ROCK ISLAND - The search continues for a man missing since Saturday night on the Mississippi River near Rock Island.

Mark A. Bower, 48 of Rock Island, was reported missing by friends who could not find Bower aboard the boat. He was last seen aboard when the 37-foot craft passed Andalusia Island on the way to Sunset Marina.

Surface and sonar searches started immediately after notification and continue, weather-permitting.

Responding agencies include, the Illinois Conservation Police, U.S. Coast Guard, Iowa Department of Natural Resources, Rock Island County Sheriff, Rock Island Fire Department and Davenport Fire Department.

SPRINGFIELD - Governor Bruce Rauner has appointed Michael Bigger to the Illinois Human Rights Commission. Bigger's participation in various civic endeavors will bring an excellent perspective to the commission.

Bigger is currently the owner and operator of the State Farm Insurance branch in Wyoming, Illinois and has worked there for nearly 35 years. In the community, Biggar has served on the Stark County Board of Supervisors and the Stark County Economic Development Partnership, and he is a member of the Wyoming Lions Club and the Wyoming Chamber of Commerce.

Biggar is a graduate of Southern Illinois University. He lives in Wyoming.

Washington, D.C. - Congressman Dave Loebsack announced today that he will be hosting a series of roundtables throughout Iowa to discuss his legislation, the Restructuring Underutilized Resources for Advancing Learning (RURAL) Act. This past week, Loebsack made stops in Tipton, DeWitt, Eldridge, Washington, Newton, Knoxville, Oskaloosa, Eldon, Sigourney, Tiffin and Mt. Pleasant, among others. CHICAGO - Governor Bruce Rauner announced he has made the following appointments to the Board of Trustees for the Illinois Historic Preservation Agency.

 

 

Name: Jim Bruner

Position: Chair - Illinois Historic Preservation Agency

 

Governor Bruce Rauner has appointed Jim Bruner to the Board of Trustees for the Illinois Historic Preservation Agency. He brings nearly five decades of business experience to the board.

Bruner is the President of United Contractors Midwest, an asphalt paving company founded in 2001. Prior to that company's founding, Bruner was President of Illinois Valley Paving Company in Winchester, where he worked for over  30 years.

On top of his business, Bruner is an active member of the community. He serves as Trustee and Secretary of the Central Laborers Pension and Annuity Board and Chairman of Investments. He is a Life Director of Associated General Contractors of America and a past two-term President of the Associated General Contractors of Illinois.

Bruner earned his bachelor's degree in business from Illinois College. He lives in Jacksonville, Illinois.

 

 

Name: Gail Shiel

Position: Trustee - Illinois Historic Preservation Agency

Governor Bruce Rauner has appointed Gail Shiel to the Board of Trustees for the Illinois Historic Preservation Agency. She brings over three decades of experience in art, design and civic engagement.

Shiel is a self-employed interior designer and has been designing commercial spaces for over 30 years. She is also an adjunct professor at Indiana University-Purdue University-Indianapolis (IUPUI). She teaches architectural and interior technology. She previously held full-time faculty positions at IUPUI and Butler University.

Shiel is also a fellow of the International Interior Design Association, a member of the board of directors for the Institute of Business Designers and a member of the Illinois Humanities Council.

Shiel received a bachelor's degree in environmental design & interior design from Purdue University. She is currently working on her master's degree in arts administration and policy at the Art Institute of Chicago. She lives in Chicago.

 

Name: Andy Volpert

Position: Trustee - Illinois Historic Preservation Agency

 

Governor Bruce Rauner has appointed Andy Volpert to the Board of Trustees for the Illinois Historic Preservation Agency. He brings 15 years of experience as a history and social studies teacher.

Since 2003, Volpert has taught AP American Government, U.S. History and other classes at Springfield Southeast High School. He previously spent three years teaching at Morrisonville High School.

Volpert volunteers as a youth baseball and basketball coach in the community. He is also a dedicated member of the Laurel United Methodist Church and the Southern Illinois University Alumni Association.

Volpert received a bachelor's degree in history education and a master's degree in history from Southern Illinois University Carbondale. While earning his master's, Volpert won the Stanley A. Zucker Essay Prize for his outstanding research in the SIU History Department. He lives in Springfield.

Governor Bruce Rauner has appointed Jane Ann Hay to the Board of Trustees for the Illinois Historic Preservation Agency. She has an extensive background in state government and real estate.

Hay is a real estate broker with The Real Estate Group, Inc., a company that provides residential and commercial real estate sales and leasing in Springfield and Sangamon County. Prior to obtaining her real estate license in 2009, Hay served as Project Manager for REAL ID in the Illinois Secretary of State's office. She was also Manager of Scheduling for the Office of the Illinois State Treasurer for eight years.

Hay is a member of the Capital Area Association of Realtors (CAAR) Board of Trustees, and was awarded the CAAR "Rising Star" Award in 2011.She is President of the Chatham Area Chamber of Commerce, Secretary of the Chatham Area Public Library Foundation Board, and a member of the Ball-Chatham Education Foundation Board.

Hay is a graduate of Taylorville High School and has a certificate from Patricia Stevens Business College. She lives in Chatham.

