 12,000th vote came early Friday morning during consideration of a budget deal.   He voted "no" on a motion to waive all applicable budgetary discipline with regard to the deal.

Majority Leader Mitch McConnell, Minority Leader Harry Reid, Sen. Patrick Leahy, ranking member of the Judiciary Committee, Sen. Joni Ernst of Iowa and Sen. In the Senate, Grassley is the Chairman of the Senate Committee on the Judiciary.  He is a senior member and former Chairman and Ranking Member of the Committee on Finance.  He serves on the Agriculture and Budget committees, chairs the Caucus on International Narcotics Control and co-chairs the Caucus on Foster Youth, which he co-founded.

Grassley is committed to congressional oversight of the executive branch of government.  His efforts have been recognized by whistleblower advocacy and government reform groups and journalist organizations for protecting press freedom and the First Amendment.  He fights for transparency in government and wherever tax dollars flow.

Grassley's legislative record of achievement includes expansive tax relief and reform, approval of international trade agreements, renewable energy and conservation incentives, farm program reforms, rural health care fairness, Medicare modernization, adoption and foster care incentives, access to health care for children with disabilities, updates to patent and trademark laws, expanded consumer access to generic drugs, measures to fight fraud against taxpayers, whistleblower protections, pension program reforms, bankruptcy reform, and making certain that members of Congress live under civil rights, labor and health care laws passed for the rest of the country.

Since 1789, there have been nearly 2,000 members of the U.S. Senate.  The last vote Grassley missed was in July 1993, when he accompanied President Bill Clinton to Iowa to inspect flood damage.

Grassley Presses Defense Secretary on $43 Million Gas Station in Afghanistan

 

WASHINGTON - Sen. Chuck Grassley of Iowa today pressed the Department of Defense to cooperate with a government watchdog by releasing all documents, names of staff involved and reasons for placing severe restrictions on information behind the construction of a $43 million natural gas filling station in Afghanistan.

"This gas station cost many more times than it should have," Grassley said.  "So far, the Defense Department has been unable or unwilling to explain what happened.  Incredibly, the Defense Department is distancing itself from its own $800 million task force that oversaw the construction of the gas station, as if it never existed.  This is all unacceptable.  I'll continue to press for cooperation from the Defense Department with a key watchdog on behalf of taxpayers."

Grassley wrote to Defense Secretary Ashton Carter, seeking that the Defense Department release all records related to the filling station and a complete list of all former personnel assigned to the task force that oversaw the gas station to the Special Inspector General for Afghanistan Reconstruction (SIGAR).  The inspector general has cited a lack of cooperation from the Defense Department in getting to the bottom of the cost over-run.  Grassley also sought a plausible explanation for withholding or placing severe restrictions on access to the task force documents.

Senate Votes on Measures to Address WOTUS, Agrees to Consider Resolution of Disapproval

WASHINGTON– Sen. Chuck Grassley made the following statement after the Senate voted on a pair of measures to address the misguided rulemaking by the Environmental Protection Agency and the Army Corps of Engineers known as the Waters of the United States (U.S.) rule.

Despite receiving bipartisan support by a majority of the Senate, the Federal Water Quality Protection Act fell to a filibuster by a vote of 57-41.  Grassley is a cosponsor of the bipartisan bill, led by Sen. John Barrasso, that would require the Environmental Protection Agency (EPA) to start over with the rulemaking for the Waters of the United States rule.

The second vote was on proceeding to debate on the Resolution of Disapproval of the Waters of the U.S. rule.  Grassley is a cosponsor of the resolution, which was introduced by Sen. Joni Ernst.  A resolution of disapproval is a legislative procedure used to try to overturn regulations and rules put forth by the executive branch.  A simple majority of the Senate is needed for passage.  If the Senate and House pass the resolution, the President must sign it to become law.  If the President vetoes the bill, Congress must overturn the veto for the resolution to take effect.  The Senate agreed to take up that resolution by a vote of 55-43.

Here is Grassley's comment on today's votes.

"Considering the flawed process that the EPA used in writing this rule, which is now recognized by two federal courts that have blocked the rule from moving forward, going back to the drawing board hardly seems like an unwarranted proposition.

