New Law Allows State's Public Universities to Better Manage Budgets while Awaiting State Funding
SPRINGFIELD - June 8, 2010. Governor Pat Quinn today signed a bill into law that allows Illinois' public universities to borrow money in anticipation of already-authorized state funding. Illinois' local school districts are able to borrow money in anticipation of tax receipts, but public universities have not had that option until now.
"This legislation will give our public universities an important fiscal tool to manage through this unprecedented economic crisis," said Governor Quinn. "We are committed to doing everything we can in Illinois to make sure our students receive the highest-quality education possible."
Senate Bill 642 allows state universities to borrow money equal to the amount of vouchers that have been submitted to the state but remain unpaid for fiscal year 2010.
The legislation, sponsored by Sen. William Haine (D-Alton) and Rep. John Bradley (D-Marion), will allow universities to better manage their budgets and pay their bills while waiting for state funding. Currently, the state is hundreds of millions of dollars behind in paying for vouchers submitted by universities. The new law takes effect immediately.
To borrow money under the new law, a university's board of trustees must pass a resolution that outlines: the need to borrow money; the maximum amount to be borrowed; and the maximum amount of interest to be paid. The legislation caps the interest a university can pay at 9 percent and requires that the borrowing take place within 90 days. All borrowing must be repaid within one year or less.
Additionally, all borrowing must be approved by the Comptroller. The universities must produce a detailed account of how the borrowed funds are being used within 15 days of the borrowing.
Universities allowed to borrow under the legislation include : the University of Illinois; Southern Illinois University; Chicago State University; Eastern Illinois University; Governors State University; Illinois State University; Northeastern Illinois University; Northern Illinois University; and Western Illinois University.

Choosing a grad school? Don't miss this June 30 event!

DES MOINES, IA (06/07/2010)(readMedia)-- If you've wished you could step into a lab to see current students in action and actually witness students' skills before picking your graduate school, you can't miss Discover DMU Day.

On June 30, from 2 to 5 p.m., Des Moines University (DMU), a medical and health sciences university offering nine graduate degrees, is opening its doors for undergraduate students and advisors to explore, observe and investigate the school.

"Discover DMU Day was developed as a chance for college students from the midwest to see our school unfiltered. It's an opportunity for the students to choose what most interests them and prioritize where to spend their time while visiting campus," explained Margie Gehringer, director of DMU enrollment. "Advisors and parents are also welcome."

Visitors can check out aspects of the school that interest them, meet faculty and attend a health professions fair.

Some of the options for discovery include a chance to examine the lifelike human simulators and sit in on a suturing session or laparoscope demonstration. Also an option is the chance to experience the simulated clinical setting students train in before entering a real clinic. Demonstrations of osteopathic manipulative medicine will also be ongoing through the afternoon. Current DMU students will be on hand as guides around campus.

We need your help!

The Iowa College Student Aid Commission is in the running for a $50,000 Pepsi Refresh Grant. If funded, the grant will be used to incorporate a financial literacy resource in the statewide community web portal, www.IHaveaPlanIowa.gov. We have the potential to impact the future of nearly every Iowa student to help them learn good money management skills.

The Pepsi Refresh Project is an open voting system, and we need to rank in the top 10 in the $50,000 category on May 31, 2010 to receive funding. Public involvement is needed to ensure we get the votes.

How Iowans can help:
1. Register at www.refresheverything.com
2. Vote every day in May at: www.refresheverything.com/
missionmoneycontrol
3. Spread the word to your family, friends, co-workers, colleagues, and, of course, your social networking groups.

Thank you so much for your help! We really need a big boost this last week of voting.  Too many young adults graduate from high school and college unprepared to take control of their finances. Receiving this grant could help us change that for Iowa's youth.

Thank you,
