New Legislation Bans Drivers from Hand-Held Cell Phone Use and Increases Penalties for Distracted Driving Accidents

CHICAGO - Governor Pat Quinn today signed two new laws aimed at reducing the number of accidents caused by distracted drivers. One law prohibits the use of all hand-held mobile phones while driving on Illinois roads, and the second increases the penalties where any use of an electronic device while driving is the cause of an accident. This legislation is part of Governor Quinn's agenda to make Illinois roads safer for all drivers.

"Distracted driving is not only dangerous - it's deadly," Governor Quinn said. "Too many Illinois families have suffered because of accidents that could have been prevented. Anyone driving a car should be careful, responsive and alert behind the wheel. These new laws will save lives."

House Bill 1247, sponsored by State Representative John D'Amico (D-Chicago) and State Senator John Mulroe (D-Chicago), prohibits the operation of a motor vehicle on any road in Illinois while using a mobile phone or other electronic communication device. The bill makes exceptions for hands-free devices, including those with headsets that can initiate a call using a single button or a voice command. The new law takes effect January 1, 2014.

According to the U.S. Department of Transportation, drivers using hand-held devices are four times more likely to get into an accident causing injuries, and distracted driving caused 387,000 injuries and more than 3,000 fatalities across the country in 2011. Illinois joins 11 other states and the District of Columbia in banning the use of hand-held devices while driving.

"When people get behind the wheel, they have a responsibility to themselves and to others to drive safely," Senator D'Amico said. "When motorists are on the phone, they are not giving their full attention to the most important task they have. This law will help reduce traffic accidents and make Illinois roads safer."

"We want drivers to keep their eyes on the road and their hands on the wheel," Senator Mulroe said.  "The phone call can wait."

House Bill 2585, sponsored by State Representative Natalie Manley (D-Joliet) and State Senator Martin Sandoval (D-Chicago), increases the penalties that can be imposed on drivers whose use of an electronic device while driving causes an accident. If the accident causes great bodily harm, the driver can be sentenced to up to one year in prison, and a fatal accident can result in a prison sentence of one to three years. Current law only allows these drivers to be charged with traffic violations. The new law takes effect January 1, 2014.

"After passing legislation to ban the use of cell phones in work and school zones, I felt that we needed to enhance the penalties for causing an accident while talking on a cell phone," Senator Sandoval said. "This measure will increase roadway safety throughout the state and bring additional attention to the dangers of being on a cell phone while behind the wheel."

Governor Quinn has made reducing traffic fatalities and improving traffic safety a top priority of his administration. He has been a strong advocate of road safety measures which have resulted in Illinois having under 1,000 traffic fatalities for the first time in 88 years in 2009, the first year of Governor Quinn's term, and in every year since. The Governor has signed laws to decrease traffic congestion, replace deteriorating roadways and ensure that all drivers are properly licensed.

In addition, Governor Quinn continues to support initiatives designed to reduce fatalities on Illinois roadways such as "Operation Teen Safe Driving," a program which enlists young people to teach safe driving skills to their peers in an effort to reduce teen road fatalities.

The Iowa State Fair Quarter Horse Show was a double-judged show. In such a show, the use of two judges, independent of one another, takes place. Thus, two sets of results are produced with two full sets of American Quarter Horse Association points being awarded.

Seven Records Set at 2013 Iowa State Fair Sale of Champions

With a final swing of the gavel, the Iowa Foundation for Agricultural Advancement (IFAA) raised $342,600 for the 16 exhibitors of 4-H and FFA Grand and Reserve Champions in the Sale of Champions Saturday, August 17, at the 2013 Iowa State Fair.

Seven champion records were broken during the Sale.

The Reserve Champion 4-H Market Steer sold for a record $31,500, besting the previous mark of $30,000 set in 2010. The Grand Champion FFA Market Hog sold for $41,000, breaking the previous record of $40,000 set in 2007. The Reserve Champion FFA Market Hog set a new record of $27,500, beating the previous record of $26,000 set in 2008. The Grand Champion 4-H and FFA Market Lambs set new records at $20,500 and $16,000, respectively. The previous records were $15,000 set in 2010 and $14,500 set in 2004, respectively. The Grand Champion FFA Market Meat Goat sold for a record-breaking $8,500, besting the 2012 record-breaking price by $1,000. The Grand Champion 4-H Broiler Pen was also a record-breaker at $7,500. The previous record was set in 2012 at $7,000.

