It turns out dogs are not only good for our health; finding missing people; and helping disabled people live independent lives - they're good for kids' report cards, too!

Canines have been found to improve the immune system and reduce blood pressure, among other health benefits. They help rescuers and law officers, blind people and those with limited use of their hands and arms. Now we have another reason to celebrate man's best friend.

"Dogs not only help children learn to read, they help children learn to love reading," says Michael Amiri, coauthor with his wife, Linda, of the children's book, Shellie, the Magical dog (www.shelliethemagicaldog.com). "And that's true of for children with and without learning disabilities."

A Minnesota pilot project called PAWSitive Readers finds that trained therapy dogs helped 10 of 14 grade-school participants improve their reading skills by one grade level. Additionally, a University of California study showed that children who read to the family dog improved their ability by an average of 12 percent.

Amiri discusses five reasons why dogs help kids learn to love reading:

• No embarrassment: "Most of us have memories of reading out loud in class," he says. "Though we may have been proficient readers, the fear of stumbling on a word in front of everyone was a constant source of anxiety." Dogs are excellent for unconditional, nonjudgmental love; they won't laugh if and when mistakes happen.

• Confidence boosters: "I never had a dog while growing up, which is too bad because I think I would have had an easier time gaining self-confidence," says Amiri. As an adult, he discovered the many benefits of dogs through he and his wife's very special Maltese, Shellie. She's often the center of attention in their community at pet-friendly restaurants, where she laps her water out of a martini glass. And she has a full-time job as the greeter at Linda's hair and nail salon. "If a little dog can give me, a grown man, more confidence, imagine what it can do for kids," he says.

• Polite listeners: Like humans, dogs are social creatures and most enjoy the sound of a calm voice speaking to them. Many - except perhaps the most energetic breeds - seem to enjoy curling up on a rug and listening to a story being read aloud. They don't interrupt (except for the occasional ear scratch or to sniff a body part) and they often show appreciation for the attention.

• A fun approach to schoolwork: Too often, when children think of studying, they think of time spent hunched over a desk struggling alone to work out problems and memorize lists. Interacting with a lovable, fuzzy friend for an hour of homework is an appealing alternative.

• Win-win: A canine-student reading program is a great way to help service dogs-in-training learn patience and discipline. Dogs are trained to help veterans suffering post-traumatic stress disorder, the blind, and people who use wheelchairs, among others. These dogs in training help children, while children improve a dog's service abilities.

The Quad City Air Show is moving to new dates in 2012 to accommodate the U.S. Air Force Thunderbirds. Experience the thrill of watching go-karts roar through the streets of downtown Rock Island, Illinois, at speeds up to 80 mph on Sept. 1-2. The Rock Island Grand Prix is the largest and safest go-kart street race in the world and is the only race in the U.S. that is sanctioned for International drivers. Hot Air Balloons Round Out the Month Fri, Sep 28 - Sun, Sep 30

The Hot Air Balloon Festival is full of family fun and entertainment on Sept. 28-30 with kid's activities, food vendors, and many balloons to enjoy!  It takes place at Kennedy Square in East Moline, Illinois. We'd also like to take a moment to congratulate Bones BBQ, a Davenport based BBQ vendor, that won the people's choice award at the festival.  Bones BBQ is the first local BBQ vendor to ever win this award.  Stop into his place at 4707 Brady Street for a bite to eat and say congratulations!

 

The Nadas are one of Iowa's signature bands with over 125,000 albums sold and the group will hit the Redstone Room tonight!  Other RME shows this week include Friday Live at 5, As A Heart Attack, Franti Project, and The Devil Whale.   Jim The Mule and The Dawn's joint CD Release Show will rock RME on Friday night; get there early to catch openers Busted Chandeliers and Kerry Tucker Band.

 

The River Bandits are in action tonight and tomorrow before returning to Modern Woodmen Park on Wednesday.  Friday night is City of Davenport night at the ballgame in addition to Fireworks after the game and a Bandit Wedding.  Tonight marks another Thirst-Day Thursday and next Wednesday's game includes a Presidential bobble-head giveaway!

