Name: Miriam Martinez

Position: Member - Secure Choice Savings Plan Board

Governor Bruce Rauner has appointed Miriam Martinez to the Secure Choice Savings Plan Board. Martinez is currently the Deputy Treasurer and Chief Investment Officer at the Chicago Treasurer's Office and brings more than 30 years of experience to the position.

In the Chicago Treasurer's Office, Martinez oversees the day-to-day activities of the City Treasurer's portfolio and is responsible for ensuring the city's various portfolios achieve the highest returns while meeting established liquidity needs and investment policy standards. Prior to coming to Chicago, Martinez worked for the New York State Insurance Fund as its Director of Investments. In that position she oversaw a diversified $16 billion portfolio.

Martinez earned her bachelor's degree in economics from Hobart and William Smith Colleges. She lives in Chicago.

 

Name: Maureen Josh

Position: Member - Illinois Criminal Justice Information Authority

Governor Bruce Rauner has reappointed DeKalb County Circuit Clerk Maureen Josh to the Illinois Criminal Justice Information Authority. Her years of experience in managing court records will provide the board with valuable insight. She also previously served on the ICJIA from 2000-2006.

Josh has been the DeKalb County Circuit Clerk for the past 31 years, where she is the keeper of court records. She manages a team of 35 other clerks, while working with members and agencies of the court system, as well as the general public. Prior to becoming clerk, she worked as a secretary for the DeKalb County State's Attorney.

Josh earned her bachelor's degree from the University of Wisconsin, Platteville. She lives in Sycamore.

 

Name: Jose Sanchez

Position: Member - State Board of Health

Governor Bruce Rauner has appointed Jose Sanchez to the State Board of Health. Sanchez' 30 years of experience as a hospital administrator and healthcare executive make him an excellent addition to the board.

Sanchez is currently the President and CEO of the Norwegian American Hospital. He oversees the hospital's operation that covers 200 beds and more than 1,000 employees and doctors. In four years, he turned the hospital's net margin from a loss of $4.5 million to a profit of $1 million.

Prior to this, Sanchez worked for Generations+/Northern Manhattan Health Network as its Senior Vice President. The company is one of the largest healthcare networks in the New York City Health and Hospitals Corporation.

Sanchez earned his bachelor's degree from City College of New York and his master's degree in social work from Adelphi University. He lives in Chicago.

 

Name: David Banaszynski

Position: Member - State Board of Health

Governor Bruce Rauner has reappointed David Banaszynski to the State Board of Health. He has served on this board since 2012, and brings 18 years of experience in public health to the board.

Banaszynski has worked for the Village of Hoffman Estates since 1997 and is currently a Health Officer. In this role, he inspects a number of establishments and businesses to ensure they're safe for patrons including: child care centers, pools and spas, tanning establishments, and massage therapy centers. He also responds to questions and complaints about common public health issues like lead, radon, mold and West Nile virus.

Banaszynski earned his bachelor's degree from Northern Illinois University. He lives in Huntley.

 

Name: Beth Fiorini

Position: Member - State Board of Health

Governor Bruce Rauner has reappointed Beth Fiorini to the State Board of Health. In addition to her experience as a healthcare administrator and nurse, Fiorini has served on this board since 2014.

Fiorini is currently the Public Health Administrator and CEO of the Whiteside County Health Department. In this role, she is responsible for all areas of the public health department and community health center. Prior to this, she was the Director of Nursing.

In addition to her prior service on this board, Fiorini also serves on the Ebola Task Force. She also previously served on the Maternal and Child Health Advisory Board.

Fiorini earned her bachelor's degree from Northern Illinois University and her master's degree in hospital administration from the College of St. Francis. She lives in Rock Falls.

Veto Message for HB 227:

To the Honorable Members of The Illinois House of Representatives, 99th General Assembly:

Today I veto House Bill 227 from the 99th General Assembly.

Current law requires a person using a non-powered watercraft to obtain a water usage stamp from the Department of Natural Resources, which is available for $6 per year. This bill would exempt "a non-resident operating a non-powered watercraft while engaged in a paddling event or race."

