Documentation Will Support Request for Federal Assistance

SPRINGFIELD - Governor Pat Quinn today announced that the Federal Emergency Management Agency (FEMA) will begin damage assessments on Thursday, November 21 in several Illinois counties devastated by Sunday's tornadoes and severe storms. The assessments were requested by the Governor and will provide the documentation necessary to support a request for federal assistance.

"The state of Illinois is doing everything necessary to ensure that every community impacted by these deadly tornados can rebuild and recover," Governor Quinn said. "These teams will gather information to help us quickly submit a federal disaster assistance request."

Five teams comprising personnel from FEMA, the Illinois Emergency Management Agency (IEMA), the U.S. Small Business Administration and local emergency management agencies will begin assessing damage to homes and businesses in Champaign, Grundy, Massac, Pope, Tazewell and Will counties on Thursday. The teams will continue until they have assessed damage in these counties plus the others that Governor Quinn declared state disaster areas - Douglas, Jasper, LaSalle, Pope, Wabash, Washington, Wayne and Woodford.

Assessment teams from IEMA and FEMA will begin meeting with local government officials in early December to collect information about disaster-related expenses they incurred. That information could be used to support a state request for federal assistance to reimburse units of government for 75 percent of their eligible expenses.

Governor Quinn on Monday surveyed damage and met with local officials in the severely impacted communities of Washington, Diamond, Gifford, Brookport and New Minden.

Governor Quinn activated the State Incident Response Center on Sunday to coordinate the deployment of state personnel and assets to assist local governments in the affected areas. The state's tornado response is coordinated by the Illinois Emergency Management Agency. State assistance provided to tornado-impacted communities to date includes:

·         Personnel from IEMA to the affected communities to assist with response and recovery issues.

·         Four Technical Rescue Teams were sent to Washington.

·         One Technical Rescue Team was sent to Gifford.

·         Two three-man engine companies will work 12-hour shifts through Wednesday in Gifford to provide much-needed relief to the town's firefighters.

·         More than 40 light towers have been delivered to assist with nighttime operations in Washington (26), Pekin (6), Gifford (10) and Brookport (2).

·         Command vehicles have been deployed to Washington and Pekin to support response operations.

·         Gifford was assisted with public water supply interruption.

·         Law enforcement support has come from the Illinois State Police, Illinois Department of Natural Resources conservation officers and Illinois Commerce Commission officers.

·         One five-person Emergency Management Assistance Team support trailer and 10 Starcom radios have been provided to Brookport.

·         40 Starcom 21 radios have been provided to assist Washington responders with emergency communications.

·         A programmable sign board from the Illinois Department of Transportation (IDOT) to Gifford for emergency information

In addition, IDOT and the Illinois Department of Corrections are coordinating with local officials to provide assistance with clean up of debris in tornado-impacted communities.

Volunteer Efforts Underway to Assist Victims of Recent Tornadoes; Department of Insurance Offering Free Counseling in Washington

SPRINGFIELD - Governor Pat Quinn today declared Douglas, Jasper, Pope, Wabash, Wayne and Will counties state disaster areas following violent storms and tornadoes on Sunday that affected several regions of the state. The declaration increases the number of declared counties to 13. On Monday, Governor Quinn declared Champaign, Grundy, LaSalle, Massac, Tazewell, Washington and Woodford counties state disaster areas after a severe storm system ripped across Illinois, spawning at least two EF4 tornadoes.

"Yesterday I saw firsthand the devastation caused by these deadly storms," Governor Quinn said. "While the recovery will be long and hard, we will work in the coming days, weeks and months to assist these communities and help the people who live there rebuild their lives."

On Monday, Governor Quinn personally inspected the damage in some of Illinois' hardest hit communities: Washington, Diamond, Gifford, Brookport and New Minden.

