"Portrait of a Soldier" Memorial Exhibition on Display at Columbia College Chicago

CHICAGO - Governor Pat Quinn today honored the victims of the Sept. 11, 2001 attacks and servicemembers killed in Iraq and Afghanistan by proclaiming Sept. 11, 2013 as Patriot Day and National Day of Service and Remembrance. The Governor also unveiled the "Portrait of a Soldier" memorial exhibit at Columbia College Chicago. The exhibit features a series of hand-drawn portraits of nearly all of the 306 Illinois men and women who died in the 9/11 terrorist attack, Iraq, Afghanistan or in combat service to our country since Sept. 11, 2001. The exhibit is part of Governor Quinn's long-standing commitment to honor Illinois' men and women in uniform.

"On the eve of the anniversary of one of America's darkest days, let us remember the brave servicemembers who have given their lives to protect our nation's freedom," Governor Quinn said. "We should never forget the individuals and first responders who lost their purposeful lives on September 11, 2001, and the military heroes who have since made the ultimate sacrifice overseas. We will honor them always."

In a joint resolution in December 2001, the U.S. Congress designated September 11 of each year as Patriot Day and on April 21, 2009, President Barack Obama signed into law the Edward M. Kennedy Serve America Act, which includes language to officially establish September 11 as an annually recognized National Day of Service and Remembrance.

"The 'Portrait of a Solider' exhibit is a solemn reminder of the sacrifices made in the name of our state and country," Governor Quinn said. "These sketches are a moving tribute to those Illinois citizens who gave their last full measure of devotion to protecting our freedoms."

Governor Quinn founded the "Portrait of a Soldier" memorial exhibit to honor fallen servicemembers in 2004 after artist Cameron Schilling of Mattoon drew the first portrait of Army Spc. Charles Neeley, of Mattoon, who was killed in Iraq. Schilling then committed to drawing a portrait of every Illinois servicemember who has fallen during the wars in Iraq and Afghanistan.

The "Portrait of a Soldier" memorial exhibit will be on display at Columbia College Chicago until tomorrow afternoon. The exhibit's next stop will be at Lincoln Log Cabin in Lerna from Monday, Sept. 16, until Saturday, Oct., 5, 2013.

Governor Quinn has made our veterans, servicemembers and their families one of his top priorities throughout his career in public service. He has led programs including the Illinois Warrior Assistance Program and the Veterans Cash lottery ticket, which has awarded more than $10 million to not-for-profit organizations across the state that provide health care and post-traumatic stress disorder treatment, housing assistance, disability benefits and other services to Illinois Veterans. He also championed numerous veterans' causes during his service as Lieutenant Governor and Illinois Treasurer. In 2011, Governor Quinn launched the Welcome Home Heroes program to support Illinois servicemembers seeking homeownership.

Aims to Attract More Foreign Investment to Illinois During Trip to Japan

TOKYO - Governor Pat Quinn today announced that foreign-owned firms have added nearly 80,000 jobs in Illinois since 2009 when the governor took office, and more than 450 new foreign firms have located in the state during that time. The governor aims to build upon recent successes and attract more foreign investment in Illinois during his September 6-10 trip to Japan. Today's economic announcement is part of Governor Quinn's commitment to create jobs and restore economic prosperity to Illinois.

"Our efforts to increase foreign direct investment in Illinois are paying solid dividends," Governor Quinn said. "Illinois' economy is getting a boost from the growing number of foreign companies doing business in the state, including building factories, warehouses, customer service centers and R&D facilities. These jobs have played a major role in fueling Illinois' economic recovery in recent years, and we must continue to build on these efforts in order to create jobs and compete in the global economy."

Foreign direct investment in Illinois includes more than 2,000 firms that employ more than 350,000 people. Japan and the United Kingdom are the top two sources of these investments. The number of people employed by foreign firms in Illinois has increased every year since 2009 and went from 280,419 that year to 359,775 in the third quarter of 2013. Nearly 80,000 jobs have been added between 2009 and 2013 and the tax dollars of more than 450 foreign companies have been added to the state's economy.

