Washington, D.C. - Congressman Dave Loebsack released the following statement after the US Postal Service (USPS) announced that it reversed its decision to close post offices across the country, including many in rural Iowa.

"Rural areas and particularly seniors in Iowa should be pleased with today's announcement," said Loebsack.  "I had strong concerns with the original proposal since it was first announced nearly a year ago, and I have not been shy about making them clear to the Postmaster General.  The closures would have led to job loss and made it harder for rural residents and businesses to obtain services provided at local Post Offices.  While I am pleased the US Postal Service heeded the public's warning about the negative effects it would have caused, I was disappointed that this new proposal will also mean cutbacks in Post Offices' services and hours. I will continue to monitor this situation closely."

Loebsack wrote to the United States Postal Service (USPS) in July when they announced that they would be studying 3,700 Post Offices for closure, including 178 in Iowa. He also submitted comments, along with 81 other lawmakers, to the Postal Regulatory Commission in September stating opposition to the closings.

WASHINGTON - During an upcoming Senate break, Senator Chuck Grassley will meet with Iowans in Victor, Clinton, Muscatine, West Branch, Eldridge and Maquoketa.

Grassley will speak at the Memorial Day service hosted by the Victor American Legion on Monday, May 28.

On Tuesday, he will tour LyondellBasell and meet with employees in Clinton, address the Muscatine Kiwanis luncheon, tour Acciona Windpower and meet with employees in West Branch, and hold town meetings for residents of Scott and Jackson counties.

"Representative government is a two-way street and depends on dialogue between elected officials and the people we represent," Grassley said.  "I look forward to the events and meetings planned later this month to listen to comments and respond to questions.  I like to have town meetings, and I also appreciate the opportunity to go to workplaces to talk with people who couldn't otherwise get to a town meeting."

Grassley has held at least one meeting with Iowans in every one of the state's 99 counties since 1980, when he was first elected to serve in the U.S. Senate.

SPRINGFIELD, IL (05/09/2012)(readMedia)-- The Illinois National Guard heritage is similar to the state tree, the White Oak. The trunk is stout and strong much like the core of the guard. Branches lead off of one another comparable to the organizational heritage. Units have come and gone throughout the years due to reorganization, similar to limbs that need trimming from time to time. Although visibly removed, units remain forever linked to the trunk or the history. Each leaf is unique, like the Soldiers, Airman and civilians that are a part of the Illinois Guard. Leaves bud, bloom, change color, and shed much like the ebb and flow of enlistments, career changes, and retirements. Acorns are unique to the white oak, just like the deployments that occupy some of the leaves or Soldiers. But what about the part that remains buried and forgotten, yet is the element that nourishes the rest of the tree?

The history of the roots of the Illinois National Guard began with the French. On January 1, 1718, Businessman John Law obtained a charter from the French King that granted him monopoly of French trade in the area known as the Illinois Country. Royal orders dictated that a provision for civil government be arranged for the new province of Illinois. During the summer of 1718, the green officials set out from Louisiana and journeyed to their new home. Among other governing associates, the party included Pierre Duque, Sieur de Boisebriant, Commandant; Captain Diron, Dartaguiette; two Second Lieutenants and a company of 100 Soldiers.

Among the tall grasses of the Illinois prairie, rose the first resemblance of an organized militia, under the French regime. This small unit of French Soldiers had the responsibility of: investigating the number of men capable of bearing arms in each village, determining the amount of powder and lead available, forming companies of militia and arranging a signal system from settlement to settlement. By 1721, Fort De Chartes became the first military structure dedicated to the protection of the community.

As the population of settlements grew, militia companies began popping up among each community, under the tutelage of the French. Looking back on his time in Illinois, the inspector of Troops, Dartaguiette wrote in his diary, "I called together all the inhabitants of this village [Kaskaskia] to whom I said that I had an order from the King to form a company of militia for the purpose of putting them in a position to defend themselves with greater facility against the incursions which the Indians, our enemies, might attempt, so I formed a company, after having selected four of the most worthy among them to put at the head. This company being under arms, I passed it in review the same day." Under the shade of the White Oak, the militia rested, having completed the first drill on May 9, 1723. The first of many hundreds of thousands of drills, the Illinois National Guard will be 289 years old this May, not quite as old as the 500-year life span of the White Oak.

*Problem:* FDIC Bank Closure Process destroying small businessmen,
killing jobs, undermining communities and slowing the economic
recovery.

The FDIC and its Wall Street Hedge fund partners like Lennar, Rialto
and Multibank and others are using billions of taxpayer dollars
interest free to fund for profit real estate investments with all
their legal bills paid by the FDIC.

This means that borrowers and landowners cannot compete with Lennar,
Rialto, Multibank and others in the legal process. They are up
against the deep pockets of the taxpayer competing in the courts.

