Volunteer Efforts Underway to Assist Victims of Recent Tornadoes; Department of Insurance Offering Free Counseling in Washington

SPRINGFIELD - Governor Pat Quinn today declared Douglas, Jasper, Pope, Wabash, Wayne and Will counties state disaster areas following violent storms and tornadoes on Sunday that affected several regions of the state. The declaration increases the number of declared counties to 13. On Monday, Governor Quinn declared Champaign, Grundy, LaSalle, Massac, Tazewell, Washington and Woodford counties state disaster areas after a severe storm system ripped across Illinois, spawning at least two EF4 tornadoes.

"Yesterday I saw firsthand the devastation caused by these deadly storms," Governor Quinn said. "While the recovery will be long and hard, we will work in the coming days, weeks and months to assist these communities and help the people who live there rebuild their lives."

On Monday, Governor Quinn personally inspected the damage in some of Illinois' hardest hit communities: Washington, Diamond, Gifford, Brookport and New Minden.

The state disaster declaration makes available a wide variety of state resources that can help affected communities respond and recover from the storms. The state of Illinois has personnel and assets that can be mobilized to help local government officials with disaster recovery, including such things as trucks, heavy equipment to remove debris, communications equipment and provide assistance with security and other public safety issues.

Governor Quinn also announced that volunteer efforts are well underway to assist the victims of the November 17 tornadoes that devastated several communities in Illinois. Financial donations to volunteer disaster response agencies are the best way to help. Cash donations allow these agencies to purchase exactly what is needed, when it is needed. If materials are donated, they should only be those items specifically requested by officials, and these should be brought to officially designated collection centers.

Those who wish to volunteer in person should not go to the disaster scene, since there are far more volunteer offers than there are volunteer needs, and the arrival of unexpected volunteers will interfere with recovery efforts. Volunteers should first go to a reputable volunteer agency that is responding to the disaster, and they will be assigned when and where their services can best be used. Volunteers should be patient and wait until they can be adequately trained by relief agencies. The most crucial need will be for volunteers during the long-term recovery phase, which could last for several months.

In addition, the Illinois Department of Insurance (DOI) will offer free one-on-one insurance counseling services to assist Washington residents recovering from the November 17 tornado. DOI staff will help individuals with the insurance claims process by providing information on how to properly document storm damage, whether to make temporary repairs, what a consumer's homeowner policy covers and what to expect during the claims process.

The first day of counseling will take place on Tuesday, November 19 in the Wal-Mart Supercenter parking lot at 1980 Freedom Parkway in Washington. Those seeking assistance should arrive by 10 a.m. DOI staff will offer free counseling daily thereafter from 9 a.m. to 4 p.m. If available, consumers should bring an inventory of contents, policy information and all documentation they have received from company adjusters or public adjusters.

Other state assistance to impacted communities to date includes:

·         Four Technical Rescue Teams were sent to Washington.

·         One Technical Rescue Team was sent to Gifford.

·         Two three-man engine companies will work 12-hour shifts through Wednesday in Gifford to provide much-needed relief to the town's firefighters.

·         More than 40 light towers have been delivered to assist with nighttime operations in Washington (26), Pekin (6), Gifford (10) and Brookport (2).

·         Command vehicles have been deployed to Washington and Pekin to support response operations.

·         Law enforcement support has come from the Illinois State Police, Illinois Department of Natural Resources conservation officers and Illinois Commerce Commission officers.

·         One five-person Emergency Management Assistance Team support trailer and 10 Starcom radios have been provided to Brookport.

·         40 Starcom 21 radios have been provided to assist Washington responders with emergency communications.

Famous Speech Read at Midnight from an Original Copy at the Abraham Lincoln Presidential Museum

SPRINGFIELD - Governor Pat Quinn tonight joined the nation's first reading of the Gettysburg Address on the 150th anniversary of the famous Abraham Lincoln speech. At a special display of an original copy of the document in Lincoln's own handwriting, Governor Quinn and visitors at the Abraham Lincoln Presidential Museum in Springfield listened as a Lincoln re-enactor read the Gettysburg Address at midnight to kick off the commemoration of the November 19, 1863 oratory that is one of the world's best-known and most-often-quoted speeches. Tonight's commemoration is part of Governor Quinn's commitment to promoting Illinois' Lincoln heritage.

"Every American should know and appreciate this speech that summed up where our nation has been and how we should move forward with a 'new birth of freedom,'" Governor Quinn said. "I am proud that Illinois has one of the few handwritten copies of the Gettysburg Address, and that we are able to use it for the country's first commemorative event on its 150th anniversary."

