Congressman: For many schoolchildren, safety is more at risk coming and going from school than in the classroom or on the playground

Washington, D.C. - Rep. Bruce Braley (IA-01) today unveiled the most comprehensive overhaul of the nation's school bus safety system in over 15 years, the School Bus Safety Act. An average of 6 children are killed in school bus related accidents each year while an average of 12 children are killed each year in pedestrian deaths outside of the school bus.

"For many schoolchildren, their safety is more at risk coming and going from school than in the classroom or on the playground?and we can do something to change that," Braley said. "When my kids were getting on the bus to go to school I wanted every tool possible to keep them safe, and that's a feeling all parents share."

The School Bus Safety Act contains five titles:

  • Title I: "Kadyn's Act"?named after Northwood student Kadyn Halverson, requires states to enact tough penalties for drivers who pass stopped schools buses. Kadyn's parents helped enact this portion of the law in Iowa, but in many other states, this activity, which puts children's lives in danger, is punishable by fines as low as 30 dollars.

 

  • Title II creates grants for Motion Activated Detection Systems on the exterior of buses?these systems alert a driver when a moving target is detected within the danger zones near the front, rear and sides of the bus.
  • Title III requires background checks on school bus drivers. In 2012, Iowa enacted such a law, but some states are still operating without this requirement.
  • Title IV is a School Bus Seat Belt Demonstration Program. The Department of Transportation would create a Demonstration Program which would allow states to apply for funding to purchase new school buses with seat belts or to equip current ones with seat belts. The National Highway Traffic Safety Administration has estimated that deaths from frontal crashes could be significantly reduced with mandatory seatbelt use.
  • The last portion of the law would direct the National Highway Traffic Safety Administration to assess using technology to get drivers to stop for school buses. For example, studying how a particular lighting system might help prevent motorists from illegally passing stopped buses. This could also help with the situation that led to Kadyn Halverson's tragedy - utilizing technology that can get people to slow down and stop, in addition to increased penalties.

The bill has a self-funding mechanism. Two of the programs - Kadyn's Act (Tile I) and Bus Driver Background Checks (Title III) require states to implement standards similar to Iowa's or they lose 10 percent of their highway funds.  The other two programs in the bill, the motion sensors and seatbelts, are grant programs funded by the withheld funds from those states that fail to implement a Kadyn's Law and bus driver background checks.

Braley has a long history of advocacy on school bus safety, previously fighting to redirect resources to help states enforce traffic laws that punish reckless drivers for illegally passing stopped school buses. Braley was also a strong supporter of the passing of Kadyn's Law by the Iowa legislature.

MONTICELLO, IA - On Sunday, May 18, 2014 Camp Courageous will hold the 27th annual "Cruisin' for Camp Courageous" from 10 a.m. to 4 p.m.

Presented by the Cedar Valley Street Rods, it is one of Iowa's largest charity Car Shows and features hundreds of show cars, race cars, and trucks on the grounds at Camp Courageous. Located just southeast of Monticello IA, this is a family event with a large silent and live auction, food, music, and a huge craft show. This year's show features a Poker Walk with a prizes for drawing the best hand. Prizes are also available for the 3rd annual "Car Part Art" contest. Pin striping demonstrations will be available and kids will love the games, prizes, and camp's bouncy house! Also, the camp train will be on the track to offer rides for all ages. As an added bonus a live re-enactment of a train robbery, performed by the Red Cedar Regulators (an old west re-enactment group) will entertain visitors with 4 shows at the Train Depot. Car enthusiasts from everywhere will want to attend this event with all proceeds going to Camp Courageous.

Admission is $5.00 for adults. Children 12 and under are free when accompanied by an adult. This fee will admit you to all events including the car show, entertainment, and much more. Free parking is available.

Camp Courageous is a year-round recreational facility for individuals with special needs and is run on donations, without government assistance, formal sponsorship, or paid fundraisers. In 2013 over 6,500 campers were served.

Sixteen year old Mayli Grady, a student at Davenport West High School, is the recent 3rd place Iowa state finalist in the US Fish and Wildlife duck stamp drawing competition.

