Congressional investigators see pattern of 'slow walking the truth' with Libya embassy attack, ATF gun scandal

Why It Matters:

President Obama promised unprecedented transparency in his administration, but from Libya to Fast and Furious there is growing evidence the administration hasn't lived up to the promise in its early account of controversies. The newest evidence suggests the administration failed to seize an opportunity months earlier to correct the record in the gun-running scandal known as Fast and Furious.

UPDATED 9:28 AM EDT, October 30, 2012 | BY John Solomon

The former head of the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives told congressional investigators he discovered the Obama administration's original account to Congress about the Fast and Furious gun scandal was inaccurate as early as March 2011 and urged the Justice Department to correct the record, an action that did not formally occur until eight months later.

The full testimony from retired Acting ATF Director Kenneth Melson has not yet been officially released by Congress. But excerpts were obtained by the Washington Guardian as House and Senate investigators this week issued their second report into the gun-running scandal that has become an embarrassment for the administration and prompted a court fight over executive privilege.

At issue is the Obama administration's initial account when the Fast and Furious scandal broke in February 2011 that ATF agents never knowingly let semiautomatic weapons fall into the hands of smugglers for the Mexican drug cartels. Senior officials held that position in varying forms for months as the scandal grew, but then reversed course last December in the face of mounting evidence to the contrary.

Melson's testimony - during a private deposition with congressional investigators - suggests the administration knew as early as March 2011 that its account was wrong and could have corrected it months earlier than it did.

"I drafted an e-mail to our people, and said, you know, you better back off, you better back off this statement," Melson testified, recalling what he did in late March 2011 after reading files from the case that contradicted the administration's official explanation. Melson alerted the U.S. attorney in Phoenix of his concerns, sent an email to his ATF subordinates entitled "Hold the presses" and another to the deputy attorney general's office after making the discovery, according to evidence separately gathered by the Justice Department's inspector general.

But despite those emails, Justice with Melson's blessing sent a second letter to Congress a month later again falsely reasserting no gun had been allowed to walk in the Arizona invetsigation known as Fast and Furious.

Congressional investigators also have learned of a second warning a few months later in August in which senior Justice officials were alerted their assertions were wrong.

The former ATF chief's account likely will bolster Republican arguments that the administration has repeatedly slow walked the truth when faced with controversies such as the gun-running scandal, the BP oil spill in the Gulf or the recent terror attack on the U.S consulate in Benghazi, Libya, that killed Ambassador Chris Stevens and three others.

(Moline, IL) Just in time for Halloween..... John Deere Middle School has created a "Zombie Survival Club". Zombie Survival Club is made available through a partnership between Lights ON for Learning 21st Century Community Learning Centers and the Moline Public Library.

The program was created by Jan Laroche, the teen services librarian who has an interest in Zombie movies and recognized the trends in teen literature about zombies. She says the club will focus on STEM lessons (Science, Technology, Engineering and Math) in a fun setting. "Zombie Survival Club is intended to be a lighthearted, activity based program that develops educational skills through a fun after school curriculum."

Some of the lessons being taught to zombie so they can survive include :

•  Come up with list of essential needs for zombie survival-- water, food, first aid, tools, safe locations, transportation, power/electricity. Create list for an emergency kit.

•  Discuss types of zombies and spread of infection.

•  Discuss safe drinking water and food supplies. Include how much water is needed, how to find it, and how to make it.

•  Use CDC guidelines to figure out how much water would be needed for a short-term stay.

•  Use math skills to figure out different sizes of bottles and groups of people.

•  Use survival books to discuss how to find safe water in different locations, and discuss purification methods.

•  Discuss food supplies. Include what food to keep on hand in your kit, where to find additional food in both urban and rural settings, and how to grow food.

•  Use calorie guidelines and nutrition information to figure out how long a supply would last. Discuss where food stores might be found and use survival books to identify edible wild plants. Plan a garden for future food supplies. (If necessary, discuss hunting and trapping skills.)

•  Discuss safe locations. Include being prepared to fortify for the short term, ideal locations for immediate retreat, and long-term plans for relocation. Also include discussion about transportation.

