Fills Key Positions on Violence Prevention Task Force, Abraham Lincoln Presidential Library Advisory Board and Many Others

CHICAGO - Governor Pat Quinn today made a number of key appointments to the state's boards and commissions. Today's announcement continues the Governor's commitment to making Illinois government more accountable, transparent and effective.

"These individuals have an ethic of service and will work on behalf of the people of our state," Governor Quinn said. "I am confident these appointees will make a positive difference on our boards and commissions and strengthen our mission to move Illinois forward."

Paula Kaufman of Champaign is a professor at the University of Illinois at Urbana/Champaign. She holds an MBA from the University of New Haven, an M.L.S. from Columbia University, and an A.B. from Smith College.

David Spadafora of Chicago is the president of Newberry Library. He holds a Ph.D. from Yale University and a B.A. Williams College.

Broadband Deployment Council

Julie Oost of Mokena is an economic analyst at Kelley Drye law firm. She holds an M.S. in Economics and a B.S. in Economics and Finance from Illinois State University.

Central Management Services, Assistant Director

Austin Baidas of Chicago was formerly the Associate Director of the Governor's Office of Management and Budget and holds a Bachelors of Arts degree in Economics and Management from the Gerstacker Institute of Professional Management at Albion College. Baidas has also served as Chairman of TriMatrix Laboratories, Inc., in Grand Rapids, Mich., and as CEO and Chairman of Four Seasons Housing in Middlebury, Ind. Baidas also sits on the Board of Directors of the Center on Halsted, a Chicago Community Center which provides social services to the LGBT community.

Eva Serrano of LaGrange is an assistant professor of foreign languages/Latino studies at Aurora University and has a Doctor of Education and Educational specialist degree from Northern Illinois University. Dr. Serrano also holds a MBA from the University of Dallas and a B.A. from Mundelein College. Dr. Serrano is a graduate of Harvard University's JFK School of Government executive education program and the former executive director of the Hispanic Alliance for Career Enhancement.

Theresa "Tess" Fuller-Sakolsky of Springfield is the Director of Training & Public Education at the Illinois Coalition Against Domestic Violence. She holds an M.A. and a B.A. from University of Illinois at Springfield.

Stephen Breese of Jacksonville is the Assistant Regional Superintendent at the Regional Office of Education #46. He holds an M.S. from the University of Illinois and a B.S. from Illinois State University.

Jennifer Naddeo of Barrington is the Director of Special Education at Schaumburg School District 54. She holds a Ph.D. from Loyola University and an M.A. and a B.A. from Truman State University.

Illinois Main Street celebrates 20 years in Historic Downtown Pontiac

SPRINGFIELD - October 2, 2013. As the ambassador of Illinois Main Street, Lt. Governor Sheila Simon today honored the recipients of the Lt. Governor's Award for Excellence at this year's Illinois Main Street conference. The program is celebrating its 20th anniversary with the "Driving into the Future" conference taking place Oct. 1 - Oct. 3 in Historic Downtown Pontiac.

"For 20 years now Illinois Main Street has been helping support communities throughout Illinois," said Lt. Governor Sheila Simon, who chairs the Governor's Rural Affairs Council. "I look forward to continuing to work to preserve these communities that often provide an important snapshot of our past and a vision for our future."

The conference, which is being hosted by Pontiac P.R.O.U.D. Main Street and the Illinois Department of Commerce and Economic Opportunity (DCEO) - which administers the Illinois Main Street program - gives community and economic development professionals from around the state an opportunity to network, and learn about innovative new practices to rejuvenate Illinois' downtown business districts.

Simon honored individuals who have excelled in organization, design, promotion and economic restructuring of downtown commercial districts with the Lieutenant Governor's Award for Excellence. Awards were also presented for Main Street Innovation, Business, Property Owner, Innovation and Volunteer of the Year.

Recipients included:

Over the past 20 years, Illinois Main Street communities have created 9,300 jobs, opened over 1,200 new businesses, and represent public and private investment of over $750 million. In Illinois, 42 communities hold the Illinois Main Street designation.

Additional conference highlights include a 20th anniversary celebration featuring Illinois products, walking tours of Historic Downtown Pontiac, the Lieutenant Governor's Award of Excellence Gala and a proclamation from Governor Pat Quinn in honor of Illinois Main Street's 20th anniversary.

This year's keynote speaker is Valecia Crisafulli, who served as the first state director of the Illinois Main Street Program and most recently as the CEO of the National Main Street Center. The center works with a nationwide network of communities to encourage preservation-based economic revitalization, and has participated in the renewal of more than 2,000 older commercial districts during its 30-year history.

Please plan to attend the Davenport City Council meeting on Wednesday, October 2 at 5:30PM.

At this meeting, Davenport City Council will consider "fast track approval" giving a 65 year lease to a developer in order to build a 5 ½ story office plaza on the Mississippi River where the former Dock Restaurant was located.  This uniquely significant site, literally at the foot of the Lock & Dam 15, will be forever lost to the public if this "deal" goes forward.

The City's Levee Improvement Commission has recommended against the proposal and The Quad City Times has written an editorial favoring the Commission's position.

Last week, an international group of engineers, architects and designers - all experts in waterfront development - recommended that Davenport stop the development.

