Quad City Master Gardeners can find information for the 2014 Upper Midwest Regional Master Gardener Conference on Facebook/Growing Along the River. Updates are posted as they become available regarding speakers, tours and much more! The conference, to be held June 25-28, at the Waterfront Convention Center, is hosted by Iowa State University Extension and Outreach Master Gardener Program.  The bi-annual conference will feature speakers, seminars, tours, vendors, a silent auction and more.  The conference is open to Iowa, Illinois, Wisconsin, Minnesota, Nebraska and Missouri active Master Gardeners along with one friend.

If you've ever been interested in becoming a Master Gardener, now is a good time to sign up and complete the classes in time for conference registration.  For Iowa residents, classes are starting in September. Contact the Iowa State University Scott County Extension at 563-359-7577. In Illinois, contact the Illinois State University Extension for next available classes at 309-756-9978. Trained volunteer Master Gardeners provide home horticulture information and education to the community.
Underwear Because We Care is excited to announce the dates for this year's underwear collection. The campaign will begin on October 6, 2013 and conclude November 3, 2013. The campaign will collect packages of new underwear; underpants, undershirts, bras and socks for Women, Children and Men. We will also collect clean, serviceable prosthetic bras for distribution to women in need.

The following places have agreed to be drop points: Trinity Episcopal Church, Trinity Lutheran Church, St. Albans Church, Blue Grass Presbyterian Church, all Churches in the Catholic Diocese of Davenport. The following business has agreed to be collection points: The Hair Society, Bettendorf. Additional drop off points are being developed and will be announced prior to the beginning of the campaign.

The underwear will be distributed to organizations that provide shelter for the needy and homeless.

Additional distribution, subject to adequate collections, will be made to other organizations that serve clients who have a need for underwear.

New Law Increases Speed Limit to 70 mph on Rural Four-Lane Highways, Lowers Excessive Speed Limit to Promote Safety

CHICAGO - Governor Pat Quinn today signed a new law to increase the speed limit from 65 to 70 miles-per-hour (mph) on rural four-lane highways, and to lower the limit by five mph for excessive speeding. The law will bring Illinois' speed limit in line with 36 other states that have speed limits of 70 mph or higher on some portion of their roadways, including other large states such as California, Florida, Texas and Ohio, and neighboring states such as Indiana, Kentucky, Missouri, Iowa and Michigan. The bill passed with significant bipartisan support in both chambers.

"This limited five miles-per-hour increase will bring Illinois' rural interstate speed limits in line with our neighbors and the majority of states across America, while preventing an increase in excessive speeding," Governor Quinn said. "I encourage all motorists to continue to respect our traffic laws, avoid distractions and exercise common sense behind the wheel to protect the safety of themselves and others."

Sponsored by State Senator Jim Oberweis (R-Sugar Grove) and State Representative Jerry Costello Jr. (D-Smithton), Senate Bill 2356 increases the maximum speed limit from 65 to 70 mph on four-lane divided highways outside of urban areas. The law allows Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair and Will Counties to opt-out by adopting an ordinance that sets a lower maximum speed limit, empowering counties to make adjustments based on their own local needs.

The new law also includes an additional safety provision, which lowers the limit by five mph at which drivers may be charged by law enforcement with excessive speeding. Currently, the threshold for penalties is 31 mph over the limit. The new law lowers that threshold to 26 mph over the limit to increase safety on Illinois roads.

The law is effective January 1, 2014.

Illinois joins 36 other states with speed limits of 70 mph or higher, including Alabama, Arizona, Arkansas, California, Colorado, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, and Wyoming.

Just a heads up, we are three weeks away from one of the largest golf outings for disabled Veterans in the country. Nearly 200 disabled Veterans from across the country are set to gather in Iowa City, Iowa, Sept. 9-12 for the National Veterans Training Exposure and Experience (NVTEE) Tournament.

The event is sponsored by the U.S. Department of Veterans Affairs and provides Veterans with instruction in adaptive golf and other physical activities, including bowling, horseback riding and kayaking.

More than 300 volunteers are expected during the event.

Whether It's a Parent or a Bureaucrat, 'Food Police' Can Have
a 'Fatlash,' Says Former Little Miss Denver County

Before Karen Kataline knew what a calorie was, she was restricted to 500 of them a day. At dinner, she was not served the same foods as her parents and brother. She remembers being hungry all the time.

Kataline was a toddler beauty queen and performer.

"I'd started performing in dances and beauty pageants at the age of 3 in the 1960s," says the author of a new, award-winning memoir, "Fatlash: Food Police & the Fear of Thin," (www.KarenKataline.com). "My mother wanted me to be a star, and she was obsessed with my weight and appearance. She wanted me to be thin.''

Years of being forcibly held to a restrictive diet had a profound effect. As a child Kataline learned that she could "win" by eating as much food as she could sneak without getting caught. She especially sought the foods that were denied her, from gravy to chocolate bars.

"When parents - or some government agency or official - make food choices for individuals, it sets people up to develop eating disorders," says Kataline, an experienced mental health therapist with a master's degree in social work from Columbia University. "Many times, a child wouldn't have a weight problem at all if his or her parent weren't superimposing their own fear and anxiety about it onto the child."

Likewise, Kataline is troubled by increasing efforts to legislate food choices for adults, from New York City Mayor Michael Bloomberg's attempt to ban super-sized sugary drinks to Los Angeles City Council's prohibition against fast-food restaurants in certain minority neighborhoods,

"The attempt to control a choice as personal and critical to our survival as what we put in our mouths creates serious consequences - whether the control is imposed by an overzealous parent or an army of food police," she says. "Government attempts to force people to eat in a particular way will have the backlash of actually making people fatter."

Kataline offers these suggestions for families who want their children to have a healthy relationship with food - and with themselves.

• Teach children "body integrity" - that they have autonomy over their own body. Ultimately, each of us is responsible for the choices we make, and that includes the choices involving our bodies, Kataline says. Teach children to recognize the differences between healthy and unhealthy choices, and encourage healthy choices by emphasizing its their body and they must both expect and accept the consequences - good and bad - for the choices they make. "Children will learn to moderate their eating habits when they are in touch with their own hunger signals," she says. "When someone else takes responsibility for that, they lose touch with it."

• Set boundaries and respect them. It's normal for parents to revel in their child's accomplishments. But there's a problem when they desperately need  their child to look a certain way, or excel in a particular area, Kataline says. They are imposing their own issues and arrested development on their child -- she calls it "Princess by Proxy." Living through their child and having their child's appearance and accomplishments feed their own need for attention and recognition, or their own political agenda, makes the child a proxy for the adult's agenda and can result in mental and emotional damage to the child. "Parents need to work out these issues for themselves, or with the help of a therapist, and establish boundaries that respect the child's autonomy," Kataline says. "By the same token, we as citizens need to set similar boundaries for our politicians and take responsibility for our own choices."

• If your child is making a lot of unhealthy food choices, encourage her to "check in with herself" to identify the cause. "Sometimes the body says what the mouth cannot," Kataline says. Significant weight gain can be a child's body armor, protecting her from something that feels painful but she's unable to articulate. As a young performer and pageant star, Kataline says she was sexualized at a very early age - given a sexual persona through hair styles, makeup, costumes and even dance moves. Adults' response made her feel vulnerable. The overeating that began as a way to beat her mother's strict dietary rules eventually became a way to protect herself from the looks that made her uncomfortable.

Galena Cellars hosts 4th annual Fall Harvest & Art Festival on September 28
