SPRINGFIELD - Governor Bruce Rauner today granted five and denied 153 clemency petitions. Nearly 2,000 petitions remain from the previous administrations.

The 158 clemency petitions Governor Rauner acted upon today are part of dockets dating back to April 2006. Each person granted clemency has recently undergone a criminal background check through the Illinois State Police's Law Enforcement Agencies Data System.

A granted clemency request for a pardon with expungement allows the petitioner to seek expungement of their conviction through the court system.

These are the third set of petitions the governor has reviewed since taking office. The Governor's Office has developed a process to review clemency petitions on a regular basis.

SPRINGFIELD - Governor Bruce Rauner received today the initial report from the Illinois State Commission on Criminal Justice and Sentencing Reform, pursuant to Executive Order 15-14.

The commission is taking a holistic look at the criminal justice system in Illinois to find ways to reduce recidivism, which will improve public safety and save taxpayers money. The commission will issue its final report on December 31, 2015.

Workers at IDOT, DHS, IDES, and CMS in Cook County to Vote on New Contract

SPRINGFIELD - After several productive rounds of good faith negotiations, the Illinois Governor's Office and Teamsters Local 700 have agreed to terms on a new four-year collective bargaining agreement. The current agreement expired June 30, 2015.

The new contract covers nearly 350 workers at IDOT, CMS, IDES, and DHS in Cook County. The employees work as highway maintainers, heavy equipment operators, and building service and maintenance workers.  Negotiations are ongoing for employees represented by Teamsters locals at locations covering the rest of Illinois.

The terms of the tentative agreement include :

  • Maintenance of the current level of health care benefits for employees and their dependents as part of the State's continued contributions to the independent Teamsters Local 727 Health & Welfare Fund.
  • A four-year wage freeze, continuing the 75% in-hire rate.
  • Continuation of a 40-hour work week.
  • A new performance incentive program to reward employees with bonuses for cost-saving measures and meeting or exceeding performance metrics.
  • A collaborative program that allows management and the Teamsters to work together to provide low-cost alternatives to outsourcing.
  • A reduction in the payout for accumulated unused vacation from 75 to 45 days for employees hired after January 1, 2016.

The tentative agreement will be submitted to the membership of Teamsters Local 700 for a ratification vote.

As a continuation of the productive negotiating sessions, the Teamsters and the Governor's Office also pledged to form a long-term relationship to improve employer-labor relations in state government.

Today I approve House Bill 4166 from the 99th General Assembly, which re-appropriates funds for previously approved road construction and other capital projects, except for certain vetoed items identified below.

Continued investment in our public infrastructure is critical to economic development.  We must maintain the infrastructure that has made Illinois a major transportation hub for the world economy. This bill enhances mobility, helps to maintain our State's competitive advantage, and supports construction and permanent jobs across Illinois.

Our taxpayer dollars, however, could go further. We need truly competitive bidding to maximize the value of our resources, particularly during this time of fiscal crisis. State laws like the Prevailing Wage Act and the Project Labor Agreements Act are barriers to entry and inflate construction prices. We need to reform the way we spend taxpayer dollars in order to deliver the most value to our residents and businesses.

We must also ensure that our limited taxpayer dollars are spent wisely, and that we prioritize funds for critical deferred maintenance. In light of the General Assembly's unbalanced budget and the need for additional savings, I am vetoing earmarks, including Capitol building renovations, in order to make those funds available for other priorities.

Governor Bruce Rauner signed House Bill 3763 today making appropriations for General State Aid, Early Childhood Education, Bi-lingual Education and the Teachers' Retirement System.

Governor Rauner has always made clear that improving education is his highest priority. While the legislature's bill does not increase education spending by as much as the governor's proposal, it does increase K-12 education spending by $244 million and early childhood education funding by $25 million.

"Education is the most important thing we do as a community. I would have done more for our schoolchildren, but I am taking action today to ensure our teachers are paid and our schools are open and funded," Governor Rauner said. "I refuse to allow Speaker Madigan and the legislators he controls to hold our schools hostage as part of their plan to protect the political class and force a tax hike on the middle class without real reform."

As part of his budget plan, the governor proposed increasing K-12 education by $312 million and early childhood by $32 million.

CHICAGO - Governor Bruce Rauner announced today he has appointed Michael McGlynn to serve as a judge on the Illinois Court of Claims. McGlynn has more than 30 years of experience representing individuals, non-profits and businesses in St. Clair County and throughout Illinois.

McGlynn is currently a managing partner at McGlynn & McGlynn Attorneys at Law, which is where he started his legal career as an associate attorney in 1984. His areas of practice are personal injury, business litigation and contracts, workers' compensation, banking, and estates. He is also legal counsel for the NAACP.

McGlynn earned his bachelor's degree from the University of Notre Dame and his law degree from St. Louis University. He is a member of the Illinois and Missouri bars. McGlynn lives in Belleville.

House Speaker Mike Madigan, Senate President John Cullerton and their caucuses two weeks ago finished passing a budget with a $4 billion hole.

Since that time, Speaker Madigan and President Cullerton have refused to pass real, compromise reforms that will grow the economy, pay down the debt and end the era of wasteful spending and broken budgets while implementing parliamentary maneuvers to keep the governor from acting on the budget bills.

