Davenport Man Sentenced to Prison for Possession and Transfer of a Sawed-Off Shotgun

DAVENPORT, IA - On December 22, 2015, Domingo Edward Monge, 19, of Davenport, Iowa, was sentenced by Chief United States District Court Judge John A. Jarvey to
58 months in prison for possession and transfer of a weapon made from a shotgun, announced Acting United States Attorney Kevin E. VanderSchel. Monge was ordered to serve three years of supervised release following his prison term and to pay $100 towards the Crime Victims' Fund.

According to Monge's plea agreement, on or about May 31, 2014, he possessed and sold a modified Sears, Roebuck, and Co., 12 gauge JC Higgins shotgun to another individual. Monge was aware the shotgun had been modified, and the barrel of the firearm was less than 18 inches in length. He also agreed the firearm was not registered in the National Firearms Registration and Transfer Records.

This matter was investigated by the Davenport Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa as part of the Project Safe Neighborhood initiative.

Davenport Man Sentenced to Prison for Felon in Possession of a Firearm Charge

DAVENPORT, IA - On December 22, 2015, Earl Vanal Fullenwider, Jr., 24, of Davenport, Iowa, was sentenced by Chief United States District Court Judge John A. Jarvey to
60 months in prison for a felon in possession of a firearm charge, announced Acting United States Attorney Kevin E. VanderSchel. Fullenwider was ordered to serve three years of supervised release following his prison term and to pay $100 towards the Crime Victims' Fund.

Fullenwider pleaded guilty to the felon in possession of a firearm charge on July 23, 2015. According to the criminal complaint affidavit, on March 25, 2015, Davenport Police officers responded to a gun shots fired report. Near the location of the shots fired, officers noticed Fullenwider in the passenger seat of a vehicle matching the description of a car possibly involved in the shooting. A traffic stop was conducted by police, and officers found two loaded guns during a search of the car. One of the guns was found on the floor wedged between the front passenger seat and the console, accessible to Fullenwider. Prior to March 2015,

Fullenwider had been convicted of felony offenses in 2009 and 2011.

This matter was investigated by the Davenport Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa as part of the Project Safe Neighborhood initiative.

DAVENPORT, IA - On July 15, 2015, Travis Diontrae Harris, also known as Travis Taggart Harris, age 28, was sentenced by Senior United States District Judge James E. Gritzner to 60 months in prison for being a felon in possession of a firearm and ammunition, announced United States Attorney Nicholas A. Klinefeldt. Harris was also ordered to serve two years supervised release following the imprisonment, to forfeit of the firearm and ammunition he possessed, and to pay $100 towards the Crime Victims Fund.

On June 14, 2014, Harris fired multiple shots from a .22 caliber handgun into the side of a residence in Rock Island, IL, and into a vehicle parked near the residence. Multiple adults were in the residence at the time of the shooting.

On July 17, 2014, Davenport, Iowa, police searched Harris' Davenport residence pursuant to a search warrant. In the kitchen of the residence police seized slightly over an ounce of marijuana, two digital scales, and a .22 caliber handgun which was loaded with 10 rounds of ammunition, all of which belonged to Harris. Harris intended to distribute at least a portion of the seized marijuana to others. Prior to July 17, 2014, Harris had been convicted of three felony

This case was investigated by the Davenport, Iowa, Police Department, Rock Island, IL, Police Department, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.

DAVENPORT, IA - On July 15, 2015, Stephen Allen Brooks, age 39, formerly of Davenport, was sentenced by United States Senior District Court Judge James E. Gritzner to
168 months in prison after pleading guilty to distribution of child pornography, announced United States Attorney Nicholas A. Klinefeldt. Brooks was also ordered to serve five years of supervised release following the imprisonment, to pay $3,000 in restitution to a victim, and to pay $100 towards the Crime Victims Fund. Brooks was also ordered to register as a sex offender.

In 2013, the United States Department of Homeland Security Investigations (HSI) received information from an ongoing Nebraska child exploitation investigation. Further
investigation showed that an email account later identified to Brooks was distributing and receiving child pornography with a Nebraska subject. Through email chats and exchanges in September 2013, approximately 26 images of child pornography were distributed from Brooks from an email account which belonged to Brooks. Brooks later admitted that he had sent images of minors engaged in sexually explicit conduct to a person in Nebraska.

This case was investigated by Homeland Security Investigations (HSI) and the Davenport, Iowa, Police Department, and the case was prosecuted by the United States
Attorney's Office for the Southern District of Iowa.

