(DES MOINES) - Gov. Terry E. Branstad and Lt. Gov. Kim Reynolds today announced the launch of a new state Website that makes the administrative rules process more open and transparent. The site, rules.iowa.gov, allows Iowans to view administrative rules that are open for comment, rules that are receiving higher views than others, comment on rules online, find contact information for each specific rule, learn how much longer the comment period is open and inquire about the administrative rule process.

"Public participation in forming administrative rules helps Iowa reform burdensome rules and prevents overregulation and government red tape thus encouraging efficiency, economic growth and job creation," said Branstad.  "We are pleased to launch Rules.Iowa.gov today to give Iowans greater access to their government and the ability to weigh-in on proposed rules conveniently and effectively at any time during the rule process."

The new Website streamlines a process that currently requires Iowans interested in commenting on proposed rules to navigate through multiple Webpages. Currently, to view proposed rules online, Iowans must navigate to the Legislature Website, then to the Iowa Law and Rules Webpage, then to the Iowa Administrative Rules Webpage to find the Rules Tracker page. Once there, Iowans can view a rule, but can't comment the rule. Rules.Iowa.Gov creates a one-stop shop for viewing rules and commenting on proposed rules they're interested in.

"Since taking office, Governor Branstad and I have continuously worked to make government more open and transparent," said Reynolds. "Visiting all 99 Iowa counties each year, live-streaming our press conferences, using social media tools and taking questions via 'Ask the Gov.', are great tools for interacting with Iowans. This new website is accessible 24/7 for Iowans to voice their opinion on government rules and brings yet another element of transparency to government."

The purpose of this website is to allow members of the public the opportunity to comment on administrative rules in the notice process. Members of the public have 20 days to comment on a rule from the date of publication. Individuals may comment on all administrative rules open for comment on the website.

The Website was built and is maintained by the Office of the Chief Information Officer.

(DES MOINES) - Friday, May 15, 2015 - Governor Terry E. Branstad today signed the following ten bills into law:

House File 229: an Act relating to the regulation of free offers and buying club memberships.

House File 630: an Act appropriating federal funds made available from federal block grants and other nonstate sources, allocating portions of federal block grants, and providing procedures if federal funds are more or less than anticipated or if federal block grants are more or less than anticipated.

House File 622: an Act relating to certain fees charged in connection with vehicle rental agreements and making penalties applicable.

House File 637: an Act relating to transportation and other infrastructure-related appropriations to the Department of Transportation, including allocation and use of moneys from the road use tax fund and the primary road fund.

House File 638: an Act concerning the reporting and payment of wine gallonage sales and taxes.

House File 646: an Act relating to the use of revenues resulting from the physical plant and equipment levy and including applicability provisions.

CHICAGO - Governor Bruce Rauner announced today he has nominated James Dimas as the Secretary of the Illinois Department of Human Services and Anna Hui as the Assistant Director of the Illinois Department of Labor. He has also appointed the chairman of the Illinois Housing Development Authority

Position: Secretary - Illinois Department of Human Services

 

Governor Bruce Rauner has selected James Dimas to become the Secretary of the Illinois Department of Human Services (IDHS). Dimas is an experienced leader in transforming human services departments at the state and local level, including Illinois. He was a primary architect in the consolidation of the current agency.

Dimas worked in a number of roles at IDHS including the Acting Director of Community Operations. He also led strategic planning and performance management, as well as, the welfare-to-work system. As the Acting Director of Community Operations he led one of the nation's most successful welfare-to-work initiatives by increasing the monthly job retention rate among TANF clients to 96 percent. He also decreased the TANF caseload and food stamp error rate. Dimas also led IDHS' move to performance-based budgeting and oversaw the transformation of using performance knowledge to improve program quality.

Dimas began working for the State of Illinois in 1995 on the Governor's Task Force on Human Services Reform under Governor Edgar. He led the development and marketing for the consolidation effort into the agency's current organizational structure. IDHS was consolidated into the state's largest agency in 1997 from seven previously separate health and social services agencies.

Currently, Dimas is the owner and CEO of Dimas Consulting, Inc. It provides performance management, and human services policy, programming and administration consulting services. He is one of two accountability agents appointed by a federal court to oversee major reforms of Georgia's child welfare system. He also has designed reform campaigns for the Chicago Housing Authority.

Dimas is a graduate of Knox College, where he earned a bachelor's degree in political science. He holds a master's degree from the University of Texas in public affairs. Dimas also attended Harvard University's Executive Program for government performance.

 

Name: Anna Hui

Position: Assistant Director - Illinois Department of Labor

 

Governor Bruce Rauner has appointed Anna Hui as the Assistant Director to the Illinois Department of Labor. She brings years of experience at the state and federal level to the position.

Hui worked for the U.S. Department of Labor from 2002-2009 as an Associate Deputy Secretary and as a special assistant to the CFO. In her role as Associate Deputy Secretary, Hui worked on outreach programs for people of Asian and Pacific Islander descent and other historically underserved communities. She was also a member of the senior executive service on the management team for Secretary of Labor Elaine L. Chao. As the special assistant to the CFO, she oversaw legislative review and proposals, the procurement process, human resource matters, accounting compliance and the CFO's activities in the Asian-Pacific American communities.

