Governor Quinn Names Michael McCotter as Inspector General of IL Dept. of Human Services

40-Year Law Enforcement Veteran to Help Protect State's Vulnerable Adults with Disabilities

CHICAGO - December 7, 2012. Governor Pat Quinn today announced the appointment of Michael McCotter as Inspector General of the Illinois Department of Human Services (DHS). McCotter, a 40-year law enforcement veteran, recently was charged with investigating and issuing a report to reform the investigative operations of the DHS Inspector General's office (OIG). He will now take the lead in implementing reforms that will overhaul the OIG office, ensure accountability and strengthen protections for adults with disabilities.

"Michael McCotter's strong law enforcement experience and dedication to reform will help ensure that any abuse and neglect suffered by citizens with disabilities in Illinois is rooted out quickly and punished appropriately," Governor Quinn said. "His appointment as Inspector General underscores my commitment to ensuring that all people are treated with dignity and respect. I thank Daniel Dyslin for serving in the role as Acting Inspector General to ensure my Executive Order reforms were immediately implemented."

Following reports of abuse and neglect earlier this year, Governor Quinn issued an executive order to strengthen protections for adults with disabilities who are suspected victims of such mistreatment and ensure that potential cases will be properly reviewed and referred to the appropriate authorities. The governor also directed a comprehensive overhaul of the office to ensure accountability and the protection of our most fragile citizens. He appointed McCotter to investigate the operations of the Inspector General and develop recommendations for reform.

As Special Investigator, McCotter conducted a thorough review of the OIG's investigative procedures, policies and cases, and released a report including recommended reforms in October. The report's recommendations are designed to ensure the OIG fulfills its mission of protecting people with disabilities.

Based on the reforms proposed in McCotter's report, Governor Quinn is working with advocates and members of the General Assembly to propose legislation that will restructure and improve the way the state provides investigation, service and support for victims of abuse, neglect and exploitation in the community.

McCotter was previously appointed by Governor Quinn as chief public safety officer for the Illinois Department of Corrections and has served in several senior positions at the Chicago Police Department, including chief of patrol, deputy chief of detectives, commander of special events and district commander. He has had professional training with the FBI, United States Secret Service and the U.S. Department of Homeland Security, among other law enforcement agencies.

Pack Carver-Hawkeye For Iowa Women's Basketball Game and Benefit Camp Courageous!

MONTICELLO, IA What has been billed as the one of the biggest Iowa Women's basketball games of the year at Carver-Hawkeye Arena, will also be benefiting Camp Courageous. Tickets are now available for the Iowa vs. Purdue Basketball Game to be held on January 20, 2013 at 3:00 PM. Tickets are only $5.00 each (half price), if bought through Camp Courageous. The general public will be paying $10.00 at the door. Special pricing will be available for Camp Courageous campers and those with special needs.
The game will be televised on the Big Ten Network and will also be a white out. Fans are encouraged to wear white. It's also $1 dog night. Hot dogs are just $1. There will also be post-game autographs.
A portion of all tickets sold through Camp Courageous will go to the camp. This is a win-win-win situation for everyone. Kayla Betz, UW-Whitewater Bowling Team Off to Solid Start

WHITEWATER, WI (12/07/2012)(readMedia)-- The Warhawk women bowlers, ranked 14th in the National Tenpin Coaches Association Top 20 preseason poll, have finished in the top five in every competition this season. Head Coach Leann Eimermann is excited to see how far her team can go.

"This is the first season that we have a chance to make it to the NCAA Nationals because the women have the experience and talent needed to compete with the top teams in the nation," Eimermann said.

Coach Eimermann looks for solid performances from her players, including Kayla Betz, a junior biology major from Sterling, Ill.

"Bowling competition is a little unique as all three divisions compete together. Currently there are about 70 schools and about five total Division III programs involved," said Eimermann.

UW-Whitewater traveled to the Track Kat Klash Nov. 30-Dec. 2 at Sam Houston State University in Huntsville, Texas. The Warhawks finished second in a field of 16.

The Warhawk bowlers will compete Jan. 11-12 in the Mid-Winter Classic in Jonesboro, Ark.

Aaron Tennant - New Board Member of Iowa motor truck Association

DES MOINES, IOWA - Aaron Tennant was recently elected to the Iowa Motor Truck Association's Board of Directors. Aaron is the Owner and President of Tennant Truck Lines, Inc. located in Colona, Iowa. Tennant Truck Lines, Inc. is an open deck machinery hauler which has been in business since 1946. They consist of 150 company trucks, 34 owner operators and 384 trailers. Tennant Truck Lines employ approximatley 185 people.

The Iowa Motor Truck Association was established in 1942 and has been the voice of the trucking industry since that time. The Iowa Motor Truck Association represents over 750 trucking companies from across the state of Iowa and has members in all 99 counties. In Iowa alone, over 78% of all communities depend 100% on trucks for the delivery of goods and services. The trucking industry's association offices are headquartered in Des Moines and sit at the foot of Iowa's State Capitol.

As a member of the IMTA Board of Directors, Aaron Tennant will be involved in developing public policies that will have a positive impact on Iowa's trucking industry and will be contributing to the ongoing success of the organization.

Supreme Court Appoints Committee to Review Expanded Media Coverage Rules

Des Moines, December 7, 2012– Today, the Iowa Supreme Court appointed a committee to review the Expanded Media Coverage (EMC) Rules that allow audio and video recording and photography of courtroom procedures. The EMC Rules were first approved by the supreme court in 1979 and have been slightly modified since that time.

 

"As a district judge I enjoyed a good relationship with the members of the media covering high profile trials," Iowa Supreme Court Justice and Committee Chair Bruce Zager said. "Working with radio, television and print media was a collaborative effort that generally worked well. Today, judges and court staff are faced with requests from the media to use new technology in the courtroom such as laptops and smartphones for blogging and twitter. Those types of technologies and media are not specifically addressed in current rules which can cause some confusion in implementing the EMC Rules. The efforts of this committee will help both members of the media and members of the court navigate through media requests unheard of 10 years ago."

 

Prior to 1979, recording equipment and cameras were only allowed in the courtroom for ceremonial proceedings or educational purposes. The rules were changed because of the improvement in equipment and procedures used by the media and the desire of the supreme court for the judicial branch to be more open and accessible to the public. The EMC rules were first approved for a one year pilot period. The first trial covered under EMC Rules was a first degree murder trial in Black Hawk County, in 1980. The rules were made permanent after a successful pilot period.

 

"Most Iowans do not have the time to attend court proceedings, so they depend upon the media to keep them informed of the work of the courts," Justice Zager said. "For more than 30 years, the courts have worked with the media to allow audio and video coverage to the fullest extent possible without impinging the rights of litigants to a fair trial."

Bikes for Brains Giveaway next Monday!!!

The annual "Bikes for Brains" bike give away is scheduled for Monday, December 10th at the Martin Luther King Center in Rock Island

Organizers of the annual bike giveaway met their fundraising goal and more than 100 children will receive their Christmas wish--their first bike and helmet.  The children and their parents will be able to pick up their bikes beginning at noon at the Martin Luther King Center (639 9th Street Rock Island).  The media is invited to attend this joyous event and interview children as they get their first-ever bike, helmet, gently used books, as well as watch a puppet show explaining the importance of wearing a helmet and preventing brain injuries.  Volunteers with The Pilot Club of Moline will do their popular the puppet shows.

Available for interviews are the project leadership team:  Steve Depron with Bike 'N Hike, Sandy Seeley-Copley with Queens Parlour,  Sheila Burns with the ROE and Mary Maland with the Pilot Club of Moline.
