The 2013 Illinois Forage Expo will be held on Tuesday July 16 hosted by Adam Schroeder, Coal Valley, Illinois. The event will be held on Niabi Zoo Road, just east of the Zoo in Rock Island County.  The Expo will start at 9:00 am and conclude at 3:00 pm.

The Forage Expo will include field demonstrations of forage harvesting equipment and commercial displays of forage related products and equipment.  In addition, educational sessions will be presented that focus on forage management.  For information concerning exhibiting a commercial display contact Dave Gentry, GROWMARK, Inc., P.O. Bales weighing over 100 pounds will need an official scale weigh ticket.  Four hay and one haylage class will be available and class winners will receive a certificate.  

Specifically the Forage Expo site can be reached by taking the Quad Cities airport exit off of the I74/I280  interchange and go east on Route 6/1st Avenue (which turns into 69th Avenue) about 3 miles to Niabi Zoo Road.  Then turn right (southeast) and go 1 ½ mile to the Expo site.

Urges districts to better prepare students for college math, careers

SPRINGFIELD - May 23, 2013. As the state's point person on education reform, Lt. Governor Sheila Simon and the Illinois State Board of Education today released the state's first 6th-12th grade math curriculum and urged middle and high schools statewide to implement the new courses beginning this fall.

The new curriculum package aims to reduce remedial math needs for college-bound students and improve career readiness for those going into the workforce. In 2012, 58 percent of Illinois high school graduates failed to meet the math college readiness benchmark, according to the ACT. Research shows when students enroll in remedial math courses at college, they are more likely to drop out or graduate late.

To make sure Illinois students are better prepared for college-level math and careers, Simon worked with ISBE last year to pass Senate Bill 3244 and launch the Math Curriculum Task Force to design the first-ever statewide math curriculum units. The units outline teaching techniques aligned with Common Core standards, providing educators a better road map for math instruction than ever before.

"We want to put all middle and high school students on a track for success," Simon said. "Colleges and employers expect our students to have certain skills, but find too many students unprepared. The tools we released should help educators better prepare students to compete in the global marketplace."

Illinois adopted the Common Core standards in 2010. But how to implement or teach to those standards has been up to districts. Many rely on textbook companies to dictate curriculum not necessarily aligned to standards, while others can invest in curriculum directors to assist teachers.

The state-designed curriculum units, and soon-to-come lesson plans, provide new, high-quality tools that are aligned with the Common Core and can be adapted as needed to meet each classroom's needs. Simon said this should help level the playing field for districts with fewer resources.

"This is not an unfunded mandate," Simon said. "We are giving teachers, schools and districts an extra resource to incorporate within their classrooms in a way that is most beneficial to the students."

In all, 24 middle and 28 high school unit outlines were developed, with major changes in high school curriculum. Currently, high school math progresses annually from one content area to the next - Algebra, Geometry, Algebra II. The new model introduces integrated high school math courses - Math I, II and III - which each teach elements of algebra, geometry and statistics at each grade level.

Although four years of math are not required to graduate from high school in Illinois, the new model also includes content recommendations for senior year courses. The fourth-year options include career and technical education courses and dual credit coursework offered in conjunction with a local community college or university. These can help better prepare students for college-level math or the workforce.

Schools can opt to follow the state-recommended scope and sequence of math study in part or whole, or continue to follow local curricula. Analysis of the models' effect will be completed within four years.

"These math curriculum models can help districts continue to implement the more rigorous Illinois Learning Standards in the coming year," said State Superintendent of Education Christopher A. Koch. "Our new learning standards emphasize a holistic approach and ensure that students truly master math concepts and can apply them in their jobs and everyday life."

ISBE has decided to go beyond its statutory charge and develop lesson plans to correspond with the proposed math curricula, as well as develop math curriculum units for elementary schools. The additional materials will be available in the fall.

"The units structure the way a topic should be approached and allow a common ground for all teachers to teach their grade level," said Tai Williford, an 8th grade math teacher from Neal Math and Science Academy in North Chicago. "You can see the progression from one topic to the next and one grade level to the next. Using these units has been great for me and my colleagues because we know what we need the end result to be and we can discuss how to get our students there based on their current standings."