The Abraham Lincoln Presidential Library and Museum (ALPLM) presented its original copy of the address accompanied by an honor guard at the center of the museum, along with a special exhibit of Gettysburg artifacts and dramatic readings from the acclaimed book Team of Rivals.

"There's something special about seeing the actual words that Lincoln wrote down 150 years ago. They connect us to this man who was using all his skills as a communicator, leader and politician to save the nation and eliminate slavery. We hope every Illinoisan and every American takes the time to reflect on this historic speech," Illinois Historic Preservation Agency Director Amy Martin said. The agency administers the ALPLM.

The anniversary events continue through the rest of November 19 with Lincoln re-enactor Fritz Klein delivering the address again at 1 p.m., approximately the same time Lincoln delivered the speech in 1863. Historian James Cornelius will also host two screenings of a short film about the address and then take questions from the audience.

Historians will gather on November 20 for a roundtable to discuss the speech's significance, followed by a dramatic presentation about other important speeches that have built on the legacy of the Gettysburg Address. Workshops explaining the impact of the Gettysburg Address on people from different walks of life will be offered and a live webcast about the address will be available to schools nationwide.

The ALPLM's Papers of Abraham Lincoln project has produced a booklet exploring the issues Lincoln wrestled with between the Battle of Gettysburg and his speech. On Lincoln's Mind reproduces documents to and from Lincoln, with commentary on their significance. The booklet will be given away throughout November 24.

The ALPLM's copy of the Gettysburg Address is known as the Edward Everett copy. Everett was the main featured speaker at the November 19, 1863 Gettysburg Cemetery Dedication and spoke for two hours, as keynote speakers were expected to do at the time. Then President Lincoln delivered his two-minute, 272-word speech. The day after the Address, Everett wrote to the President: "Permit me...to express my great admiration of the thoughts expressed by you, with such eloquent simplicity and appropriateness, at the consecration of the cemetery. I should be glad, if I could flatter myself that I came as near to the central ideas of the occasion, in two hours, as you did in two minutes."

Lincoln's reply the same day was characteristic: "Your kind note of today is received. In our respective parts yesterday, you could not have been excused to make a short address, nor I a long one. I am pleased to know that in your judgment, the little I did say was not entirely a failure."

Everett requested a copy of Lincoln's speech to be included in a book along with Everett's remarks and auctioned in New York for the benefit of wounded soldiers. Upon his return to Washington, Lincoln wrote out his speech and sent the document known as the Everett copy to the Massachusetts governor. This is the Address now owned by the ALPLM. The original copy of Everett's oration was purchased at the same time as the Address and is held in the ALPLM's  collections.

The Abraham Lincoln Presidential Library and Museum is home to a collection of more than 52,000 items related to the 16th President, from a handwritten copy of the Gettysburg Address to family heirlooms to popular art. The collection is available to researchers, and select items are displayed in the museum's Treasures Gallery.

Protagonist Tony Rawlins find difficult circumstances during his search for romance

Cost-effective upgrades from the Vermont Lake Monsters and the Quad Cities River Bandits shows a commitment to fans and earned recognition from Ballpark Digest for Best Ballpark Renovations (Under $1 Million) of the 2013 season.

Improving fan amenities in a cost-effective manner is always a challenge for team owners. In Burlington, Vermont and Davenport, Iowa, team owners managed to pull off serious upgrades on a budget, as Centennial Field, home of the Vermont Lake Monsters (short season; NY-Penn League) and Modern Woodmen Park, home of the Quad Cities River Bandits (Low Class A; Midwest League) are the winners of the best renovations (under $1 million) for 2013 from Ballpark Digest, the leading guide to ballparks and baseball on the Internet.

In both cases, the improvements were multiyear efforts, with 2013 the first season they were available during the whole campaign. And, in both cases, the improvements were significant enhancements that featured fans first.

"It takes a serious commitment to fan comfort to take on improvements like these, and in both cases it's pretty amazing to see such upgrades cost less than a million dollars," said Kevin Reichard, Ballpark Digest publisher. "These teams and their owners deserve recognition for going above and beyond."

In Burlington, the Lake Monsters worked with the city on a renovation plan that included the installation of permanent seating on what had been a bare-concrete grandstand. The concrete general-admission sections in both the first- and third-base grandstands were replaced by 1,500 brand new permanent fixed seats, giving fans a more comfortable and enhanced view of the game. The backstop behind home plate was been moved out 12 feet closer to home plate and roughly 100 seats have been created in a new seating area to give fans a field level view of the action. In addition, a seating area was been created next to the visitors dugout in front of the third base grandstand. Both the home and away dugouts were been demolished and replaced with larger and more modern dugouts that are approximately 50 percent larger with more amenities than the previous dugouts.