•  Discuss power/electricity issues. Include ways to survive without electricity and ways to generate power.

•  Have students research how long electricity would continue after an apocalypse. Make a potato battery and look at plans for a bicycle generator.

•  Discuss power/electricity issues. Include ways to survive without electricity and ways to generate power.

• Discuss long-term survival plans. Include ways to communicate with other survivors, finding information, and the pros and cons of joining with others.

WASHINGTON - Oversight and Government Reform Committee Chairman Darrell Issa, R-Calif., and Senate Judiciary Committee Ranking Member Chuck Grassley, R-Iowa, today released the second installment of their final report on Operation Fast and Furious. This report chronicles the U.S. Department of Justice's management failures, specifically finding fault with five senior Justice Department officials for failing to identify red flags indicating reckless tactics.

"The report discloses widespread management failures within the hierarchy of the Justice Department," said Issa.  "The Justice Department has yet to evaluate these management issues and implement structural changes to prevent another disaster like Operation Fast and Furious from occurring. Furthermore, the Justice Department has taken limited action against these negligent managers."

"Officials in the Justice Department saw any number of warnings and some even had the gunwalking information right in front of them, yet nothing was done to stop it.  Countless people may be murdered with these weapons, yet the Attorney General appears to be letting his employees slide by with little to no accountability.  The Attorney General needs to make changes to ensure that department leadership provides oversight of the agencies they are tasked with supervising, instead of pointing fingers at somebody else," Grassley said.

Operation Fast and Furious contributed to the deaths of U.S. Border Patrol Agent Brian Terry and an unknown number of Mexican citizens.  It also created an ongoing public safety hazard on both sides of the border.  The failures happened because of conscious decisions to encourage gun dealers to sell to known traffickers and avoid interdicting those weapons or even questioning suspects, all in the hope that would lead law enforcement to cartel connections and a larger case.

The report can be found here and exhibits here.

The first installment of the final report focusing on ATF failures can be found here.

Report highlights:

  • A detailed account of the interview with former ATF Acting Director Kenneth Melson.
  • The Obama Administration's new focus on trafficking and targeting of drug cartels, which led to the strategy behind Operation Fast and Furious.
  • Testimony from senior Justice Department officials about Operation Fast and Furious and the management problems it entailed. The report finds fault with five senior DOJ Officials for failing to supervise and for missing basic red flags.  Those officials are Assistant Attorney General Lanny Breuer, Acting Deputy Attorney General Gary Grindler, Deputy Assistant Attorney General Jason Weinstein and Associate Deputy Attorney General Ed Siskel. Attorney General Holder's Deputy Chief of Staff Robert "Monty" Wilkinson also bears some responsibility for the poor management that lead to Operation Fast and Furious.
  • Acting Deputy Attorney General Gary Grindler, Associate Deputy Attorney General Ed Siskel, and other officials from the Office of the Deputy Attorney General attended a detailed briefing on Operation Fast and Furious in March 2010.  Despite the evidence presented at the briefing of illegally-purchased firearms being recovered in Mexico and in the U.S., Grindler and Siskel failed to ask probing questions or take any significant follow-up action to monitor and supervise the conduct of the case.
  • ATF officials asked both the Justice Department's Criminal Division and ODAG for assistance in speeding up the indictments in Fast and Furious.  The Justice Department, however, took no action to intervene.  Instead, officials at Department headquarters only showed concern about preparing for the press impact of the indictments.
  • Deputy Chief of Staff to the Attorney General Monty Wilkinson discussed Attorney General Holder participating in the press conference announcing the take-down of Operation Fast and Furious prior to the death of Border Patrol Agent Brian Terry.
  • Both Monty Wilkinson and Gary Grindler were informed about the connection between Operation Fast and Furious and U.S. Border Patrol Agent Brian Terry's murder.  Grindler received detailed information about the connection.  He took no additional action, however, to properly supervise the operation.
  • No one at Justice Department headquarters have provided complete and accurate answers to the Terry family.  During their respective transcribed interviews, Monty Wilkinson stated 38 times that he "did not recall" or "did not know."  In a similar fashion, Gary Grindler did so 29 times, and Ed Siskel 21 times.  In two different transcribed interviews, Dennis Burke said he "did not recall" or "did not know" a combined total of 161 times.
  • Recommendations for future management of DOJ.

