SPRINGFIELD - Governor Pat Quinn issued the following statement regarding today's vote by the Illinois House of Representatives to pass a historic and comprehensive pension reform that will stabilize the pension systems, eliminate the unfunded liability, and preserve the pensions of hard-working state employees and teachers. More than a year ago, the governor convened a legislative working group and proposed a comprehensive solution that includes the key elements of Senate Bill 1:

"Today the Illinois House of Representatives took the biggest step to date towards restoring fiscal stability to Illinois.

"With the passage of this comprehensive pension reform solution, Illinois is closer than ever to addressing a decades-long problem that is plaguing our economy, our bond rating and the future of our children.

"I want to thank Speaker Michael Madigan, Leader Tom Cross, Rep. Elaine Nekritz and members of the House who did the right thing today by voting to preserve the pensions of hard-working state employees and teachers. This solution includes the key reform principles that I have long supported: a COLA adjustment, increase in the retirement age and an increase in the employee contribution. It also includes important refinements as outlined in my 2013 budget.

"Senate Bill 1 is a serious solution to the most serious fiscal challenge our state has ever faced.

"Today's action sends a strong message to the people and businesses of our state: Illinois is ready for reform and we understand that this reform is critical to building a brighter future for all."

Center fielder, right-hander win first of Astros' monthly awards for affiliate's top player and pitcher

DAVENPORT, Iowa (MAY 2, 2013) - Quad Cities River Bandits center fielder Teoscar Hernandez is the team's Player of the Month for April, and right-hander Vincent Velasquez is the team's Pitcher of the Month, the Houston Astros announced on Thursday.

 

The Houston Astros Player Development Department named a Pitcher and Player of the Month at each of their four in-season minor league affiliates. These awards are chosen every month by the field staff of each team.

 

A 20-year-old native of Bonao, Dominican Republic, who signed with the Astros as a non-drafted free agent in February 2011, Hernandez started as the center fielder and leadoff batter in 21 of the River Bandits' 23 games in April. He hit .297 in April and led the team with 27 hits, 91 at-bats, 18 runs, seven doubles, three triples, 10 extra-base hits, 40 total bases and eight stolen bases. He is currently 10th among all Astros minor leaguers in batting average.

Velasquez, a 20-year-old native of Pomona, Calif., and a second-round draft pick by Houston in 2010, tied for the organizational leads with three wins and 31 strikeouts in April. He was undefeated in six appearances, including three starts, with two saves and a 2.45 ERA. Velasquez is holding opponents to a .156 average - second-lowest in the Midwest League. He had a 16 2/3 inning scoreless streak from April 14 to April 30, and the River Bandits are 6-0 in games he has pitched.

In April, the Astros' minor league affiliates went a combined 58-39 (.598) for the third-highest winning percentage of any minor league system, trailing only Minnesota and San Francisco. Three of the four full-season affiliates are in first place in their respective divisions, and Class-A Quad Cities (15-8 in April) is in second place in the Midwest League Western Division.

CHICAGO - Lt. Governor Sheila Simon will give the commencement address on Friday for the City Colleges of Chicago Class of 2013. Nearly 4,000 students are expected to earn an associate's degree this year - the largest number in more than 20 years.

Simon will highlight the accomplishments of seven graduates who overcame obstacles to earn associate degrees that link them to in-demand jobs or bachelor's degree programs. Her featured students include a teenage mother turned valedictorian, a high school dropout turned Field Museum biologist, and an undocumented immigrant who learned Braille and English en route to a degree.

"Just as the City College system is reinventing itself, its graduates are reinventing themselves and making a difference in our communities," Simon said.  

In her first year in office, Simon visited each of the state's 48 community colleges in an effort to increase the proportion of adults with a college credential to 60 percent, up from the current 41 percent, by 2025.

Approximately 9% of the Class of 2014 was selected to join this prestigious society.

The Aglaia chapter at Augustana was chartered in 1965. It succeeded an Augustana Honors Society founded in 1940 for senior women. The name comes from one of the three Greek Graces, along with Euphrosyne and Thalia. Aglaia signifies "brilliance." In 2009, the chapter received a Silver Torch award from the national organization.

Students will be recognized at the Senior Honors Convocation on Saturday, May 18th, at 12 noon at Centennial Hall (3703 7th Ave. Rock Island, Ill.).

(DES MOINES) - Gov. Branstad is ordering all flags in the state to be flown at half-staff from 8 a.m. to 5 p.m. on Friday, May 3, 2013, to honor Vietnam War Aviation Antisubmarine Warfare Technician Donald P. McGrane of Waverly, Iowa, who was set to be laid to rest today at Arlington National Cemetery.  

   

McGrane had been missing since July 19, 1967.  