DAVENPORT, IA - On April 3, 2015, Ricardo Torres, age 31, of Davenport, Iowa, was sentenced by United States District Court Chief Judge John A. Jarvey to 30 months  in prison, announced United States Attorney Nicholas A. Klinefeldt.  Torres was also ordered to serve three years of supervised release following the imprisonment, and to pay $100 towards the Crime Victims Fund.

On March 5, 2014, after having been convicted of a felony, Torres possessed four firearms:  a Jiminez Arms, J. A. NINE 9mm handgun; a HWM Windicator .38/.357 caliber revolver; a American Tactical GSG-522, .22 caliber rifle; and a Mossberg, Model 500A 12 gauge shotgun.  Torres pleaded guilty on October 29, 2014, to the charge of being a felon in possession of a firearm.

This case was investigated by the Davenport, Iowa, Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).   The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.

DAVENPORT, IA - On March 27, 2015, Johna Loreen Vandemore, also known as Johna Volger and Johna Ratliff, age 34, was sentenced by United States District Court Judge Stephanie M. Rose to 18 months in prison, after pleading guilty to one count of mail fraud, announced United States Attorney Nicholas A. Klinefeldt. Vandemore was also ordered to serve three years of supervised release following the imprisonment, and to pay $100 towards the Crime Victims Fund. Vandemore was also ordered to pay $95,850 in restitution to the victim. 

In 2007, Vandemore was involved in a short-term relationship with the victim, after which she informed him she was pregnant. The victim agreed to provide financial support, however, Vandemore demanded a lump sum or she would take him to court for more. There was no child. The victim agreed to make monthly payments of $1,000 plus all child related monthly expenses. The victim requested a copy of a birth certificate, and Vandemore provided a falsified birth certificate from a non-existent hospital. In order to obtain additional funds from the victim, Vandemore provided a false medical bill purporting to reflect past treatment of the fictitious child. When the victim requested pictures, Vandemore solicited pictures of a family member's daughter, and forwarded these pictures to the victim misrepresenting them to be her child with the victim. Although Vandemore lived in Maquoketa, she directed the victim to make payments to a post office box in Bettendorf, Iowa. When her husband discovered and questioned her receipt of monthly $1,000 checks, she told him the payments were residual compensation from prior sales made with Herbalife. From August 5, 2007 to October 1, 2013, Vandemore received over 90 separate payments from the victim for a total of $95,850.00. 

This case was investigated by the Federal Bureau of Investigations and the Bettendorf, Iowa, Police Department. The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.

DAVENPORT, IA - On March 26, 2015, Jared Michael Fromknecht, age 23, formerly of Davenport, Iowa, and Denver, Colorado, was sentenced by United States District Court Senior Judge James E. Gritzner to 59 months in prison, after pleading guilty to conspiracy to distribute at least 100 kilograms of marijuana, announced United States Attorney Nicholas A. Klinefeldt. Fromknecht was also ordered to serve three years of supervised release, and to pay $100 towards the Crime Victims Fund.

From approximately May 2011, to March 6, 2013, Fromknecht agreed with several individuals, including George Podes, Morgan Hermiston, Charles Williams, Harrison Summers, Jacob Aldrich, Michael Wood and Austin Iossi to distribute marijuana. Fromknecht would obtain multiple pound quantities of marijuana in Colorado, mainly from Podes, and ship this marijuana, or direct others to ship this marijuana by mail service to Iowa. During this conspiracy, Fromknecht was present at the Denver residence of George Podes, and assisted Podes in cultivating and growing marijuana. Fromknecht shipped marijuana to Charles Williams and directed Williams to deposit payment in a bank account. Fromknecht mailed packages of marijuana to Jacob Aldrich and Michal Wood and directed them to deliver this marijuana to Morgan Hermiston. He also recruited Andres Guillermo Sanchez to ship marijuana through the mail and receive payments for these drugs in Colorado. During this conspiracy, drug proceeds of over $200,000 were deposited in a bank account. Fromknecht admitted being responsible for in excess of 100 kilograms of marijuana.

This case was investigated by the Drug Enforcement Administration, the Iowa Department of Public Safety-Division of Narcotics Enforcement, the United States Postal Inspections Service, and the Davenport, Iowa, Police Department. This case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.

