(DES MOINES) - Gov. Terry Branstad and Lt. Gov. Kim Reynolds, today, issued statements on the USDA disaster designation of four additional Iowa counties as primary natural disaster areas and six counties listed as contiguous disaster counties due to the drought.

On July 16, Gov. Branstad sent a letter to Sec. Vilsack requesting a drought disaster declaration for impacted Iowa counties. The letter to Sec. Vilsack can be viewed here. As a result, 42 Iowa counties were designated as disastrous on Aug. 1.

Gov. Branstad released the following statement:

"Today's disaster designation of 10 additional Iowa counties demonstrates the impact that the drought has made on Iowa's agricultural industry. The Lt. Governor and I would like to extend our gratitude towards Sec. Vilsack in recognizing the needs of these additional counties. This disaster designation will provide affected Iowans with additional resources during these difficult times."

Lt. Gov. Reynolds released the following statement:

"The governor and I know that farmers can and will overcome the current drought conditions, and we will continue to work with federal and state partners to provide necessary resources for Iowans."

CHICAGO - August 8, 2012. Governor Pat Quinn today signed three new laws designed to make Illinois schoolchildren healthier and safer through immunizations, anti-bullying measures and alternative education programs. Today's action at Pershing West Magnet School is the latest by Governor Quinn to further strengthen education in Illinois.

"We are working every day to strengthen education in Illinois," Governor Quinn said. "As millions of students prepare to go back to school later this month, these new laws will put vital public health data in the hands of parents, protect our children from bullying and improve their health."

House Bill 5013, sponsored by Rep. Robyn Gabel (D-Evanston) and Sen. Heather Steans (D-Chicago) is designed to boost vaccination rates. The new law requires public and registered nonpublic schools to make immunization and health exam statistics publicly available. While such data is now posted on the State Board of Education (ISBE) website, this reform will make it easier for parents to see just how many of their children's classmates are not vaccinated. August is National Immunization Awareness Month.

The State of Illinois requires vaccinations to protect children from a range of diseases. Failure to be properly immunized can lead to high absenteeism, heart problems or even brain damage. According to ISBE, more than 60,000 students (about three percent) were not in compliance with immunization or health exam mandates during the 2010-11 school year. The bill passed unanimously in both chambers and is supported by public health advocates, the Chicago Teachers Union and the March of Dimes. The law is effective Jan. 1.

Governor Quinn also signed House Bill 1473, sponsored by Rep. Mary Flowers (D-Chicago) and Sen. William Delgado (D-Chicago), which allows the Chicago Board of Education to implement a program to break down barriers between students of different backgrounds. The law is inspired by the successful "Challenge Day", which employs a carefully-designed, day-long series of trust-building exercises to foster new levels of empathy and respect. The law is effective immediately.

In addition, Governor Quinn signed Senate Bill 3259, sponsored by Sen. Kimberly Lightford (D-Maywood) and Rep. Linda Chapa LaVia (D-Aurora), which creates the Commission for High School Graduation Achievement and Success to help boost high school graduation rates. The Commission will examine alternative education programs in Illinois and other states, as well as STEM (Science, Technology, Engineering, Math) Learning Exchanges, the Illinois Pathways Initiative and other tools for keeping at-risk teens in school. The Commission's report is due to the governor and General Assembly by November 1, 2012 in advance of veto session. The law is effective immediately.

Governor Quinn continued to emphasize the need for public pension reform to ensure adequate resources for education in Illinois. Unless comprehensive pension reform is enacted, a new analysis prepared by the Governor's Office of Management and Budget (GOMB) shows that Illinois is on track to spend more on pensions than education by Fiscal Year 2016. Governor Quinn has proposed a comprehensive plan that will eliminate the unfunded liability over 30 years. The governor recently called a special session dedicated to pension reform on August 17.

BOTSWANA, AFRICA (08/08/2012)(readMedia)-- Three Illinois National Guard units, among the more than 1,200 military personnel from the United States who are participating in Southern Accord 2012, gathered for a cultural day Aug. 5 at Thebephatshwa Air Base, The Republic of Botswana, Africa.

Southern Accord 12 is a joint exercise bringing together U.S. Army personnel with counterparts from the Botswana Defense Force to conduct humanitarian assistance, disaster relief operations, peacekeeping operations, aeromedical evacuation and enhance military capabilities and interoperability.

The 405th Brigade Support Battalion in North Riverside and Streator, the 766th Engineer Battalion in Decatur and the 139th Mobile Public Affairs Detachment in Springfield are supporting Southern Accord 2012 Aug. 1 to 17.

During cultural day Soldiers experienced a dance performance from local Botswana Defense Forces (BDF) personnel in ethnic attire as well as local music and food.

Approximately 35 vendors from across Africa also set up booths to sell collectables, souvenirs and clothing. The day also gave members from the various forces a chance to socialize and network with each another.