"The bipartisan bill that was filibustered by a minority of the Senate would establish specific guidelines and require specific analyses that the EPA and the Corps must follow during the rulemaking process. It would also mandate collaboration with states and others affected by this rule to make sure it's workable.

"It's unfortunate that it's come to this, but instead of attempting to address the legitimate concerns raised during the open comment period, the EPA and its allies pushed their own agenda, attempting to drive support for the rule, while belittling the concerns of the public.  As written, the rule could result in significant red tape and expense for Iowa farmers, home builders, golf course managers and construction companies as they make routine decisions about how best to use their land and run their businesses.

"And, in true Washington, D.C., bureaucratic dysfunction, the rule could hamper projects to improve water quality.  Isn't that ironic?

"Federal courts have already ruled that the rulemaking process was flawed.  Now, a bipartisan majority of the Senate has voiced its disapproval as well.  Unfortunately, a filibuster by a minority of the Senate and a veto threat by the President will ensure that the courts decide this instead of the representatives of the American people."

National Apprenticeship Week coincides with a proclamation that

Gov. Branstad signed on October 12, 2015 and aligns with Future Ready Iowa

 

(DES MOINES) - Gov. Terry E. Branstad and Lt. Gov. Reynolds today highlighted events going on around the state that coincide with National Apprenticeship Week and as part of ongoing conversation to close the skills gap to create a Future Ready Iowa.  On Oct. 12th, Gov. Branstad signed a proclamation designating November 2-8, 2015 as Registered Apprenticeship Appreciation and Awareness Week in Iowa.

 

Iowa is a leader in promoting apprenticeships. In the spring of 2014, the governor signed the Iowa Apprenticeship and Job Training Act into law which expanded access to apprenticeship training programs in Iowa by tripling the funding for apprenticeships and reforming and streamlining the program.  Lt. Gov. Reynolds recently held a press conference touting the growth of apprenticeships in Iowa.

 

Access to apprenticeship training in Iowa was further expanded thanks to the Iowa Construction Trades Apprenticeship Job Driven National Emergency Grant that includes both construction and non-construction occupations. The original grant in the amount of $6.175 million was provided for apprenticeship program expansion in six of the state's 15 Workforce Investment Act (WIA)/Workforce Innovation and Opportunity Act (WIOA) Regions within the construction trades.  This has now been expanded to include all 15 WIA/WIOA Regions and to include construction trades, non-construction trades and businesses not previously certified. The latter will allow Iowa employers that utilize one or more of the 1,266 federally approved occupations for apprenticeships nationwide to consider the apprenticeship model.

 

"As Iowa continues to grow its economy, our businesses will continue to need qualified and skilled employees," said Governor Branstad. "Apprenticeship programs are a great way for employees to earn while they learn - while also getting businesses the access to talent they need."

 

Registered apprenticeship is an employer-driven model combining on-the-job learning with related classroom instruction to increase the apprentice's skill level and wages.  The Iowa Apprenticeship Program (15B) is administered by IEDA in coordination with the United States Department of Labor (DOL), Office of Apprenticeship (OA).

 

Iowa is one of the fastest growing states for Registered Apprenticeships. In fiscal year 2013-2014, Iowa saw a more than 20 percent increase. One of the newest programs to be launched is through the Technology Association of Iowa (TAI). This week, TAI will launch the Application Developer Registered Apprenticeship Program to train active professionals in programming logic and databases, testing framework, proficiency in creating server side interfaces, knowledge of development methodologies, and understanding of technical writing in a variety of programming languages.  Inquiries and information on the apprenticeship program through TAI should be sent to apprenticeship@technologyiowa.org or visit www.technologyiowa.org.

 

Lt. The success of Iowa's apprenticeship programs is due to the engagement of partners - businesses, community colleges, state agencies, union stakeholders, trade associations and others - who are actively involved in expanding apprenticeships in Iowa. Those partners are embracing National Apprenticeship Week with events and activities planned around the state throughout the week and month.

 

Governor Branstad and Lt. Governor Reynolds will visit four Registered Apprenticeship Sponsors throughout the week, including Dalton Plumbing and Heating, Young Plumbing and Heating, Independence Plumbing and Dubuque Screw.

 

Representatives for the Iowa Building and Construction Trades group will celebrate National Apprenticeship Week by addressing the Iowa School Counselor Association to share how apprenticeship programs can build a pathway to career success.