It is important to understand that most small businessmen facing the
attack by Lennar, Rialto and others on their personal assets were in
good standing when their bank closed. Their only guilt was being in a
bank closed by the FDIC.

possible victims of the FDIC bank closures, Lennar Corp., Rialto
Corp, Multibank Corps other Wall Street Hedgefunds developing
structured partnerships with the FDIC.

The FDIC is continuing to close approximately 2 banks a week. They
have closed over 100 banks each of the last two years. That means
that thousands of additional small businessmen, landowners and
borrowers are being destroyed putting a huge drag on the economy.
Hundreds of local communities are suffering as a result.

*Solution:*

Congress must reign in the FDIC and subject them rigorous oversight.
The structured loan process must be stopped or FDIC must insist that
borrowers with loans at failed banks be allowed to work out
reasonable settlements where they have the resources to do so.

ALRA can help provide specifics to facilitate a closer look at the
FDIC, its main partner Lennar Corp and it's Wall Street hedge fund
subsidiaries such as Rialto and Multibank.

Bottom line, an agency of the federal government (FDIC) has and is
forming numerous For Profit Entities  to liquidate notes and
related real estate collateral left over from failed banks. On its
face, OK, what's the problem?

These new For Profit entities are not authorized, protected or
empowered by FIRREA [the federal regulation that gives the FDIC super
powers] and the loan transfer documents confirm it.

The FDIC then arranges interest free loans from the US Treasury to
capitalize the new private for profit LLC FDIC partners created to
own the notes and operate the liquidation process.

They use low-ball fair market value valuations and then borrow 100%
of that amount from the Treasury Dept. FDIC corporate guarantees the
debt. They then sell a 40% interest to a "winning bidder" for pennies
on the dollar, typically to a publicly-traded company like Lennar,
Rialto, Multibank etc., who also guarantees their pro-rata portion of
the loan.

Now we have a Wall Street company (Lennar, Rialto, Multibank and
others) as 40% owner of a For Profit LLC using public funds interest
free and a 100% loan with all their legal bills paid by the FDIC to
shake down and foreclose on damaged borrowers (damaged when their
bank failed) for additional dollars before taking the property away
from them to in turn make a profit for themselves and the FDIC.

If that wasn't enough, Rialto and other Wall Street Hedgefunds are
then going after the deficiencies of the borrowers. That means taking
their homes, cars and anything else they own because the borrowers
often pledged personal assets to the bank to get the original loan.

The FDIC has sicked predator organizations like Lennar, Rialto and
Multibank on innocent private citizen borrowers destroying them
financially and guaranteeing they cannot come back and hire people
and help the economy recover.

Remember that in most cases the borrowers did nothing wrong. They
just happened to be doing business with a bank that was closed by the
FDIC.

Also keep in mind that most borrowers in the process were making
their payments and in good standing before the FDIC closed their
bank.

These PPIP's (Lennar, Multibank, Rialto etc) are borrowing billions
in interest free dollars from the U.S. Treasury. To make matters
worse, all their legal bills are paid by the FDIC. The small
businessmen cannot compete in the courts and cannot afford to hire
the lawyers to stay in the game.

The FDIC has created a situation where there is no opportunity for
the borrower to gain equal access to justice.

There are numerous aspects of this that are morally and ethically
wrong.

-----A. FDIC is using / risking tax payer funds with no return to the
taxpayer.

-----B. FDIC has created an un-level playing field favoring a federal
agency and private Wall Street hedge funds and substantially
disadvantaging private enterprise and small businessmen. That is
contrary to government's function.

-----C. The FDIC is a profit-making partner to the tune of a 60%
share in each of the structured loans involved in the process. So the
FDIC has become the enemy of the taxpayer borrower. The FDIC continues
to be a 60% owner of each of the structured partnerships. So of course
they have slanted the playing field and given unusual powers to their
own partners.

-----D. If FDIC can do this for Wall Street, why would they not work
with the original Borrowers that were damaged when their bank failed
or at least include them in the workout solution -- give them a
chance to participate and get their investment back? The Borrowers
have the property knowledge that would be very valuable to any
development resolution down the road, especially critical on
development loans.

-----E. The FDIC has become the enemy of local economies. They and
their giant Wall Street hedge fund partners intend to make a profit
on the property taken from the failed bank's borrower's with no
compensation for the property they take. Often the FDIC actions yield
a much lower settlement than if the FDIC allowed the borrowers to work
out their loan.

-----F. The FDIC guarantees to pay most or all of the legal bills
necessary to make Lennar, Rialto, Multibank and other structured
partnerships function and attack borrowers. The Lennar, Rialto etc
come into court with five or ten attorneys intimidating the court.
The borrower has no chance at a fair crack at the legal system. The
borrower is swamped with legal bills;.