The state disaster declaration makes available a wide variety of state resources that can help affected communities respond and recover from the storms. The state of Illinois has personnel and assets that can be mobilized to help local government officials with disaster recovery, including such things as trucks, heavy equipment to remove debris, communications equipment and provide assistance with security and other public safety issues.

Governor Quinn also announced that volunteer efforts are well underway to assist the victims of the November 17 tornadoes that devastated several communities in Illinois. Financial donations to volunteer disaster response agencies are the best way to help. Cash donations allow these agencies to purchase exactly what is needed, when it is needed. If materials are donated, they should only be those items specifically requested by officials, and these should be brought to officially designated collection centers.

Those who wish to volunteer in person should not go to the disaster scene, since there are far more volunteer offers than there are volunteer needs, and the arrival of unexpected volunteers will interfere with recovery efforts. Volunteers should first go to a reputable volunteer agency that is responding to the disaster, and they will be assigned when and where their services can best be used. Volunteers should be patient and wait until they can be adequately trained by relief agencies. The most crucial need will be for volunteers during the long-term recovery phase, which could last for several months.

In addition, the Illinois Department of Insurance (DOI) will offer free one-on-one insurance counseling services to assist Washington residents recovering from the November 17 tornado. DOI staff will help individuals with the insurance claims process by providing information on how to properly document storm damage, whether to make temporary repairs, what a consumer's homeowner policy covers and what to expect during the claims process.

The first day of counseling will take place on Tuesday, November 19 in the Wal-Mart Supercenter parking lot at 1980 Freedom Parkway in Washington. Those seeking assistance should arrive by 10 a.m. DOI staff will offer free counseling daily thereafter from 9 a.m. to 4 p.m. If available, consumers should bring an inventory of contents, policy information and all documentation they have received from company adjusters or public adjusters.

Other state assistance to impacted communities to date includes:

Issues Disaster Declaration to Ensure Support for Affected Areas; Governor to Survey Damage in Hardest Hit Communities

CHICAGO - Governor Pat Quinn today declared seven counties state disaster areas after severe storms generating tornadoes and high winds ripped across Illinois. Hundreds of homes and businesses have been damaged or destroyed, hundreds of thousands of people are without power, and numerous roads throughout the state have been closed by fallen trees and downed power lines. At least six people are reported dead and dozens more injured.

Later today, Governor Quinn will inspect damage on the ground in some of Illinois' hardest hit communities: Washington, Diamond, Gifford, Brookport and New Minden. Counties included in the Governor's declaration are: Champaign, Grundy, LaSalle, Massac, Tazewell, Washington and Woodford counties.

"Yesterday Illinois was hit extremely hard by deadly tornadoes that left many in a great deal of pain and loss," Governor Quinn said. "Although we are still receiving reports of massive damage to communities across our state, we want to make sure people are getting the assistance and resources they need as quickly as possible. As we pray for the families of those who have lost their lives and others who are injured, the state of Illinois will do everything necessary to help these communities recover."

The State Incident Response Center (SIRC) in Springfield was activated Sunday afternoon and will remain operational as long as necessary. Liaisons from several state agencies are working with the Illinois Emergency Management Agency (IEMA) to coordinate the deployment of state personnel and assets to assist local governments in the affected areas.

The state has dispatched technical rescue teams to a number of impacted locations across the state, and provided emergency generators, light towers and communications systems.

Visits Volunteers Working to Help Residents of the Philippines As They Recover from One of the Largest Storms in Recorded History

CHICAGO - Governor Pat Quinn today encouraged everyone in Illinois to support the relief efforts that are helping millions of people in the Philippines who are recovering from Super Typhoon Haiyan. The Governor visited volunteers at the Jose P. Rizal Heritage Center in Chicago who are working tirelessly to support the besieged nation's recovery.

"I encourage everyone in Illinois to do what they can to contribute to these critical relief efforts," Governor Quinn said. "As the Philippines recovers from this unprecedented catastrophe, we want them to know they are in the hearts and prayers of the people of Illinois and help is on the way."