In preparation for the possibility of having no budget on July 1, or a budget with a $4 billion hole, the Administration is initiating its second round of steps to responsibly manage the state's finances. However, the options available to the Administration remain limited because the Madigan-Cullerton budget includes no reforms.

"Governor Rauner has compromised repeatedly, but Speaker Madigan and the politicians he controls continue to block any real reform," Rauner spokesman Lance Trover said. "It's deeply troubling to see that Speaker Madigan remains committed to sacrificing the middle class in order to protect the political class."

More steps will be announced as they are finalized.

  • Suspend funding for all coal programs at the Department of Commerce and Economic Opportunity, including discontinuing subsidies to coal companies.
  • Suspend funding for the Renewable Energy Program.  This does not impact the Energy Efficiency Portfolio Standards program.

SPRINGFIELD - Governor Bruce Rauner announced a number of key staff appointments to help him as he works on the Illinois Turnaround. Today's announcements include the new Director of the Illinois Medical Cannabis Pilot Program; the Illinois Sports Facilities Authority; the Illinois State Board of Investment; and the Illinois Human Rights Commission.

In addition, Governor Rauner has also extended the contract of state CFO, Donna Arduin. She will continue working with the Governor's Office of Management and Budget on enacting a balanced budget. Her compensation has been reduced by half from her previous contract and will terminate when the final budget is signed or on August 28, whichever comes first.

 

Name: Joseph Wright
Position: Director, Illinois Medical Cannabis Pilot Program

Governor Bruce Rauner has named Joesph Wright the Director of the Illinois Medical Cannabis Pilot Program. He is currently Assistant General Counsel in the Office of the Governor.

In the Office of the Governor, Wright has worked extensively with the state agencies involved in the medical cannabis pilot program. He is the liaison with the legal teams within the Illinois Department of Agriculture, the Illinois Department of Financial and Professional Regulation and the Illinois Racing Board. In addition, Wright assisted the Office of the Governor with Freedom of Information Act requests.

Wright has experience at the federal level, working as a Legislative Assistant in the Office of Congressman Jim Matheson. He also was a law clerk for Holland & Knight, the Illinois Attorney General and the Illinois Department of Financial and Professional Regulation.

Wright is a graduate of the University of Illinois, and earned his law degree from the Chicago-Kent College of Law. He lives in Chicago.

 

Name: Timothy Rand
Position: Illinois Sports Facilities Authority

Governor Bruce Rauner has appointed Timothy Rand to the Illinois Sports Facilities Authority. Rand's experience in the food and beverage industry and in event promotion makes him an excellent addition to the board.

Rand is the founder and owner of Midway Airport Concessionaires that owns a number of food outlets at Midway International Airport. He oversees the sales, management and marketing duties of the operation. In addition, Rand has served as Director of Urban Partnership Bank and is the co-founder of the annual Chicago Football Classic.

Rand is extremely active in the community working with the Chicago Urban League, Make-a-Wish Foundation, the Rainbow/PUSH Coalition, the DuSable Museum and the Council on Chicago Public School Partnerships. Rand also served five years in the U.S. Army National Guard. He graduated from Southern Illinois University and lives in Chicago.

 

Name: Ezequiel Flores
Position: Illinois State Board of Investment

Governor Bruce Rauner has appointed Ezequiel Flores to the Illinois State Board of Investment. Flores is a global business leader with extensive experience as an entrepreneur and senior-level executive.

Flores is currently the CEO of Flores Retail Corporation, which is a real estate company that specializes in public-private partnerships, development and financing, and retail brokerage. In addition, he also co-founded Flying Food Concessions, which is responsible for one of the largest specialty retail portfolios at O'Hare International Airport. He is also the CEO of Flying Retail.

Prior to these ventures, Flores was the Strategy and Corporate Development Manager at the Sara Lee Corporation. He also worked as an Assurance and Business Advisory Associate at Arthur Anderson LLP.

Flores graduated from DePaul University with an accounting degree. He is currently earning his master's degree at the Catholic Theological Union. He lives in Chicago.

 

Name: Steve Kim
Position: Illinois Human Rights Commission

Governor Bruce Rauner has appointed Steve Kim to the Illinois Human Rights Commission. Kim is a proven advocate for Asian Americans in Illinois and was the first Asian American to run for a statewide office when he was the Republican candidate for Attorney General in 2010.

Kim is currently a managing partner at RKJ Legal, which is an international law firm with offices in seven countries, and Kim serves as General Counsel to several other international companies. Prior to this, Kim was General Counsel for Coils, Inc., directing all legal, regulatory and governmental affairs activities. He has also worked for Time Warner Cable and AT&T.

Kim began his professional career with the State of Illinois, serving in the 1995-1996 Dunn Fellow class, assisting the Governor's Economic and Business Development Adviser. He was also a Special Assistant to Governor Edgar, where he advised the governor on a number of issues, including international trade. In addition, he was the primary contact in the Office of the Governor for the Asian-American community.

Kim earned his bachelor's degree and law degree from Loyola University Chicago. He lives in Northbrook.