 

"Educating high school counselors on just how students can benefit from exploring an apprenticeship opportunity in Iowa is an important part of the conversation," said Jason Shanks, training director for Plumbers and Steamfitters, Local 33. "Continuing education can take many forms, and Registered Apprenticeship programs are a proven way to prepare for a long and prosperous career path."

 

ABC of Iowa, a non-profit construction trade association, will hold its 2015 ABC of Iowa Apprenticeship and Training Trust Craft Championships on November 20 to highlight the work of apprentices across the state. During the event, apprentices compete in six events including Residential/Commercial Electrical, Commercial/Industrial Electrical, HVAC, Insulation, Plumbing and Sheet Metal. Winners of each advance to represent ABC of Iowa at the ABC National Craft Championships in Ft. Lauderdale, FL next March.

 

"Drawing attention to the professional work of our apprentices is the goal of the Craft Championships that we'll hold later this month," said Greg Spenner, president and CEO of the Associated Builders and Contractors of Iowa. "It is so rewarding to see the high-level work these apprentices are doing for companies around Iowa."

To access the upcoming movies and series On Demand, viewers can use the On Demand button on their remote, or go to channel 1.

With Mediacom On Demand, consumers can pick and choose from over 20,000 titles of movies, sporting events, broadcast and cable shows. Free programming features recently-aired episodes from cable and broadcast channels, as well as sports highlights. On Demand is included in Mediacom digital video service and requires a digital converter.

The Scott County Sheriff's Office is holding an award ceremony where we are awarding our life saving ribbon for two separate incidents which happened earlier this year. The ceremony will be held Wednesday November 4th, 2015 at 9 am in the Sheriff's Office Pavilion Conference Room. Members of the public are welcome to attend.

First Incident:

On April 11th, 2015 at approximately 11:00 am, Scott Emergency Communications received a phone call for assistance with a man down at 781 W. Walcott Road Lot 134 in Walcott. Sgt. Jackson, Walcott Fire Department, and MEDIC Ambulance were dispatched to assist.

Sgt. Jackson upon his arrival found the person unresponsive and began doing CPR. He also deployed his AED and provided a shock to the patient. Upon the arrival of Walcott Fire Department they found Sgt. Jackson doing CPR and they took over patient care. The patient was shocked multiple times with the AED initially applied by Sgt. Jackson. If not for the initial actions taken by Sgt. Jackson, Walcott Fire Department believes the patient may have had a different outcome. Five days after this incident the patient was walking, talking, and on the road to recovery. The quick actions of Sgt. Jackson to apply lifesaving efforts reflect great credit upon himself, his community, and the Scott County Sheriff's Office.

Second Incident:

On June 16th, 2015 at approximately 2:00 pm, Scott Emergency Communications Center received a 911 call from 11196 95th Avenue in reference to a subject being trapped under a lawn tractor that rolled over. Our deputies, Buffalo Fire Department, and MEDIC were dispatched to the scene. Also requested to assist was Buffalo Police Department.

Buffalo Police Department Chief Behning arrived on scene and he informed units the patient was turning blue from lack of oxygen. Chief Behning was able to use a large piece of lumber to lift the lawn tractor off of the patient enough in order for him to breathe. However, due to the weight of the tractor, Chief Behning was only able to lift the tractor a few inches. That was enough room to provide some relief to the patient.

Buffalo Fire Department Chief Adams and Fire Fighter Derrickson arrived on scene they assisted Chief Behning with lifting the tractor enough to where the patient could be pulled from underneath. Buffalo Police Chief Behning's quick thinking under pressure by using a nearby object to take the full weight of the tractor off the patient allowed time for Buffalo Fire Department Chief Adams and Fire Fighter Derrickson to arrive and assist in removing the patient from underneath the tractor. Without the quick actions of all those involved we fear there may have been a different outcome. The actions of all involved reflect great credit upon themselves, their community, and their agencies.

73 projects will help farmers, ranchers target conservation in high-priority watersheds

WASHINGTON, Nov. 3, 2015 - Agriculture Secretary Tom Vilsack today announced that USDA's Natural Resources Conservation Service (NRCS) will invest $30 million this year in 33 new projects and 40 existing projects to improve water quality in high priority watersheds the Mississippi River Basin. These projects reduce loss of nutrients and sediment to waters that eventually flow into the Gulf of Mexico.

