As you may know, the Supreme Court is in the process of deciding whether or not the federal government can require all Americans to purchase health insurance under the Constitution.  This mandate, included in the President's health care reform law, is an unprecedented form of federal action and government overreach.

When the health care reform law was pushed into law more than two years ago, we were told that the more Americans learned about it, the more they would like it.  That has not happened.  Americans remain strongly opposed to the health law and its expansion of the role of government in their lives.

Davenport, Iowa, May 23, 2012 - On Friday, May 25 at 10:00 a.m. city officials and other guests will be on hand to break ground at the new Enabling Garden at Vander Veer Botanical Park. The site for the new Enabling Garden is located near the current entrance of the Conservatory at Vander Veer Park. The public and media are invited to attend.

The Enabling Garden is an accessible garden and features plantings that stimulate all the senses, and includes planting beds and containers raised for comfortable reach. This accessible garden can be used by persons of any age or ability and includes garden elements that appeal to all five senses. The gardens are designed to improve and maintain the physical mental and social health of everyone.

The Enabling Garden eliminates physical barriers to gardening, creating an area where people of all ages and abilities can garden together. Key features of the Vander Veer Enabling Garden are: accessible paths throughout, garden beds and containers at differing elevations, water feature, pergola, and a riot of color and textures.

In addition to being a beautiful place to visit the enabling garden will be host to a variety of Horticulture Therapy programs. Horticulture Therapy is defined by the American Horticulture Therapy Association "AHTA" as an engagement of a person in gardening activities, facilitated by a trained therapist to achieve specific therapeutic treatment goals. The activities in this space will be varied according to our customer's abilities. The outdoor gardens will also be available for rental for fundraising events, wedding ceremonies and receptions and other events.

Construction is expected to be complete sometime in mid July. A new entrance to the Conservatory is also planned as part of the Enabling Garden construction, and may necessitate closing the Conservatory for a minimal amount of time. Odyssey of the Mind, the largest creative problem-solving competition in the world, will be starting off this year's World Finals tonight with its Opening Ceremonies. It's the beginning of a three-day whirlwind of creativity, competition, and fun. The ceremony is the official opening of the 33rd annual World Finals. Students will meet and support each other, as well as represent their state or country in a march around Hilton Coliseum at Iowa State University, which will also be packed with Odyssey supporters and volunteers.

'I Choose' Starter Kits Available Free to Schools And Communities

A new youth-driven campaign aims to end bullying where it begins: with kids and the choices they make.

"I Choose" (www.WhatDoYouChoose.org), available free to schools and communities, asks children and teens to adopt and embrace one of five words representing powerful social concepts: friendship, kindness, respect, compassion, love. In teacher-guided discussions, they analyze the meaning of their word and then strive to use it in daily interactions. When confronted with a choice involving peer relationships, they're asked to choose their word to put into action.

A Lance Armstrong "Livestrong"-style bracelet imprinted with "I choose (their word)" serves as both a reminder and a message to others.

"'I Choose' was developed with the help of the youth community at Yoursphere.com (kids-only social networking site). We asked who they thought could end bullying and 98 percent of respondents said 'kids can,' " says Mary Kay Hoal, the website's founder and president. "When we asked about the choices they thought would be effective in helping them end bullying, they chose these five."

The education initiative is the first for Yoursphere's non-profit arm, The Yoursphere Media Foundation and Coalition for Internet Safety Education and Reform (FCISER).

"Bullying is a global issue and cyber-bullying is at an all-time high," says Hoal, an Internet safety expert. "Unfortunately, a lack of funding and awareness has left many schools and communities without a solid bullying education program."

School and community representatives can apply for a free Anti-Bullying Challenge Starter Kit at WhatDoYouChoose.org. They'll receive an information packet, poster ("Bullying is a choice") and the "I Choose" bracelets.

"After the initial implementation of the challenge, we tell teachers and youth group leaders to periodically follow up with their students to analyze the impact that the program is having in their life at school and at home", Hoal says. "Have the students noticed a shift in the school or classroom culture? Did they stand up for someone they normally wouldn't have? This follow-through can be very empowering because it not only reinforces the fact that their choices matter, but it proves to the students that they can have a real impact."

The need is made painfully clear at the whatdoyouchoose website, where students can share stories and videos about their own experiences with bullying.

Maddie, 15, remembers bullies starting to leave nasty notes in her locker and binder when she was in seventh grade. They called her "fat,""ugly,""worthless." It got worse the following year, she writes.

"I started to believe them. ... So I stopped eating, not completely but to the point where I would eat so little a day, I was very very light-headed and sick by the end of the school day. ...I started wearing more makeup than I already was wearing and I was just a mess," she writes.

"To try to forget about the hurt and pain those people caused me, I turned to cutting myself. Not a good idea. I never told my parents because they were in the middle of getting divorced."

Maddie's doing better now, she writes, but the experience taught her how intensely painful and isolating life is for the victims of bullies.

Adults and children who've already chosen their words also have a place to share on the site. Nine-year-old Gladys chose kindness.

"I choose Kindness because it's like Love. Love shows up when Kindness comes around. So Kindness is like niceness and Love merged together," she writes.

