DAVENPORT, IOWA (May 2, 2019) — Record levels flooding of the Mississippi River are impacting the wastewater plant and the plant has now reached its capacity. We are seeing surcharge in the main lines. With the approval of the Iowa Department of Natural Resources, the pumps deployed near the sewage systems along the Mississippi River are pumping sewage into the rivers. Without this, serious backups would take place throughout the Iowa cities along the river.

The National Weather Service is predicting that late this afternoon and tonight a fast moving Alberta Clipper Storm System will move into Scott County, Iowa. The snow may be heavy at times producing several inches of snow a short amount of time.  The bulk of the snow will occur overnight with snowfall totals of 3 to 8 inches expected.   Heavy snow with blowing and drifting will make travel hazardous overnight and into tomorrow.  Travel on rural Scott County Roads is not recommended until County Road crews have a chance to clear them tomorrow morning.

Larry Minard, Scott Emergency Communication Center Board Chair announces that Denise
Pavlik has accepted a conditional offer of employment as Scott Emergency Communication
Center (SECC) Director with a starting salary of $110,000. It is anticipated that the appointment
will be approved by the SECC Board at their meeting March 31, 2014 at 3:30pm. Ms. Pavlik will
start work on May 5, 2014.
Ms. Pavlik has 15 years of experience in communications. Ms. Pavlik began her E-911 career in
1998 as a dispatcher in Matteson, Illinois. In 2001 when the Matteson Police Center
consolidated as SouthCom Dispatch, Ms. Pavlik became a Supervisor of Communications. In
December, 2006 she was promoted to Deputy Director becoming responsible for operational
development, scheduling, hiring and training of all staff. She was instrumental in the
consolidation of three public safety answering points (PSAP's) into one. In April 2010 she was
again promoted to Director, having control over policy development, budget, grant creations,
technology, and business plan. Ms. Pavlik has several certifications in E-911 and Emergency
Management, including being a certified Emergency Number Professional. She was the
recipient of the APCO Line Supervisor in 2002 and Telecommunications Supervisor of the Year
in 2003. She has a Bachelor's Degree in Business Administration.
Ms. Pavlik was selected from a field of 17 applicants following a national search with the
assistance of Bob Murray and Associates, a national search firm. She was the recommendation
of an interview panel of 12 members representing the communities and agencies that comprise
the Scott Emergency Communication Center.
The opening is created by the announced resignation of the former director in July, 2013.
The Scott Emergency Communication Center (SECC) was formed in December, 2007 when
Scott County, City of Davenport, City of Bettendorf, MEDIC EMS, and the Emergency
Management Agency entered into an intergovernmental agreement (aka 28E Agreement) for the
purpose of providing public safety dispatch and communication services. The SECC Board
members are: Chairperson: Larry Minard; Scott County Board of Supervisor's Chair; Vice
Chairperson: Bob Gallagher, Bettendorf Mayor; Secretary/Treasurer: Rob Frieden, Medic EMS
Board President; Bill Gluba, Davenport Mayor; and Marty O'Boyle Eldridge Mayor.

The SECC and EMA invite the public to an Open House on Sunday March 20th from 1:30p.m. to 4:30 p.m. The event is designed to provide a first look at the new consolidated dispatch center and emergency operations center. The SECC/EOC is located at 1100 E 46th Street, Davenport.  Parking is available in the adjoining lot or Dee Bruemmer Public Works Building lot.

Open House highlights include : the consolidated dispatch center where all Scott County 911 calls will be received and an explanation on how all public safety (police, fire and ambulance)
services will be dispatched; emergency operations center where the public will see the improved capability of the community response to a disaster; and explanation of the building design to meet LEEDs building standards and the impact on long term energy savings. Guided tours of 6-10 people will be continuous beginning at 1:30pm and are expected to last 20-30 minutes.

The Scott Emergency Communication Center (SECC) was formed in December, 2007 when Scott County, City of Davenport, City of Bettendorf, MEDIC EMS, and the Emergency
Management Agency entered into an intergovernmental agreement (aka 28E Agreement) for the purpose of providing public safety dispatch and communication services. A formal ribbon cutting ceremony will be scheduled in May, 2011.
