The Mississippi Bend Area Education Agency (Agency) Board of Directors is pleased to announce the
selection of a new chief administrator for the Agency. William J. Decker, currently the superintendent at the
Muscatine Community School District was selected from 6 semi-finalist candidates. Decker will succeed
Glenn M. Pelecky who has been Chief Administrator at the Agency since 1988.

Upon being selected, Mr. Decker commented, "I am looking forward to working with our outstanding AEA
staff, each of our school districts, and every public and private school building. We will make it our top
priority to improve student success by working together. I am convinced we can accomplish world class
results here in Eastern Iowa by collaborating with each other."

In the position as chief administrator, Decker will oversee 328 permanent and 154 temporary employees,
who provide services to over 53,000 students, including 3,800 educators in 153 buildings throughout the six
counties of Cedar, Clinton, Jackson, Louisa, Muscatine and Scott.

The Mississippi Bend Area Education Agency Board of Directors is confident that their selection of William J.
Decker represents a philosophy that aligns with the mission and vision of the Agency.

A Sioux City native, with an undergraduate degree from Northwestern College in Orange City and graduate
degree and doctoral work at the University of South Dakota, Mr. Decker spent 10 years as a teacher, with
assignments including special education, alternative school, and talented and gifted. He then worked
as a building administrator for six years, before serving the last 10 years as a superintendent. Decker's
superintendent experiences took place in Mt. Ayr, Harlan, and most recently, in Muscatine.

The executive search firm, Ray and Associates Inc., of Cedar Rapids, IA was retained by the Mississippi Bend
Area Education Agency in December, 2012 to assist them in the search for a new Chief Administrator. Ray
and Associates Inc., met with the Board of Directors and stakeholder groups to create and finalize a Chief
Administrator's profile. Individuals who were interviewed for the position, in consideration of the criteria
developed by the Agency, were selected from 50 completed applications. The Board of Directors would like
to thank Ray and Associates Inc., for their objective process, recruiting and vetting of candidates that led to the
Mississippi Bend Area Education Board of Directors casting a unanimous vote approving William J. Decker as
Chief Administrator.

The mission of the Mississippi Bend Area Education Agency is to improve teaching and learning for all
students through active partnerships and assertive leadership in a climate of mutual respect.

Locally-owned garden center has new look for weekend celebration of Earth Day 2013

COAL VALLEY, IL - Corn Crib Nursery, a local, family-owned garden center, will premiere an updated shopping experience by welcoming area families to celebrate Earth Day weekend at an open house April 20th and 21st.

Come To Genesis Before Prom, Not After

DAVENPORT, Iowa - April 3, 2013 -- The final month of high school can provide life-long memories of prom and graduation. However, for hundreds of American teens, their friends and their families, spring becomes
a reminder of tragic loss or devastating injury.

Hundreds of teens die across the country each year in alcohol-related vehicle accidents in the final months of the school year.

The trauma services department at Genesis Medical Center, Davenport wants to make sure the upcoming proms are good memories for Quad Cities teenagers by stressing this message: "We want to see you before
prom ... Not after!''

On Saturday, April 27 from 3-6 p.m., Genesis will be offering free, professionally taken prom photos at the campus of Genesis Medical Center, East Rusholme Street. The photos are shot with the attractive backdrop of
the fountains in front of the hospital. Each individual (two photos per couple) will receive a free 5-by-7 color photo.

There will also be an option to have the photos uploaded to Facebook pages rather than receiving photo prints.

Prom-goers taking advantage of the offer will be asked to sign a pledge that they will have not use alcohol or illegal drugs on prom night; they will use their seatbelts; and, they will not be distracted drivers. By signing the
pledge, they will be entered in a drawing for a $100 gift card.

"Prom Night should be a positive experience with wonderful memories. There is nothing more tragic for a family or friends than to go through a Prom Night accident that could have been prevented by simply practicing

  1. Discuss your plans with your date and friends ahead of time. Know your plan and discuss the plan with your parents.
  2. Plan ahead how you will say "no'' to alcohol or illegal drugs if they are offered.
  3. Keep your parents informed about a change in plans after the prom.
  4. Tell them where you are going and assure them you will keep your cell phone on.
  5. Teens should know where their parents will be in case they need to reach them quickly.
  6. Keep an eye on your date, driver and your friends to make sure they don't drink alcohol during the night.
  7. Plan no-alcohol, post-prom activities in advance, such as cards or board games and snacks at someone's house; a karaoke party; or keep dancing at someone's house.
  8. If you are uncomfortable with the way the night is going, call your parents, a friend, or a cab and go home.