"It's also like Friendship. If you're kind, people want to be your friend, right? ... It's also like Respect. ... If you're showing Respect, that is a sign of Kindness. And last, it's Compassion. If you're helping others, isn't that showing Kindness? Friendship, Respect, Love, and Compassion, ALL started with Kindness."

It's that kind of critical thinking that helps children remember they have a choice - and that with their choices they have the power to change people, Hoal says.

"'I Choose' is an important reminder to children that their choices do matter," Hoal says. "We want them to stop, think and remember."

Iowa Primary Election that the deadline to pre-register to vote is Saturday, May 26, 2012. Those interested can
register at the Scott County Auditor's Office which will be open on Saturday from 8:00 a.m. to 5:00 p.m. The
Auditor's Office is located on the fifth floor of the Scott County Administrative Center, 600 West 4th Street,

The Iowa Primary Election will be held on Tuesday, June 5, 2012. Polls will be open from 7:00 a.m. to 9:00 p.m.
The primary election will determine the candidates for the two major political parties who will appear on this
November's General Election ballot. Voters must be affiliated with one of these parties in order to cast a ballot.
Ballots will be available for the Democratic and Republican parties. Voter may declare a party affiliation at the
polls.

After Friday, those interested in voting, but who are not pre-registered, may register to vote at the polls on
Election Day or at the Auditor's Office and vote an absentee ballot prior to Election Day. Those registering
in this manner are required to provide proof of their identity through a picture identity card, such as a valid
driver's license, and proof of their residency if the identity card does not list a current address. Details for

Des Moines, IA - In advance of President Obama's planned visit, Americans for Prosperity - Iowa (AFP-IA) is urging the President to support proven energy policies, not more expensive, taxpayer-funded gimmicks like the wind energy tax credit.

"Iowans are tired of propping up politically favored industries while their gas prices soar and unemployment remains high," said Mark Lucas, State Director of AFP-IA. "Twenty years ago, the wind power industry told us they only needed taxpayer support for a little while to help get them off the ground. Twenty years later, we're still providing a $5 billion special tax subsidy each year for an industry that supplies just over 2% of our power."

AFP-IA supports ending all special tax preferences for energy producers and instead allowing the free market to determine which companies succeed.

"We don't need more Solyndras and Solar Trusts draining taxpayer resources in pursuit of ambiguous "green energy" goals. It's time for the President to pursue a real "all of the above" energy policy that lowers gas prices and creates jobs."

With just eight days left in the spring legislative session, Governor Pat Quinn today announced a surge of support from businesses and economic development groups across Illinois for his plans to rescue the state pension and Medicaid systems. Recognizing the positive impact the Governor's plans will have on small and large employers, businesses throughout the state urged lawmakers to pass major pension and Medicaid stabilization reforms this spring session. More than 50 businesses and economic development groups backed the Governor's proposals.

"The Chicagoland Chamber strongly supports Governor Quinn's plans to stabilize and strengthen our Medicaid and pension systems. One of the most important things to the business community is a strong, stable business climate, which provides employers with the certainty they need to invest more, grow more and create more jobs. By addressing these two major issues, our elected leaders can pave the way for more economic growth in Illinois," Chicagoland Chamber of Commerce President & CEO Jerry Roper said. "The Chicagoland Chamber of Commerce stands with Governor Quinn in urging the General Assembly to make the tough decisions - and take the tough votes- to address these challenges this spring session."

Fast-growing public pensions and Medicaid currently take up 39% of state general revenue spending, and will grow to 50% next year without major reforms. Inaction by lawmakers this spring to fundamentally reform both systems could also severely limit the state's ability to fund core services like education and public safety, threaten the state's credit rating and hurt the long-term sustainability of both systems. On Monday, Medicaid restructuring legislation was filed to reform Illinois' Medicaid system.

"Putting Illinois on the path to fiscal stability will be good for our employers and good for jobs," Governor Quinn said. "If we want small and large businesses to continue to grow in Illinois, we must give them the certainty they need to invest and create jobs."

Governor Quinn recently proposed a plan to fundamentally restructure the Medicaid system and save it from collapse by creating $2.7 billion in savings. The governor's Medicaid plan cuts waste, fraud and abuse, and raises the price of cigarettes to bring back dollar for dollar federal matching funds and help make people healthier. The governor also recently proposed a bold plan to stabilize the pension system, which is expected to save taxpayers $65 to $85 billion, eliminate the unfunded liability and allow public employees who have faithfully contributed to the system to continue to receive pension benefits.

"Mitsubishi Motors North America, along with the Illinois State Chamber of Commerce and others, support Governor Quinn's call to action to reform Illinois' pension laws and review Medicaid policy in what remains of this legislative session. These actions are necessary to improve the business climate of our state by improving Illinois' financial health and by building a platform for sustainable economic growth," Mitsubishi Motors North America Chief Operating Officer Jerry Berwanger said.

"The budget deficit is the single most important issue facing the state. Illinois needs to address its state pension and Medicaid issues quickly. DES MOINES - Obama for America Iowa today released a new ad called "Personal" that highlights the President's commitment to preserving Medicare for today's seniors and for future generations. As a president who was raised by his grandparents, he understands the importance of Medicare - which is why fighting Medicare fraud has long been a top priority for him.
