The Whistleblower Protection Enhancement Act of 2012 is on its way to the President's desk to be signed into law.  This legislation updates a 1989 law to protect federal employees who speak out about wrongdoing in government agencies.

Here is the text of Grassley's comments:

 

This week the Senate gave final approval to the Whistleblower Protection Enhancement Act of 2012.  It's on its way to the President's desk to be signed into law.

This bill strengthens the Whistleblower Protection Act to better protect federal employees who come forward to disclose government waste, fraud, abuse, and other wrongdoing.  I coauthored this bipartisan enhancement bill this year, and I coauthored the 1989 Whistleblower Protection Act that it updates.

The update is an important step forward.  Additional improvements are still needed to make sure intelligence community whistleblowers get the protection they deserve for uncovering fraud deep within the bureaucracy.

The public interest is served by whistleblowers inside the federal government who have the courage to stand up and speak out about wrongdoing, mismanagement, and waste.  One of the first whistleblowers I ever worked with from the federal government, and he was an employee of the Defense Department, said whistleblowers were guilty of "committing truth."

We need that truth in Washington.  We need the accountability that whistleblowers help to bring.  I will continue to advocate for whistleblowers in and outside of government, wherever tax dollars and the public good is at stake.

Total Iowa Investment by Google to top $1.1 Billion

(DES MOINES) - Governor Terry Branstad and Lieutenant Governor Kim Reynolds were joined by Senate Majority Leader Mike Gronstal, Council Bluffs Mayor Tom Hanafan, Council Bluffs officials, and representatives from Google today at a news conference at the State Capitol in Des Moines.

During the news conference, the leaders detailed Google's plan to continue expansion of its data center operations in Iowa. With this additional investment, Google surpasses a major milestone of investing over $1 billion in Iowa.

"Google's decision to continue its investment in Iowa is a tribute to the company, and to Iowa," said Governor Terry Branstad. "We have worked hard to make Iowa an attractive and safe place to do business, and this is another example of that work bringing great results. Google has found a unique recipe in Iowa: an educated workforce, reliable tax structure, and reasonable energy costs. Google's substantial investment, now totaling more than $1.1 billion, represents a major step towards Iowa building a diversified and forward looking economy."

"We are proud of all that Google has accomplished in Iowa, and we are also grateful for the significant investments they have put back into the state and community. Google has truly gone above and beyond in making the lives of Iowans better," said Lt. Gov. Kim Reynolds.

Senate Majority Leader Mike Gronstal (D-Council Bluffs) stated, "Google's decision to build in Iowa, and its continued investment are a clear example of a successful local, state and private partnership. Working together, we've built a framework for success that benefits private industry and the State of Iowa."

Council Bluffs Mayor Tom Hanafan noted "Google is a good neighbor, as we'd say here in Iowa, helping our local schools, non-profits and the community. The decision to continue its substantial investment in Council Bluffs is a tribute to the strong partnership our city and county governments have built with Google."

Coming within four years of first opening the Council Bluffs Data Center, surpassing the $1 billion investment amount puts Google in the top tier of new companies that have chosen Iowa as an operations center.

The Google data center in Council Bluffs currently employs more than 130 workers and houses computer systems and associated components that support services such as Google Search, Gmail, Google Maps, and new products including Google+.

"Since opening our data center operations here in 2009, we have been committed to Council Bluffs and to Iowa," Google Data Center Operations Manager Chris Russell said. DAVENPORT, IA - On November 16, 2012, David James Baber, age 44, of Davenport, Iowa, was sentenced to 200 months imprisonment for the crime of being a career criminal in possession of a firearm, announced United States Attorney Nicholas A. Klinefeldt. United States District Court Judge Stephanie M. Rose also sentenced Baber to serve five years of supervised release following imprisonment and pay $100 towards the Crime Victim Fund.

Baber previously had pled guilty to the charge of being an armed career criminal in possession of a firearm. His 200-month sentence consisted of 12 months for violating conditions of his previous term of supervised release relating to a federal conviction for attempting to aid the escape of a federal prisoner, plus a consecutive 188 months for the new offense of possessing a firearm as an armed career criminal.

The new offense occurred on January 31, 2012, when Davenport, Iowa, police officers investigating a complaint that Baber had assaulted a person with a firearm, stopped Baber and found him in possession of a stolen .22 caliber revolver. Baber was classified as an armed career criminal because he had three or more prior convictions for crimes of violence.

This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Davenport, Iowa, Police Department, and the case was prosecuted by the United States Attorney's Office for the Southern District of Iowa.