   

The governor's directive applies to all U.S. and state flags under the control of the state. H.R. 692, signed in 2007, requires federal government agencies in the state to comply with the governor's executive order that the U.S. flag be flown at half-staff in the event of the death of a member of the Armed Forces.  

 

Flags will be at half-staff on the state Capitol building and on flag displays in the Capitol complex, and upon all public buildings, grounds, and facilities throughout the state. Individuals, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flag at half-staff for the same length of time as a sign of respect.

Sailors Missing From Vietnam War Identified

The Department of Defense POW/Missing Personnel Office (DPMO) announced today that a Navy pilot, missing from the Vietnam War, has been accounted for and will be buried with full military honors along with his crew. 

Navy Lt. Dennis W. Peterson of Huntington Park, Calif., was the pilot of a SH-3A helicopter that crashed in Ha Nam Province, North Vietnam. Peterson was accounted for on March 30, 2012. Also, aboard the aircraft was Ensign Donald P. Frye of Los Angeles, Calif.; Aviation Antisubmarine Warfare Technicians William B. Jackson of Stockdale, Texas; and Donald P. McGrane of Waverly, Iowa. The crew will be buried, as a group, on May 2 at Arlington National Cemetery. 

On July 19, 1967, the four servicemen took off from the USS Hornet aboard an SH-3A Sea King helicopter, on a search and rescue mission looking for a downed pilot in Ha Nam Province, North Vietnam. During the mission, an enemy concealed 37mm gun position targeted the helicopter as it flew in. The helicopter was hit by the anti-aircraft gunfire, causing the aircraft to lose control, catch fire and crash, killing all four servicemen. 

In October 1982, the Socialist Republic of Vietnam (S.R.V.) repatriated five boxes of remains to U.S. officials. In 2009, the remains within the boxes were identified as Frye, Jackson, and McGrane. 

In 1993, a joint U.S./S.R.V. team, investigated a loss in Ha Nam Province. The team interviewed local villagers who identified possible burial sites linked to the loss. One local claimed to have buried two of the crewmen near the wreckage, but indicated that both graves had subsequently been exhumed. 

Between 1994 and 2000, three joint U.S./S.R.V. teams excavated the previous site and recovered human remains and aircraft wreckage that correlated to the crew's SH-3A helicopter. In 2000, U.S. personnel excavated the crash site recovering additional remains. Analysis from the Joint POW/MIA Command Central Identification Laboratory subsequently designated these additional remains as the co-mingled remains of all four crewmen, including Peterson. 

DoD scientists used forensic tools and circumstantial evidence in the identification of the remains.

DES MOINES, IA - The Planned Parenthood Action Fund has endorsed Bruce Braley for US Senate in 2014, the Braley for Iowa campaign announced today. Braley announced in February that he would seek the Senate seat being vacated by retiring Sen. Tom Harkin.

Braley said, "I'm proud to have the endorsement of the Planned Parenthood Action Fund.  For decades, the Planned Parenthood Action Fund has stood up for women's health and reproductive rights.  I'm committed to protecting women's rights to privacy and ensuring that the federal government stays out of decisions that are best left to a woman and her doctor.  In the Senate, I'll keep working to ensure that women have more access to reproductive health services, not less."

The Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization focused on promoting and defending women's health.  The Action Fund engages in education and electoral activity, including voter education, grassroots organizing, and legislative advocacy.

Braley has received an outpouring of endorsements in recent weeks, highlighted by the endorsement of Sen. Tom Harkin last month.  In February, Rep. Dave Loebsack (IA-02) and former Rep. Leonard Boswell announced their endorsement; in March, Iowa Attorney General Tom Miller and Treasurer Michael Fitzgerald endorsed; on April 3rd, 71 Iowa legislators announced their endorsement of Braley. Thirteen Iowa labor organizations have also endorsed Braley.

In April, Braley reported he had raised $1.07 million for his Senate campaign and has over $1 million cash on hand as of March 30th. Iowans from all 99 counties have contributed to Braley for Iowa.

CHICAGO - May 2, 2013. As the state's point person on education reform, Lt. Governor Sheila Simon today issued the following statement in support of Senate Joint Resolution 32 sponsored by Sen. Andy Manar (D-Bunker Hill)

The resolution creates the General Assembly's Advisory Committee on Education Funding, which will review the state's system to fund education. The committee will issue recommendations by Feb. 1, 2014 that are aimed at reforming state funding of education in order to make it more equitable and boost student success.

"Under the current funding structure, students' learning opportunities are influenced by zip code, perpetuating a system of haves and have-nots. We need to ensure that educational opportunity is available to every student, everywhere in the state, so we can build a skilled workforce and help our economy grow.  

"I encourage members of the General Assembly to pass Sen. Manar's resolution, which will help us take a comprehensive look at our education funding system and could find areas where we can strengthen and expand the opportunities offered to our future leaders."