These same borrowers are unable to refinance to move the loan in
today's environment. The banks are not lending and the regulators,
state and federal, have told the banks that they will be criticized
if they engage in making acquisition & development loans,
construction loans and even commercial real estate loans.

So they take the loans and underlying collateral, attempt to bully,
intimidate and frustrate the Borrowers on the one-hand while they
compile the properties to partner with Wall Street and make a profit
with the other.

To be sure, there are bad Borrowers out there that need to be
addressed as such. But the majority of Borrowers are good people that
honored their loans. They have good histories of honorable dealings
with the banks that were closed. They were not the problem.

In many cases, especially acquisition & development and construction
loans, the FDIC just "repudiated" a valid loan contracts, refused
funding, put the borrowers out of business and breached the terms as
a Lender default.

According to reports from borrowers, Lennar, Rialto and others make
no effort to deal with the borrowers fairly or even equitably under
the law. The borrower is often given little or no opportunity to work
out a solution. Lennar, Rialto and others and their representatives
use the IRS and litigation as a threat to intimidate.

Remember the FDIC uses funds from the banking industry [insurance
fees charged banks] to guarantee depositors' accounts. They do not
use taxpayer money for their primary function, so why are they
allowed to use taxpayer money interest free to run over small
businessmen borrowers, take their property and make profits with a
Wall street partner (Lennar, Rialto, Multibank and others)?

how you were treated by the FDIC, your bank, Lennar, Rialto,
Multibank or other company or agency that is working with the FDIC.

WASHINGTON - Senator Chuck Grassley today said that late last night legislation to strengthen and update the Whistleblower Protection Act passed the Senate and is now headed to the House for consideration.

Grassley is one of the primary authors of the bill, known as the Whistleblower Protection Enhancement Act.  The bill was introduced on April 6, 2011.  The legislation is sponsored by Senator Daniel K. Akaka of Hawaii and is cosponsored by Grassley along with Senators Susan Collins of Maine, Joe Lieberman of Connecticut, Carl Levin of Michigan, Tom Carper of Delaware, Patrick Leahy of Vermont, Tom Harkin of Iowa, Mark Pryor of Arkansas, Mary Landrieu of Louisiana, Claire McCaskill of Missouri, Jon Tester of Montana, Mark Begich of Alaska, Ben Cardin of Maryland, and Chris Coons of Delaware.

"This update to the Whistleblower Protection Act makes big steps forward for all federal government employees.  It restores the congressional intent behind the law, but it is especially important in establishing whistleblower protection for employees in the intelligence community for the first time, without endangering national security," Grassley said.  "We'll continue to fight for additional improvements, like adding timelines for the Attorney General to address FBI whistleblower retaliation cases, that give whistleblowers the security they need to help us uncover the skeletons hidden deep in the closets of the federal bureaucracy."

The legislation would:

·         clarify that "any" disclosure of gross waste or mismanagement, fraud, abuse, or illegal activity may be protected, but not disagreements over legitimate policy decisions;

·         suspend the Federal Circuit Court of Appeals sole jurisdiction over federal employee whistleblower cases for five years;

·         extend Whistleblower Protection Act coverage and other non-discrimination and anti-retaliatory laws to all employees of the Transportation Security Administration;

·         clarify that whistleblowers may disclose evidence of censorship of scientific or technical information under the same standards that apply to disclosures of other kinds of waste, fraud, and abuse;

·         codify the anti-gag provision that has been part of every Transportation-Treasury Appropriations bill since 1988;

·         allow jury trials under certain circumstances for a period of five years;

·         provide the Merit System Protection Board with authority to consider and grant summary judgment motions in Whistleblower Protection Act cases for a period of 5 years;

·         clarify that employees protected by the Whistleblower Protection Act may make protected classified disclosures to Congress using the same process as Intelligence Community employees;

·         establish protections for the Intelligence Community modeled on existing whistleblower protections for FBI employees;

·         establish a process within the executive branch for review if a security clearance is allegedly denied or revoked because of a protected whistleblower disclosure;

·         establish Whistleblower Protection Ombudsmen to educate agency personnel about whistleblower rights; and

·         provide the Office of Special Counsel with the independent right to file "friend of the court" briefs, or amicus briefs, with federal courts.

A long-time advocate for whistleblowers, in addition to co-authoring the 1989 whistleblower law, Grassley sponsored changes made in 1986 to the President Lincoln-era federal False Claims Act to empower private sector whistleblowers.  Since the 1986 amendments were signed into law, the False Claims Act has brought back more than $30 billion to the federal treasury, and has deterred even more fraudulent activity. In 2009, in coordination with Senator Patrick Leahy, Grassley worked to pass legislation to shore up whistleblower protections in the False Claims Act that had been eroded by the courts after years of litigation by defense and healthcare contractors.

