PEORIA, Ill. (May 1, 2013) ? With summer right around the corner, many people are now planning their summer activities and vacations. After all, summer is a time to create lifelong memories. When eligible donors give blood with the American Red Cross, they can also give others time to make their own memories ? watching fireworks, having a picnic, sleeping under the stars, taking a dip or rooting for the home team.

Blood donations often decline during the summer, when schools are out and vacations are in. The Red Cross encourages donors to make an appointment to give now to help ensure a stable supply in the weeks and months ahead, giving patients a chance to create a summer of stories.

Donors who present to give blood between May 23 and 31 in honor of Memorial Day could win one of five $1,000 American Express gift cards to create their own summer of stories. In addition, their donations will honor those who gave their life for our country and support those in need of care. The Red Cross serves about 3,000 hospitals and transfusion centers across the country, including many Veterans Affairs medical centers.

Learn more and make an appointment to donate blood by visiting redcrossblood.org or calling 1-800-RED CROSS.

CHICAGO - May 1, 2013. With a month left before the General Assembly is scheduled to adjourn, Lt. Governor Sheila Simon today urged lawmakers to pass ethics reform legislation that she drafted with government watchdog groups. Senate Bill 1361, sponsored by Sen. Dan Kotowski (D-Park Ridge), is currently awaiting Senate passage.

"In these remaining weeks of session, members of the legislature are continuing to address a number of important challenges; however, they cannot allow ethics reform to fall to the wayside," Simon said during a public policy luncheon at the City Club of Chicago. "I thank Sen. Kotowski for his leadership on this important transparency bill, and I look forward to continuing to work with his colleagues to send this legislation to the House."

SB 1361 proposes a revised disclosure form, known as a Statement of Economic Interests, which must be filed with the secretary of state's office or postmarked annually by May 1. The revised form would require filers to list outside sources of income, lobbyist relationships and loans made or accepted on terms not available to the general public, for the first time. It also closes loopholes that allowed filers to answer "not applicable" to almost all of the questions on the current version of the form introduced 40 years ago.

Simon said the goal of the new form is to help Illinois residents determine if elected officials, high-ranking employees and candidates have conflicts of interest. The new form will also be easier for filers to complete thanks to the plain-language questions, definitions of terms and clear connections to information found on tax returns and investment statements.

"Residents of Illinois should not have to wait any longer to find out whether their elected officials are working in the public's interest or their own self interest," Simon said. "I urge lawmakers to do the right thing by sending this legislation to the governor's desk."

The Illinois Constitution and Illinois Governmental Ethics Act require elected officials, high-ranking government employees, and political candidates to complete a Statement of Economic Interests each May. State government workers file with the Secretary of State, while workers for local units of government file with their county clerk. The forms are supposed to expose existing or potential conflicts of interest, but the documents use such vague and cumbersome language that the Illinois Campaign for Political Reform has called them "woefully inadequate" and "a waste of paper."

Last month, Simon and members of her senior staff released an annual financial disclosure form that goes above and beyond what is required in the state's Statement of Economic Interests. Simon's staff form is modeled after those used by federal officers and notes income greater than $200, investments and debts.

This is the third year that Simon and her staff have released their detailed financial statements. Find the documents here.

CHICAGO - Governor Pat Quinn issued the below statement following today's House Committee vote to enact comprehensive pension reform that will stabilize the pension systems, eliminate the unfunded liability, and preserve the pensions of hard-working state employees and teachers. More than a year ago, the governor proposed a comprehensive solution that includes the key elements of Senate Bill 1:

"I commend the nine members of the House Committee who today voted to address the biggest challenge facing our state.

"Illinois' economy will not fully recover until the General Assembly passes this comprehensive pension reform and sends the bill to my desk.

"Now is the time to take this major step to restore fiscal stability to Illinois.

"Every day that goes by, the unfunded liability grows by $17 million.

"The taxpayers of Illinois are waiting. Let's get the job done."

Voluntary program allows producers to maintain or increase productivity of their operations while also conserving natural resources

WASHINGTON, May 1, 2013 - Agriculture Secretary Tom Vilsack today announced that the Natural Resources Conservation Service's Conservation Stewardship Program (CSP) will provide nearly $175 million in funding for up to 12.6 million additional acres of enrollment this year.

"The Conservation Stewardship Program is different than other USDA financial assistance programs," said Vilsack. "CSP offers payments to producers who maintain a high level of conservation on their land and agree to adopt higher levels of stewardship. It's about conservation activities on the entire operation focusing on multiple resource concerns."

Vilsack explained that although applications are accepted all year, farmers, ranchers and forestland owners interested in CSP should submit applications by May 31 to their local NRCS office to ensure they are considered for this year's funding.

The voluntary program allows producers to go the extra mile in conserving natural resources while also maintaining or increasing the productivity of their operations.

Playing a significant part in conserving and improving our nation's resources, producers enrolled an additional 12.1 million acres in CSP last year, bringing the total number of acres to more than 50 million.

Many of the CSP enhancements improve soil quality, which helps land become more resilient to extreme weather.

Several other improvements are available for producers, including intensive rotational grazing, intercropping and wildlife friendly fencing.

Because of the extreme weather in 2012, more interest and participation in the cover crop enhancements is expected this year, according to NRCS experts.

A CSP self-screening checklist is available to help producers determine if the program is suitable for their operation. The checklist highlights basic information about CSP eligibility requirements, stewardship threshold requirements and payment types.

For the checklist and additional information, visit the CSP website

(http://www.nrcs.usda.gov/wps/portal/nrcs/main/national/programs/financial/csp/) or visit your local USDA NRCS office.