She is an active online art collaborator on DeviantArt.com, known as Koda-soda, with over 155,000 page hits and 5,000 followers to date. Her art style of anime, manga and animated gifs, reflect a new international generation of young 21st century artists that know no borders. Mayli and her primary collaborator artist friend in Florida, Nikmat, collaborate daily on a comic book adventure series which they hope to publish some day.

As a baby and toddler, Mayli lived three of her first four years with her family in Indonesia. She brought her eclectic, often fantastic Asian art style back with her. She lives with her parents, Michael and Lina Grady, both Independent Scholar presenters, and her sisters, Carissa 20, and Carina 17.

Quad Cities builds 8-1 lead through two innings to snap three-game losing streak

DAVENPORT, Iowa (May 6, 2014) - Tyler White became the first River Bandit in nearly two years with a five-hit game, and every player in the Quad Cities lineup had at least one of the team's season-high 18 hits in a 10-4 victory over the Cedar Rapids Kernels in front of a season-high 5,206 on Tuesday at Modern Woodmen Park.

White became the first River Bandit with five hits in a game since June 10, 2012, when Tyler Rahmatulla tied a Midwest League record with six hits - including two home runs, two singles and two doubles - in a 16-15, 11-inning loss at Burlington. The 18 hits for the River Bandits Tuesday were their most since they posted 20 hits in an 18-7 win June 11, 2012 at Burlington.

After being held to four hits by the Kernels Monday, Quad Cities (13-18) started immediately with four straight hits against left-hander Josue Montanez (0-1). Center fielder James Ramsay lined a leadoff single to center field, and second baseman Chan-Jong Moon grounded an RBI triple down the third-base line. With the infield in, designated hitter Jack Mayfield bounced a hit past shortstop Engelb Vielma to score Moon. First baseman Chase McDonald then lined a single to right field. Two batters later, White singled through the left side of the infield to score Mayfield for a 3-0 lead.

In the top of the second inning, River Bandits right-hander Jandel Gustave (1-2) allowed a leadoff home run by Kernels first baseman Bryan Haar. But that was the only run he allowed in the first two innings, when he struck out four of the first eight Kernels batters.

In the bottom of the second, Montanez retired the first two batters, before Ramsay became the first baserunner with a two-out walk. Moon lined his second RBI triple down the left-field line to become the first River Bandit with a two-triple game since Jordan Scott hit two Sept. 2, 2013, against Beloit. Mayfield followed with an RBI single to left field, and McDonald and right fielder Ronnie Mitchell drew consecutive walks to end Montanez's day. Right-hander Todd Van Steensel entered to face White, who drove a three-run double over the head of right fielder Zack Larson to extend the lead to 8-1.

Cedar Rapids (18-13) began to close the deficit against Gustave, who began the third inning with a hit batter, walk, hit batter and designated hitter Mitch Garver's RBI single. A ground-ball double play brought in another run for an 8-3 score. In the fourth inning, Gustave allowed consecutive one-out walks and a single by left fielder J.D. Williams that loaded the bases. Left-hander Chris Cotton (1-2) relieved Gustave and got a fielder's choice that brought in one run to make it 8-4, followed by an inning-ending groundout. After Gustave was charged with four earned runs on four hits and four walks with four strikeouts in 3 1/3 innings, Cotton retired every batter in the fifth and sixth innings to complete 2 2/3 hitless innings. Right-hander Kevin Comer followed by allowing two hits in three scoreless innings to earn his second three-inning save in as many Midwest League appearances.

Quad Cities scored in the fourth on Mitchell's first Midwest League home run, followed by White's single for his third hit. Ramsay doubled and scored on McDonald's RBI single in the fifth to make it 10-4. White singled in the sixth and doubled in the seventh to go 5-for-5.

By snapping a three-game losing streak, Quad Cities set a rubber match against Cedar Rapids for 7 p.m. Wednesday. River Bandits left-hander Evan Grills (1-0) is scheduled to face Kernels right-hander Kohl Stewart (1-1).
