Gov Kim Reynolds Appoints Rachel Morgan as District Judge

DES MOINES, IOWA (September 15, 2026) — Governor Kim Reynolds has announced her appointment of Rachel Morgan as a District Judge in Judicial District 5C.

Morgan, of Granger, Iowa, serves as Administrative Law Judge, Central Panel Bureau, Iowa Department of Inspections, Appeals, and Licensing. She received her undergraduate degree from Iowa State University and law degree from University of Denver, College of Law.

Morgan fills a vacancy created following the resignation of the Hon David Nelmark. Judicial District 5C includes Polk County.