DES MOINES - Senator Tom Harkin (D-IA) announced today that his staff will visit all 99 Iowa counties this summer to discuss polices and collect ideas for increasing economic security in America.  The tour will center on four themes central to Senator Harkin's Chairmanship of the Senate Health, Education, Labor, and Pensions (HELP) Committee: retirement security, paid sick leave, rebuilding American manufacturing, and increasing the minimum wage.  The "mobile office" tour begins June 6, 2013 in Indianola, Iowa.

"Congress has the ability through meaningful policies to improve economic security for working families in Iowa and across the country," said Harkin. "Throughout the summer, my staff will visit each county and talk to Iowans about the ideas I am promoting to shore up retirement security, rebuild our manufacturing base, and ensure workers have access to paid sick leave and to a fair wage.  I hope that Iowans will attend these events and share their ideas for policies that would help their families."

Senator Harkin, as Chairman of the Senate Health, Education, Labor and Pensions Committee, has introduced four initiatives his staff will discuss during the tour:

Real Retirement Security: The Universal, Secure, and Adaptable ("USA") Retirement Fund. USA Retirement Funds combine the advantages of traditional pensions - e.g., lifetime income benefits and pooled, professional management - with the portability and ease for employers of a 401(k).  That will give middle class families the opportunity to earn secure retirement benefit that they take with them as they change jobs and that they cannot outlive.  Importantly, USA Retirement Funds also make it simple for employers to offer a benefit without having to take on all of the risk and administrative burden.

Allowing Workers to Earn Paid Sick Leave: The Healthy Families Act. The proposal would allow workers to earn up to 56 hours (7 days) of paid sick time per year, by earning 1 hour of paid sick time for every 30 hours worked. Workers can use this time to stay home and get well when they are ill, to care for a sick family member, to obtain preventative or diagnostic treatment, or to seek help if they are victims of domestic violence.

Raising the Federal Minimum Wage: The Fair Minimum Wage Act. The proposal would raise the minimum wage to $10.10 an hour from its current $7.25?in three steps of 95 cents?then provide for automatic annual increases linked to changes in the cost of living. The bill would also gradually raise the minimum wage for tipped workers?which currently stands at just $2.13 an hour?for the first time in more than 20 years, to 70 percent of the regular minimum wage.

Bolstering American Manufacturing: The Rebuilding American Manufacturing Act of 2013. The proposal requires the President to establish a National Manufacturing Strategy to better utilize existing federal resources and effectively support American manufacturing.  Senator Harkin also supports President Obama's call to create a National Network for Manufacturing Innovation, a public-private partnership to help manufacturing companies innovate, create new products, and improve the manufacturing process.

Each summer, Senator Harkin's staff visits each Iowa County to talk to Iowans about the issues impacting them and their families.  Staff will then post information on their visits on Senator Harkin's web site (http://harkin.senate.gov/)

PORT BYRON, IL - State Rep. Mike Smiddy (D-Hillsdale) encourages local residents to practice safe boating habits in recognition of Safe Boating Week.

"Enjoying the outdoors and spending recreational time with friends and family is a part of the summer culture for many families in our area," Smiddy said. "We should all take the necessary precautions to ensure that everyone using our waters this summer remains safe."

Continuing efforts to increase boating safety, the legislature recently unanimously approved a proposal aimed at preventing dangerous and avoidable accidents caused by boaters operating a boat under the influence of alcohol. Under Senate Bill 1479, boat operators involved in an accident causing injury or death would be required to complete a blood alcohol level test, similar to implied consent to a chemical test for drivers involved in motor vehicle accidents.

Several other states passed or are considering similar measures.

"Boating can be dangerous activity when inexperienced operators, rough waters, and quickly changing conditions are brought together," said Smiddy. "This initiative will help keep children, families, and friends safe by further discouraging boat operators from boating recklessly."