Hui is an Illinois native, and has previously worked for the State of Illinois under two governors. She worked for Governor Edgar for two years as the special assistant to the governor on Asian-American affairs. For Governor Ryan, she was a senior-member of the Washington, D.C. policy management team.

Currently, Hui is a senior adviser and policy analyst at the Heritage Foundation. She also serves as the chief of staff to former Secretary Chao. She oversees planning, preparation, research, and activities for the secretary.

Hui earned her bachelor's degree in psychology from the University of Illinois. She holds a law degree from Loyola University of Chicago. Hui also has a master's degree in management and an MBA from the University of Maryland.

 

Name: Joseph P. Galvan

Position: Chairman - Illinois Housing Development Authority

 

Governor Bruce Rauner has appointed Joseph P. Galvan to serve as chairman of the Illinois Housing Development Authority. He brings more than 30 years of public and private sector experience to the position.

Galvan currently serves as Principal of Galvan and Associates, LLC, which is a housing development and consulting practice located in Chicago and Washington, D.C. His prior work includes eight years at the U.S. Department of Housing and Urban Development (HUD). President George W. Bush appointed him to oversee HUD operations in the Midwest region. He was a liaison to elected officials at every level of government and oversaw a $16 billion federal budget. Under his direction, the Midwest was consistently the best performing region in the country.

Galvan's other work includes consulting with Olmeca Planning Consultants and city planning for the City of Country Club Hills, the Village of Franklin Park and the Village of Maywood.

Galvan received a bachelor's degree in economics and a graduate's degree in urban planning from the University of Illinois at Chicago. He also received a graduate's degree in philosophy from Loyola University Chicago. Galvan lives in Elgin.

(DES MOINES) - Gov. Terry E. Branstad today signed the following three bills into law:

House File 397 is an Act defining occasional work for purposes of the state child labor law.

House File 585 is an Act establishing an address confidentiality program in the Office of the Secretary of State for a victim of domestic abuse, domestic abuse assault, sexual abuse, stalking, and human trafficking and providing for a fee and including effective date provisions.

House File 615 is an Act relating to the establishment, operation, and dissolution of rural improvement zones.

ROCK FALLS, IL - Blackhawk Hills Regional Council held its Spring Symposium and Annual Meeting on April 24, 2015, at Barnacopia in Polo, IL.  The meeting was open to the public and nearly 60 guests from various local governments and organizations attended.  The theme of the event was "What to Expect When You're Expecting Change: Taxes and Transformation in Illinois."


State Representative Tom Demmer provided a video greeting and update on our State's financial situation.  Keynote speaker Carol Portman, Taxpayers' Federation of Illinois, presented on Illinois tax policy and what changes local governments should expect.  Betty Steinert, Whiteside County Economic Developer and Enterprise Zone (E-Zone) Administrator, presented on Enterprise Zones changes in general and new application process.


Two awards were given at the meeting.  The Volunteer of the Year award was presented to the Timber Lake Playhouse Board of Directors, while the Carson DeJarnatt Economic Development Award was presented to Betty Steinert.  The Volunteer of the Year Award is presented annually to the person(s) or group that has shown dedication to a project or initiative within the six-county region related to Blackhawk Hills' goals and priorities.  The Carson DeJarnatt Economic Development Award is given to a person, organization, or initiative that demonstrates commitment to regional economic development.  The award's namesake, Carson DeJarnatt, joined the Blackhawk Hills Council as the Whiteside County Board representative in 1987.  He was instrumental in the establishment of the Blackhawk Hills' Economic Development District in 1992.  Blackhawk Hills Council created the economic development award in his honor after his passing in 1995.


Announcement of officers for the 2015-2016 fiscal year were also announced:  Ron Colson - President, Marvin Schultz - Vice President, and Glen Kuhlemier - Secretary/Treasurer.


Blackhawk Hills Regional Council is a not-for-profit corporation based in Rock Falls, IL, that serves Carroll, Jo Daviess, Lee, Ogle, Stephenson, and Whiteside Counties in northwest Illinois.  Services include community planning, development assistance, natural resources conservation and protection support, and grant writing and administration.  Blackhawk Hills Regional Council is sponsored by local county boards and Soil and Water Conservation Districts and is overseen by an 18-member council, consisting of three representatives from each of the six counties.

(DES MOINES) - Gov. Terry E. Branstad has ordered all flags on the Capitol Complex to be flown at half-staff from 8 a.m. to 5 p.m. on Friday, May 8, 2015, in observance of the Iowa Peace Officer Memorial Ceremony which is to be held at 10 a.m. on Friday, May 8, 2015, at the Oran Pape State Office Building of the Iowa Department of Public Safety.

Flags at the Iowa Peace Officer Memorial, located at the Oran Pape State Office Building, will be flown at half-staff the week of May 11-15, 2015, in honor of National Peace Officer Week.

The governor's directive applies to all U.S. and state flags on the State Capitol Building and on flag displays on the Capitol Complex.  Individuals, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flag at half-staff for the same length of time as a sign of respect.

The following memorial ceremony is open to the public and all are invited to attend to pay their respects to Iowa police officers killed in the line of duty.