Since Governor Quinn took office, individuals employed by the 1,387 Japanese-owned firms in Illinois rose from 42,126 in 2009 to 53,963 in the third quarter of 2013. The top five Japanese companies in Illinois by number of employees include Aioi Insurance Co., Ltd (7,000); Mitsubishi Motors Corp. (3,358); Koito Manufacturing Co., Ltd. (2,800); Kotobuki Realty Co., Ltd. (2,190); and NTN Corp. (1,604).

"The state's transportation infrastructure and business climate are often cited as reasons for the high level of foreign investment in Illinois," Illinois Department of Commerce and Economic Opportunity Director Adam Pollet said. "A central location and ease of access make it easy for executives, managers and consultants from other countries to get in and out of the U.S. We can also help these firms move their goods with our excellent road, rail and water transportation network."

The state's transportation infrastructure benefits from Governor Quinn's $31 billion Illinois Jobs Now! program, which will support more than 439,000 jobs over six years. Illinois Jobs Now! is the largest capital construction program in Illinois history, and is one of the largest capital construction programs in the nation.

Governor to Meet With Top Japanese Companies Seeking Illinois Investment and Expansion

CHICAGO - Governor Quinn will depart later today to Japan to attend the 45th Annual Midwest US-Japan Association (MWJA) Conference and focus on bringing more foreign direct investment to Illinois. While there, the Governor will meet with the CEOs of major Japanese companies interested in expansion and new investments in the state. Japan is the second largest source of foreign direct investment in Illinois and the source of more than 50,000 jobs in Illinois. The Governor's trip is part of his agenda to create jobs and drive Illinois' economy forward.

"I look forward to this annual event that takes place with our strong partners in Japan and other Midwestern leaders," Governor Quinn said. "Japan has deep roots in Illinois and is one of the largest export markets for Illinois products. This trip will allow us to capitalize on available economic opportunities for Illinois and Japan."

Japan plays an important role in the Illinois economy, employing more Illinois workers than any other foreign country except the United Kingdom. Illinois is home to 410 Japanese-owned companies, employing 53,725 Illinois workers. Illinois exported $2.1 billion in products to Japan in 2012. That makes Japan the seventh largest export market for Illinois products. Exports to Japan from Illinois have grown 17.9 percent since 2009.

During his trip, Governor Quinn will meet with top leaders from Takeda Pharmaceutical Co., Ltd., Mitsubishi Motors Corp., Koito Manufacturing Co., Ltd., Nippon Sharyo Co., Ltd., Neo Morgan Laboratory and TACMINA Corp. The Governor will also meet with Japanese officials in an effort to boost investments in Illinois businesses.

At the conference, the Governor is scheduled to speak about opportunities to invest in Illinois. The annual conference brings together governors and business leaders from across the Midwest to discuss economic progress and investment between Midwestern states and Japan. This year, Governor Quinn will be joined by fellow governors from Iowa, Indiana, Michigan and Wisconsin.

Governor Quinn's past trips to Asia have led to major economic investment in Illinois. For example, Governor Quinn personally recruited Nippon Sharyo to Illinois and the company has been expanding rapidly since opening its passenger rail car factory in Rochelle last year. Another Japanese company, Astellas - a pharmaceutical firm - built a new corporate headquarters for the Americas in Glenview last year, creating 150 new jobs. The investment came after the Governor met with the corporation's leadership while on a trade mission to China and Japan in 2011.

Following Governor Quinn's 2011 visit to Japan for the MWJA Conference, the Governor announced that Japanese manufacturer Sakae Riken Kogyo Co. was investing $35 million to expand its Peru facility and create 25 new Illinois jobs. The investment was one of several business and economic partnerships the Governor had announced during his 2011 trade mission throughout Asia.

Governor Quinn's attendance at the MWJA is the latest by Governor Quinn as he seeks to promote Illinois to a global audience. Past international visits and trade missions include Mexico in April of 2013, China and Japan in 2011, and Canada and Brazil in 2012. Recently, Governor Quinn announced the opening of new international business in Illinois, including Rittal Corp. of Germany and Grundfos of Denmark.

The state of Illinois opened its Tokyo office in 1987 and has had representation in Japan since 1983. Many Illinois cities have established sister city relationships with Japanese cities and Governor Quinn will sign a new sister river agreement to promote further economic development and tourism during his visit.