The Rizal Center (1332 W. Irving Park Rd., Chicago) has seen enormous generosity as donations have filled the entire building, and overflowed onto the street. The Governor has ordered Illinois Department of Transportation trucks to stand ready to assist in the transportation of donated food and clothing to O'Hare for flights to Manila.

Governor Quinn also thanked the many organizations across Illinois that are working to support relief efforts, including the Filipino American Network (FAN) of Chicago, Philippine American Chamber of Commerce of Greater Chicago, Filipino American Lawyers Association of Chicago and National Filipino American Lawyers Association. Signing Ceremony to Take Place November 20 at UIC Forum 

SPRINGFIELD - Governor Quinn today announced that he will sign historic legislation in the days ahead that will make Illinois the 15th state in the nation to embrace full marriage equality. The signing ceremony will take place at the University of Illinois at Chicago (UIC) Forum on November 20, 2013 at 3:30 p.m.

"Marriage equality is coming to Illinois," Governor Quinn said. "I look forward to signing this landmark legislation on November 20 and celebrating a big step forward with the people of Illinois."

The legislation, which was approved by the Illinois House this week in a historic vote, will permit all couples in Illinois to receive the rights and protections of marriage. As part of his agenda to ensure Illinois embraces all people, Governor Quinn made marriage equality a top legislative priority this year, featuring it in his 2013 State of the State address.

For the second year in a row, UIC was recently named among the nation's top 25 campuses for lesbian, gay, bisexual and transgender students. UIC is the only institution in Illinois among the top 25 campuses. The UIC Forum is located at 725 West Roosevelt Road, Chicago‚ IL 60608.

UIC houses the historic Hull House, now a museum, which opened Chicago's doors to the world's immigrants and became the national center for innovative social and educational programs. House of Representatives Passes Legislation to Make Illinois the 15th State in Nation to Embrace Equal Rights for All Couples

SPRINGFIELD - Governor Pat Quinn today hailed passage of historic legislation that will make Illinois the 15th state in the nation to embrace full marriage equality. The legislation, which passed the Illinois Senate earlier this year and today was approved by the Illinois House in a historic vote, will permit all couples in our state to receive the rights and protections of marriage. As part of his agenda to ensure Illinois embraces all people, Governor Quinn first called for marriage equality in May 2012 and made it a top legislative priority this year, featuring it in his 2013 State of the State address.

"Today the Illinois House put our state on the right side of history," Governor Quinn said. "I thank Representative Greg Harris and Senator Heather Steans, Speaker Madigan and Senate President Cullerton, the dedicated advocates who have worked day and night to get this bill to my desk, and members of the General Assembly who took a stand for equal rights. Illinois is a place that embraces all people and today, we are an example for the nation."

In 2011, Governor Quinn fought for and signed into law historic civil union legislation, a major step forward at the time. Since then, more than 6,000 couples from across Illinois have joined in a civil union.

Senate Bill 10, sponsored by Representative Harris and Senator Steans, takes the necessary next step to achieve full marriage equality in Illinois, and will promote equal access to status, benefits, protections, rights and responsibilities for all couples entering into marriage. The bill, which takes effect June 1, 2014, was approved by the Illinois House today and now returns to the Illinois Senate for concurrence.

This summer, the United States Supreme Court ruled in a landmark decision to ensure more than 1,100 federal rights and benefits for all same-sex couples.

Ceremony at Old State Capitol Recognizes the Top Student from Each College and University in Illinois

SPRINGFIELD - Governor Pat Quinn today announced the names of the state's outstanding college students who will be honored by the Lincoln Academy of Illinois. The Academy will recognize the students during the annual Student Laureate Convocation at 11 a.m. Saturday, Nov. 2 at the Old State Capitol State Historic Site in Springfield.