Participants in the Sale of Champions were asked to find hometown supporters to set a floor price for bidding. The purchaser in the auction paid the difference between the floor price and the final sale price. Each participant in the Sale takes home a check for 80 percent of the animal's sale price. The IFAA keeps 20 percent to fund the scholarship program and cover Sale expenses. In addition to their sale earnings, the exhibitors of the Grand Champion 4-H Market Steer, Grand Champion 4-H Market Hog and Grand Champion FFA Market Lamb earn the use of a new aluminum livestock trailer for one year courtesy of Featherlite, Inc., of Cresco.

When added with the $188,600 of scholarships and performance and carcass awards presented prior to the Sale, the IFAA bestowed $531,200 on young livestock and poultry exhibitors during the day's event. Since the inception of the Sale of Champions in 1988, the IFAA has given out more than $6 million through Sale proceeds and scholarships to deserving youth participating in agricultural-related projects and interested in agricultural-related careers.

Contestants battled for top honors in the Iowa State Fair Sheep Shearing contest judged August 10 at the 2013 Iowa State Fair.

Iowa Youth Show the Best of the Best in 4-H Showmanship Competition

Showmanship awards were given on Saturday and Sunday to the top 4-H exhibitors of beef, sheep and swine at the 2013 Iowa State Fair. Youth demonstrated their ability to present their livestock in the show ring and answered any questions the judge asked about their animals.

Outstanding exhibitors received purple ribbons, and top individuals were presented with belt buckles. The Showmanship contest is open to all 4-H exhibitors.

The Market Can Save You Cash

Here are some tips to making the most of the market.

Buy what's in season. For example sweet corn is now widely available from many vendors. Prices generally are affected by the availability.  

Buy in bulk, many vendors will sell you a box, a bushel or by the dozen for less.

Some vendors have blemished items that are great for canning, freezing or putting in your favorite recipes often at a great discount.

Some vendors sell ripe and ready to eat for that day.  At the end of the day they often will bundle those items at a better price.

Watch the prices.  In the store you generally pay by the pound and at the market often items are priced by the pint, quart or each.  A pound of peaches is generally only one xlarge peach in the store and  might be $2.49 per pound so 5 peaches might be $12.45 in the store. Compare to a quart that has 5 peaches at the Market  at $4.00 makes them only 80 cents each a savings of $8.00!

When it comes to your health and family knowing what you eat and where it comes from is PRICELESS!

Says #42 Would Have Been Proud of Their "Grit and Grace"

CHICAGO - Governor Pat Quinn proclaimed today "Jackie Robinson West Little League Champions Day" in honor of the baseball team from Chicago's South Side that came within one game of the Little League World Series. After ousting teams from Wisconsin, Kentucky and Ohio, they advanced to the Great Lakes Regional Tournament in Indianapolis, Ind., but fell short in the championship game against Michigan's Gross Pointe Woods-Shores.

"Number 42 - Jackie Robinson - would have been so proud of this unheralded team, true underdogs who showed the same grit and grace Jackie showed as a player," Governor Quinn said. "Jackie Robinson once said 'Life is not a spectator sport.' These players, their coaches and their parents worked hard and made sacrifices to achieve excellence."

Thanks to a combination of teamwork, speed and power, they cruised through the Illinois play-offs by scoring 65 runs in six games. Then, in the five-game Great Lakes Regional Tournament, they batted .444, crossing the plate 59 times.

Earlier in the season at a game in Beardstown, Ill., the Jackie Robinson West players' performance and demeanor impressed local residents. The team has since been invited to return to Beardstown and ride a float in their annual fall parade.

In his Proclamation, the Governor said, "...the longevity of the Jackie Robinson West Little League Baseball team is a tribute to all of the parents, coaches, sponsors and fans who are committed to ensuring that young people develop the skills and work ethic necessary for becoming productive, successful adults."

In 1983, Jackie Robinson West won the Regional Championship, a feat accomplished by only two Chicago-area teams since (Lemont in 2006 and South Holland in 1992).

The Jackie Robinson West Little League team was founded in 1971 - the year before Jackie Robinson died - by educator Joseph H. Haley, whose goal was to provide young people with wholesome, healthy recreation through baseball. The team's mission is to bring children into a structured program environment supported by adult volunteers where values of leadership, teamwork and self-discipline are emphasized.

