Des Moines, June 30, 2015-Today is the last day of the 2014-15 Iowa Supreme Court adjudicative term. During the term, 106 cases were submitted to the court. Of those cases, 102 were decided by written opinions, two were voluntarily dismissed by the parties, one was dismissed by order of the court, and one was held over for resubmission next term.

Grassley, Sessions Call for Multi-Department Response to Failed Removals

 

WASHINGTON - One hundred twenty-one convicted criminals who faced deportation orders between 2010 and 2014 were never removed from the country and now face murder charges, according to Immigration and Customs Enforcement (ICE).  Of them, 33 were released on bond following their original crime at the discretion of the Justice Department's Executive Office of Immigration Review, and 24 were released because ICE was unable to complete the deportation within the legally-required 180 days.

Judiciary Committee Chairman Chuck Grassley and Immigration and The National Interest Subcommittee Chairman Jeff Sessions are asking Attorney General Loretta Lynch, Secretary of State John Kerry and Homeland Security Secretary Jeh Johnson to detail what actions will be taken to save American lives from preventable murders committed by individuals who should have been deported.  Countless innocent Americans every year are the victims of crime perpetrated by deportable criminals.

In a letter from ICE detailing crimes committed by people after they were released from custody, the agency outlined how criminals may be allowed to walk free despite being in the deportation process. ICE stated that not all people with criminal convictions who are facing deportation proceedings are required to be detained under the law. People ordered to be deported must be released from ICE custody if the deportation isn't completed within 180 days, following the Supreme Court's decision in Zadvydas v. Davis. This can occur if the receiving nation fails to supply the necessary travel documents within the allotted six months.

Grassley and Sessions are asking for an explanation of decisions made by Justice Department officials to release criminals from custody prior to their deportation. They are also asking the three agency leaders to explain how they are working together to improve cooperation by other nations with regard to U.S. efforts to deport individuals with criminal convictions.  This could include a review of visa agreements and foreign aid for nations that habitually refuse to cooperate with the United States' deportation processes.

May 28, 2015 - Thomson, IL - Congressman Dave Loebsack today toured Administrative United States Penitentiary (AUSP) Thomson where he met with Warden Donald Hudson and other staff to discuss its current status as well as what needs to be done in order for the prison to become fully operational. According to AUSP Thomson officials, there are currently 159 positions filled, including 49 who are residents of Iowa, and they expect the total to grow to 201 employees over the next two months. The Bureau of Prisons recently held an informational event where staff discussed topics such as the federal procurement process, the System for Award Management (SAM), and the Federal Business Opportunity website (FedBizOpps.gov). Of the 106 business that attended, 48 businesses have an address in Iowa.

"Iowans and Illinoisans have waited years for a solution on the Thomson Prison and I am pleased that the jobs are now coming to fruition. I just had a great tour of the facility and a nice meeting with Warden Hudson. I am pleased that we are seeing progress on this important facility and I am pleased with the work that we - Senator Durbin, Congresswoman Bustos and I - have been able to get done to help this facility grow."

Mr. Chairman, Members of the Committee -

I am pleased to be here today to testify in support of the Governor's compromise reform proposals - specifically this morning on two important reforms to make Illinois more competitive so we can grow our economy and create more jobs.

I want to thank all members - from the House and Senate, Democrats and Republicans - who participated in working group sessions for the last several weeks.

These were productive working groups.  Important questions were asked.  Specific concerns were raised.  Constructive criticism was offered.  And we believe that the compromise legislation before you today addresses most (if not all) of the concerns raised during the course of the working group sessions.

The bills before you are critical reforms we need to Turnaround Illinois - to grow our economy and make Illinois more competitive.

These reforms are fundamentally linked to our state budget.  Taxpayers are fed up pouring more and more of their hard-earned money into a broken and broken system.  Passing fundamental structural reform to grow our economy will have a lasting fiscal impact on our state's future.

 

I would note that while these key reforms are being considered by the Committee today, two other key pieces of the Governor's Turnaround Agenda have not been assigned to committee: a constitutional amendment to impose term limits on legislators and the executive; and a Fair Map constitutional amendment to end political gerrymandering.

 

We urge the Senate to bring those constitutional amendments to a vote as well.

I want to thank Leader Radogno for her leadership on the Turnaround Agenda and for being here today to carry these reforms.

Aaron Winters, the governor's deputy chief of staff for policy, and Jennifer Hammer, the governor's senior policy adviser, are joining me this morning along with Leader Radogno to help answer any technical questions on these bills.