"These students have exhibited a personal commitment to excel as seen by their remarkable academic accomplishments," Governor Quinn said. "They serve as role models to all Illinois students. With hard-working and dedicated young leaders such as these, Illinois and the rest of the nation can look forward to a bright future."

The Lincoln Academy's Student Laureate Awards are presented for excellence in curricular and extracurricular activities to seniors from each of the state's four-year, degree-granting colleges and universities, and one student from among all the community colleges in Illinois. At the Student Laureate Convocation, each will receive a Student Laureate Medallion, along with a $1,000 educational grant and a certificate of achievement. This event will mark the 39th year that students have been honored by the Academy.

Student Laureate Caelin Niehoff of DePaul University will speak on behalf of all the Laureates. The invocation will be delivered by Robert A. Easter, Ph.D., President of the University of Illinois and the benediction will be delivered by The Reverend Stanley Davis, Jr. The Sangamon Woodwind Consort will provide music, and a luncheon at the Illinois Executive Mansion will follow the Student Laureate Convocation.

The Lincoln Academy, unique among the 50 states, was established 49 years ago to honor Illinois' most distinguished citizens with the state's highest award, the Order of Lincoln. The 50th Annual Convocation and Investiture of Laureates of The Lincoln Academy of Illinois will take place Saturday, May 3, 2014 at the Field Museum in Chicago.

Illinois Has 185 Solar Supply Companies and is Among Top 10 Solar-Friendly States

CHICAGO - Governor Pat Quinn today addressed the 2013 Solar Power International conference in Chicago, highlighting the major advances Illinois has made in promoting and developing sustainable energy sources in the state. Today's address is part of Governor Quinn's agenda to protect our natural resources and ensure a clean and healthy environment for future generations.

"It is my pleasure to welcome the Solar Power International conference and its attendees from around the world," Governor Quinn said. "In order to protect this great natural resource, we must educate ourselves and the world around us. In Illinois we understand the critical importance of solar energy and strengthening the industry to ensure a promising future for this innovative technology."

Illinois is among the top 10 solar-friendly states based on solar power incentives, utility interconnection and metering policies. Governor Quinn has implemented standards that will require 25 percent of the state's energy needs to be met by renewable energy by 2025, six percent of which must come from solar power.

The Illinois Department of Commerce and Economic Opportunity's Clean Energy Program builds upon Illinois' significant potential for renewable power by offering services and incentives for residents and businesses. More than 1,700 clean energy rebates and grants have been awarded for solar, wind, biomass and biogas installations in Illinois. These $24 million in incentives have supported $100 million in solar project installations. There are 185 companies in the solar supply chain in Illinois that employ 1,700 workers. In Chicago, 45 companies focus on solar energy research and development, investment, installation and related professional services.

More than $27 million was invested in solar electric installations in Illinois in 2012, a 259 percent increase over the previous year. Average prices for residential and commercial solar systems in Illinois have fallen by 26 percent from 2011 to 2012 and the state's solar capacity is currently enough to power 6,200 households.

Illinois' focus on developing clean energy creates jobs, improves the environment, saves natural resources and increases the nation's energy independence.

Critical Project Receives Yes Vote from MPO Policy Committee; Will Create Thousands of Jobs and Drive Economic Development Throughout Region

CHICAGO - After years of pushing to make it a reality, Governor Pat Quinn today announced that the Illiana Corridor Project - an innovative public-private partnership to build a much-needed, regional highway - is moving forward. Today's vote by the Chicago Metropolitan Agency for Planning's MPO Policy Committee approved the project as a priority in the GO TO 2040 Plan. The Illiana, along with the South Suburban Airport, are key parts of Governor Quinn's agenda to drive economic growth throughout the South Suburbs and across Illinois.

Today's vote by the committee, which is comprised of members from throughout the Chicago region, means the Illiana project is eligible for federal funding and the Illinois Department of Transportation (IDOT) can proceed to obtain bids from the private sector.