Tourism is an important economic driver for Illinois, and I appreciate non-residents who come to Illinois to enjoy sporting events. The Department of Natural Resources has committed to working with event organizers to ensure that the organizers are able to sell stamps to participants on the day of the race.

While we work to make compliance more convenient and efficient, I do not support exempting one particular group of non-residents, particularly when Illinois residents are not being exempted.

Therefore, pursuant to Section 9(b) of Article IV of the Illinois Constitution of 1970, I hereby return House Bill 227, entitled "AN ACT concerning transportation", with the foregoing objections, vetoed in its entirety.

Veto Message for HB 439:

To the Honorable Members of The Illinois House of Representatives,

99th General Assembly:

Today I return House Bill 439 with specific recommendations for change.

Under current law, contract carriers transporting employees in the course of their employment are required to maintain uninsured and underinsured motor vehicle coverages of not less than $250,000 per passenger. This legislation would first increase the minimum coverage required to $500,000 per passenger by 2016, and then further increase the minimum coverage required to $750,000 per passenger by 2020.

Insurance coverages required under current Illinois law are already higher than coverages required by many other Midwestern states. Although it is important to ensure adequate coverage, we must be careful about the impact on the cost of doing business in Illinois.

Given that the legislation initially doubles the minimum insurance coverages, the further increase by 2020 is premature. Before pre-determining the requirement applicable more than four years from now, we should wait to examine the adequacy of then-existing insurance coverage requirements, whether there is a need for a further increase and to what amount, and how our requirements compare to other states at that time.

Therefore, pursuant to Section 9(e) of Article IV of the Illinois Constitution of 1970, I hereby return House Bill 439, entitled "AN ACT concerning transportation", with the following specific recommendations for change:

On page 2, line 16, by replacing ", and not" with "."; and

On page 2, by deleting line 17.

With these changes, House Bill 439 will have my approval. I respectfully request your concurrence.

Issues Disaster Proclamation for 23 Counties

SPRINGFIELD - Governor Bruce Rauner today asked the Federal Emergency Management Agency (FEMA) to assist with damage assessments in 23 counties devastated by a series of severe storms In June and July that caused heavy rainfall, flash and river flooding, tornadoes and straight-line winds. Governor Rauner also issued a state disaster proclamation for those counties.

"These counties were battered by a series of severe storms for most of June and July," Governor Rauner said. "We're working to do everything within our power to help people and communities affected by the tornadoes, flooding and damaging winds these storms generated. These damage assessments will provide us with greater detail as to the impact of these storms and could be used to support a request for federal assistance."

Personnel from FEMA, the Illinois Emergency Management Agency (IEMA), the U.S. Small Business Administration (SBA) and local emergency management agencies are expected to begin assessing damage to homes and businesses in Adams, Grundy, Iroquois, Jersey, Mason, Tazewell and Warren counties later this week.

The state also requested FEMA assistance with assessments of storm-related costs incurred by local governments in Adams, Alexander, Brown, Calhoun, Cass, Coles, Fulton, Greene, Grundy, Iroquois, Jersey, Mason, Monroe, Morgan, Peoria, Pike, Randolph, Richland, Schuyler, Scott, Tazewell, Vermilion and Warren counties.  Those assessments are expected to begin the week of August 10.

The state has provided assistance to many of the affected communities, including sandbags filled and placed by offenders from the Illinois Department of Corrections, debris removal and delivery of flood-fighting supplies by the Illinois Department of Transportation, emergency management support from the Illinois Emergency Management Agency, and security support from the Illinois State Police and Illinois Department of Corrections. In addition, the State Emergency Operations Center in Springfield was activated several times in June and July to coordinate state assistance.

SPRINGFIELD - Governor Bruce Rauner announced today he has appointed the Independent Juvenile Ombudsman. He has also made appointments to the Illinois Children's Mental Health Partnership and the Illinois Finance Authority.

 

Name: Kathleen Bankhead

Position: Independent Juvenile Ombudsman

Governor Bruce Rauner has named Kathleen Bankhead the Independent Juvenile Ombudsman. Her extensive and diverse background in criminal justice makes her an excellent candidate for this position.