Finally, the fences surrounding Centennial Field were moved 10-20 feet closer to the playing field, decreasing the foul territory while enlarging the BBQ section down the leftfield line to create more fan space for a better viewing experience.

The changes extended the life of the oldest venue in affiliated baseball. The site has been home to baseball since 1904, and officially opened on April 17, 1906 with University of Vermont's 10-4 victory over the University of Maine. The current concrete and steel main grandstand was erected in 1922, to replace the original wooden bleachers, which burned down in 1913.

"It has been fantastic to see the transformation of Centennial Field over the past two seasons," said New York-Penn League President Ben Hayes. "The increased fan amenities, in addition to the resources committed to needed ballpark infrastructure, has ensured that Vermont Lake Monsters baseball will continue its great tradition of support in and around the Burlington, VT area for years to come."

"The Vermont Lake Monsters are incredibly honored to have been named the recipient of the award," said Lake Monsters Vice President Kyle Bostwick. "We are appreciative of Ray's (Vermont Lake Monsters owner Ray Pecor) commitment to Lake Monsters baseball which allowed up to do these renovations, and excited to be able to continue to provide the best in summertime entertainment to our fans."

"Today's pro-baseball environment is sometimes too focused on the latest and the greatest," Reichard said. "The renovation of Centennial Field, the oldest affiliated ballpark, should be noted by baseball fans everywhere as a cause for celebration."

In Davenport, Iowa, the River Bandits took what had been an underused concrete patio and turned it into a glass-enclosed, climate-controlled space. In a northern clime, an open space can't be used for most of the year, but the new Sky Deck boasts three sides of gorgeous glass windows, bringing the feel of being outdoors while still being completely enclosed. Four glass garage doors overlook the picturesque scene of Modern Woodmen Park and the Centennial Bridge stretching across the Mississippi River. On the other side is a spectacular view of downtown Davenport.

The Sky Deck also has a center partition that can create two separate areas for breakout sessions or smaller meeting spaces. The space can accommodate up to 250 guests for a game, and the Sky Deck is used year-round for dozens of special events, including wedding ceremonies, receptions, rehearsal dinners, birthdays, corporate meetings and luncheons.

Add in some other improvements to the suite level at Modern Woodmen Park - bathroom renovations, new carpeting, new granite countertops in all 20 suites and a nice revamp of the air-conditioned Sports Lounge off the main ballpark concourse - and you have some very notable upgrades that cost just $715,000.

"Our new glass-enclosed Sky Deck and new bar for the club lounge both move us closer to our vision of turning Modern Woodmen Park into a year-round multi-purpose venue that is much bigger than baseball," said team owner Dave Heller. "It is the product of a great partnership between the team and the City of Davenport, and is exactly the sort of thing that has helped make Modern Woodmen Park a unique and special ballpark and the pride of the Quad Cities."

"It's really easy to see how great the Sky Deck works: it's a perfect gathering spot every day of the year, and it's obviously turned into a popular attraction for Davenport," Reichard said. "The River Bandits are known for implementing serious ballpark improvements annually, and it's clearly resonated with fans."

The Mallards last weekend split a pair of games with the Cutthroats in Denver. The Mallards rebounded from a 3-0 shutout loss last Friday to defeat Denver 3-2 in a shootout one night later.

On the Road
Last Saturday's win was the Mallards' first road victory of the season. The Mallards have started a stretch of five straight road games 1-1-0.

Fish Foursome
The Mallards went 3-1-0 over a stretch of four consecutive games against Denver that concluded last weekend.

Blanked
The Mallards last Friday were shut out for the first time since they were blanked 4-0 in Allen by Aaron Dell and the Americans on December 31, 2013.

Goals, Goals, Goals
The Mallards scored a total of two regulation goals last weekend after scoring at least four goals in six of their first seven games. The Mallards remain the league leaders in goals (4.1) per game despite the fact that no Mallard ranks in the top 15 in the CHL in goal scoring.

Shootout
The Mallards are now 1-1 in shootouts this season. The Mallards outscored Denver 2-1 in the shootout last Saturday after dropping their first shootout October 27 in St. Charles. Mike Hellyer led off and scored in both of those shootouts. Gabriel Levesque became the only other Mallard to score in a shootout this season when he provided the game winner last Saturday.

Six Shooter
Vladimir Nikiforov's team season best six-game point-scoring streak (3-7-10) was halted last Friday.