"Today marks a major victory for economic development and jobs in the Southland, which will strengthen Illinois' economy and pave the way for future growth," Governor Quinn said. "I applaud the members of the MPO Policy Committee for making the Illiana a priority. This regional highway will not only serve the largest and fastest growing areas in Illinois, it will have a long-term economic impact of more than $4 billion in the region."

In addition to the South Suburban Airport, Governor Quinn has been pushing to make the Illiana Expressway a reality since taking office as part of his economic vision for the south suburbs of Chicago. The Illiana will be a 47-mile, access controlled highway that extends from I-55 in Illinois on the west to I-65 in Indiana on the east. When built, the Illiana Corridor Project will be an invaluable regional asset for the south suburbs, the state and the broader Midwest, promoting and supporting the business environment, workforce, local and global economy and quality of life. Potential economic benefits include the creation of more than 9,000 construction jobs and 28,000 long-term jobs.

The South Suburban Airport will serve as the third major Chicago-area airport in the south suburbs and has been one of the Governor's key priorities since 2009. Building the global transportation hub will create more than 11,000 construction jobs and as many as 14,000 long-term jobs after it becomes operational. Earlier this year, the governor secured and signed a new law to break the longstanding gridlock that will allow the airport to be built.

The Illinois and Indiana Departments of Transportation (IDOT and INDOT, respectively) have been engaged in planning the Illiana with the Federal Highway Administration since the spring of 2011. The preferred corridor for the limited access, four-lane toll road is being refined and discussed, with a public hearing on the proposed location later this year. Additional public input on the project will be sought during the state and federal agency and public-private partnership approval process. The Illiana planning process is expected to be complete in early 2014.

IDOT and INDOT will soon begin the process of selecting a private team to finance and build the Illiana Corridor project, the first public-private partnership of its kind in Illinois. This innovative financing method, which has already been used by Indiana on other projects, will bring new investment dollars into the state transportation system and allow IDOT and INDOT to make further infrastructure investments that will benefit the region. Studies by IDOT and INDOT have shown that the Illiana will provide local and regional congestion relief, create jobs, and serve as a much needed trucking corridor in the bi-state region.

On October 17, Millions Will Join the Great Central U.S. Shakeout to "Drop, Cover and Hold On"

CHICAGO - Governor Pat Quinn today encouraged every Illinois resident, school and business to participate in a multi-state, international earthquake drill on Thursday, Oct. 17 at 10:17 a.m. This will mark the fourth time Illinois has participated in the ShakeOut drills, which are designed to encourage residents to think about what to do before, during and after an earthquake.

"The Great ShakeOut is one of the easiest ways to be prepared for a potential disaster," Governor Quinn said. "By investing just two minutes to register and participate in the drill, you'll be better prepared if you ever experience an earthquake. I encourage everyone in Illinois to join with people around the world in the Great ShakeOut."

Participants can register for the drill online at shakeout.org/centralus. More than 490,000 Illinois residents are already registered for the drill.

The ShakeOut drill focuses on the "Drop, Cover and Hold On" protective actions people should take when a quake begins: "Drop" down to the floor, take "Cover" under a sturdy desk or table, and "Hold On" until the shaking stops.

Illinois sits atop two major fault zones, the New Madrid Seismic Zone and the Wabash Valley Seismic Zone. The most powerful series of earthquakes ever to hit the United States happened in 1811-12 near New Madrid, Missouri.

"The ShakeOut drill raises awareness about the threat of earthquakes in Illinois," said Jonathon Monken, director of the Illinois Emergency Management Agency (IEMA). "The drill only takes a few minutes, but the lessons learned can save countless lives."

Director Monken noted that the Ready Illinois website (Ready.Illinois.gov) provides tips for emergency planning, such as knowing escape routes and family reunification plans, building an earthquake kit and caring for pets. The site also offers tips on how to prevent injuries during a seismic event, such as by avoiding bookcases, or, if driving, viaducts.