The Midwest US-Japan Association Conference is an annual event where business leaders from the Midwest region of the United States and Japan have met on an annual basis to discuss the growth and progress of economic relations of the American Midwest and Japan. The event is attended by Midwestern governors including those of Indiana, Iowa, Michigan and Wisconsin. The meeting host country alternates years between Japan and the Midwest. The first MWJA meeting took place in Illinois in 1967 when a delegation from the Japan Committee for Economic Development was welcomed by representatives of the Chicago Association of Commerce & Industry.

Joined by Elected Officials and Labor Leaders to Sign First Girder of Project to Dramatically Improve Access to Chicago Southland, Create Thousands of Jobs

POSEN - Governor Pat Quinn today kicked off construction of a new ramp connecting northbound Interstate 57 to the northbound Tri-State Tollway (I-294). The Governor was joined by local elected officials and labor representatives to sign the first steel girder for the new I-294/I-57 ramp, which is part of the $254 million first phase of an interchange project that is supporting thousands of jobs over two years. The project supports Governor Quinn's agenda to create jobs and build a 21st century infrastructure that will drive Illinois' economy forward.

"From day one, I have made economic development in the south suburbs a top priority," Governor Quinn said. "This interchange project will create thousands of good-paying jobs and generate economic development throughout the region for future generations."

The first phase of the I-294/I-57 Interchange Project will create access from northbound I-57 to northbound I-294 and southbound I-294 to southbound I-57, including a new interchange at 147th Street. The approximately $185 million phase is scheduled to be completed in 2014, delivering 75 percent of the project's benefits to the traveling public. It will accommodate 76,000 vehicles per day, provide direct freight access to Chicago's south suburbs and save drivers $4 million annually in fuel consumption. Tri-State Tollway drivers currently using I-80 to get to I-57 will save 25 travel hours per year using the new interchange. The 147th Street ramps will improve local access, connecting residents to employment opportunities not easily accessible by public transportation.

"Once complete, this interchange will provide the Southland with many benefits for years to come," U.S. Representative Robin Kelly said. "Motorists will be able to reach more places quicker and easier. Existing businesses will enjoy improved access to highways in all directions. And local municipalities - particularly Harvey, Markham, Dixmoor and Posen - will find themselves more attractive to new developers. That's a winning combination."

More than 100 firms, including contractors, subcontractors, consultants and sub-consultants are currently working on Tollway contracts for the project. More than $107 million in construction and engineering contracts have been awarded for this project through July, with 22.2 percent going to disadvantaged business enterprises. The Tollway estimates as many as 110 workers are employed on the job site each day, and Phase One of the project will create or sustain an estimated 3,300 total jobs.

"Thanks to the leadership of Governor Pat Quinn, this project is moving forward, creating jobs and the promise of increased economic development and improved access to the Chicago Southland," Illinois Tollway Executive Director Kristi Lafleur said. "New construction is creating economic benefits now and, when complete, this interchange will improve freight-to-rail connections, expand this region's multimodal network and help continue to stimulate our state's economy for years to come."

"This project is providing many people with good-paying jobs and will encourage more private development in area communities, which will create even more jobs," Chicago Laborer's District Council Business Manager Jim Connolly said. "We applaud Governor Quinn for his leadership on the current capital construction program, and we need to continue to build on this success."

To start the first phase of this project, the Illinois Tollway has completed the realignment of Dixie Creek and the installation of all 11 piers required for the new ramp connecting northbound I-57 to northbound I-294. The second phase of the project will begin in 2023 and be completed in 2024.

The project is a joint effort of the Illinois Tollway and the Illinois Department of Transportation. It is funded through Governor Quinn's Illinois Jobs Now! capital program and the Tollway's Move Illinois capital program.

Over the past nine years, the Tollway has invested approximately $1.6 billion in roadway infrastructure improvements in the Chicago Southland, including rebuilding and widening the south Tri-State Tollway between Illinois Route 394 and 95th Street and construction of the south extension of the Veterans Memorial Tollway (I-355).

