SPRINGFIELD, IL, - Rock Island County has been issued a tentative property assessment equalization factor of 1.0000, according to Brian Hamer, Director of the Illinois Department of Revenue.

The property assessment equalization factor, often called the "multiplier", is the method used to achieve uniform property assessments among counties, as required by law. This equalization is particularly important because some of the state's 6,600 local taxing districts overlap into two or more counties (e.g. school districts, junior college districts, fire protection districts). If there were no equalization among counties, substantial inequities among taxpayers with comparable properties would result.

State law requires property in Illinois to be assessed at one-third (1/3) of its market value. Farm property is assessed differently, with farm homesites and dwellings subject to regular assessing and equalization procedures, but with farmland and farm buildings assessed according to standards based on productivity.

The equalization factor is determined annually for each county by comparing the sales price of individual properties sold over the past three years to the assessed value placed on those properties by the county supervisor of assessments/county assessor.

If this three-year average level of assessment is one-third of market value, the equalization factor will be one (1). If the average level of assessment is greater than one-third of market value, the equalization factor will be less than one (1). And if the average level of assessment is less than one-third of market value, the equalization factor will be greater than one (1).

Assessments in Rock Island County are at 33.33 percent of market value, based on sales of properties in 2010, 2011, and 2012.

The equalization factor currently being assigned is for 2013 taxes, payable in 2014.

Last year's equalization factor for the county was 1.0000.

The tentative factor is subject to change (1) if the County Board of Review takes actions which significantly affect the county assessments or (2) if local officials or others can present data showing that the Department of Revenue's estimates of the average level of assessments in the county should be adjusted. A public hearing on the tentative multiplier will be held between 20 and 30 days after the tentative factor is published in a newspaper of general circulation within the county.

A change in the equalization factor does not mean total property tax bills will increase or decrease. Tax bills are determined by local taxing bodies when they request money each year to provide services to local citizens. If the amount requested by local taxing districts is not greater than the amount received in the previous year, then total property taxes will not increase even if assessments may have increased.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. That individual's portion of tax responsibility is not changed by the multiplier.

On Tuesday, November 12, 2013 at 9:00 a.m., the Scott County Sheriff's Office will hold a promotional ceremony on the second floor of the Scott County Courthouse in the Sheriff's Administration Conference room. Deputy Joseph McDonough will be promoted to the rank of sergeant.

Deputy McDonough was raised in Davenport and is a graduate of Davenport West High School. Deputy McDonough graduated from St. Ambrose University and began his career with the Scott County Sheriff's Office in January, 2005 where he has served in the Patrol Division and the Civil Division, and was a member of the Emergency Services Team from 2009 to 2013. Joe and his wife Angie have 2 children and reside in Davenport.

On Sunday evening October 21, 2013 the Scott County Sex Offender Task Force began home compliance checks for all Scott County registered sex offenders. The purpose of the home checks was to verify that the offender resided at the address listed on the Iowa Sex Offender Registry and that all registry requirements were being complied with.

The compliance checks continued throughout the week and were completed the afternoon of Wednesday, October 23, 2013. The following are results of the home compliance checks:

Total number of offenders checked: 317

Total number of offenders who's residency was compliant: 301 (95%)

Total number of follow-up investigations needed to be completed: 16

Total number of arrests for registry and non-registry violations: 7

The follow-up investigations will determine if the offender resides at the registered address they have provided. Those found to be non-compliant will result in an arrest warrant being issued for their arrest.

The agencies that participated in the home compliance checks included the Scott County Sheriff's Office, Bettendorf and Davenport Police Departments, Division of Criminal Investigations (DCI), Department of Correctional Services (DOC), U.S. Federal Probation and Parole Office, Department of Human Services (DHS), Scott County Attorney's Office and the Department of Public Safety Iowa Sex Offender Registry.

(DES MOINES) - Due to additional demand for tickets following last Friday's original deadline, Gov. Terry E. Branstad and Lt. Gov. Kim Reynolds today announced that registration for the Nov. 4 Governor's Bullying Prevention Summit has been extended through this Wednesday, October 23, at http://preventbullying.iowa.gov.