 

Join the Davenport Public Library through the end of the month as they display St. John's Bible.  A master calligrapher, Paul Herrera, will put on a free demonstration and lecture Monday evening.  Herrera has been lecturing and instructing in lettering and calligraphy for over thirty years throughout the United States and Canada.

 

The NASA Art Exhibition continues at the Figge and enjoy a film titled "When We Left the Earth" on Saturday.

Moline, Illinois - Congressman Bobby Schilling (IL-17) released the following statement regarding the Budget and Economic Outlook report released today by the Congressional Budget Office (CBO).  The report indicates that unemployment will remain at approximately 8 percent through the end of the year and that the 2012 deficit will surpass $1 trillion for the fourth consecutive year:

"Today's CBO report makes clearer than ever that a significant problem is heading our way if Congress fails to act.  The House has taken bipartisan steps to keep taxes low for all Americans, which would keep Illinois from losing 30,700 jobs at a time when our state's unemployment rate is at 8.7 percent.  We have also offered a plan to avoid devastating cuts to our national defense, cuts that would cost around 1 million jobs at a time when the nation's unemployment rate has remained above 8 percent for a record-breaking 42 consecutive months.

"The House of Representatives has passed two serious budget proposals in the short time I have been in office to address our debt crisis, flatten and simplify the tax code, turn our economy around, and help spur private-sector job creation.  But as I have said before, the House cannot do it alone.  We can find bipartisan, common ground, and we can stop spending money we don't have.  We just need the Senate to join us in our efforts."

Support Will Create and Retain Employment in Rural America

WASHINGTON, August 22, 2012 - Agriculture Secretary Tom Vilsack today announced the selection of recipients for grants and loans to help spur economic development and create or save jobs in six states.

"This funding will help rural businesses obtain the financing they need to thrive, grow and create jobs," Vilsack said. "These grants and loans are part of the Obama Administration's ongoing commitment to ensure that rural communities attract capital investments that lead to business development and job creation."

The announcement was made in North Carolina on the Secretary's behalf by Under Secretary for Rural Development Dallas Tonsager. USDA Rural Development is providing assistance through the Rural Economic Development Loan and Grant program (REDLG), which provides zero-interest loans to local utilities that they, in turn, pass through to local businesses for projects to create and retain employment in rural areas. Brunswick Electric Membership Corporation in Brunswick County, NC, has been selected to receive a $1 million loan to help the Rural Consumer Services Corporation complete energy efficiency improvements. The funding is expected to create nine, full-time direct jobs and save an additional three full-time jobs.

In Reno, Kan., Ark Valley Electric Cooperative Association, Inc. will use a $160,000 loan to purchase the Haven Foodliner Grocery Store in the city of Haven, Reno County. As a result of the purchase, nine jobs will be retained and the small city of Haven will retain its only grocery store.

The REDLG program continues to bring economic opportunity to rural communities. In South Carolina, Piedmont Technical College (PTC) needed funding to connect the McCormick County center to a unique fiber optic interactive network called the Piedmont Educational Network (PEN) and to relocate the PTC McCormick County Center to a larger facility. In 2010, RD provided a $500,000 Rural Economic Development Loan to West Carolina Rural Telephone Cooperative, Inc., which, in turn, made a loan to PTC to relocate and renovate its McCormick County Center. The PTC McCormick County Center moved from a 2,200-square-foot log cabin to a much-larger, newly renovated facility. The new classrooms allow students to participate in classes locally, rather than commuting. PTC is able to offer an expanded program with much-needed broadband access for students and the public.

In Napoleon, N.D., KEM Electric received a $450,000 REDLG loan in 2011 to assist Green Iron Equipment expand its service shop. The company services farm equipment and was able to add 15,000 square feet to its shop and create five new jobs.

With today's announcement, USDA is investing nearly $3.6 million to spur economic growth. The following is a list of rural utilities that will receive funding, which is contingent upon the recipient meeting the terms of the loan or grant agreement.

