The wedding will take place in a storefront window during Living Windows on the city's 1800s Main Street Sat., Dec. 12. If that's not romantic enough, it is also Night of the Luminaria so the city will be glistening with the twinkle of more than 5,000 candlelit luminaries.

Nonprofits struggling mightily during budget impasse, Comptroller notes
ELGIN - Comptroller Leslie Geissler Munger on Thursday toured the Community Crisis Center in Elgin and discussed the impact the state's budget impasse is having on domestic violence providers and other nonprofits in Illinois.
Without a budget in place, the state is legally not able to pay domestic service providers for work they have done since July 1. As a result, some centers have had to dig deep into their cash reserves, others have had to lay off workers and cut services, and others have closed their doors. Thousands of victims of domestic violence are going unserved.
"Ironically, October is National Domestic Violence Awareness Month," Munger said. "The best way to acknowledge and honor the efforts of our domestic violence providers this month is to pass a balanced budget so they can continue providing critical services to women and children in need."
The state is operating under a series of court orders, consent decrees and continuing appropriations requiring it to pay about 90 percent of its bills at last year's rates, despite projections showing a $5 billion decline in revenue. Domestic violence providers are part of the 10 percent not covered by any court orders. For those eligible for payments, Munger has prioritized nonprofits serving children, the elderly, people with disabilities and other most vulnerable residents.
Still, the consequences of the budget impasse are seen on a daily basis across the state, Munger added. Nonprofits are cutting services and some are closing. College students are not receiving their promised grant money. And local governments are struggling to keep 911 Emergency Call Centers operating.
"This is not a game, people are being hurt by the stalemate in Springfield," Munger said. "Enough is enough. It is time for the General Assembly and the Governor to come together and pass a budget so we can fund our critical services."

The 2015 Christmas Tree
(Moline, IL - Oct. 22, 2015) - The iWireless Center is currently in search of their 2015 Christmas tree to be displayed in the arena's circle drive throughout the holiday season. The tree will also featured at the annual Lighting on the Commons Ceremony to be held on Saturday, November 21, 2015.
The iWireless Center will pay for the removal and transportation of the tree and provide four complimentary tickets to a Quad City Mallards Regular Season Hockey Game or Mannheim Steamroller Christmas on November 13 in exchange for the tree donation. The tree should range in height from 20' to 40' and be available for removal now through the week of November 6th. Consideration will be given to size, shape, fullness, ease of removal, and proximity to building. Trees not selected in 2015 will be added to a list of potential trees for future years.

$108 Million Allocated for Smart Grid Improvements

WASHINGTON, Oct. 22, 2015 - Agriculture Secretary Tom Vilsack today announced nearly $2.3 billion in loans to build and improve rural electric infrastructure in 31 states.

"Improving our rural electric utility systems will help us continue to provide reliable and affordable electricity to rural customers," Vilsack said. "By financing these improvements, USDA helps increase efficiencies, reduce carbon emissions and improve the quality of life in rural areas."

USDA is awarding loans to 77 utilities and cooperatives in 31 states. The funding includes more than $108 million for smart grid technology, $41 million for renewable energy improvements and $9 million for storm damage repairs. These loans will help build or improve 12,000 miles of transmission and distribution lines.

The funding is being provided through USDA Rural Development's Electric Program, which makes loans and loan guarantees to non-profit and cooperative associations, public bodies and other utilities, primarily for electric distribution in rural areas.

For example, Midwest Energy Cooperative in Michigan, which serves more than 35,000 customers in Michigan, Indiana and Ohio, is receiving a $59 million loan to improve service to its customers. It will use $33 million to finance smart grid technologies.

Smart grid increases the reliability of electric power by helping utilities better manage the electric grid to improve operational efficiencies. It includes metering, substation automation, computer applications, two-way communications, geospatial information systems and other improvements.

In Iowa, USDA is providing a $59.8 million loan to the Central Iowa Power Corporation to fund more than 126 miles of new or upgraded power lines. The utility distributes power to more than 125,000 residential customers and 17,000 businesses in 51 Iowa counties.

The Cornelius, N.C., firm O2 EMC Portfolio 1, LLC is receiving three loans totaling nearly $23 million to build several solar farms. The company develops, owns and operates solar farms across the Southeast.

Funding of each award announced today is contingent upon the recipient meeting the terms of the loan or grant agreement.

Since 2009, USDA has funded $34 billion in electric loans and more than $1 billion for smart grid technologies. This assistance has helped build more than 185,000 miles of transmission and distribution lines serving approximately 8.5 million rural customers.

USDA has been committed to improving the production and transmission of electricity in rural communities since the creation of the Rural Electrification Administration in 1935.

John Deere & Hubbell-Waterman Foundations, First Presbyterian Church and Many Individual Donors Support New Private Lesson Program

The latest initiative from Volunteers for Symphony (VfS) to help raise funds for Quad City area youth music education is Trivia Night by VfS.   Trivia Night will be held this Saturday, October 24 at 7:00 p.m. at the Tanglewood Hills Pavilion in Bettendorf at 4250 Middle Road.

Trivia Night by VfS will be halloween-themed and feature fun questions in entertaining categories and designed for beginners and experts alike.  A silent auction, raffle and bake sale will be featured along with a variety of prizes.  Food is available for purchase.

Trivia Night by VfS raises funds to support the Quad City Symphony Orchestra (QCSO) and their youth education engagement programs.  The QCSO is the largest provider of music education engagement programs in the Quad City region reaching more than 10,000 students each year.

New music education in the 2015-16 school year features bi-weekly private one-on-one lessons with professional musician instructors.  Support for this new program is provided by the John Deere and Hubbell-Waterman Foundations, First Presbyterian Church and many individual donors.  This program joins the Quad City Symphony Youth Ensembles, Symphony Day, classroom performances, Instruments for Kids and Students@Symphony, each designed to open the world of music to youth.  Support for the many education programs also comes from Arthur J. Iowa WFI.  AIM's September workforce Index (WFI) decreased to 80.4 from August's revised 90.6. Online job openings fell by 10.2 percent and more than offset a 2,200 decrease in the number of unemployed.  The WFI is a statistically based measurement tool produced by AIM, a nonprofit organization in Des Moines, Iowa. The index is a ratio of unique online job postings and the number of unemployed in Iowa (not seasonally adjusted). The WFI ranges between 0 and 100. A WFI below 50.0 indicates short-term job contraction while an Index above 50.0 indicates job expansion.
Fading and improving areas. The areas showing the greatest percentage improvements in online job openings from August to September were:  Transportation positions, distribution jobs, and general business positions.  The areas recording the largest percentage declines from August to September were: healthcare outside of nursing, nursing positions, and retail openings.