Grassley is also the author of legislation that would give whistleblower protections to employees in the legislative branch similar to protections already provided to employees of the executive branch of the federal government.

Unusual Sorority Shares Demanding Lifestyle

College football fans are watching their teams practice and hoping the new recruits will be game-changers a few months from now. For them, it's the lull before the fall.

For the team coaches though, there is no lull. As usual, they're working seven days a week, heading out the door at 6 a.m. and coming home long after the wife and kids have gone to bed, says Kathy (Currey) Kronick, author of Mrs. Coach: Life in Major College Football (www.mrscoach14yrs.com).

"During spring ball games, they're not home, so their wives are doing everything but playing football," says Kronick, whose book recounts her years married to Coach Dave Currey. "And they'll do that, too, if necessary."

The life of a football coach's wife is notoriously demanding, so much so that in 1989, the American Football Coaches Wives Association was created to provide "camaraderie, support, information and service." They share a subculture unlike any other in the United States and, while it can be exciting and rewarding, it comes with many sacrifices.

"His career and the team are the No. 1 priority, no ifs, ands or buts about it. In that regard, it's a lot like military spouses, but with college coaches, the family lives in the public eye," Kronick says.

"The wives take care of everything at home, everything, because their husbands are at work day and night, seven days a week. Many wives also work - most coaches don't make a lot of money. The wives are also expected to attend games, fundraisers and recruiting dinners. Every couple of years, unless they're really, really lucky, they're single-handedly packing up the household to move the family across the country because their team lost and their husband got fired."

In 2008, three researchers interviewed nearly 300 college football coaches' wives to learn more about their lives. Their findings, Kronick says, paint a portrait of what fans never see when they are cheering - or jeering - the team.

• Wives pray for wins. Every loss can mean the coach gets fired. "So you not only have the stress of being suddenly jobless, but if he's fortunate to find another job, you'll likely be packing up the house and kids - without him, he's gone on ahead - to move to a new city and a new state," Kronick says. She moved 27 times during her marriage to Currey. Moving so frequently can be an adventure as families explore different parts of the country, but it's also hard to leave a place where you've made friends and grown comfortable.

• July is for weddings, funerals and making babies. College football coaches are off for the month of July, so that's when families plan important events. Some couples celebrate their wedding anniversaries in July - whether or not that's when the couple got married, Kronick says.

• Families must always be aware of the media. "You have to mind your p's and q's," Kronick says. "The media is always looking for something - they want to know the secrets. You also have to be very careful not to do anything that will make your school or team look bad." All the attention can be fun when the team is on a winning streak but, as Kronick points out, it's hard for kids at school when everyone's blaming their dad for the team's poor performance."

• Most coaches' families live on tight budgets. The majority of the families in the 2008 study had an income of $50,000 to $125,000 a year, with nearly 72 percent of the wives holding jobs outside the home.  Most assistant coaches have one-year contracts, Kronick says, so if they're fired - or the head coach is fired, which means the assistants lose their jobs, too - their income stops.

The life of a coach's wife isn't all hardship, Kronick notes. Out of necessity, wives become self-reliant and independent, if they weren't to begin with, and that boosts self-confidence.  It's fun cheering on your team, and lasting friendships are often formed among this group that shares so much.

"But in the end, most wives give up their lives for their husband's dream," Kronick says. "I couldn't do that any longer. I needed to pursue my own dreams, and to have a husband I could talk with about them."

He was an assistant coach at Stanford University when they met and married, and later moved on to Long Beach State (Calif.), the University of Cincinnati and UCLA. They divorced in 1996. We just received additional information from the US Postal Service detailing some of the proposed changes to postal operations in the current First Congressional District of Iowa.

Announcement is "a major victory for rural Iowans"

Washington, D.C. - Rep. Bruce Braley (IA-01) released the following statement today after the US Postal Service announced that it was abandoning its plan to close thousands of post offices across the county and will instead reduce service hours at as many as a tiird of all post offices:

"This announcement is a major victory for rural Iowans who depend on their post offices to do business and connect with the world.  Post offices are a vital part of the rural Iowa economy, and we've worked for months to protect small town post offices from closure.  I'm glad that the Postal Service has heeded our call and will keep our post offices open.

"However, I am concerned about how severe the service cutbacks will be under the new proposal.  I'm going to closely evaluate its effect on post offices in Iowa."

The Postal Service has faced severe budget shortfalls and has weighed closing thousands of post offices across the United States for the past year.  In December 2011, bowing to public pressure, the US Postal Service announced a moratorium on all post office closures until May 15th, 2012.

The announcement likely means that 234 post offices in Iowa "under review" for closure will remain open.  In Iowa's First Congressional District, 22 post offices "under review" for closure will likely remain open.