The Illinois Department of Natural Resources (IDNR) reported 101boating-related accidents in 2012, including 17 deaths and 77 injuries. Wearing life vests, completing boating safety courses, and avoiding alcohol while operating a motorized boat help protect boaters from accidents and injury. IDNR offers free instructor-led safety education classes throughout the year in addition to online education programs. (DES MOINES) -Today, Gov. Terry E. Branstad signed a letter to be delivered to President Obama requesting a Presidential Disaster Declaration for 19 Iowa counties where significant damage was sustained from heavy rains, thunderstorms and flooding between April 17-30.

The Governor is making the request for federal Public Assistance Program funding for the counties of Appanoose, Cedar, Clinton, Davis, Decatur, Des Moines, Iowa, Johnson, Keokuk, Lee, Lucas, Marion, Monroe, Muscatine, Ringgold, Van Buren, Wapello, Warren and Wayne.

A joint federal, state and local preliminary damage assessment of the 19 counties found the severe weather caused an estimated $8.9 million of damage that could be eligible under the Public Assistance Program. Public Assistance funds may be used to rebuild damaged infrastructure that may include roads, bridges, culverts and other public facilities, or to cover costs of emergency work during and debris removal after storms.

May 23, 2013 -- MOORE, Okla. -- New information is coming in on the damage caused by the tornadoes in Oklahoma. At the request of the Department of Emergency Management for the state of Oklahoma, Civil Air Patrol is flying the tornado paths capturing high-quality imagery to assess the damage from the storms. CAP is also deploying ground teams to go block by block, house by house and document the destruction.

"The damage is difficult to see and process," said Maj. Sam Ory, ground team leader for the initial response. "Before you get here and witness it, you really can't imagine a storm causing this destruction." The damage path in the Moore vicinity is estimated to be 17 miles in length and at its peak was almost 2 miles wide, with debris scattered more than 3 miles from ground zero.

CAP's Oklahoma Wing has flown five sorties taking several hundred digital photos at the request of the state. Wing aircrews flew over the track of the tornados that hit the Shawnee and Edmond areas on Sunday, and are currently flying sorties over the track of the storm that hit Moore and surrounding communities on Monday afternoon.

Two more sorties were flown today. 

Ground teams from CAP's Oklahoma and Kansas wings, at the request of Federal Emergency Management Agency, are taking images of every residence affected by the storm. CAP has additional ground teams responding from the Texas and Arkansas wings to assist in that task. CAP members from Alabama, Colorado, Louisiana, New Mexico, Missouri and Pennsylvania have offered to help as well.

Immediately following the tornadoes, members of CAP's Flying Castle Composite Squadron, Edmond Composite Squadron and Cleveland County Composite Squadron responded in numbers. They assisted in search and rescue in the hardest-hit areas and provided temporary communications support to the city of Moore and logistics support in the staging areas.

"More than 100 members from four wings are assisting with air and ground team efforts, and the number of requests is growing by the hour," said Lt. Col. Russell Davis, CAP's incident commander for the Oklahoma tornado response. "CAP's unpaid professionals are ever vigilant, trained and ready to serve our fellow citizens when disaster strikes.  Additional CAP volunteers from across the nation will join forces with us, as needed, to get the job done."

In addition to their flights for the state, members of the Oklahoma Wing are providing air and ground sorties to a combat camera team from Air Combat Command, which plans to do a story on military support of the ongoing relief efforts.

Civil Air Patrol (CAP), the official auxiliary of the U.S. Air Force, is a nonprofit organization chartered by Congress in 1941 with a 501(c)3 designation and pre-dates the Air Force. CAP consists of 61,000 unpaid professional members nationwide, and operates a fleet of 550 aircraft. CAP, in its Air Force auxiliary role, performs 90 percent of continental U.S. inland search and rescue missions as tasked by the Air Force Rescue Coordination Center (AFRCC) and is credited by the AFRCC with saving an average of 80 lives annually. Its unpaid professionals also perform homeland security, disaster relief and drug interdiction missions at the request of federal, state and local agencies. The members play a leading role in aerospace education and serve as mentors to more than 26,000 young people currently participating in the CAP cadet programs. CAP is a force multiplier to the Air Force CAP received the World Peace Prize in 2011 and has been performing missions for America for 71 years. CAP also participates in Wreaths Across America, an initiative to remember, honor and teach about the sacrifices of U.S. military veterans.