Many of the locks in the U.S. inland waterway system are past their usable lifespan and, even worse, for years have not been maintained as they should have been. A lock failure would hurt U.S. farmers who use the waterways to ship their products and also U.S. consumers who eventually buy those products. In addition, farmers and consumers would see prices for fuel and coal increase.

Click here to view a map that shows what a lock failure could do to farmers in your area.

The new, interactive map was recently developed by the soy checkoff to make information about this critical issue more accessible as well as more specific to local areas.

That information was compiled recently in soy-checkoff-funded research that shows the importance of the U.S. inland waterway system to U.S. soybean farmers. According to the checkoff's most recent study, U.S. waterways make a staggering impact on U.S. farmers' bottom lines as well as on the price U.S. consumers pay for food. The new, interactive map shows the effect a failure at each of five locks on the Ohio, Mississippi and Illinois rivers would have on U.S. soybean and corn prices.

For more information, please contact Laura Schafer, 888-235-4332.
About USB
The 69 farmer-directors of USB oversee the investments of the soy checkoff to maximize profit opportunities for all U.S. soybean farmers. These volunteers invest and leverage checkoff funds to increase the value of U.S. soy meal and oil, to ensure U.S. soybean farmers and their customers have the freedom and infrastructure to operate, and to meet the needs of U.S. soy's customers. As stipulated in the federal Soybean Promotion, Research and Consumer Information Act, the USDA Agricultural Marketing Service has oversight responsibilities for USB and the soy checkoff.

Local insurance agents learned about the successful mitigation practices of fire, water and smoke damage during continuing education (CE) training by Rainbow International of the Quad Cities, owned by Kevin Beirne on October 16. CE class credits are required every two years for agents to keep their licenses.

More than 20 people attended the class, which was taught by Ron Clawson, System Sales Manager.

"Our presentation is designed to teach attendees about the dynamics of fire, water and smoke damage and the related customer service issues involved. The behavior of smoke and how it effects the built environment, the continuing damage effects of smoke residue when not mitigated quickly and industry standard methods required to reduceloss settlement time and costs," Clawson said.

Clawson explained that after the course, the students should be able to describe the damage fire, water and smoke causes in a building and understand the health, safety and hazard issues involved relevant to all who came in contact with the damaged environment.

For more information about cleaning and restoration services, or to schedule an appointment, contact Rainbow International of the Quad Cities at (563)386-7220 or visit http://www.rainbowintl.com/quadcities.

Sometimes healthy babies can cry for hours at a time and can't be soothed. It's called the Period of PURPLE Crying and it's common in the first five months of life. The good news is it will end. No matter how long a baby cries, never use shaking to stop crying. This can cause serious and permanent injury. The characteristics of this time of increased crying can be explained by the acronym PURPLE, described below.

The Letters in PURPLE stand for:

P- Peak of crying- Your baby may cry more each week, but most in month 2, then less in months 3-5.

U- Unexpected- Crying can come and go and you don't know why

R- Resists Soothing- Your baby may not stop crying no matter what you try

P- Pain-Like Face- A crying baby may look like they are in pain, even when they are not

L- Long Lasting- Crying can last a much as 5 hours a day, or more

E- Evening- Your baby may cry more in the late afternoon and evening

The word Period means that they crying has a beginning and an end.

Soothing is a way to calm your baby, and soothing techniques should be used even when your baby is not crying. This list is not an all-inclusive list, as there are many other things you can try to calm your baby's crying. While many of these techniques will work most of the time, nothing works all the time and that is okay. This does not mean there is anything wrong with you or your baby.