CHICAGO - Lt. Governor Sheila Simon will address educators, administrators and leaders in the field at the 2012 Joint Annual Conference of the Illinois Association of School Boards, Illinois Association of School Administrators and Illinois Association of School Business Officials.

Simon will also welcome research professor of education at New York University and renowned education historian Diane Ravitch. Ravitch served as assistant secretary of education and counselor to U.S. Secretary of Education Lamar Alexander under President George H. W. Bush.

"This conference provides a great opportunity for our state's education experts to get together and exchange ideas that will help us make sure our students excel in and out of the classroom," said Simon. "This year we are so fortunate to have Diane Ravitch share her expertise in national education policy."

Simon serves as Governor Quinn's point person on education reform and is chair of the Joint Educational Leadership Committee for Illinois top educational advisory body, the P-20 Council. She also chaired the Classrooms First Commission, which is dedicated to improving education programs in schools around the state while streamlining district operations.

Davenport, IOWA (November 2012) - The newest exhibition at the Figge Art Museum opens this Saturday, November 17 and runs through February 17, 2013. Picturing Identity: The Allure of Portraiture features 20th century examples of portraits that address changes in the perceived nature of personal identity and its representation.

 

Curated by Dr. Rima Girnius of the Figge, portraits feature celebrities and historical figures whose public roles question the traditional function of portraiture and how we often remember people not as they were but as they appeared to be through images.

 

Much of the power ascribed to portraiture has depended on the artist's ability to vividly capture the nuances and peculiarities of a person's physical appearance and character. Portraits were deemed successful when the image resembled the original to such a degree that the person represented appeared to be momentarily present before the viewer's eyes.

Culled from the Figge's collection as well as significant loans from private collections and the University of Iowa Museum of Art, the portraits in this exhibition serve as a reminder of portraiture's continuing importance as an artistic genre.

 

The Figge is offering FREE admission on Saturday, so don't miss your opportunity to see this exhibition on its opening day. Also be sure to keep in mind the upcoming companion events (see below) being offered in conjunction with Picturing Identity: The Allure of Portraiture.

DAVENPORT, IA - On November 16, 2012, Walter R. Zimmerer, III, age 70, of Colts Neck, New Jersey, formerly owner of Zimmerer Custom Homes in LeClaire, Iowa, was sentenced by United States District Judge Stephanie M. Rose to one-month imprisonment and 12 months home confinement, having previously pleaded guilty to nine counts of bank fraud, announced United States Attorney Nicholas A. Klinefeldt. Zimmerer was also ordered to serve two years of supervised release following the home confinement, pay restitution to his victims in the amount of $379,533, and pay a $900 special assessment to the crime victim fund.

In 2007 and 2008, Zimmerer took out loans from Northwest Bank & Trust Company and Great River Bank & Trust to construct homes in Bettendorf and LeClaire, Iowa. The loans were on a draw system, so that Zimmerer could draw funds on the loans at various stages of the construction process provided he proved he was current on payments to subcontractors.

Zimmerer, who had fallen behind on earlier construction projects, diverted the money to pay debts in connection with those projects. In order to deceive the banks and continue to draw funds, Zimmerer created false documents (mechanics lien waivers) purporting to show that he was current on his payments to subcontractors.

Zimmerer eventually defaulted on the loans. Although the banks completed the construction projects and sold the homes, they still suffered a net loss of over $379,000.

This case was investigated by the Federal Bureau of Investigation, and prosecuted by the United States Attorney's Office for the Southern District of Iowa.

Senator Chuck Grassley released the following statement after learning that terrorist Ali Musa Daqduq was released from an Iraqi prison.  The U.S. government turned over the well-known terrorist to the Iraqi government less than a year ago.  Grassley sent several letters to the Obama administration urging them to try Daqduq before a military tribunal.  Those letters can be found here.  Grassley is the Ranking Member of the Senate Committee on the Judiciary.

"Daqduq has one of the most significant records of terrorist activity with Hezbollah and the Iranian Revolutionary Guard Quds Force, even training them.  Yet, the Obama administration decided to turn him over to the Iraqi government knowing that it likely would result in his freedom.  Now, it appears that our fears have been realized and Daqduq has been released from the Iraqi government's custody and is in Lebanon. The United States does not have an extradition agreement with Lebanon, so there's little recourse for the U.S. government and Daqduq is expected to remain free.  A military tribunal would have been a far better avenue to bring this terrorist to justice.  Instead, it's probably just a matter of time before he finds his way back to the battlefield where undoubtedly innocent people will be killed."
