(DES MOINES) - Gov. Terry Branstad today announced that Adam Gregg has been named as Iowa State Public Defender. Gregg replaces Sam Langholz, who left the position to pursue a new job in the Iowa Department of Inspections and Appeals.

"As the Governor's Office's legislative liaison, Adam had a reputation of working with legislators of both parties as historic legislation passed both chambers," said Branstad. "As State Public Defender, I'm confident that Adam will work to represent and defend individuals who otherwise couldn't afford legal representation in our legal system."

The Iowa State Public Defender coordinates the constitutional right to legal representation for those who come under arrest and cannot afford their legal representation. Either the State Public Defender's offices or private attorneys who are contracted by State Public Defender's office provide the representation for these individuals. The State Public Defender position is outlined in Iowa Code 13B.

"I am humbled and honored to have been asked by Governor Branstad to serve Iowans as the State Public Defender," said Gregg. "I am eager to begin my work ensuring that every Iowan is provided the constitutional right to counsel and has fair representation in our justice system."

Gregg graduated in 2009 with high honors from Drake University Law School, where he received the institution's most prestigious honor, the Opperman Scholarship. While there, he earned the faculty's William and Ellen Cooney Hoye Award, given to the student who demonstrates the greatest promise as an advocate, public servant and practitioner.

While in school, Gregg conducted legal research in his capacity as an Iowa Supreme Court scholar with Justice Mark Cady and was a staff member for the Drake Law Review.

Gregg earned his B.A. from Central College in 2006, graduating first in his class as Summa Cum Laude in Political Science and History.

Gregg's experience includes internships with the U.S. Dept. of Defense, U.S. Congress and United Kingdom Parliament. From December 2012 - June 2014, he served as the legislative liaison in the Governor's Office. Prior to joining the Governor's Office, Gregg practiced at a Des Moines law firm. He was the Republican nominee for Attorney General in 2014.

Gregg is married with two children, a four-year-old son and a one-year-old daughter. They reside in Johnston, Iowa.

The position of State Public Defender is subject to Iowa Senate confirmation.

Des Moines, December 3, 2014– The Iowa Supreme Court Lawyer Trust Account Commission is accepting applications for grants under the Interest on Lawyer Trust Account (IOLTA) program for the grant period that begins July 1, 2015. IOLTA program grants are awarded to public purpose projects that provide legal services to low-income persons in civil cases, law-related education, and other programs that improve the administration of justice in Iowa.

Under the provisions of chapter 44 of the Iowa Court Rules, applicants must file one copy of their application in paper form, and one copy of their application in electronic form. Organizations may obtain a copy of the rules and grant application forms (paper and electronic) by contacting the Lawyer Trust Account Commission, Judicial Branch Building, 1111 East Court Avenue, Des Moines, Iowa 50319, by calling (515) 725-8029, or by electronic mail to iolta@iowacourts.gov. Application forms also may be downloaded from the Commission's web page on the Judicial Branch web site at:

http://www.iowacourts.gov/For_Attorneys/Professional_Regulation/IOLTA/

The Commission must receive completed grant applications no later than 4:30 p.m., Friday, March 6, 2015. The Commission will then review the applications and seek approval from the Iowa Supreme Court for awarding the grants. Grant recipients will be announced in late May or early June of 2015.

The Iowa Supreme Court created the Lawyer Trust Account Commission to provide legal services to low-income persons in civil cases using the interest from lawyers' pooled trust accounts. The lawyers' pooled trust accounts hold clients' funds that are so small in amount or held for such a brief period that it is not possible for the funds to economically benefit the individual clients. Previously, attorneys' trust accounts earned no interest. The first grants awarded under the IOLTA program were made in June, 1986. To date, the Commission has awarded more than $24 million in grants.

CHICAGO - Governor Pat Quinn today granted 126 and denied 185 clemency petitions. After inheriting more than 2,500 cases that built up during the previous administration, the Governor continues to make significant progress acting on clemencies.

The 311 clemency petitions acted upon today by Governor Quinn are part of dockets dating back to 2005. Each person granted clemency has recently undergone a criminal background check through the Illinois State Police's Law Enforcement Agencies Data System (LEADS).

A granted clemency request for a pardon with expungement allows the petitioner to seek expungement of their conviction through the court system.

