Education groups hold "off-site" lobby day to demonstrate public support for increased education funding

DES MOINES, IA (04/22/2015)(readMedia)-- The Iowa State Education Association (ISEA) delivered more than 2,000 email messages today to Governor Branstad and House Republican Leaders from educators, parents, and community members in support of increased education funding.

In a special "off-site" lobbying effort, the ISEA joined with education coalition partners in calling for messages to be delivered through Wednesday, April 22, from wherever people could manage. Whether at home, work, or going to the Capitol, messages to legislators need to be heard.

The ISEA received email messages to a special LobbyDay@isea.org site set up to receive them. The messages were printed and hand delivered to Governor Branstad, House Speaker Kraig Paulsen, House Majority Leader Linda Upmeyer, and Representative Chuck Soderberg.

Education Coalition partners -- including Iowa Association of School Boards, School Administrators of Iowa, Area Education Agencies, Urban Education Network of Iowa, and Rural School Advocates -- all held a lobby day today. Messages from members of those organizations will be delivered to Governor Branstad and legislative leaders as well.

"The tremendous amount of communication the ISEA received from our members and from other citizens across the state in support of increased education funding sends a very clear message to those legislators who are withholding funding. They need to listen to the people," said ISEA president Tammy Wawro. "So many messages written on behalf of students and our schools means there is an overwhelming amount of support for increased funding for public education. House Republicans need to stop playing politics and remember who they work for - the people of Iowa," added Wawro.

102 Illinois high schools participated in the 2014-2015 Operation Teen Safe Driving program sponsored by Ford Motor Company, The Allstate Foundation and other Illinois organizations to share safe driving messages and compete for post-prom prize money in addition to an invitation to the Ford Driving Skills for Life's Ride and Drive.

Under the supervision of trained instructors, teen drivers get behind-the-wheel experience on a closed circuit course. Drivers buckle up in specially designed vehicles that can simulate traction loss and variety of other conditions while maneuvering through an obstacle course designed to test reflexes during distracted driving.

Today I had a press call with our USDA partner, Dr. Alicia Fry from CDC and Dr. David Swayne of USDA's Southeast Poultry Research Lab to help get out some important information about the avian influenza event currently occurring in the United States.

Since December 2014, USDA has confirmed cases of highly pathogenic avian influenza (HPAI) H5 in the Pacific, Central and Mississippi Flyways (migratory paths for birds). The disease has been found in wild birds, as well as in some backyard and commercial poultry flocks.

There are three important things that you need to know about this situation:

  1. Our food supply is safe. Food is safe because the United States has the strongest AI surveillance system in the world. We actively look for the disease, educate the public and producers on the most appropriate practices to ensure their health and safety, as well as provide compensation to affected producers to encourage disease reporting.
  2. The risk to humans is low. No human infections with these viruses have been detected, and the CDC considers the risk to people from these HPAI H5 infections in wild birds, backyard flocks, and commercial poultry to be low.
  3. USDA will continue to do everything it can to support states and producers. We are coordinating closely with State officials and other Federal departments on rigorous surveillance, reporting, and control efforts. At the same time, USDA will continue to work with Congress to ensure that we are able to provide a much-needed safety net to the poultry producers who are experiencing economic hardships as a result of losses due to the disease.

Quad Cities maintains first place in the Western Division with an 11-3 record

PEORIA, Ill. (April 22, 2015) - Quad Cities River Bandits right-hander Joe Musgrove matched a career high with nine strikeouts in 5 2/3 innings to become the Midwest League's first three-game winner this season, thanks to home runs by catcher Jacob Nottingham, right fielder Ryan Bottger and left fielder Jorge Martinez in a 6-2 victory at Dozer Park Wednesday.

Winning for the fourth time in five games in Peoria, Quad Cities (11-3) kept sole possession of first place in the Western Division for a fifth straight day. The club clinched its fifth straight series victory to open the season. Quad Cities last won five straight regular season series at the end of the 2013 season from Aug. 17 to Sept. 2.

In a game that began less than 13 hours after the teams finished playing Tuesday night, Chiefs left-hander Austin Gomber (1-2) worked a perfect top of the first inning, which ended with center fielder Derek Fisher grounding out to second base. Fisher slowed up after running through first base on the play and was removed from the game before taking the field. Bottger came in to replace him in the lineup.

In the bottom of the inning against Musgrove (3-0), Chiefs leadoff batter Magneuris Sierra reached on an error by shortstop Kristian Trompiz, went to second base on a passed ball by Nottingham, advanced to third on a flyout by shortstop Oscar Mercado and scored on a groundout by third baseman Danny Diekroeger.