There were few settlers in the west until after the Civil War. When they arrived one of the first things they did was build a schoolhouse made out of logs. Soon rural education districts were developed and the need for teachers grew dramatically. The struggle to provide those teachers grew as rapidly. The story of education in Minnesota  followed along that line and Steve Grineski captures it in his new book We Were Pretty Darn Good.

Teddy Roosevelt said that the farmer was the back bone of America and the need for education was absolutely necessary. His words and subsequent Country Life Commission in 1909 spurred an impetus. Soon chalk and blackboard became common place in schoolhouses in countryside America and progressive education was underway. .The story is in Steve Grineski's new book We Were Pretty Darn Good recently published by History Publishing Company.

Most women would rather have a root canal than talk about money with a professional.

Intense and often complicated feelings surround our relationship with money; shame, guilt, anger, inadequacy, grief and confusion can cloud decision-making, threaten relationships and intensify dysfunctional business practices.

But you know you need financial planning or advice when:

· You have been saving all your life and still have a hard time relaxing because you just don't know if you have enough money to retire, travel, or leaving an inheritance for the kids.
· You just learned that you will be receiving a big bonus or a book advance or divorce settlement and fear you'll blow it.
· You yearn to shift out of a soul-numbing job and don't have a clue how to manage the financial side of following your creative passion.
· Money is a source of tension, resentment, disagreement or anger in your primary relationship.
· You want to start building a nest egg but are late in the game..
· You are tired of feeling anxious and incompetent with money.  You are willing to learn, do the work and take charge of your money

Let's assume the answer is "yes" to at least one of the above.

Even harder than recognizing you need help, is figuring out who to turn to for solid, compassionate financial advice.  The industry is not geared towards talking about money and investing in language that works for most women?it's all numbers and charts and meaningless benchmarks.

The problem with this approach (the one I was trained in) is that it starts in the wrong place.  Typically, a financial advisor will sit down with you at the first meeting and ask to see your statements, and will quickly try to determine where you stand financially.  What's missing from this conversation is the emotional component of your relationship with money.  What are your dreams and fears?  How do you behave when you don't understand what's being recommended?  What successes and failures have you experienced in your life with money?  These questions form the foundation of a feminine approach to financial planning.

Seek someone who shares your values. Such a person is more likely to speak your language.  Ask friends with whom they work with and what they like about the person.  Pay attention to how they describe the adviser and whether it resonates with you.

Then arrange to interview them. Ask questions like these:

· What do you love about being a financial planner?
· What did you do prior to this career?
· How do you help women build financial muscle and competence?
· What other areas of your life do you draw on when working with your clients?
· How do you address the emotional side of money in your practice?

That last question is essential. The challenge of learning how to be in a relationship with your money has little to do with intelligence and everything to do with being taught in a manner and language that you understand. The missing link often is emotion.  It needs to be welcomed and given permission to be present in the room.  Otherwise overwhelm takes over, listening diminishes, and voices from the past rear up their ugly heads.

Find out early in the conversation how the adviser/planner is compensated. Working with someone on an hourly basis is a great way to start since the adviser is focused on advising rather than selling you a "solution" to your problem.  Commission-based advisers can be helpful but only work with you if you invest your money with them.

Consider your experience level. If you are seeking financial advice for the first time, you'll want someone willing to grow with you.  If you have a significant portfolio already, you'll want to know the adviser has adequate skills to help you make solid investment choices, while also developing easy to follow strategies for building wealth, reducing taxes and protecting your nest egg with proper insurance and estate planning.

It sounds daunting, but take it one step at a time. With guidance and accountability from an adviser, you will be surprised at how much calmer and more organized you feel.

City Circle Acting Company of Coralville will hold auditions for its production of Monty Python's Spamalot on Monday August 26, and Tuesday, August 27 from 6pm-8:30 pm at the Coralville Center for the Performing Arts.

Winner of the 2005 Tony Award for Best Musical, Monty Python's Spamalot is a musical comedy lovingly ripped off from the classic film Monty Python and the Holy Grail. Telling the legendary tale of King Arthur and his knights of the Round Table, and featuring a bevy of beautiful show girls, not to mention cows, killer rabbits and French people, Monty Python's Spamalot raises silliness to an art form!

Please bring 30 seconds of a song to sing that shows off your voice and acting ability. Sheet music is preferred, but CD / mp3 accompaniment is acceptable. You will be asked to read from the script. In addition, bring an accurate list of all evening and weekend conflicts for September and October.