Since taking office, Governor Quinn has acted on 3,358 clemency petitions. Governor Quinn has granted 1,239 and denied 2,119 petitions.

DAVENPORT, IA - On November 20, 2014, Arthur Allen, Jr., age 25, formerly of Davenport, Iowa, was sentenced by Chief United States District Judge James E. Gritzner for conspiracy to interfere with commerce by robbery in violation of Title 18, United States Code, section 1951, announced United States Attorney Nicholas A. Klinefeldt. Allen, Jr. was sentenced to 240 months in prison. He was also ordered to serve three years of supervised release following the imprisonment, pay $100 towards the Crime Victims Fund, and pay monetary restitution to the family of Demetrius Lewis, Jr., who was killed during the attempted robbery.

In October 2011, Warren, Hodges, and Arthur Allen, Jr. planned a robbery of money, marijuana, and other items of value from the person and residence of Alexander Hubbard, Sr. on West 17th Street in Davenport, Iowa. In preparation for the planned robbery, the conspirators sought and obtained two handguns, including a 9mm handgun, for use in the robbery. On October 17, 2011, as Warren, Hodges, and Allen had agreed to set-up the robbery, Hodges called Hubbard asking if he could visit Hubbard at his residence in order to buy marijuana from him. Hodges, Warren, and Allen then all traveled to the vicinity of Hubbard's residence in a vehicle driven by Hodges, arriving at approximately 12:30 in the afternoon. Hodges was permitted access into Hubbard's residence as Hubbard was expecting him. While inside, Hodges made a purchase of marijuana from Hubbard. Also inside Hubbard's residence were three of Hubbard's relatives who were all playing video games in the living room?20-year old Demetrius Lewis, Jr., who was Hubbard's younger cousin, Hubbard's then 11-year old son, and Hubbard's 18 year-old cousin.

Upon exiting Hubbard's residence, Hodges left the entry door to the residence open and alerted Warren and Allen?who were waiting just outside Hubbard's residence?that Hubbard was in his residence and conducting marijuana sales. Allen and Warren then burst into Hubbard's residence to complete the robbery. Both Allen and Warren were armed with loaded handguns. After the intruders entered the residence, multiple shots were fired. Demetrius Lewis, Jr. sustained a single 9mm gunshot wound to the abdomen. Hubbard, who upon hearing the invasion into his residence retrieved his .40 caliber handgun and fired at an intruder. Warren was struck in the abdomen with a shot fired by Hubbard. Warren and Allen ran out of the residence and fled on foot through the neighborhood. Upon locating Hodges, Allen and Warren jumped in Hodges' vehicle. Hodges dropped Warren off near Genesis West Hospital in Davenport; he was treated there for a non-life threatening wound and released. At 12:44 p.m. a 911 call was received and emergency responders dispatched to the scene of the shooting. Demetrius Lewis, Jr. was transported to a local hospital where he died a short time later.

On October 23, 2014, Louis Warren, Jr., age 28, and John Louis Hodges, age 32, both formerly of Davenport, Iowa, were sentenced by Chief United States District Judge James E. Gritzner for attempted interference with commerce by robbery. Warren was sentenced to 168 months in prison. Hodges was sentenced to 192 months in prison. Both were also ordered to serve three years of supervised release following the imprisonment, pay $100 towards the Crime Victims Fund, and pay monetary restitution to the family of Demetrius Lewis, Jr. Hubbard pled guilty in 2012 to possession of a firearm in furtherance of drug trafficking. He was sentenced to 96 months' imprisonment.

This case was investigated by the Davenport, Iowa, Police Department and the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.

Two People Injured, Including 13-Year-Old Boy, When Convicted Felon Opens Fire on Three Homes
In response to the drive-by shooting of three homes in Pleasant Hill, Iowa on Monday that left two wounded, a 13-year-old boy and an unidentified victim, the Iowa chapter of Moms Demand Action for Gun Sense in America released the statement below.
While details are still unfolding, the shooter is a previously convicted felon with a lengthy criminal record?including two convictions for felony theft and a 2013 conviction for assault of a peace officer. His felony convictions prohibit him from owning or possessing firearms. The suspect was arrested for attempted murder and for being a felon in possession of a firearm.  The details on how and where the shooter obtained the 9mm Ruger used in the shooting are still under investigation.
