By Senator Tom Harkin
On June 21st, the U.S. Senate passed the Agriculture Reform, Food, and Jobs Act, the 2012 farm bill.  This is an important piece of legislation for our nation, and for the state of Iowa, where agriculture generates about one of every five jobs and is about a fourth of our state's economic output.  This legislation is a balanced, and bipartisan bill crafted under budget conditions that have necessitated difficult compromises.
As a senior member of the Senate Agriculture, Nutrition, and Forestry Committee, and its chairman during the writing of the 2002 and 2008 farm bills, I am encouraged that this new farm bill continues vital food, agriculture, and rural programs and adopts important reforms.  A major change is ending the direct commodity payments and replacing them with a revenue protection program similar to the revenue program I worked to include in the current bill.  I have long advocated replacing the direct payments with a more effective and justifiable farm income protection system, and I am very pleased to see this change adopted in this bill.
The bill also continues a strong conservation title to assist farmers who adopt and maintain sound practices to protect soil, water, wildlife, and other natural resources.  I succeeded in increasing conservation investments in previous farm bills and am especially proud of the Conservation Stewardship Program (CSP).  The new bill continues and funds highly effective conservation assistance, with reforms and streamlining.
The 2012 farm bill also continues the Supplemental Nutrition Assistance Program (SNAP) and related programs, including increased assistance to food banks that help low-income families put food on their tables.  Children, seniors, and people with disabilities make up more than 60 percent of the recipients of SNAP benefits, with some 400,000 Iowans currently being helped by SNAP.  Although there were changes that limited eligibility and SNAP benefits, these budget cuts were, fortunately, held to much lower levels than were proposed.
Building upon energy titles I worked successfully to craft, this new legislation continues funding to a number of initiatives in energy and biobased products.  Targeted grants and loans promote energy efficiency on farms and in rural businesses and spur expanded research, development, and marketing of renewable energy and biobased products.  I am especially pleased the bill extends and strengthens a requirement I authored requiring federal departments and agencies to give a preference to biobased products in procurement decisions.
The bill also continues and strengthens a number of initiatives begun in earlier farm bills to assist and promote opportunities for farmers and good nutrition for consumers through farmer's markets and increased local production and marketing of food.  These include, competitively awarded USDA grants to improve and expand farmer's markets, roadside stands, community-supported agriculture marketing and other direct producer-to-consumer marketing.  Grants are also included for community food projects and other efforts to improve nutrition and increase fruit and vegetable sales and consumption.
If you would like more information on the farm bill, please visit my website at harkin.senate.gov, view videos I have recorded on the bill, or contact any of my offices in Iowa or in Washington.

Award Winning Kris Lager Band to play to the Who Else Annual Pig Roast in Nelson, Illinois at 11:00pm
The Kris Lager Band tends to do their own thing without a lot of fanfare.. such as opening for heavy hitters the Los Lonely Boys, or keeping their new CD, which is being produced by Grammy nominee Tab Benoit, a quiet project. They march to the beat of their own drum, and that drum is steady and strong, allowing the foursome to produce music that gets fans up and moving and keeps them up for the entire set.

A touring jam band, KLB has opened for crowds of 30,000 plus, playing with Los Lonely Boys,  Sharon Jones, Blues Traveler, Indigenous, and frequenting venues such as the Hard Rock Café, BB Kings and South by Southwest, as well as headlining their own shows.   The Kris Lager Band is currently in the studio working on a new release, but are still including favorites from past collections including Roots Revival, Transient, and The Mighty Quinn.

As a preview for their fans, they are offering up a new untitled CD showcasing their new music being currently recorded in the studio.
The Kris Lager Band is a Nebraska born group of musicians who have dedicated their lives to learning, living, and loving all aspects of the American music tradition. Self proclaimed "Roots Revivalists", KLB brings an eclectic, original, high energy show to each and every stage they happen to land on. The Kris Lager Band plays a wide range of music from blues and rock, funk and soul, reggae, hip hop, to even gospel and zydeco and they always have a Good Time.  Playing nearly 200 shows a year for the past 5 years has brought tightness and diversity to every set they play and audiences across the country will agree that Kris Lager Band is on the right path. The band consists of John Fairchild on the drums, Brandon Miller on the bass, Jeremiah Weir on the piano, organ, and squeeze-box, and Kris Lager on lead vocals and guitars. With their "Celebrate Life" mantra and good time's vibe, every show runs the gamut of human emotions. Joy and sorrow, love and lament are all wrapped up in one musical experience where the only constant is pure Soul. If you are wondering why you haven't heard the name yet, it's all in good time.
The Kris Lager Band toured as the opener for the Native American Blues Rock band Indigenous.  Front man Mato Nanji liked their sound so much that he hired the 4 musicians to be in his band for nearly 3 years.  After touring the country with Indigenous and playing on his latest release "Broken Lands" the Kris Lager Band is currently back on their own musical path and more enthusiastic than ever to take it to the people.  Their time with Mato has definitely provided a great deal of experience but they were ready to get out there and do their own thing....and their thing is a ton of fun.
Here is your chance to see a unique, energetic, mid-western band on their way up. Don't miss out on this opportunity to see The Kris Lager Band!

