Regional Planning Council seeking comments on the Comprehensive Economic Development Strategy

ROCK FALLS, IL - The Blackhawk Hills Regional Council has posted the draft 5-Year Regional Comprehensive Economic Development Strategy plan on their website at www.blackhawkhills.com. A hardcopy of the report may also be viewed upon request at the Regional Council's office located at 102 East Route 30, Rock Falls, IL.

The public is invited to comment on and suggest edits to the document until April 29th, 2014, when the final edits will be made, approved by the Blackhawk Hills Council, and the plan submitted to the Economic Development Administration regional office in Chicago.

Blackhawk Hills Regional Council services include community planning, development assistance, natural resources conservation and protection support, and grant writing and administration. Blackhawk Hills serves Carroll, Jo Daviess, Lee, Ogle, Stephenson, and Whiteside counties in northwest Illinois.

Turn Green Into Green: Illinois Energy Now Public Sector Workshop

ROCK FALLS, IL - Carol Kulek, Consultant for the Illinois Department of Commerce and Economic Opportunities (DCEO), will speak at the upcoming Turn Green Into Green: Illinois Energy Now Public Sector Workshop. The meeting will be held on December 12th at 10:00 AM at the Ogle County Farm Bureau located at 421 West Pines Road in Oregon, IL.

Carol and other representatives will present information regarding financial incentives that are being offered through Illinois Energy Now. These incentives cover a portion of facility upgrades to electric and natural gas systems including HVAC equipment, motors and drives, water heaters, boilers, lighting equipment, gas furnaces and refrigeration equipment. The workshop is designed to help local government officials and other public facility managers identify specific ways they can help cut energy costs and access millions of dollars in funding available through the DCEO Illinois Energy office.

DCEO staff will be on site to schedule free energy audits for public facilities and provide application assistance. The presentation will cover a new "Sweet Deal Bonus" which could increase the qualifying incentive of a project for a limited time.

The workshop is intended for any representatives of public sector facilities located in Carroll, Lee, Jo Daviess, Ogle, Stephenson, and Whiteside counties. This workshop is free of charge and open to the public. However, participants are asked to pre-register. ROCK FALLS, IL - Blackhawk Hills Regional Council, in conjunction with the Carroll County Soil and Water Conservation District, is sponsoring a Prevailing Wage Workshop to be held October 16, 2012 at 10:00 am. Tom Whalen, Conciliation and Mediation Manager at the Illinois Department of Labor, will be presenting on the Illinois Prevailing Wage Act. The workshop will help explain how this state law impacts local communities and organizations.

Blackhawk Hills Economic Development District Celebrates 20 Years

ROCK FALLS, IL - Blackhawk Hills, a not-for-profit corporation based in Rock Falls, is
celebrating 20 years of helping communities undertake regional development and planning
issues. Blackhawk Hills was designated as an Economic Development District (EDD) by the
Department of Commerce's Economic Development Administration (EDA) in March 1992 and
functions as the region's direct link to the EDA.

Through the EDD, Blackhawk Hills assists local governments and public entities in acquiring
funds for a variety of community development and planning activities, including the construction
of infrastructure for the enhancement and expansion of business and industry. In addition, the
EDD helps develop and implement a regional Comprehensive Economic Development Strategy
to improve job opportunities and quality of life for local communities.

According to Theresa Wittenauer, Economic Development Coordinator for Blackhawk Hills,
"The establishment of the EDD 20 years ago put our six county region in the preliminary
position to begin coordinating projects and collaborating on issues that impacted our entire
service area. Today, forming partnerships and promoting development at the regional level has
become vital to the growth and sustainability of our rural communities. Leaders have realized
that what happens in one county or community will ultimately impact the surrounding region."
