Comptroller looks forward to honest discussion

SPRINGFIELD - Illinois Comptroller Leslie Geissler Munger released the following statement Wednesday in response to Gov. Bruce Rauner's Budget address:

"Today Governor Rauner offered a much-needed comprehensive approach to our state's budget and fiscal challenges. For the last decade state government has consistently spent more than it took in, borrowed money that it didn't have and 'balanced' the budget with accounting tricks. Today the consequences of those actions are coming due.

"I appreciate that the Governor delivered his budget proposal to the General Assembly without delay, providing the maximum amount of time for much debate before moving forward with the best financial plan for our state and its taxpayers.

"While there will be plenty of disagreement in the weeks and months ahead, it is abundantly clear that Illinois must change the way it does business and I am heartened to see a thorough approach to our fiscal issues. The Governor's proposal provides a solid starting point for discussion."

Comptroller welcomes comprehensive approach

"Governor Rauner showed leadership today by addressing our challenges head-on and laying out a comprehensive strategy for getting our state, and its economy, back on track.

"Too often, Illinois has taken a piece meal approach to governing, managing crisis to crisis instead of addressing the root of the problem. The Governor took a different tact in his address today, clearly defining the most pressing issues facing our businesses and families and offering his vision for how best to address them.

"To be clear: we will not agree on everything. And when the Governor offers more detail in his budget address later this month, there will be plenty of debate about how best to move forward. But that spirited discussion is exactly what is required and I look forward to working with all parties to ensure that it results in real solutions for our state and its taxpayers."

SPRINGFIELD - Comptroller Judy Baar Topinka recently saluted President Jim Bohnsack and his team for promoting agriculture and strengthening the community through the Rock Island County Fair.

As part of the Illinois Office of the Comptroller's "County Fair Day" at the Illinois State Fair in Springfield, Topinka presented County Fair leaders throughout the state with proclamations celebrating anniversary milestones.

"For 145 years, the Rock Island County Fair has been a great source of pride and a summer highlight for residents," Topinka said. "It's something special that Jim and his team continue to contribute to this great tradition of bringing neighbors together to celebrate agriculture."

The Rock Island County Fair is one of the 104 Illinois County Fairs that make up The Illinois Association of Agricultural Fairs. The IAAF is an organization that promotes entrepreneurs and vendors supporting the fair industry.

CHICAGO - Illinois Comptroller Judy Baar Topinka launched a new mobile application this morning on social media that will put taxpayer and vendor payment information right at their fingertips.

Topinka explained Illinois Pays during a video release announcement today.  

"Illinois Pays gives you quick and easy access to the latest news and announcements from the Comptroller's Office," said Topinka.  "It also allows vendors to set up the app to view the most recent payments we have deposited in their bank accounts."

This new FREE mobile application is available now at the Apple and Google Play stores.

IL Pays is part of Topinka's ongoing effort to make state government more transparent and accessible to taxpayers. In launching the Ledger, she enabled residents to click their way through everything from the state's daily bill backlog numbers to state agency budgets and employee salaries. She then launched the Warehouse, a comprehensive database that puts Local Government financial information and tens of thousands of records at a single location for taxpayer review. Earlier this year, Topinka's office included an insert in tax refund envelopes providing residents with state spending and bill backlog information in addition to making tax refund information easily accessible at the Comptroller's MyRefund website.

"It is important that we do everything possible to ensure that state and local government finances are transparent and easy to find," added Topinka.  "And as I've said before, we're not finished yet. So stay tuned."

Comptroller honors 14 young community leaders, organization



CHICAGO - Comptroller Judy Baar Topinka on Monday honored 14 young Asian American leaders for their commitment to service and community as part of her office's celebration of Asian American Heritage Month.

Nominated by members of Topinka's Asian American Advisory Council, the honorees included students and young professionals that have distinguished themselves through service and leadership. Their accomplishments include : overseas mission work; tutoring younger students; volunteering at soup kitchens; working with the developmentally disabled; strengthening Asian American civic and voter engagement; providing language assistance to elders; and academic excellence.

"Our honorees for youth leadership have accomplishments in fields all across the board," Topinka said. "They have set the stage for a lifetime of service and excellence. Their dedication and 'go-getter' attitude is an asset not only for the Asian American community, but our entire state."

In addition to the individual honors, Topinka presented the inaugural John Vietnam Nguyen Asian American Youth Leadership Award to the non-profit Asian Americans Advancing Justice - Chicago. The organization is the Midwest's leading pan-Asian organization dedicated to empowering the Asian American community through advocacy, research, education and coalition building.

A rising community leader from the Uptown neighborhood, Nguyen was in his sophomore year at the University of Wisconsin in 2012 when he drowned after saving the life of another student. In March he became the first Vietnamese-American honored with a street name in Chicago.

"From our youth leaders to great organizations like Asian Americans Advancing Justice - Chicago: you are making a difference," Topinka said. "It is amazing to see the incredible service that you each are providing while keeping your rich culture, tradition and spirituality intact."

SERIES DRAWS PARTICIPANTS FROM 64 COUNTIES



CHICAGO -Comptroller Judy Baar Topinka on Friday announced that 458 local leaders from 64 counties this week participated in her office's three-day, seven-city statewide Follow the Money Series aimed at rooting out fraud and making government more transparent.

 

Hosted in partnership with the Federal Bureau of Investigation and the Illinois CPA Society, the half-day Follow the Money workshops offered presentations detailing best government practices and what community leaders should look for in reviewing budgets and auditing financial records.

"If you follow the money you're going to know where there's trouble," Topinka said. "I was overwhelmed by the response from leaders across the state and in their interest in rooting our fraud and delivering better government. By teaming with the FBI and the CPA Society, we've armed local leaders with new tools to identify wrongdoing and protect public dollars.

 

"The bottom line is that the more set of eyes we have watching government, the more accountable it will be to taxpayers - and that's what Follow the Money is all about."

 

The Follow the Money Series included workshops in Rockford, Moline, Peoria, Springfield, Champaign, Edwardsville and Carterville. Participants traveled from 196 cities and represented 303 governmental bodies. Of the 458 participants, 174 were elected leaders.

"The Illinois CPA Society was proud to partner with the Comptroller and the Federal Bureau of Investigation to present information about fraud, an issue that the accounting profession takes great strides to detect and prevent," said Todd Shapiro, President of the Illinois CPA Society. "The workshop series provided local elected officials with new ideas and resources on the importance of financial information reporting and audits and what local officials should look for in selecting an auditor and in audit reports."

COMPTROLLER PARTNERS WITH FBI, CPA SOCIETY


MOLINE - Comptroller Judy Baar Topinka will welcome more than 60 elected leaders from the Quad Cities on Tuesday at a Follow the Money workshop aimed at rooting out fraud and making government more transparent.

The Quad Cities event is part of a statewide Follow the Money Series hosted by the Comptroller's Office in partnership with the Federal Bureau of Investigation and the Illinois CPA Society. An 11 a.m. address by Topinka will follow presentations from the FBI, CPA Society and Comptroller's Office.

The workshop which begins at 8 am, will conclude at Noon.