(Quad Cities) -- Red, White & Boom organizers and officials at the Rock Island Arsenal have joined forces this year to give the Quad Cities a bi-state celebration that won't soon be forgotten. From one of the largest fireworks displays from Omaha to Chicago, to live music by the Navy band and the Spirit of the USO Band,  Red, White & Boom - America's Birthday Party - promises to deliver plenty of patriotic family fun.

"With over 2,400 shells weighing in at an impressive 2,550 pounds, this will easily be the largest fireworks display for Red White & Boom and also one the biggest displays throughout the Midwest up and down the Mississippi River," said Ken Croken, Red White & Boom committee chairman. "We also have a few fun surprises in store for the community, too."

With Red, White & Boom scheduled for July 3, the AMVETS 4th of July Parade themed Hooah! Quad Cities, and the Rock Island Arsenal's 150th Anniversary celebration coming up July 7, there is nearly a week of fireworks, music, food and remembrance to embark upon.

Events for Red White and Boom will open at 6 p.m. in LeClaire Park in Davenport and Schwiebert Park in Rock Island. Both riverfronts will have live music, a USO Discovery Kids Tent, thank you notes for our troops, food, beer gardens, and of course, the largest fireworks display on the Mississippi River beginning at 9:30 p.m.

Both Davenport and Rock Island will have ceremonies with a proclamation read by the Quad Cities mayors highlighting the 150th Anniversary of the Rock Island Arsenal and will end with a presentation of the Quad  Cities Military Community Covenant to the commands of the Rock Island Arsenal.

The Quad Cities Chamber of Commerce also recently launched" Hooah! Quad Cities," a military appreciation and community goodwill campaign that will be highlighted during Red White & Boom. The "Hooah! Quad Cities" website will serve as a resource for military members, veterans and military families. Civilians are also encouraged to use the site to find out how they can support our soldiers. "Hooah! Quad Cities" is also the channel through which the community can connect veterans with employment, education and reintegration services, working with business and community partners to ensure that veterans are a vibrant, respected and well-served part of the Quad Cities.

Production at Belvidere Plant Adds Third Shift, Creates 1,800 Jobs

CHICAGO - June 27, 2012. Governor Pat Quinn today was joined by executives of Chrysler Group LLC to unveil the new 2013 Dodge Dart, just off its Illinois production line. Nearly 300 car dealers from across the Midwest drove the new Dart straight into dealerships today during a "drive-away" event held at Soldier Field. Governor Quinn test drove the Dart with Dodge CEO Reid Bigland.

"The auto industry is alive and well in Illinois," Governor Quinn said. "The next generation of Dodge Darts is being assembled at our Belvidere plant and since 2008, Chrysler has gone from 200 jobs to more than 4,000 jobs this summer. We want that growth to continue."

Chrysler invested nearly $700 million to retool its Belvidere plant and ramp up production to build the new Dodge Dart. As part of its investment, Chrysler opened a 638,000 square-foot body shop to support production of the Dart and installed new machinery, tooling and material handling equipment. The new body shop increased the size of the Belvidere assembly plant to 4.8 million square feet. The plant also includes a 330,000-square-foot stamping plant. The Belvidere facility currently produces the Jeep Compass and Jeep Patriot.

Chrysler Group LLC's Belvidere Assembly Plant was recognized as a winner of an Economic Development in Illinois Award (Edie). The annual award is given jointly by the Illinois Chamber of Commerce and the Illinois Development Council to recognize significant economic development projects finished in the prior year throughout Illinois. The Edies were formally presented at an event last week at the Illinois Chamber's annual meeting in Chicago

In fall 2010, Governor Quinn made a targeted investment which bolstered Chrysler's expansion in Illinois and enabled the automaker to create an additional 1,800 new jobs. The state investment consists of Economic Development for a Growing Economy (EDGE) tax credits, Employer Training Investment Program (ETIP) job-training funds that will help enhance the skills of the company's workforce, and Large Business Development Program funds for capital improvements. Chrysler is also located in an Enterprise Zone.

Illinois has added 136,300 private sector jobs since January 2010. Since January 2010, Illinois has added 40,700 manufacturing jobs.