The planned development is fraught with problems, from safety concerns to environmental issues and not least of which is that legally the City already has an existing agreement with the Isle of Capri for portions of the land under consideration.

Members of Levee Improvement Commission have been hoping to reclaim the site when the gambling boat is gone for public access and development of a public restaurant and interpretative center and for the dam and river and the eagles that congregate at the dam, that would follow the city's comprehensive plan for the river.

If you care about our River and the public's access to our River, please attend this meeting and voice your opposition to this utterly misguided project.

SPRINGFIELD, OHIO - September 25, 2013. Lieutenant Governor Sheila Simon returned to her alma mater, Wittenberg University in Springfield, Ohio, on Wednesday to encourage civic involvement, promote Illinois and discuss the important role of women in government as the keynote speaker at the university's second annual Women in Leadership Luncheon.

"Whether in Springfield, Illinois or Springfield, Ohio, we need more strong and smart female leaders to ensure all our voices are heard," Simon said. "Women leaders broaden the debate and help advocate for people who may otherwise be forgotten."

At the Women in Leadership Luncheon, Simon addressed a large crowd of leaders from across the campus, community and Ohio. Following the event, Simon visited an urban politics class, fielded questions, discussed Illinois government and her office's duties.

As lieutenant governor, Simon has acted as the governor's point person on education reform and is leading efforts to increase college completion, inspire ethical government, protect military bases from closure, improve services in rural areas, advocate for survivors of abuse and keep waterways clean and safe.

While at Wittenberg, Simon was an All-American high jumper as well as president of the Student Senate, the university's student governing body. She was also the recipient of the prestigious M. Alice Geiger Award for outstanding contributions to the university community. Simon graduated summa cum laude and received a coveted NCAA Postgraduate Scholarship in 1983.

The Women in Leadership Luncheon was held in the Joseph C. Shouvlin Center for Lifelong Learning at 737 N. Fountain Ave. in Springfield, Ohio.

Larry Minard, Chair of the Scott County Board of Supervisors, Roxanna Moritz, County Auditor, and Bill Fennelly, County Treasurer, jointly announced today that Scott County has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA) for Scott County's FY12 Comprehensive Annual Financial Report (CAFR) for the twenty-sixth (26th) year in a row.  The Certificate of Achievement is the highest form of recognition for excellence in state and local government financial reporting.  In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report.  This report must satisfy both generally accepted accounting principles and applicable legal requirements.

As of September 1, 2013 Scott County is one of only six Iowa counties to hold the Certificate of Achievement.  Only 43 of the 1,488 governmental units in the State of Iowa currently hold this honor.

The CAFR report has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive 'spirit of full disclosure' to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

The Board of Supervisors has designated the continued achievement of this certification as a priority.  The Board, County Treasurer, and County Auditor expressed their appreciation to David Farmer, CPA, Budget Manager in Administration; Craig Hufford, Financial Management Supervisor in the Treasurer's Office; Wes Rostenbach, Accounting and Tax Manager in the Auditor's Office; Dee F. Bruemmer, County Administrator; and the County's auditing firm of Baker Tilly, LLP for their work and professional guidance in helping the County to obtain this financial reporting honor.

The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals.  The association produces a variety of technical publications in various fields of governmental finance, and represents the public finance community in Washington D.C.

Input Needed for Development of Upcoming Multi-Year Transportation Program

Dixon - Illinois Transportation Secretary Ann L. Schneider today announced that the Illinois Department of Transportation (IDOT) will seek early input into the development of its upcoming Multi-Modal Transportation Improvement Program for fiscal years 2015-2020. Informational and feedback sessions will be held in communities throughout the state.

The public meeting for the District 2 area will be held on Monday, September 30th from 4:00 p.m. to 6:00 p.m. at the District 2 Headquarters located at 819 Depot Avenue, Dixon, IL to give residents and businesses in the area a chance to better understand and weigh in on project priorities over the next five to seven years.

"As we proactively plan for the next multi-modal program, we want the public to know how valuable their feedback is to maintain and improve our state's infrastructure," said Secretary Schneider. "We encourage the public to take this opportunity to share with us what their transportation needs are to ensure our transportation system continues to serve them in the best way possible."

Also called the Multi-Year Program (MYP), this planning and programming guide for transportation is based on current estimates of local, federal and state funding, including funding from Governor Pat Quinn's Illinois Jobs Now! capital program, enacted in 2009. The MYP for the current FY 2014-2019 totals about $9.5 billion for the state road and bridge systems alone, and focuses on maintenance and improvement of the road system and any interconnected modal systems such as transit, rail, or bike facilities, as appropriate.

Public meetings will be conducted informally, with no formal presentation planned. IDOT staff will be present to answer any questions related to the multi-modal program, planning and project development process. The public will have an opportunity to comment in writing on the development of the proposed MYP, existing programming procedures and other information.

IDOT also will present the latest developments on the first ever statewide Illinois Bicycle Transportation Plan. This long-range planning document will guide future policy decisions and infrastructure improvements to make cycling a safer, more convenient, and more accessible transportation option for Illinois residents and visitors. CHICAGO - Governor Pat Quinn today issued a statement regarding the recent shooting violence in Chicago:

"I am deeply saddened by the horrific violence that erupted on a Chicago playground last night.

"We pray for the swift recovery of all the shooting victims, and our hearts go out to their families.

"This senseless violence must be stopped."
