Second Edition of Education Tax Credit Laws Across the States Evaluates Power in Providing Options

WASHINGTON, DC - Iowa ranks sixth strongest of the 16 states that have education tax credit programs, earning a "C" grade according to the second edition of School Choice Today: Education Tax Credit Laws Across the States, Ranking and Scorecard 2015 released today by The Center for Education Reform (CER). In all, two states earn A's, three earn B's, seven earn C's, three earn D's and one earns an F. The report provides analysis and state-by-state comparisons, ranking states not only based on the law itself, but real results of programs.

"Over 200,000 students are benefiting from tax credit scholarships today," said Kara Kerwin, president of The Center for Education Reform. "As the momentum for choice programs grows, with half of these 16 states enacting tax credit programs in the last three years, it's essential to evaluate which elements foster the creation of meaningful choices to the most number of students. Simply having a law alone does not translate into more and better opportunities for children."

Iowa's tax credit program serves over 10,000 students across the state, and has a moderately high income cap. The number of students enrolled has remained steady for the past few years, unlike many other states where it has grown, indicating that elements of the program's design and implementation are preventing new students from receiving scholarships. One barrier is that because of donation provisions, it is difficult for Iowa Scholarship Granting Organizations (SGOs) to raise money for scholarships.

The Education Tax Credit Laws Across the States Ranking and Scorecard 2015 methodology has been revamped from last year's analysis, placing greater emphasis on participation and implementation, and taking a deeper look at rules and regulations governing programs. There are four major components that determine the strength of high-quality education tax credit programs across the states:

• Participation and purchasing power
• Eligibility
• Credit design
• Operational autonomy

"States that implement tax credit programs well will see reductions in overall expenditures in addition to growth in investments in K-12 education," continued Kerwin. "This fairly simple concept of allowing individuals, businesses, or both to claim a tax credit for contributions made to scholarship organizations provides big benefits, with the most important being a shift in the power to choose a school from bureaucrats to parents."

"The goal of this ranking and analysis is to provide a roadmap for lawmakers, parents, and advocates to bring about substantive and lasting change," said Kerwin. "We look forward to furthering debate and discourse to ensure laws being enacted are indeed fostering a marketplace where parents have the power to make choices among excellent options."

(DES MOINES) - Gov. Terry E. Branstad today appointed Kevin McKeever as judge to the 6th Judicial District.  McKeever was appointed to fill the vacancy created by the retirement of the Honorable Douglas S. Russell.

 

McKeever, 46, of Iowa City, currently serves as an Assistant Muscatine County Attorney. Previously he served as a staff attorney at ACT, Inc. and Assistant Ramsey County Attorney in Minnesota. McKeever received his undergraduate degree from Northwestern University in 1991 and his law degree from the University of Iowa in 2001.

The governor thanked the District 6 Judicial Nominating Commission, complimenting them on two excellent nominees for the position.

"The two individuals sent to me for consideration by the Judicial Nominating Commission were outstanding, and both could serve as great judges, making this a very difficult decision," said Branstad. "Kevin McKeever is a talented experienced prosecutor with a sharp legal mind and has a tremendous work ethic."

McKeever served as Lieutenant in the United States Navy from 1991 - 1998, and as Lieutenant Commander in the United State Navy - Reserves from 1999 - 2007.   He also serves on the Board of Directors for the African American Museum of Iowa and on the Iowa Department of Human Rights' Disproportionate Minority Contact Committee.

District 6 consists of the following counties: Benton, Iowa, Johnson, Jones, Linn and Tama.

  • Finding historical jurisdictions for that town

Many customers do not realize that Abbey Carpet Gallery is dedicated to green practices. Many of their products are made with recycled or recyclable materials. To save trees, bamboo and cork are used frequently: bamboo grows back rapidly and cork is harvested from living trees. "When old carpeting materials are removed from a site, they are recycled whenever possible," Daley said. "When there are efficiencies when ordering in bulk, materials are often donated to our local Habitat for Humanity."

Daley and Zindel enjoy working with their customers and look forward to many more years of business in the Quad-Cities. "I do plan on retiring someday," Daley said, "but until then, we have a lot more floors to cover."

October is Breast Cancer Awareness Month

(Sept. 30, 2015) ? During Breast Cancer Awareness Month this October, the American Red Cross encourages eligible donors to give blood to support cancer patients and others needing blood products.

According to the American Cancer Society, breast cancer is the second most common cancer among women in the U.S., with one in eight developing invasive breast cancer in her lifetime. Breast cancer patients may need blood products during chemotherapy, mastectomy surgery or treatment of complications.

Blood donor Mary Thorngate Hall is one such example. She was diagnosed with an aggressive form of breast cancer in 2010.

"I began treatment (with) my first round of chemotherapy lasting six hours. My body did not tolerate it, and I began to hemorrhage," she said. "I needed blood to survive. I cannot express my gratitude to the people who donated their lifesaving blood."

Volunteer donors are the only source of blood products for those needing transfusions. Donors with all blood types are needed, especially those with types O negative, B negative, A negative and AB blood.

How to donate blood

Simply download the American Red Cross Blood Donor App, visit redcrossblood.org or call 1-800-RED CROSS (1-800-733-2767) to make an appointment or for more information. All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver's license or two other forms of identification are required at check-in. Individuals who are 17 years of age (16 with parental consent in some states), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.

(Quad Cities, IA & IL)- The Mississippi Valley Blues Society and Vintage Sound 93.1 KMCS-FM  are working together, along with the annual Healthy Living Festival, to present the "Vintage Sound Blues Showcase." This Saturday, October 3, Iowa Avenue in downtown Muscatine (outside of the Missipi Brew, 107 Iowa Avenue) will be closed down for the Blues Showcase. PORT BYRON, Ill. - State Rep. Mike Smiddy, D-Hillsdale, is encouraging local women to ensure they are utilizing all resources available to prevent and treat breast cancer as part of Breast Cancer Awareness Month, observed each October.
"As a husband of a breast cancer survivor, I know how traumatic a breast cancer diagnosis can be, but science has shown how early detection can improve outcomes and survival rates," Smiddy said. "I encourage women everywhere to use Breast Cancer Awareness Month as an opportunity to get preventative screenings we know help save lives."
The state sponsors the Illinois Breast and Cervical Cancer Program (IBCCP), a program which offsets the costs of preventative mammograms for Illinois women. Smiddy continues to fight for this program during the ongoing budget negotiations to ensure that income doesn't prevent women in Illinois from getting the testing they need. Additionally, Smiddy introduced legislation during the spring legislative session requiring all insurance plans in Illinois to cover preventative breast screenings as of this law's passage on August 21.
"The new law in Illinois will help more women have access to the preventative testing that we know that can be so important when fighting this disease," Smiddy said. "You don't have to be a woman or a cancer patient to participate and join the fight against breast cancer this October."