State-Funded Improvement Will Strengthen Company's Expansion and Lead to 100 New Jobs

MOUNT VERNON - Governor Pat Quinn today was joined by local and company officials to open a new railroad spur to Continental Tire in Mount Vernon, a state-funded infrastructure improvement that will strengthen the company's expansion and pave the way for 100 new jobs by 2015. Today's action is part of Governor Quinn's agenda to create jobs and build a 21st century infrastructure that will drive Illinois' economy forward.

"Continental Tire is one of the largest single site downstate employers in Illinois with 3,000 employees already in Mount Vernon, and this improvement will allow them to add even more jobs to the local economy," Governor Quinn said. "We must continue to work every day to create job opportunities for the people of Southern Illinois."

The new $1.1 million railroad spur, supported by the Illinois Department of Transportation, will help the company bring more resources in and ship out more finished goods to national and international markets. The recently completed Truck Access Route at Continental Tire has already helped improve the flow of products in and out of the facility.

"The new rail spur will allow Continental to reduce logistics costs," Benny Harmse, Mount Vernon plant manager said.  "This rail spur is a key component in supplying raw materials required to ensure continued growth at the Mount Vernon facility."

Continental Tire is in the process of investing $129 million in its Mount Vernon facility to expand operations, and will add 100 new full-time jobs over the next three years, which was announced in January. The expansion is expected to be complete by mid-2015, and will increase production to more than three million truck tires a year.

"The Continental Railroad Spur Project is an example of the partnership and confidence established between the State of Illinois, the City of Mount Vernon and Continental Tire to support a project that aids in expansion, leading to the creation of new jobs for Mount Vernon, Jefferson County and the Southern Illinois region," Mount Vernon Mayor Mary Jane Chesley said.

Honors the Courage of All Who Marched at Chicago's DuSable Museum of African American History

CHICAGO - Governor Pat Quinn today celebrated the 50th Anniversary of the historic March on Washington which led to the passage of major civil rights reforms for the United States. At Chicago's DuSable Museum of African American History, Governor Quinn reminded celebrants that the battle for social justice often requires direct action, and that those who "voted with their feet" in 1963 showed unparalleled courage and patriotism.

"Without 250,000 Americans peacefully gathering 50 years ago today under Abraham Lincoln's watchful eye, Congress might not have passed the 1964 Civil Rights Act or the 1965 Voting Rights Act," Governor Quinn said. "Today, we honor all who marched and remember the everlasting words that Dr. Martin Luther King has left us."

The March on Washington is known as one of the largest demonstrations for human rights in the nation's history. The march called for meaningful civil and economic rights reform and took place in Washington, D.C. on Wednesday, Aug. 28, 1963. It was there that Dr. Martin Luther King, Jr. delivered the historically significant "I Have a Dream" speech.

Governor Quinn will later attend the 7th Annual Civil Rights Game at Cellular Field, where the Chicago White Sox will take on the Texas Rangers. The Civil Rights Game - and the accompanying Major League Baseball Beacon Awards Luncheon - helps honor those who fought for equality both on and off the playing field.

State Investment in Innovation and Cutting Edge Jobs will Fuel Economic Growth

CARBONDALE - Governor Pat Quinn today announced an investment of $1.5 million to build an ultra high speed broadband network in Southern Illinois. The partnership between Frontier North, Inc., the City of Carbondale, Southern Illinois University and Connect SI will use the funding to build a gigabit network that will serve residents, businesses and institutions in Southern Illinois. Today's announcement is part of Governor Quinn's commitment to drive economic growth and create jobs across Illinois.

"Ultra high-speed internet access is a key to success for the future of Illinois," Governor Quinn said. "In order to remain competitive in today's digital society, Illinois must have broadband infrastructure second to none."

The $1.5 million investment - supported by the Governor's Illinois Jobs Now! capital construction program - provides funding for Frontier to build a high-speed fiber optic network to Carbondale's businesses, schools, hospitals and neighborhoods. The gigabit broadband, up to 100 times faster than speeds currently available, will help recruit new business to the region and enable Southern Illinois University's scholars, innovators and entrepreneurs to connect globally. Capabilities for telemedicine and telehealth through the University's School of Medicine will also impact citizens in underserved areas in Southern Illinois and allow for faster transmission of medical records and vital information.