Between The Pipes
Ty Rimmer has made three straight starts in goal and has posted a .919 save percentage while giving up three goals or fewer in each of those three outings. The rookie last Saturday earned his first career shootout win.

Nicholas Rioux (+8) is tied for fifth in the CHL in plus/minus rating...Jim McKenzie is tied for ninth in penalty minutes (34).

Special Teams
The Mallards rank fifth in the CHL in power play efficiency (16.4 percent) and lead the league in power plays per game (6.1). While the Mallards did end a 0-for-16 power play drought with a man advantage goal from Nicholas Rioux last Saturday, Quad City has gone just 1-for-19 on the power play over its last three games. The Mallards, who have allowed at least one power play goal in each of their last eight games, rank eighth in penalty killing (80.4 percent).

The Mallards this weekend meet the Sundogs for the first time this season. The Mallards last season went 2-0-2 overall and 1-0-1 on the road against Arizona. All-time the Mallards have gone 5-2-2 against the Sundogs and have posted a 2-1-1 record in Prescott Valley. After this weekend the Mallards will not see Arizona again until the Sundogs visit the iWireless Center three times in eight days in February to wrap up the season series.

Goaltender Thomas Heemskerk was signed to a professional tryout agreement by the American Hockey League's Iowa Wild last Friday and served as the Wild's back-up in a pair of games last weekend before returning to the Mallards yesterday...The Mallards signed goaltender Casey Sherwood last Friday and waived him upon Heemskerk's return. Sherwood did not see any game action in Denver.

"This grant through RMHC-EIWI will allow Christian Care to continue to provide the services that help our children begin to heal and overcome the childhood scars that come with physical, emotional, and mental abuse, and help them feel safe and secure again."

Christian Care is a 501(c)3 nonprofit organization operating two facilities?a domestic violence shelter for abused women and children and a rescue mission for homeless men. It serves homeless individuals, victims of domestic violence, veterans, men and women coming out of prison, and those with mental illnesses.

Christian Care's community meal site is open for breakfast, lunch and dinner on weekdays Monday through Friday, and for breakfast and dinner on Saturday and Sunday. Team updates primary logo, adds new alternates and a brand-new amusements ensignia

DAVENPORT, Iowa (NOV. 18, 2013) - While the Quad Cities River Bandits franchise and Modern Woodmen Park expand their array of entertainment, the team is growing its logo mark lineup, as General Manager Andrew Chesser revealed new logos at a press conference in the sports lounge of Modern Woodmen Park Monday afternoon.

The updated primary logo, largely similar to the team's leading mark of the past six years, now has two arches of the iconic Centennial Bridge that is a signature of the ballpark's backdrop and synonomous with the Quad Cities. The team and Main Street Amusements also unveiled a new logo for the amusements that began arriving at Modern Woodmen Park last season and will continue into next season. The team's raccoon mascot, Rascal the River Bandit, is carrying a baseball while riding in a gondola of the Ferris wheel set to open next spring.

"The new logos tell more of the story of the Quad Cities and the River Bandits, while building upon the marks that make the River Bandits brand so popular," said River Bandits co-owner Dave Heller. "We are incorporating the natural setting by the Mississippi and newest developments with amusements to highlight what makes Modern Woodmen Park unique and the country's Best Minor League Ballpark."

One of the new alternate logos has a baseball with bandana - a continuing theme from the original River Bandits logo of 1992-2003 - splashing into the water of the Mississippi River. It is the first River Bandits logo to signify the river itself. Another alternate logo has the clawed hand of the team's raccoon mascot catching a baseball. In the third alternate logo that will go on batting practice caps, the raccoon is swinging a bat.

"These logos are a fresh look at the River Bandits, incorporating both our community and history as an organization, as well as the growth still ahead," Chesser said. "We are excited to see these new logos around the ballpark and the community as we approach next season."

One Step Printing in Davenport provided displays of the new team logo at Monday's press conference. Team merchandise items with the new logos were also on display.

Merchandise items with the new logos are now available in the River Bandits team store - open 9 a.m. to 5 p.m. every weekday at Modern Woodmen Park - as well as the online team store at www.riverbandits.com.

ABOUT THE BANDITS: The River Bandits ownership is making one of the biggest improvements to Modern Woodmen Park since the ballpark was first built back in 1931! A new Ferris wheel, standing 112 feet over the playing field, is planned for next spring, along with a carousel and other new games and attractions. In 2013, the team unveiled a new 300-foot long dual zip line, a rock climbing wall, and a number of new bounce houses. The team's major league affiliate, the Houston Astros, just saw all six of its affiliates reach the playoffs - the first time in a decade any MLB team can claim such success.