UPDATE:  - The Scott County Sheriff's Office says registered sex offender Ben Sanders will not make the move to Scott County. The Sheriff's office notified the Department of Human Resources today that he will not make the move. This move may still occur at a later date in which the Sex Offender Task Force will do another public notification. Sanders was set to move into the 1400 block of Bridge Avenue in Davenport later today.

On October 13th 2015 Ben Lee Sanders, aka: Todd Brown, Sandman Sanders, is required to register as a Sex Offender in Iowa. He will be residing in the City of Davenport.
Sanders was convicted in Scott County in 1966 for Rape: Iowa statute of 698.1.
Sander was also convicted of a second offense in 1987 in Scott County for Sexual Abuse 2nd degree: Iowa statute 709.3. In 2011 Sanders was placed in the custody of the Department of Human Services after being court committed as a sexually violent predator.
Sanders is classified as a Tier III offender and is subject to prohibited employment.
No action should be taken against Ben Sanders by the general public. However, any suspicious activity by him should be reported to your local law enforcement agency.

About the RURAL Act

Rural schools have fewer financial resources than non-rural schools, which has resulted in teacher recruitment and retention challenges, digital learning barriers, and a lack of quality after-school programs. This legislation, which is comprised of four key components, is focused on supporting rural communities in order to ensure students attending rural schools are not forgotten. The RURAL Act has been endorsed by various organizations and associations such as the National Education Association, the American Federation of Teachers, the National Association of Secondary School Principals and the National Association of Elementary School Principals.

The Scott County Planning and Zoning Commission has scheduled a series of five public meetings to present the working draft of the proposed revised Zoning Ordinance for Unincorporated Scott County and to provide opportunity for anyone to comment on those revisions.

The agendas for these presentations will include information on the Scott County Comprehensive Plan and its role in initiating these proposed revisions. The Zoning Ordinance revisions that are proposed in conjunction with amendments to the Comprehensive Plan will also be presented.

For the last year, the Planning Commission has held a series of monthly work sessions to review the entire Zoning Ordinance in order to consider revisions, to reorganize and to clarify provisions of the ordinance.

Following this series of public meetings the Planning Commission will hold a public hearing before acting on a recommendation to the Board of Supervisors. The Board of Supervisors would also hold a Public Hearing on the Planning Commission's recommendation before acting on the Ordinance. The final action on any ordinance revisions will be made by the Scott County Board of Supervisors.

The Iowa Supreme Court will hear lawyers argue in one case:

Hutchison, et al. v Warren County Board of Supervisors, et al.:

Former employees of Warren County contend the Warren County Board of Supervisors violated Iowa's "open meetings law," Iowa Code chapter 21, when individual supervisors met separately with the county administrator, serving as a go-between, to deliberate a proposed restructuring of the county workforce. The district court determined there was no open meetings violation because there was no gathering of a majority of supervisors. A question before the supreme court is whether "walking quorums" or "serial communications" constitute a "gathering" within the definition of "meeting" in Iowa's open meetings law.

Name: Mason Budelier

Position: Executive Director - Illinois Health Information Exchange Authority

Governor Bruce Rauner has appointed Mason Budelier as Executive Director of the Illinois Health Information Exchange Authority. He currently serves as the General Counsel of the Authority.

Budelier came to the Illinois Health Information Exchange Authority in February. Before the Authority, Budelier served as a staff attorney at the Office of Council to the Inspector General within the Illinois Department of Healthcare and Family Services. He served in that role from 2011-2015 and handled legal and policy issues related to the administration of the Illinois Medicaid program. He also spent three years as an associate attorney with Bollinger, Ruberry & Garvey.

Budelier earned a bachelor's degree in political science from Iowa State University and a law degree from Chicago-Kent College of Law. He lives in Chicago.

 

Name: Tim Stuthers

Position: Trustee - Northern Illinois University

 

Governor Bruce Rauner has appointed Tim Stuthers to the Northern Illinois University Board of Trustees. He holds two degrees from the institution.

Stuthers is the Illinois Market President of First National Bank of Omaha. His responsibilities include general market and administrative duties for banking operations across the state of Illinois. He has 35 years of experience with the company, having started with them in 1980.

Stuthers currently serves on the boards of the Northern Illinois University Foundation, the DeKalb Sanitary District, the Illinois Council on Economic Education, and Grace Lutheran Church.

Stuthers earned both a bachelor's degree in finance and an MBA from Northern Illinois University. He lives in DeKalb.

Position: Member - Metropolitan Water Reclamation District

 

Governor Bruce Rauner has appointed David Walsh to the Metropolitan Water Reclamation District.

Walsh currently serves as the head of business development for Mark J. Walsh and Company. MJW&CO is a Chicago based commodity trading advisor. Previously, Walsh served as Senior Vice President of Advertising for the Minneapolis Star Tribune. Prior to joining the Star Tribune, Walsh worked in a variety of positions within the Tribune Company, where his last position was Vice President of Advertising for the Los Angeles Times. Before joining the Times in 2005, he served as vice president of Tribune Interactive, where he oversaw print and online classified strategies for 10 Tribune owned newspapers.

Walsh earned a bachelor's degree from the University of Illinois. He lives in Chicago.
