DAVENPORT, IOWA (September 24, 2026) — The City Council elects to proceed with filling the Ward 2 vacancy by appointment pursuant to Iowa Code § 372.13(2)(a). Individuals seeking appointment to the vacant Ward 2 seat shall submit a letter of interest and résumé, together with any letters of recommendation, to secondward@davenportiowa.com and/or the Deputy City Clerk no later than 5PM on October 2, 2026.
Any appointment made by the Council shall be subject to the statutory right of the electors of Ward 2 to petition for a special election. A qualifying petition filed within the time permitted by Iowa Code § 372.13(2)(a) will require a special election, and any Council appointment will be temporary pending that election.
Staff are directed to publish notice, in accordance with Iowa Code §§ 372.13(2)(a) and 362.3, stating the Council’s intent to fill the Ward 2 vacancy by appointment and advising the electors of Ward 2 of their statutory right to petition for a special election.
The notice shall advise Ward 2 electors that a petition requesting a special election may be filed with the City Clerk within the period provided by Iowa Code § 372.13(2)(a) and shall state the number of signatures required, either 2,000 or ten percent of the number of voters at the last regular city election for the Second Ward.
Unless a special election is required by a valid petition or otherwise occurs before the next regular city election, the person appointed shall serve until the next regular city election.
If an intervening special election for the City occurs, the Ward 2 office shall be placed on the ballot.
A Special Meeting of the City Council shall be held on October 7, 5PM, for the purpose of considering candidates and appointing a qualified person to fill the Ward 2 vacancy.