This year's theme is "Mission Possible: Stepping Up the Response," and is a follow-up to the governor's sold-out inaugural 2012 Bullying Prevention Summit, which drew about 1,100 students and adults to focus on community involvement in preventing bullying.

Last week the administration announced that in addition to previously announced details, attendees and participants are encouraged to use #IowaUnited as the official Twitter hash tag for the summit.

Also announced was that in conjunction with the #IowaUnited effort, attendees will each receive an "Iowans United Against Bullying" wristband to take back with them to wear in their schools and communities. The registration packet for each attendee will also include a "Mission Possible" t-shirt, and other resources needed to combat bullying in their schools and communities.

The summit's keynote speaker is Emily Bazelon, who is the author of "Sticks and Stones: Defeating the Culture of Bullying and Rediscovering the Power of Character and Empathy."

The summit will include sessions on how both students and adults can make a difference. Participants will explore what makes for good legal policy, plus other kinds of support schools need to better deal with bullying.

The summit is gathering growing support this year, including a partnership with the Iowa Grocery Industry Association and its participating members in helping to fund the Governor's bullying prevention efforts through scan pads found at checkout counters across the state.

The summit's focus this year is how adults and students can make a difference. Generous summit support pledged by sponsors this summer and registration fees are expected to cover most if not all of the summit costs, estimated to be about $90,000. Critical Project Receives Yes Vote from MPO Policy Committee; Will Create Thousands of Jobs and Drive Economic Development Throughout Region

CHICAGO - After years of pushing to make it a reality, Governor Pat Quinn today announced that the Illiana Corridor Project - an innovative public-private partnership to build a much-needed, regional highway - is moving forward. Today's vote by the Chicago Metropolitan Agency for Planning's MPO Policy Committee approved the project as a priority in the GO TO 2040 Plan. The Illiana, along with the South Suburban Airport, are key parts of Governor Quinn's agenda to drive economic growth throughout the South Suburbs and across Illinois.

Today's vote by the committee, which is comprised of members from throughout the Chicago region, means the Illiana project is eligible for federal funding and the Illinois Department of Transportation (IDOT) can proceed to obtain bids from the private sector.

"Today marks a major victory for economic development and jobs in the Southland, which will strengthen Illinois' economy and pave the way for future growth," Governor Quinn said. "I applaud the members of the MPO Policy Committee for making the Illiana a priority. This regional highway will not only serve the largest and fastest growing areas in Illinois, it will have a long-term economic impact of more than $4 billion in the region."

In addition to the South Suburban Airport, Governor Quinn has been pushing to make the Illiana Expressway a reality since taking office as part of his economic vision for the south suburbs of Chicago. The Illiana will be a 47-mile, access controlled highway that extends from I-55 in Illinois on the west to I-65 in Indiana on the east. When built, the Illiana Corridor Project will be an invaluable regional asset for the south suburbs, the state and the broader Midwest, promoting and supporting the business environment, workforce, local and global economy and quality of life. Potential economic benefits include the creation of more than 9,000 construction jobs and 28,000 long-term jobs.

The South Suburban Airport will serve as the third major Chicago-area airport in the south suburbs and has been one of the Governor's key priorities since 2009. Building the global transportation hub will create more than 11,000 construction jobs and as many as 14,000 long-term jobs after it becomes operational. Earlier this year, the governor secured and signed a new law to break the longstanding gridlock that will allow the airport to be built.

The Illinois and Indiana Departments of Transportation (IDOT and INDOT, respectively) have been engaged in planning the Illiana with the Federal Highway Administration since the spring of 2011. The preferred corridor for the limited access, four-lane toll road is being refined and discussed, with a public hearing on the proposed location later this year. Additional public input on the project will be sought during the state and federal agency and public-private partnership approval process. The Illiana planning process is expected to be complete in early 2014.

IDOT and INDOT will soon begin the process of selecting a private team to finance and build the Illiana Corridor project, the first public-private partnership of its kind in Illinois. This innovative financing method, which has already been used by Indiana on other projects, will bring new investment dollars into the state transportation system and allow IDOT and INDOT to make further infrastructure investments that will benefit the region. Studies by IDOT and INDOT have shown that the Illiana will provide local and regional congestion relief, create jobs, and serve as a much needed trucking corridor in the bi-state region.