  • Hawkeye Tri-County Electric Cooperative - $500,000 loan. This project will help Lime Springs Beef, LLC, build a 13,000-head-per-year beef slaughtering plant in Lime Springs, Iowa. This project will create 41 new jobs.
  • Laurens Municipal Light & Power Plant - $300,000 grant. Laurens will add $60,000 to the funds to create a $360,000 revolving loan fund. The revolving loan fund will make a loan to Laurens Care Center to assist with the renovation of the facility. An estimated 35 jobs will be saved.

Kansas

  • Ark Valley Electric Cooperative Association, Inc. - $160,000 loan. This project will help purchase Haven, Kansas' only grocery store. As a result of the purchase, nine jobs will be retained.

Mississippi

  • South Mississippi Electric Power Association - $1,000,000 loan. These funds will be used to purchase machinery and equipment and to finance the construction of a 57,600-square-foot industrial peanut-buying facility in Clarksdale, Miss. The project will lead to 10 new jobs upon completion and 23 seasonal jobs.

North Carolina

  • Brunswick Electric Membership Corporation - $1,000,000 loan. This project will provide financing to Rural Consumer Services Corporation, which will then utilize the funds as working capital to complete energy efficiency improvements. The project will create nine full-time direct jobs and help save an additional three full-time jobs.

Oklahoma

  • Caddo Electric Cooperative, Inc. - $400,000 loan. These funds will be used to help Kimball and Company, LLC expand an existing veterinary clinic. This project will create or save a total of 18 jobs.

South Dakota

  • Dakota Energy Cooperative, Inc. - $300,000 grant. Funds will be used to construct a 50,000-square-foot commercial building under the direction of the Greater Huron Development Corp. for Economic Development, in Huron, S.D. The building will attract businesses that will create new jobs in the area. The project is estimated to retain up to 10 jobs.

Issa and Grassley: Top ATF Official in Operation Fast and Furious Remains on Extended Paid Leave while Simultaneously Employed by Major Financial Services Company

WASHINGTON - Sen. Chuck Grassley and Rep. Darrell Issa have asked the Acting Director of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to explain how a top ATF official involved in Operation Fast and Furious, Bill McMahon, can remain on paid leave while simultaneously drawing an additional six figure salary from a major financial services company.  Given McMahon's extensive involvement in the leadership failures of Operation Fast and Furious, Grassley and Issa sought a detailed explanation of why the Justice Department would approve this special arrangement for McMahon.

"Under any reading of the relevant personnel regulations, it appears that ATF management was under no obligation to approve this sort of arrangement," wrote Issa and Grassley. "Given McMahon's outsized role in the Fast and Furious scandal, the decision to approve an extended annual leave arrangement in order to attain pension eligibility and facilitate full-time, outside employment while still collecting a full-time salary at ATF raises a host of questions about both the propriety of the arrangement and the judgment of ATF management."

The letter continues: "ATF has essentially facilitated McMahon's early retirement and ability to double dip for nearly half a year by receiving two full-time paychecks?one from the taxpayer and one from the private sector.  Moreover, ATF did not wait for the Office of Inspector General to complete its report on Fast and Furious before approving the arrangement.  This is in sharp contrast to the posture the agency has taken with whistleblowers like Special Agent John Dodson, who is told he must wait until the Inspector General's report is complete before the agency will even consider his simple request for a statement retracting the false statements made about him by agency leadership."

It has come to our attention that ATF's former Deputy Assistant Director for Field Operations, William McMahon, has recently obtained full-time employment in the private sector while remaining a full-time employee in ATF's Office of Professional Responsibility.  In addition to retaining his position at ATF, McMahon is also serving as Executive Director of the Global Security and Investigations Group at J.P. Morgan in the Philippines.  A senior ATF official confirmed McMahon's status during a phone call last week.  This unusual arrangement is apparently designed to allow Mr. McMahon to reach retirement eligibility while on extended leave for four or five months and simultaneously begin a second career before separating from government employment.

