(DES MOINES) - Iowa Gov. Terry E. Branstad and Lt. Gov. Kim Reynolds today announced that they will travel to Cedar Rapids on Monday, Sept. 28, 2015, for the dedication of a "Buddy Bench" at Arthur Elementary, 2630 B Ave. NE, and make an announcement regarding the administration's efforts to end bullying in Iowa's schools.

Former Arthur Elementary student Isaac Taylor wrote the governor's office in June about his Buddy Bench project, which grew out of his desire to stop bullying at school. Isaac, who is now in middle school, has been working to raise money with the goal of installing Buddy Benches on at least 17 additional school playgrounds in the Cedar Rapids area to foster friendship.  Six benches have been purchased so far. The Buddy Bench idea, Isaac said, originated with a student in Pennsylvania. The governor and lt. governor will join Arthur's faculty, staff and students when Isaac cuts the Buddy Bench ribbon on the Arthur Elementary playground.

At the conclusion of the Buddy Bench dedication, Branstad and Reynolds will make an announcement regarding their anti-bullying efforts. For three years, Governor Branstad, First Lady Chris Branstad and Lt. Governor Reynolds have worked to put policies in place to ensure that every student feels safe and respected at school. The announcement Monday will advance the governor's, first lady's and lt. governor's priority of preventing bullying in Iowa's schools.

The event will replace the administration's weekly news conference. Following the conclusion of the event, the governor and lt. governor will hold media availability.

State Fair Director Also Steps Down

SPRINGFIELD - Governor Bruce Rauner today accepted the resignation of Illinois Department of Agriculture Director Phil Nelson. Nelson will remain employed with the Department for the next 30 days to help with the transition. State Fair Director Patrick Buchen has also stepped down.

"I appreciate Director Nelson's commitment to agriculture and his service to the people of Illinois," Governor Rauner said. "I wish him all the best."

Rauner appointed current Department of Agriculture Chief of Staff Warren Goetsch as Acting Director.  A search for a permanent replacement is underway.

Sen. Grassley made the following statement today regarding Pope Francis' visit to Washington, D.C.  The text of the statement can be found below and the video can be found here.

"This week, I had the second opportunity in my life to be in the presence of a pope.  This visit was an historic one.  Pope Francis made his first trip to the United States and a pope addressed Congress for the first time in history.

"I attended the White House ceremony on Wednesday welcoming the pope to our nation's capital.  The ceremony was spectacular, with more pomp and circumstance than even ceremonies for presidents of other countries.

"This morning, Pope Francis gave a strong speech that was well received by Congress.  He talked about the American spirit and the American dream.  America, as he says, is still a land of dreams for many people.  And he's right.

"He also talked about the state of our world today, how violent conflict seems to be increasing, and the challenges we as a nation and as a people face.  He said that these challenges call for a renewal of that 'spirit of cooperation' that has done so much good in our country's history.

"He mentioned four Americans who have contributed to this: Abraham Lincoln, Martin Luther King, Dorothy Day, and Thomas Merton, and spoke of their contributions to American society.

"I appreciated the opportunity to hear from Pope Francis.  Even if I don't agree with him on all matters, as fellow Christians we do see eye-to-eye on the essentials.  It was inspiring to hear a leader of such high esteem."

WASHINGTON - Senator Chuck Grassley joined a letter to President Barack Obama urging him to raise directly with Chinese President Xi Jinping concerns about China's delays in approving agricultural biotech products.

President Xi will be meeting with President Obama yet this week.  The U.S. is also hosting China in the inaugural U.S.-China Strategic Agricultural Innovation Dialogue, during which it's expected agricultural biotech issues will be discussed.

The senators wrote, "It is our understanding that there is a growing queue of biotechnology-derived crops under review within China's Ministry of Agriculture, creating additional regulatory uncertainty, and undermining commitments made last year to bolster science-based agricultural innovation and trade...We ask that you seek a commitment from President Xi to move forward with the queue of biotechnology products, including those awaiting final import approvals."

Iowa is a leader in agricultural biotechnology.  From innovative approaches to biofuels and agriculture technology to seed genetics and biosciences, the industry is seeing a high rate of growth in the state and is an important component of the state's economy.
