(DES MOINES) - Gov. Terry Branstad has ordered all flags in Iowa be flown at half-staff from 5 p.m. Friday, December 5, 2014, until 8 a.m. Monday, December 8, 2014, in honor of Pearl Harbor Remembrance Day weekend.

Flags will be at half-staff on the State Capitol Building and on flag displays in the Capitol Complex, and upon all public buildings, grounds, and facilities throughout the state.  Individuals, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flag at half-staff for the same length of time as a sign of respect.

DES MOINES - Today, Governor Terry E. Branstad issued a proclamation of disaster emergency for five counties in response to the ongoing flooding and severe weather beginning June 26. Counties included in the proclamation are: Adair, Cedar, Guthrie, Jones and Linn.

The governor's proclamation allows State resources to be utilized to respond to and recover from the effects of these storms.

In addition, the proclamation activates the Iowa Individual Assistance Program for two counties: Adair and Guthrie.

The Iowa Individual Assistance Program provides grants of up to $5,000 for households with incomes up to 200 percent of the federal poverty level, or a maximum annual income of $39,580, for a family of three. Grants are available for home or car repairs, replacement of clothing or food, and for the expense of temporary housing. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. The grant application and instructions are available on the Iowa Department of Human Services website. Potential applicants have 45 days from the date of the proclamation to submit a claim.

(DES MOINES) - Gov. Terry Branstad and Lt. Governor Kim Reynolds have reached agreement with United States Department of Health and Human Services (HHS) officials for approval of the bi-partisan Iowa Health and Wellness Plan.

The HHS December 10th approval establishes the terms and conditions allowing Iowa to move forward, with the addition, by agreement, of premium contributions promoting healthy behaviors, without loss of coverage, for certain Iowa Health and Wellness Plan members in accordance with Iowa law.

Branstad was enthusiastic, saying, "This is an Iowa plan that fits the health needs of our state. The Iowa Health and Wellness Plan will improve health outcomes for Iowans. I am pleased we reached agreement with the Federal Government on our unique alternative approach and we are ready to move forward to serve Iowans."

Eventually, more than 150,000 Iowans will be served by this innovative plan that includes incentives for members who complete Healthy Behaviors, such as a physical or health risk assessment. The Iowa Health and Wellness Plan will focus on quality in health care with health care professionals receiving incentive payments for addressing the quality of outcomes and overall health of the plan population. With the inclusion of premium assistance for members above the Federal Poverty Level, more Iowans will receive private insurance as an option.

Reynolds touted Iowa's readiness, "More than 55,000 Iowans have already signed up for the Iowa Health and Wellness Plan. This waiver agreement allows Iowa to move forward in improving the health and wellness of our state while respecting the law that passed with bi-partisan support."

The specific final terms of the agreement are being worked out between the state and HHS.

(DES MOINES) - Gov. Terry Branstad and Lt. Gov. Kim Reynolds today joined Sens. Charles Grassley and Tom Harkin, Congressmen Tom Latham, Steve King, Dave Loebsack and Bruce Braley, and Iowa Secretary of Agriculture Bill Northey in sending a letter expressing strong opposition to the EPA's proposal that would negatively lower levels in the Renewable Fuel Standard (RFS) to President Barack Obama, EPA Administrator Gina McCarthy and U.S. Department of Agriculture Sec. Tom Vilsack.  The Iowa elected leaders also urged the federal government to host a hearing in Iowa to hear directly from Iowans on the EPA's proposal, which would have a harmful effect on the agriculture, agri-business and biofuels industries in Iowa.

(DES MOINES) - Yesterday, Gov. Branstad appointed Jeffrey D. Farrell as judge to the 5C Judicial District.

Farrell received his law degree from the University of Iowa College of Law and is currently serving as Chief Administrative Law Judge at the Iowa Department of Inspections and Appeals.  Farrell was appointed to fill the vacancy created by Judge Christopher McDonald who was appointed to the Iowa Court of Appeals.

(DES MOINES) - Tim Albrecht, who has served as Gov. Branstad's communications director since November of 2009, is departing the Branstad-Reynolds administration to pursue a new private sector opportunity. Albrecht's last day will be Friday, December 13.

Former Branstad-Reynolds administration deputy communications director Jimmy Centers has been named the new director of communications.

"The opportunity to work as communications director in the governor's office is one I have worked toward my entire career, and I am so excited I could serve the people of Iowa in this capacity under Governor Branstad and Lieutenant Governor Reynolds, who each set a strong example of hard work, dedication and passion for the state." said Albrecht. "This has been such a rewarding experience, and I am very grateful for the opportunity. Jimmy Centers is a talented professional, and he is going to excel in this new position. We will ensure that a smooth transition takes place."

Branstad thanked Albrecht for his work with the administration.

"I want to thank Tim for all the great work he has done within my administration," said Gov. Branstad. "He is a passionate advocate for the state of Iowa, and never forgot his Ida Grove roots. Tim's embrace of social media, online tools and overall messaging was a benefit to nearly every department and agency within state government. I have really enjoyed working with Tim, and I wish him all the best in his new opportunity. While Tim will be missed, we are really excited to have Jimmy back in the official office."