Our most recent joint staff report on Operation Fast and Furious, released on July 31, 2012, scrutinized the role McMahon played in the operation.[1] We detailed his failure to supervise the activities of the Phoenix Field Division during Fast and Furious, his admitted failure to read important documents he was responsible for authorizing, and his false testimony regarding his role in authorizing applications for wiretaps in the case.[2] Despite these failings, ATF not only continues to keep him on its payroll, but also has authorized him to take several months of annual leave while earning a six-figure salary from ATF and an even larger salary at the same time working in the private sector.

While the legality of McMahon's outside employment and leave arrangement may arguably be unclear, the fact that ATF management chose to authorize it is not.  Under any reading of the relevant personnel regulations, it appears that ATF management was under no obligation to approve this sort of arrangement.  Given McMahon's outsized role in the Fast and Furious scandal, the decision to approve an extended annual leave arrangement in order to attain pension eligibility and facilitate full-time, outside employment while still collecting a full-time salary at ATF raises a host of questions about both the propriety of the arrangement and the judgment of ATF management.

On July 18, 2012, we wrote to you regarding your message in "ChangeCast #8: Choices and Consequences" and the chilling effect it might have on future whistleblowers.  While we appreciated the clarification you provided after we raised concerns, this decision regarding McMahon appears to send the opposite message of the one you said you intended in that ChangeCast.  Rather than imposing consequences for his admitted failures, the ATF appears to be rewarding McMahon.  Through this unusual arrangement, ATF has essentially facilitated McMahon's early retirement and ability to double dip for nearly half a year by receiving two full-time paychecks?one from the taxpayer and one from the private sector.  Moreover, ATF did not wait for the Office of Inspector General to complete its report on Fast and Furious before approving the arrangement.  This is in sharp contrast to the posture the agency has taken with whistleblowers like Special Agent John Dodson, who is told he must wait until the Inspector General's report is complete before the agency will even consider his simple request for a statement retracting the false statements made about him by agency leadership.

In light of McMahon's outside employment at J.P. Morgan, please answer the following questions to help us better understand how this could have occurred:

1)      5 C.F.R. § 3801.106(b)(1) prohibits "outside employment that involves ...  litigation, investigations, grants, or other matters in which the Department of Justice is or represents a party, witness, litigant, investigator or grant-maker."  Accordingly, what steps, if any, did ATF take prior to approving the arrangement to ascertain whether McMahon's position at J.P. Morgan would involve any "litigation, investigations, grants, or other matters in which the Department of Justice is or represents a party, witness, litigant, investigator or grant-maker?"

2)      If no such steps were taken, why not?

3)      If such steps were taken, please describe the determination ATF made regarding the prohibition in 5 C.F.R. § 3801.106(b)(1)(iii) and the basis for ATF's determination in detail.

4)      If ATF determined that McMahon's work at J.P. Morgan would be prohibited by 5 C.F.R. § 3801.106(b)(1)(iii), was the prohibition waived in accordance with section 3801.106(b)(2)?

5)      If the prohibition was waived, what were the grounds for the waiver?

6)      What is the current employment status of William McMahon at ATF?

7)      When is William McMahon eligible for full retirement benefits from ATF?

8)      When will William McMahon officially leave ATF?

9)      Who at ATF gave final approval of McMahon's employment with J.P. Morgan?  On what date was this approval given?

10)  On what date did McMahon's outside employment commence?

11)  How much ATF sick leave has McMahon used while being employed at J.P. Morgan?

12)  How much ATF sick leave does McMahon have remaining?

13)  How much ATF annual leave has McMahon used while being employed at J.P. Morgan?

14)  How much ATF annual leave does McMahon have remaining?

15)  On how many other occasions in the last three years has ATF authorized a similar arrangement involving (a) approving annual leave extending over several months, (b) an employee not yet eligible to retire prior to commencing annual leave, (c) approval of full-time employment while on annual leave, and (d) a career field where the employee's experience at ATF is directly related to the outside employment and can be reasonably seen as a motivating factor in the hiring decision?  For each prior similar instance, please provide a detailed explanation of the circumstances and the reason for authorizing the arrangement.