"By targeting small priority watersheds within the Mississippi River basin, we are helping to deliver local water quality benefits and contributing to large-scale improvements for the Basin as a whole," Secretary Vilsack said. "Water quality is important to everyone, at all levels of government, to private landowners, and in rural and urban areas alike. The many partnerships created through this initiative are both impressive and promising to the future of these watersheds."

These projects are funded through NRCS' Mississippi River Basin Healthy Watersheds Initiative (MRBI), which uses several 2014 Farm Bill conservation programs, including the Environmental Quality Incentives Program (EQIP), to help farmers adopt conservation systems to improve water quality, enhance wildlife habitat, and restore wetlands. Since MRBI's start in 2009, NRCS has worked with more than 600 partners and 5,000 farmers to make conservation improvements on more than 1 million acres in the region.

Through these partnerships, the initiative more than quadrupled the number of contracts addressing water quality concerns in targeted project areas. NRCS will invest $30 million per year over the next three years, as part of a $100 million commitment from the 2014 Farm Bill.

New projects include :

  • Kickapoo River, Wisconsin: NRCS will work with Crawford and Vernon County Land Conservation Departments and others to assist landowners and producers in addressing nutrient and sediment losses from cropland and degraded pastures. Citizen water quality monitoring from the Valley Stewardship Network volunteers will provide data to support load-reduction goals. NRCS plans to invest $847,000 in fiscal year 2016 as part of a $5.3 million commitment in the watershed over four years.
  • Upper Birds Point, Missouri: NRCS will work with Mississippi County Soil and Water Conservation District and others to target high vulnerability cropland and implement a system of practices to reduce sediment and nutrient loss, improve migratory bird habitat and protect shallow groundwater. NRCS plans to invest $436,000 in fiscal year 2016 as part of a $2 million commitment in the watershed over four years.
  • Upper Bayou-Macon, Arkansas: NRCS will work with Desha County Conservation District and others to implement water quality practices on 35 percent of high-priority acres to significantly reduce nutrient and sediment loading to Upper Bayou Macon and improve habitat for four threatened and endangered aquatic species found in Bayou Macon - the Pallid Sturgeon, Fat Pocketbook, Pink Mucket and Scaleshell. NRCS plans to invest $794,000 in fiscal year 2016 as a part of a $4 million commitment in the watershed over four years.
  • Slocum Creek, Iowa: NRCS will work with the East Pottawattamie Soil and Water Conservation District, the City of Oakland, and the Iowa Department of Agriculture and Land Stewardship, among others, to identify and treat high priority acres in the watershed. This project will support efforts to improve water quality for residents of the watershed as well as the Iowa nutrient reduction strategy. NRCS plans to invest $294,000 in fiscal year 2016 as part of a nearly $700,000 commitment in the watershed over the next three years

Findings from a 2013 report by the USDA's Conservation Effects Assessment Project (CEAP) show that conservation work on cropland in the Mississippi River Basin has reduced the amount of nitrogen and phosphorus flowing to the Gulf of Mexico by 18 and 20 percent, respectively. CEAP models have also shown that the targeted approach of MRBI has enhanced the per-acre conservation benefit by 70 percent for sediment losses, 30 percent for nitrogen losses and 40 percent for phosphorus losses, when compared to general program activities.

MRBI is one of many landscape-level efforts to address water quality. Similar efforts are ongoing in the Great Lakes region, Gulf of Mexico region, Chesapeake Bay watershed and California Bay Delta region.

State legislators will be making important decisions about the future of energy in Illinois this year.  The U.S. Environmental Protection Agency recently made history by announcing that for the first time, it will require carbon to be treated as a pollutant.  This gives Illinois the chance to move towards a cleaner, more reliable, and affordable energy economy while creating thousands of jobs.  There are several proposals in Springfield that address energy issues that are under consideration this year and next.

Experts from several environmental organizations will give information on the Clean Power Plan and on the proposed Illinois Clean Jobs bill.  Representative Mike Smiddy will attend and provide his insight into overall energy issues in Springfield.