Dr. Dong Pyou Han Admits to Falsifying HIV/AIDS Research.
DES MOINES, IA - On February 25, 2015, Dr. Dong Pyou Han appeared in United States District Court before the Honorable Celeste F. Bremer and pled guilty to two counts of making false statements to the National Institutes of Health, announced United States Attorney Nicholas A. Klinefeldt.
According to the Indictment, while conducting research on behalf of Iowa State University, Dr. Han falsified scientific data to make it appear an experimental HIV/AIDS vaccine, gp41, neutralized, or controlled, the HIV/AIDS virus in rabbits, when in fact the vaccine did not. The Indictment further alleges that Dr. Han spiked sera samples from gp41-immunized rabbits with human sera containing HIV antibodies. The spiking of the rabbit samples made it appear that gp41 produced neutralizing antibodies against the HIV/AIDS virus. The false data was reported to the National Institutes of Health in a research grant application and funded grant progress reports.
Dr. Han, in the Plea Agreement, admitted he provided false data reported in National Institutes of Health Grant Application, "Enhancing B cell immunity against HIV-1 using novel vaccine delivery platforms" and National Institutes of Health Progress Report, "Characterization of immunogenic and structural properties of HIV-1 envelope." Dr. Han also admitted that data derived from his spiking rabbit sera samples with human antibodies was reported to the National Institutes of Health.
Dr. Han is scheduled to be sentenced before the Honorable James E. Gritzner on May 29, 2015. Each count of making a false statement carries a maximum term of five years imprisonment, up to a $250,000 fine, and up to three years of supervised release.

DAVENPORT, IA - On February 20, 2015, Bradley Joseph Patton, age 46, of Davenport, Iowa, was sentenced by United States District Court Judge Stephanie M. Rose to 15 months in prison, after pleading guilty to being a felon in possession of a firearm, announced United States Attorney Nicholas A. Klinefeldt. Patton was also ordered to serve three years of supervised release following his imprisonment and to pay $100 towards the Crime Victims Fund.
On April 2, 2014, Davenport, Iowa, Police officers conducted a search warrant at a Davenport house where Patton resided. Officers found and seized four firearms out of a safe. These firearms were identified as a Bushmaster XM15-E2S rifle and loaded magazine, a Remington 1100 12 gauge shotgun, a Glock 21 .45 caliber handgun with loaded magazine, and a Taurus "the Judge" .410 gauge revolver. Patton admitted that he knowingly possessed all four of these firearms. Patton was convicted of a felony in 1991.

DAVENPORT, IA - On February 20, 2015, David Terell Parrow, age 39, of Davenport, Iowa, was sentenced by United States District Judge Stephanie M. Rose to 72 months in prison for felon in possession of a firearm and ammunition, announced United States Attorney Nicholas A. Klinefeldt. Parrow was also ordered to serve two years of supervised release following the imprisonment and to pay $100 towards the Crime Victims Fund.

On July 5, 2014, police responded to a residence in Davenport, Iowa, reference a report of a disturbance and a suspect with a handgun. Upon arriving, officers proceeded to a backyard in that area and located Parrow.

Officers approached Parrow and ordered him to the ground. As Parrow was being escorted to the ground, he pulled out a green and black 9mm handgun from his waistband and threw it in front of himself. This firearm was loaded with 5 rounds plus 1 round in the chamber. Police located 3.83 grams of crack cocaine concealed in Parrow's sock. Prior to July 5, 2014, Parrow had been convicted of a crime punishable by imprisonment exceeding one year.

This case was investigated by the Davenport, Iowa, Police Department and the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives. The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.

DAVENPORT, IA - On January 30, 2015, Curtis Anthony Newman, Sr., age 54, of Davenport, Iowa, was sentenced by United States District Judge John A. Jarvey to 96 months in prison for conspiracy to distribute at least one kilogram of heroin, announced United States Attorney Nicholas A. Klinefeldt. Newman was also ordered to serve five years of supervised release following the imprisonment and to pay $100 towards the Crime Victims Fund.

Beginning in approximately March 2010, and continuing until about September 22, 2012, Newman conspired with other persons to distribute heroin. Specifically, on multiple occasions during the above-mentioned time period co-conspirator Lennon Hunter, Jr. obtained heroin (ranging in weight from approximately one ounce to one-half kilogram) in Los Angeles, California. The heroin was then usually sent via parcel carrier to the Quad Cities area or provided to another co-conspirator who utilized rail and bus carriers to transport the heroin to the Quad Cities. Once in the Quad Cities, the heroin was delivered to Newman in Davenport, Iowa, for Newman's further distribution. The total quantity of heroin distributed by Newman exceeded one kilogram.

Co-conspirator Lennon Hunter, Jr. was also charged in the Southern District of Iowa with conspiracy to distribute at least one kilogram of heroin, and Hunter, Jr. was previously sentenced by Judge Stephanie M. Rose to 120 months in prison and five years of supervised release following the imprisonment.

This case was investigated by the United States Drug Enforcement Agency - Quad Cities Metropolitan Enforcement Group, and the case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.