Tips to Soothe Your Crying Infant

1. Check to see if your baby is hungry, tired, or needs changing. Hunger is the main reason a baby will cry.

2. Burp your baby. Babies do not have a natural ability to get rid of air built up in their stomach.

3. Give your baby a lukewarm bath.

4. Massage your baby, or hold him close with skin-to-skin contact.

5. Make eye contact with your baby, smile, and kiss your baby.

6. Sing softly, or hum in a low tone against your baby's head.

7. Take your baby on a walk or for a ride in the car.

When the crying becomes frustrating and you've tried everything to soothe your baby, it's important to take a break. If a trusted caregiver is not available to help with the baby for a while, put your baby in a safe place and walk away. Take a few minutes to calm yourself down, then go back and check on the baby. When you take a break, do things that will relax you, such as listening to music, reading a book, taking a bubble bath, or having a cup of tea.

Be sure to share this information with all caregivers of your baby.

In the final days of the campaign, Obama for America Iowa is launching #IowaGrown, a week of events on the President's promises kept and his priorities for a second term. President Obama's commitment to growing our economy begins with a strong, thriving middle class grew right here in Iowa. Unlike Mitt Romney, the President has been consistent and clear about his vision and values because he knows his plan will actually create jobs and strengthen the middle class - and that recent history teaches us the right way to grow the economy is from the middle out, not the top down.

With eight days until Election Day, Vice President Joe Biden, First Lady Michelle Obama, former Governor Tom Vilsack, Montana Governor Brian Schweitzer, DNC Vice Chair and Minneapolis Mayor R.T. Rybak and Former Lt. Governor Patty Judge will take this message across the state in the coming days.

President Obama has called for a new economic patriotism rooted in the belief that growing our economy begins with a strong, thriving middle class, reducing our deficit in a responsible way, continuing to grow our manufacturing and renewable energy industry and strengthening our education system by hiring new teachers. For more information on the President's plans, go to www.barackobama.com/plans.

Under his leadership, businesses have added 5.2 million private sector jobs over the last 31 months, the unemployment rate is at its lowest level since January 2009, consumer confidence is at a 5-year high, and foreclosures are at a 5-year low.

And where President Obama's campaign all started, Iowans are seeing our economy grow. His work to make smart investments in energy, education and training, growing small businesses, and promoting technology and innovation is paying off. Today, Iowa has 7,000 jobs in the wind industry, over 18,000 manufacturing jobs have been added and 6,200 education jobs were saved. The President cut taxes for Iowa small business 18 times and fought to save the auto industry, protecting 8,000 Iowa jobs. Because of his support for new trade agreements, Iowa farmers have seen record farm income

And this message is resonating with Iowans, as Democrats shatter early voting records. Currently Democrats have an over 57,000 early vote and over 70,000 vote by mail request advantage. Unprecedented early voting numbers show enthusiasm for the President and the strength of OFA's organization.

Mitt Romney is in Iowa today and the fact remains: Mitt Romney's economic plans, or what we know of them, will threaten Iowa's economic growth. His opposition to the wind production tax credit and polices that would encourage companies to send jobs overseas directly threaten jobs for Iowa's middle class.

And despite the rhetoric, his embrace of the GOP's extreme wing throughout this campaign will certainly make it hard to work across aisle, just as he failed to do as Governor of Massachusetts.

Last week in Iowa, Romney promised "change", but Iowans know he will just bring us back to same top-down policies that got us into this mess in the first place. His economic scheme - fewer rules for Wall Street and more budget-busting tax breaks for the wealthiest - is the same failed formula that crashed our economy and devastated the middle class. No matter how hard Romney tries to hide the truth, his math just doesn't add up. It's mathematically impossible to pay for his $5 trillion tax breaks favoring the wealthiest without raising taxes on the middle class or exploding the deficit.

His five-point plan is a sham - independent economists say we will create the 12 million jobs he claims his plan will create anyway. And the studies Romney cites actually disprove his claims. One fact-checker called Romney's plan a "bait-and-switch." And as Governor, he left Massachusetts 47th out of 50 in job creation and first in the nation in per capita debt.

The President has come to the state, and talked directly to Iowans about a concrete and specific second-term plan to grow our economic security to the middle class and to avoid returning to the same policies that crashed the economy. Iowans understand the clear choice they have in this election, and that is why we feel confident about our campaign going into Election Day.

Check #IowaGrown on Twitter throughout the week for events and updates.