Reynolds echoed the governor's sentiment.

"Tim has traveled with us to a majority of Iowa's counties, been with us as we worked through three legislative sessions, and has been an important advisor to us in a number of areas," said Reynolds. "We wish him well as he departs for new opportunities, and we are very excited to welcome Jimmy back into our office."

Albrecht said he enjoyed working with the reporters, staff and directors he interacted with on a daily basis, and that he will remain active in his new position.

"I intend to remain involved with Republican causes, and will continue to assist the Branstad-Reynolds campaign, should they choose to run again," said Albrecht. "With significant job growth, a return to a balanced state budget, and education reform well on its way, Iowa is enjoying a strong comeback. I look forward to assisting the governor and lieutenant governor in any way to help them continue their successful efforts."

Albrecht, 36, is a native of Ida Grove and a 2001 graduate of the University of Northern Iowa, with a degree in Public Relations. He previously worked on the presidential campaigns of Steve Forbes and Mitt Romney, and as communications director for Iowa House Speaker Christopher Rants, R-Sioux City. Albrecht resides in West Des Moines with his wife, Josie, and their infant son Davis.

Centers, 26, is a Peoria, IL, native and a graduate of the University of Iowa with a degree in Political Science. He served as the Northeast Iowa field director on the 2010 Branstad-Reynolds campaign, later serving as the administration's deputy communications director. He currently serves as the Branstad-Reynolds campaign's communications director, and his replacement there is expected to be named in the coming days. He resides in Des Moines with his wife, Gretchen.

(DES MOINES) - Gov. Branstad used his weekly news conference this morning to announce two new programs as part of the Home Base Iowa initiative: Home Base Iowa Businesses and Home Base Iowa Communities.

 

The governor noted that while Home Base Iowa was announced just three weeks ago, the program has already made great progress, drawing interest from across the country.

 

Two weeks ago, Lt. Gov. Kim Reynolds and Gen. Timothy Orr met with White House officials to brief them on the program and explore potential partnerships. Additionally, several state of Iowa officials participated in a National Governors Association policy academy to study veterans licensing issues.

 

Branstad also noted that the University of Iowa was recently named by U.S. News & World Report as the 6th-best university for veterans.

 

Branstad says the Home Base Iowa initiative has led to dozens of calls and correspondence from veterans interested in calling Iowa their new home.

 

"Though we haven't yet spent a dime on advertising or marketing, our phones started ringing," said Branstad. "Iowa Workforce Development has fielded dozens and dozens of calls, and is working to place a number of veterans already."

 

With the new roll-out of Home Base Iowa Businesses and Communities, Branstad says it is a great opportunity for Iowans to showcase the best they have to offer.

 

"We want veterans to know that Iowa can provide them with not just a job, but a career in a caring, welcoming community," said Branstad. "Businesses and communities can demonstrate how much they value our nation's veterans by pursuing these designations."

 

To be a Home Base Iowa Business,

o   the company must pledge to hire a specific number of veterans.

o   They must also post their jobs on the Home Base Iowa website,

o   and become members of the existing Skilled Iowa program.

 

To be a Home Base Community,

o   10% of the businesses in the designated area must be Home Base Iowa Businesses.

o   The community must provide a unique welcome and incentive package to attract veterans to their community,

o   They must provide a plan to prominently display their designation,

o   And they must get a resolution of support from the local governing body.

(DES MOINES) - The STEM Advisory Council's Broadband Committee today released the findings of its study on how to improve broadband connectivity throughout Iowa as part of the Connect Every Iowan Initiative.

The governor and lieutenant governor launched the Connect Every Iowan effort in September with the goal of increasing the access, adoption, and use of broadband technology throughout Iowa. At that time the governor and lieutenant governor asked the existing STEM Advisory Council's Broadband Committee to develop legislative recommendations to encourage broadband build-out throughout Iowa, particularly in unserved or underserved areas.

The recommendations can be found at broadband.iowa.gov.

Included among the recommendations are the following:

·       Developing incentives to promote broadband build-out, including tax incentives, loans, grant programs, and regulatory reform.

·       Moving toward "ICN 2.0" by developing a wholesale model which would allow private providers to access unused ICN bandwidth.   Such a model would facilitate broadband build-out to unserved or underserved areas and significantly reduce the level of capital investment that private providers would be required to expend to replicate existing and available infrastructure.

·       Support programs which encourage adoption and use of broadband technology, including digital literacy training, workforce skills training, and continuation of the Connected Communities program.

·       Streamlined responsibility for broadband planning and coordination with the state chief information officer, or another existing agency.

Currently Iowa ranks 11th out of 12 Midwestern states on the TechNet State Broadband Index, behind neighboring states such as Nebraska, Minnesota, Missouri and Illinois. The index is compiled from three measures: The household adoption rate of broadband, network speeds of available broadband infrastructure, and the amount of jobs in information and communication technology industries that benefit from broadband technology.

Branstad and Reynolds added that they look forward to working with stakeholders throughout the legislative process.