Sgt. Whitney Clever of Island Lake, Ill., with Headquarters and Headquarters Detachment, 405th Brigade Support Battalion in North Riverside said she loved cultural day for the interaction with the BDF and local civilians. She said she learned a lot about Botswana culture from the items she found at the bazaar.

"During an exercise like this, it's amazing to see so many different counterparts come together," said Clever. "Not only by country, but also the Army, Marines, Air Force, and Navy coming together with the BDF and their local community for a shared experience. It was really a great exercise."

Having an opportunity to interact with people not from her country was African-native Charlene Mubita's favorite part of the day. Mubita sold clothing, self-designed home goods, and served local foods at her booth.

"It was a great opportunity to meet so many different people from various places, all of whom were friendly," said Mubita.

Davenport, IA - In thanking U.S. Rep. Dave Loebsack (D-IA) for touring ManorCare Health Services - Utica Ridge today, Davenport's local skilled nursing facility (SNF) care community demonstrated why facilities like this across Iowa are vital to Iowa seniors, the Davenport-area's local economy and workforce, and a key piece of the policy puzzle in terms of helping to improve care quality and reduce healthcare costs.

"Our patients and staff appreciate the time Congressman Loebsack took to visit our facility, and to see first-hand how nursing homes like ours are evolving to meet the needs of a more diverse patient population," stated Kim Hufsey, administrator at ManorCare Health Services - Utica Ridge. "We welcome the opportunity to meet with lawmakers so that they can more fully understand why nursing homes of the 21st Century, like ours, are vital to helping more seniors return home more quickly, and why it has never been more important for our lawmakers to preserve, protect and defend the Medicare funding our patients depend upon for quality care."

Hufsey pointed to a new study finding Iowa nursing homes and the patients under their care face a $30 million cumulative reduction in Medicare funding in 2013-14 as a result of several different federal budgetary actions and regulatory payment changes made by Congress and the Centers for Medicare and Medicaid Services (CMS) since 2009. Nationally, nursing homes and their patients face nearly $4 billion in reductions in 2013-14, and a $65 billion reduction over 10 years, according to the independent health policy advisory firm, Avalere Health.

"It was great to meet with all of the patients, employees and administrators at ManorCare Utica Ridge and see all the wonderful work that is being done there.  Facilities like these are important pillars in our community, providing jobs as well as important services to local residents," said Congressman Dave Loebsack.  "Having been raised in part by my grandmother, I know first-hand how critical Medicare is to our seniors, which is why I will always fight to preserve and protect it.  I also know how essential it is to help our seniors return home quickly to their families.  It is places like ManorCare that can serve as an example toother healthcare providers when it comes to providing the quality, affordable care that our seniors need."

(DES MOINES) - Gov. Terry Branstad and Lt. Gov. Kim Reynolds today announced the availability of the 2012 mobile site developed in partnership with the Iowa State Fair and Iowa Interactive. The site, which was developed by Iowa Interactive' s self-funded model, will enhance Iowa State Fair attendees' experience by providing information on the Iowa State Fair's daily schedule, entertainment, food vendors, fairground map, attractions and other general information.

The mobile Iowa State Fair site can be accessed at http://mobile.iowastatefair.org/ and is available through mobile devices including iPhone, BlackBerry, Android, iPad and other tablet devices.  Attendees may also access the site from home with an internet browser by using the same URL.

"The Iowa State Fair is one of the largest events in Iowa and, now with the mobile site, Iowans have the opportunity to access State Fair information at their fingertips. The Iowa State Fair mobile site will help fair-goers experience all that the fair has to offer," said Branstad.

The site was developed by Iowa Interactive, which also built the Governor's, Lt. Governor's and the governor's special assistant for education, Linda Fandel's website. This is the second year for the State Fair mobile site.

Newly published research from the University of Rochester Medical Center shows that the PSA test has life-saving benefits to men of all ages. Without routine PSA testing, the number of men diagnosed with an incurable form of advanced prostate cancer, also referred to as metastatic prostate cancer, would triple.

Many prostate cancer experts believe widespread availability and usage of the PSA test contributed to a prostate cancer death rate reduction by nearly half. Dr. David Samadi, a leading robotic prostatectomy surgeon from The Mount Sinai Medical Center in New York City, points out the precision with which this data supports that claim.

"Today, roughly 8,000 men are diagnosed with advanced prostate cancer. To triple that number would, in fact, double the number of men who succumb to the disease each year," he explains.

Prostate Cancer Among African American Men Reaches Epidemic Proportions

The U.S. Senate recently passed a resolution acknowledging that awareness and prevention of prostate cancer is as critical as it's ever been for African American men. The resolution, which was introduced by Sen. John Kerry (D-Mass.), urges federal agencies to address what they're now calling an "epidemic" by supporting education, awareness outreach and research specifically focused on how prostate cancer affects black men.

Planning already is underway to mark the 50th anniversaryof the assassination of President John F. Kennedy on Nov. 22, 2013. Commemorative events in Dallas and in churches across the country are being organized. TV host Bill O'Reilly is set to release a new book, "Killing Kennedy: The End of Camelot," this fall, and a feature movie, "The Kennedy Detail," is planned for release next fall.

