On Tuesday, October 17th, 2017, around 9:15pm, two females stole two charity jars off the counter of Mother Hubbard’s Cupboard in LeClaire, Iowa. One of the jars contained donations for “Dimes for Dogs”, which goes to local animal shelters. The other jar contained donations that were meant for the family of Zach Francis, a local young man who passed away unexpectedly at the end of September. After taking the initial report and receiving the security footage from the store, LeClaire officers sent still shots of the suspects to surrounding agencies to see if any other officers recognized the suspects. After that, LeClaire officers decided to post the video and photos of the suspects to social media in hopes that the public could assist in identifying the females. Almost immediately, the LeClaire Police Department received multiple calls and messages from people who claimed to know the suspects. The identities were confirmed through our investigation and both females have now been identified as Ashley Marie Dean (DOB: 03/20/1987), of Clinton, Iowa, and Jazmin Pauline James (DOB: 11/23/1997) of Clinton, Iowa. Upon further investigation, it was discovered that earlier on the same night of the Mother Hubbard’s theft, Ms. James was the suspect in another shoplifting case in Davenport, but she fled the scene before police arrived. The Davenport Police Department has pending charges against Ms. James for Possession of a Controlled Substance, Possession of Drug Paraphernalia and Theft 5th Degree. Ms. James was located and arrested in Clinton, Iowa, this morning on a LeClaire warrant for Theft 5th Degree (Simple Misdemeanor). We have an active warrant for Ms. Dean for Theft 3rd Degree (Aggravated Misdemeanor). If anyone knows the whereabouts of Ms. Dean, please contact your local police department. The investigation is ongoing at this time. The LeClaire Police Department would like to sincerely thank the public for stepping up and helping identify the suspects. Since posting the photos and video to the LeClaire Police Department’s Facebook page, we’ve received over 50 phone calls and messages with tips leading to the charges above. We would also like to thank the local media outlets for getting the information out to the public as well. The LeClaire Police Department was assisted by Clinton Police Department and Davenport Police Department. An arrest without disposition is not an indication of guilt.