Gomber held the lead until three batters into the top of the second inning. He walked second baseman Mott Hyde with one out, and then Nottingham drove his third home run of the season over the yellow line above the ivy in center field for a 2-1 Quad Cities lead. Gomber retired the next five batters before Bottger led off the fourth inning by hitting the first pitch of the inning to the left field berm for his first Midwest League home run since last Aug. 5. Then in the fifth inning, shortstop Kristian Trompiz singled to left field, and left fielder Jorge Martinez launched his second home run of the season - and first right-handed - to left field for a 5-1 advantage. After Gomber did not allow a home run in his first two starts of the year, the three against him Wednesday matched the total he allowed in the 2014 season.

The River Bandits added their only non-home run tally in the sixth inning against Gomber, as Hyde drew a one-out walk, and third baseman Alex Hernandez lined a two-out RBI double to left field against former River Bandit and third-year Chiefs right-hander Jhonny Polanco. Gomber was charged with six earned runs on four hits and three walks with eight strikeouts in 5 2/3 innings.

In his longest outing of the season, Musgrove worked around four hits and struck out seven batters in the first five innings without allowing Peoria another run. After he struck out the first two batters in the sixth inning, however, Diekroeger drew a walk - the first allowed in 14 2/3 innings this season by Musgrove - and designated hitter Justin Ringo drove an RBI double to right field. Musgrove left the mound after allowing two runs - one earned - on five hits and one walk. Right-hander Keegan Yuhl came in to retire the next four batters for a scoreless 1 1/3-inning outing.

The Chiefs bullpen of Polanco and right-hander Robby Rowland combined to pitch 3 1/3 shutout innings with six strikeouts. Quad Cities struck out a season-high 14 times. The River Bandits used right-hander Ryan Thompson to retire the final six batters. For a second straight day, River Bandits pitchers did not allow a Chiefs base runner after the sixth inning.

The River Bandits have won the first two games of each of their five series this season. However, they are 1-3 in series finales and conclude their series in Peoria at 7 p.m. Thursday. Right-hander Austin Chrismon (1-1) is scheduled to face Chiefs right-hander Daniel Poncedeleon (1-0), who defeated Quad Cities April 11 at Dozer Park.

No large-market station in Iowa earned more awards than KWQC-TV6 at the Iowa Broadcast News Association this past weekend.

The station earned the coveted Overall Excellence award, as well as first-place awards for Political Coverage, Best Investigative/In-depth (reporter Mark Stevens for "Flood Insurance Reform"), and Spot News Coverage ("Quad Cities Flash Flooding").

KWQC's Gary Metivier earned a second-place award for Overall Excellence in Anchoring.  The station's digital team took home second place for Overall Best Use of Media for its coverage of the 2014 Bix-7 road race.  KWQC also got second place in the Best Newscast category.

Teacher Leadership and Compensation funds being counted in grand total for basic school services

DES MOINES, IA (04/22/2015)(readMedia)-- Members of the Task Force on Teacher Leadership and Compensation and the Commission on Educator Leadership and Compensation delivered a letter to Governor Terry Branstad and Members of the Iowa Legislature reminding them of the parameters of the Teacher Leadership and Compensation funding.

It has become clear through the long debate over Supplemental State Aid (SSA) this legislative session that the Teacher Leadership and Compensation System (TLC) funds are being counted in a grand total for basic school services. This accounting implies a greater level of budget support for basic funding than actually exists. TLC funds are not to be used for anything other than the TLC program and to count them toward a general fund is irresponsible and misleading.

"House Republicans have declared their education budget total at $100 million which actually includes $50 million from the TLC program. So, in reality, only $50 million of that total goes to basic general funding in our schools. That was not the intent of the TLC dollars, nor is it honest accounting," said Mary Jane Cobb, ISEA Executive Director, and a member of both the Task Force on Teacher Leadership and Compensation and the Commission on Educator Leadership.

"The Teacher Leadership funding is allocated only to schools that have been approved in the application process for very specific uses--and not all districts receive these funds. TLC is a special initiative, and should not detract from the resources provided to schools to meet the basic services to our students," said Lisa Bartusek, Executive Director of the Iowa Association of School Boards and Member of the Commission on Educator Leadership and Compensation.

"We have fully supported the TLC program every step along the way, but never envisioned that funding this initiative would sacrifice basic school funding. Our schools are a worthy investment of taxpayer dollars, to keep up with the basic costs of doing school business and to improve instruction," added Lew Finch, Executive Director, of the Urban Education Network of Iowa.

Thirty members of both the Task Force on Teacher Leadership and Compensation and the Commission on Educator Leadership signed the letter to Governor Branstad and the Legislature. The letter makes clear that the funds going into the Teacher Leadership and Compensation System (TLC), a three-year phase-in program aimed at elevating positions in schools to meaningful and well-designed leadership and collaborative opportunities by cultivating and utilizing the expertise of educators, are kept separate and apart from the general education funds.

Members of the task force and the commission include members from the Iowa Public Education Coalition, a group of the state's largest education organizations, which includes the Iowa State Education Association, Iowa Association of School Boards, the School Administrators of Iowa, the Iowa Area Education Agencies, the Urban Education Network of Iowa and the Rural Schools Advocates of Iowa.