DES MOINES, IA - 71 Democratic members of the Iowa legislature have announced their formal endorsement of Bruce Braley for Senate.  45 Iowa House Democrats are endorsing Braley today, as are all 26 Iowa Senate Democrats, including Iowa Senate Majority Leader Michael Gronstal and President Pam Jochum.
Braley announced in February that he had formed a committee to run for the Senate seat being vacated by retiring Sen. Tom Harkin.
Sen. Michael Gronstal (D-Pottawattamie) said, "I'm proud to endorse Bruce Braley today.  Iowans are fortunate to have Bruce in their corner fighting for them in Congress, and he'll do even more in the Senate.  From passing polices that strengthen the middle class to helping small businesses, Bruce works so hard to get things done for Iowa because he's never forgotten where he's come from."

April 7 Ceremony to Recognize Soldiers in Galesburg Army National Guard Unit

GALESBURG, IL (04/03/2013)(readMedia)-- Approximately 115 Illinois Army National Guard Soldiers will be recognized April 7 by the National Guard Bureau Freedom Salute Campaign for their sacrifice and service in support of Operation Enduring Freedom. The ceremony for the 444th Chemical Company will be at 10 a.m. at the Galesburg National Guard Armory, 362 N. Linwood Road in Galesburg.

The Soldiers were mobilized in February 2012 and briefly trained at Camp Shelby, Miss., before deploying to Kuwait. They returned home Dec. 22.

Stationed at Camp Virginia, Kuwait, the unit operated as a base command cell supporting units stationed at the base and operations in the region.

The 444th saved more than $500,000 in government contracts and increased the billeting capability of Camp Virginia by more than 4,000 Soldiers. The 444th was instrumental in transitioning Camp Virginia from a short-term stop for Soldiers heading into Kuwait or Afghanistan into a long-term billeting area.

The 444th also conducted more than 3,000 patrols and secured 71 unexploded ordnances without loss of life or equipment.

The Freedom Salute Campaign program is a small way to show these patriotic citizen-Soldiers, their families and employers how much their sacrifice is appreciated. On behalf of the National Guard Bureau, the Illinois Army National Guard will present each eligible Soldier with an encased American flag, as well as a sequentially-numbered commemorative coin, certificate of appreciation and lapel pin. Families will also receive items recognizing their support and sacrifice. The Freedom Salute Campaign is one of the largest Army National Guard recognition endeavors in history. It is designed to publicly acknowledge Army National Guard Soldiers and those who supported them while deployed.

April 3, 2013–Attorney General Eric Holder recently told the Senate Judiciary Committee that the size of big banks has "an inhibiting influence" on the government's ability to prosecute their criminal activity. "I am concerned that the size of some of these institutions becomes so large that it does become difficult for us to prosecute them when we are hit with indications that if you do prosecute, if you do bring a criminal charge, it will have a negative impact on the national economy, perhaps even the world economy," he said.

It's unclear just how big a bank has to be to be considered un-prosecutable, but HSBC's recent settlement for enabling drug cartels and rogue states to launder money suggests that even they, the ninth largest U.S. bank by assets and many times smaller than the biggest banks, are too big to prosecute. By facilitating deregulation (Gramm-Leach-Biley Act), bailing out insolvent institutions (TARP) and voting against limits on bank size, Congress has allowed these banks to grow as big as they currently are.

QUAD CITIES–Xstream Cleanup, the Quad-Cities' annual, volunteer-based cleanup of area waterways, is turning 10 this year–and community input is needed.

Xstream organizers are looking for new cleanup sites and encourage members of the community to make suggestions. If a site is dirty, litter-ridden or host to illegal dumping, organizers want to hear about it! To make a suggestion, send an e-mail to info@xstreamcleanup.org or call (563) 468-4218.

The annual cleanup, which celebrates its 10-year anniversary this summer, will be held from 8:30 to 11:30 a.m. Saturday, August 10, 2013.

In celebration of this milestone, organizers plan to release a series of mini-documentaries over the summer to highlight event accomplishments, to recognize the volunteers and organizations that make it happen, and to raise awareness about water quality in the Quad-Cities.