"As people ponder the legacy of President Kennedy and his 'Camelot,' it's a good time to revisit the original Camelot of King Arthur legend, and I have compelling new evidence about where it may have been located," says art expert Terry Stanfill, author of Realms of Gold: Ritual to Romance (realmsofgoldthenovel.blogspot.com), a novel of ancient history and modern romance that posits her new theory about Camelot.

"The Arthurian legend is so ancient, and yet it has been one of the most enduring interests in Western civilization," she says. "It's exciting to think that after all of these centuries, we have a strong case for a real Camelot."

Educated in Medieval history, Stanfill has traveled extensively through Asia and Europe, particularly France and Italy, and researched the art and artifacts. She offers this primer on King Arthur, including her own surprising theory about the true location of the original Camelot:

• The legend
Arthur as king was first mentioned in "The History of the Kings of Britain" by Geoffrey of Monmouth, 1100-1155. A generation later, Chrétien de Troyes, a French bard and poet, began to weave stories about King Arthur's court, introducing the characters Lancelot, Guinevere and Perceval. He was the first to mention Camelot, King Arthur's home, describing it as "a place by a river, surrounded by forests and plains beyond."

• The reality
Toward the end of the Roman Empire, circa 450 AD, Arthur Riothamus, King of the Britons, was hired by the Romans to fight off invading Goths and Visigoths. There is documentation from multiple sources that Arthur spent a lot of time in Burgundy, France. He died after a battle near Bourges and was taken by his men to Avallon in France, a town that had existed for centuries. This is fact, not fiction.

• Avalon
While many people believe the mystical Avalon of Arthurian legend was in England, perhaps near Glastonbury, there is no record of a place called Avalon in that country.The Avallon region of France, however, has long existed. It was and still is known for its fruit trees and vines, much like the lush island of legend.

• Camelot
While many presume Camelot was in England, the extraordinary discovery in 2007 of the remains of an ancient community on Mont Lassois in France makes Stanfill wonder if this was actually the true Camelot. The community is near Avallon, and among the buildings unearthed there appear to be the remnants of a palace, including a great hall, where there is evidence of feasting.

"When Chrétien de Troyes wrote of Camelot, this place may have been held in the memory of the locals as a place where peace, prosperity and the good life held a long reign," Stanfill says. "His vision was a nostalgic tribute to a distant, golden age of tranquility that was on this hilltop."

Stage director Manfred Flynn Kuhnert, an Arthurian legend aficionado and teaching fellow at Harvard College, says Stanfill offers the most compelling evidence he's heard for the historical existence of Camelot and its location in France.

"The citadel of Latisco on Mont Lassois -- a site of palatial buildings unprecedented in the Celtic world - is not far from Avallon," Kuhnert says. "Arthur Riothamus' time in Burgundy is documented, and we know that the first person to write about Arthur was the bard Chrétien, who lived in the area.

"This place is exactly as he described it: 'on a hill, a place by a river, surrounded by forests, with plains beyond.' Terry Stanfill may well have it right."

Drought disaster areas receive additional funding

ST. LOUIS (August 8, 2012) - Farmers across the country work hard to build their businesses that help fuel their rural communities. For the third consecutive year, America's Farmers Grow Communities SM, sponsored by the Monsanto Fund, will give farmers the opportunity to win a $2,500 donation for their favorite local nonprofit organization. This year, the program expands to 26 new counties and will provide an online platform to aid community involvement.                  
James Nahkunst, Grow Communities winner from Fremont County, Iowa, understands firsthand how $2,500 can impact a nonprofit organization.
"I think this is a very commendable program for the Monsanto Fund to be doing," Nahkunst said. "I've signed up for it every year since its beginning. It felt great to win and have a part in seeing those dollars reach out into communities and the non-profits serving them."
With more than 90 percent of the U.S. corn and soy production currently impacted by the drought, a farmer's ability to invest in his or her community is affected. To help, the Monsanto Fund will provide additional financial support. Winning farmers from counties that have been declared natural disaster areas by the USDA will have an opportunity to direct an additional $2,500 donation to a local non-profit to address community needs that have surfaced due to the drought. To date, nearly 700
counties have been declared disasters areas within the 1,271 eligible Grow Communities counties.
"We are committed to supporting farmers and the rural communities in which they live and work," said Deborah Patterson, Monsanto Fund president. "Through Grow Communities and the additional disaster relief funding, we hope to positively impact the people and places that are affected by this devastating drought."

Communities Can Plant Their Ideas with Farmers 
Since the inception of America's Farmers Grow Communities, thousands of farmers have nominated their favorite local nonprofit groups, such as FFA chapters, schools, fire departments, local food pantries or other civic groups.  This year, rural community members can suggest an idea or initiative that needs funding in their local community. Eligible farmers may review the ideas and consider them in their application.