16)  When did you first become personally aware of McMahon's employment at J.P. Morgan?

17)  Do you approve of this particular outside employment arrangement?

In addition, please provide the following documents:

18)  All internal documents and communications relating to McMahon's scheduled separation from ATF, including memos, e-mails, and hand written notes, including, but not limited to, communications with ATF's designated agency ethics official.

19)  All internal documents relating to McMahon's outside employment at J.P. Morgan, including memos, e-mails, and hand written notes, including, but not limited to, communications with ATF's designated agency ethics official.

20)  A detailed timeline of the involvement of the ATF Office of Chief Counsel regarding McMahon's employment at J.P. Morgan.

21)  A full copy of ATF's personnel manual, including, but not limited to, policies regarding sick leave, annual leave, and outside employment.

22)  Detailed information regarding McMahon's time and attendance at ATF, including records from the WebTA program, from August 1, 2011 until the present.

Please provide the requested documents and your detailed responses to these questions as soon as possible, but no later than 5:00 p.m. on September 4, 2012.  When producing documents to the Committee on Oversight and Government Reform, please deliver separate production sets to both the Majority Staff in Room 2157 of the Rayburn House Office Building and the Minority Staff in Room 2471 of the Rayburn House Office Building.  The Committees prefer, to the extent possible, to receive documents in electronic format.

DES MOINES, Iowa - August 22, 2012 - Governor Terry Branstad and Lt. Governor Kim Reynolds called on fellow Iowans to join in a one-kilometer Healthiest State Walk on Wednesday, October 3, as one part of an effort to become the healthiest state in the nation.

"Iowans turned out in extraordinary numbers for last year's kick-off of the five-year Healthiest State Initiative," Branstad said. "We're encouraging even more Iowans to join in this symbolic event and to enjoy a short stroll during our state's beautiful autumn weather."

More than 291,000 Iowans participated in the Healthiest State Initiative's "Start Somewhere" walk in 2011. Many organized Healthiest State walks will be held at noon on October 3, but walks are encouraged throughout the day. A kilometer is about 7.5 city blocks, a 12-minute stroll for the average walker. Walkers can sign up for the event at www.iowahealthieststate.com.

In addition to walking, Branstad and Reynolds are encouraging Iowans to add one more wellness activity to their day on October 3. "Wellness activities can take many forms - from playing outside with your children to eating a healthy meal together as a family to volunteering in your community," Reynolds said. "We'd love to see even more Iowans walk this year - and more Iowans take wellness steps beyond the walk."

Branstad and Reynolds last year announced the plan to make Iowa the healthiest state in the nation within five years as measured by the Gallup-Healthways Well-Being Index®. In 2011, Iowa ranked 16th compared to all other states, moving up from the 19th position in 2010.

Branstad and Reynolds noted that the Healthiest State Initiative made good strides in its first year. Along with the large numbers of "Start Somewhere" walkers, 84 Iowa communities indicated an interest in becoming Blue Zones ProjectTM demonstration sites and the first four were announced in May. Six additional demonstration sites will be selected and a new program designed for small communities also has been created. The Initiative also helped shine a spotlight on the state's well-being challenge, highlighted existing programs and developed new programs such as a healthy restaurant entrée pilot program and Laugh Out Loud Day. Recently, the Initiative sponsored the opening ceremonies at the Iowa State Fair and co-sponsored a mobile application to help find healthy food options at the Fair.

"The intent of the Healthiest State Walk is to encourage Iowans to take their own steps that will help us improve our state's well-being rank," Branstad said. "The Healthiest State Initiative this year will continue to champion existing well-being programs with special emphasis on encouraging local walk groups, workplace well-being, consumption of fruits and vegetables, and smoking cessation. Progress in these areas will translate to a healthier Iowa and better quality of life for all its residents."

The Healthiest State Initiative is a privately led, public effort that engages Iowans and their communities throughout the state.