Bankhead has been with the Cook County State's Attorney's Office since 1990. She began her career as an assistant state's attorney in the juvenile justice division, and now serves as an assistant state's attorney for the South Side Community Justice Center. In this role, Bankhead prosecutes adult felony offenses. She also collaborates with other government agencies, community organizations and residents to prevent and solve problems.

In addition to her work at the State's Attorney's Office, Bankhead is an engaged member of the community. She is Vice President of the National Association of Community and Restorative Justice, President of the Thornton Township High School Alumni Legacy Fund and a member for the Illinois Juvenile Justice Commission Disproportionate Minority Contract Subcommittee. She is also a member of the Chicago Bar Association, Cook County Bar Association and the National Black Prosecutors Association.

Bankhead holds a bachelor's degree in criminal justice from Bradley University and a law degree from ITT Chicago-Kent College of Law. She lives in Markham.

 

Name: Eric R. Anderberg

Position: Member - Illinois Finance Authority

Governor Bruce Rauner has appointed Eric R. Anderberg to the Illinois Finance Authority. He brings more than 22 years of executive experience to the position.

Anderberg currently serves as the Vice President of Dial Machine, Inc., where he oversees the day-to-day operations of the machine components company. He has been with the company since 1993.

Anderberg has represented the machinery components and manufacturing industries in a wide range of roles. He is a past president of the Rock River Valley Tooling and Machining Association and served on an industrial roundtable for the Federal Reserve Bank of Chicago. Anderberg also testified before the Congressional Small Business Committee on behalf of small metalworking businesses and American manufacturing.

Anderberg holds a bachelor's degree in business from Augustana College and a master's degree in family business from Loyola University of Chicago. He lives in Kirkland.

 

Name: Robert Horne

Position: Member - Illinois Finance Authority

Governor Bruce Rauner has appointed Robert Horne to the Illinois Finance Authority. He brings more than 20 years of management and leadership experience to the authority.

Horne is a commercial real estate developer for Dodge Capital, LLC. In this role he oversees the development process for a large range of projects across the country. He has been with the company since 2002. Prior to this position, Horne served as the Senior Vice President for Development at Jones Lang LaSalle, where he managed several development offices in the Chicago area.

Horne is an active member of many organizations including the Economic Club of Chicago and the Commonwealth Club of Chicago. He also serves as a board member for the Chicago Foundation for Education, Lurie Children's Hospital and Alain Locke Charter Academy.

Horne holds a bachelor's degree in liberal arts from Boston College and a master's degree in management from Northwestern University. He lives in Winnetka.

 

Name: Colette Lueck

Position: Chairman - Illinois Children's Mental Health Partnership

Governor Bruce Rauner has appointed Colette Lueck to serve as chairman of the Illinois Children's Mental Health Partnership. Her 20-year career in community and mental health provides the skills needed for this position.

Lueck is currently an Oak Park Village Trustee. She was appointed to the board in 2008 and was elected in 2009 and 2013 for four-year terms. She recently retired as the Managing Director for the Illinois Children's Mental Health Partnership, coordinating statewide efforts to improve mental health services for children and families.

Lueck was named Oak Park's "Volunteer of the Year" in 2006 for her outstanding community service, including Chair of the Oak Park Planning Commission, Chair of the OPRF High School PTO Liaison Program and member of the District 97 Finance Work Group.

Lueck holds a bachelor's degree in English from the University of Wisconsin, a master's degree in English from the University Chicago and a master's degree in social work from the University of Illinois. She and her partner reside in Oak Park Village.

House Bill 2915 contains identical language to Senate Bill 1298, which I signed into law as the Caregiver Advise, Record, and Enable Act. House Bill 2915 is therefore moot. I thank the sponsors of House Bill 2915 and Senate Bill 1298 for their efforts.

Therefore, pursuant to Section 9(b) of Article IV of the Illinois Constitution of 1970, I hereby return House Bill 2915, entitled "AN ACT concerning regulation", with the foregoing objections, vetoed in its entirety.