"The best part of the Governor's grant is that it isn't about fiber optics and lasers; it is about a world class community network built to drive jobs and new opportunities for  Carbondale and the region," Frontier Senior Vice President and General Manager Mike Flynn said. "Frontier Communications couldn't be more proud to be a part of this community effort as we work every day to provide advancing broadband services across all of Southern Illinois."

"Southern Illinois has a long history as a leader in broadband," Broadband Illinois Interim Executive Director Brad Housewright said. "Through the efforts of Connect SI, Frontier and stakeholders from business and industry, we're excited to build a public-private partnership around this initiative."

Governor Quinn was also joined today by top executives and employees from Clearwave Communications, a Harrisburg company that just completed another high-speed connectivity project in Southern Illinois. The project used $11.3 million in state funds, as well as federal and private dollars, to install 751 miles of fiber in 23 counties connecting 232 community anchor institutions.

Governor Quinn has invested more than $71 million in broadband infrastructure throughout the state as part of his Illinois Jobs Now! capital construction program. This investment has leveraged more than $214 million in additional funding through the American Recovery and Reinvestment Act (ARRA). Through these projects, more than 3,000 miles of fiber optic cable has been installed, with more to come.

Today's Carbondale announcement represents the fourth major Gigabit Communities Challenge broadband infrastructure project announced since Governor Quinn took office in 2009. Supported by the Governor's Illinois Jobs Now! capital construction program, the Illinois Gigabit Communities Challenge sought proposals from private and public organizations to encourage promising ultra high-speed broadband deployment projects throughout Illinois. Each project must connect at least 1,000 end users to Gigabit broadband speeds.

Governor Personally Recruited German Manufacturer, Which Will Create 40 Jobs in Schaumburg

SCHAUMBURG - Governor Pat Quinn and Rittal Corporation executives today announced that the German manufacturing company is moving its United States headquarters to Illinois from Ohio. The relocation to the Woodfield Corporate Center in Schaumburg is expected to create 40 jobs and allow the U.S. subsidiary of privately owned Rittal GmbH better access to its widespread U.S. customer base. Governor Quinn personally recruited Rittal to Illinois, meeting with owner and CEO Friedhelm Loh in December in Germany.

"Rittal chose Illinois for its central location, transportation offerings and high quality of life," Governor Quinn said. "With our diverse economy, highly skilled workforce, and easy access to the rest of the world, Illinois is an excellent place for businesses to grow and thrive."

Today's announcement is part of Governor Quinn's agenda to create jobs and drive Illinois' economy forward. The new headquarters facility is scheduled to be fully operational by September. Rittal is also actively recruiting in northern Illinois to tap into the state's extensive pool of sales, marketing and product professionals.

New Law Increases Speed Limit to 70 mph on Rural Four-Lane Highways, Lowers Excessive Speed Limit to Promote Safety

CHICAGO - Governor Pat Quinn today signed a new law to increase the speed limit from 65 to 70 miles-per-hour (mph) on rural four-lane highways, and to lower the limit by five mph for excessive speeding. The law will bring Illinois' speed limit in line with 36 other states that have speed limits of 70 mph or higher on some portion of their roadways, including other large states such as California, Florida, Texas and Ohio, and neighboring states such as Indiana, Kentucky, Missouri, Iowa and Michigan. The bill passed with significant bipartisan support in both chambers.

"This limited five miles-per-hour increase will bring Illinois' rural interstate speed limits in line with our neighbors and the majority of states across America, while preventing an increase in excessive speeding," Governor Quinn said. "I encourage all motorists to continue to respect our traffic laws, avoid distractions and exercise common sense behind the wheel to protect the safety of themselves and others."

Sponsored by State Senator Jim Oberweis (R-Sugar Grove) and State Representative Jerry Costello Jr. (D-Smithton), Senate Bill 2356 increases the maximum speed limit from 65 to 70 mph on four-lane divided highways outside of urban areas. The law allows Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair and Will Counties to opt-out by adopting an ordinance that sets a lower maximum speed limit, empowering counties to make adjustments based on their own local needs.

The new law also includes an additional safety provision, which lowers the limit by five mph at which drivers may be charged by law enforcement with excessive speeding. Currently, the threshold for penalties is 31 mph over the limit. The new law lowers that threshold to 26 mph over the limit to increase safety on Illinois roads.

The law is effective January 1, 2014.
