"Retirees in our area are already struggling to get by, but they know how much worse things would be without Social Security, Medicare and  Medicaid.  Because of these programs, seniors are able to pay bills, see a doctor, fill a prescription and afford a nursing home.

Davenport, Iowa -- On September 6, Iowa State University Extension of Scott County, Lutheran Social Services of Iowa and Genesis Bright Beginnings will sponsor the parenting support and education program PACT (Parenting All Children Together) for an eight week series. The program is financially supported by Scott County Kids Early Childhood Iowa. The program is designed to educate and offer support to parents and caregivers of children age birth through five years old and reside in Scott County.

"Parenting is the most important job we will ever have. It is also the toughest! What we provide our children from birth through age five stays with them for the rest of their life. With this huge responsibility, we need to work together. This series will bring together parents and caregivers who want the very best for the children in their life," said Jennifer Best, Extension Educator and PACT instructor.

The upcoming PACT series will be the second time the program has been offered to the Scott County community. The last series ending in June was very successful. "It was very rewarding to watch the families open themselves up to the learning process," said Marisa Bloom, Families Program Assistant. "A lot of learning was happening and families were forming bonds and creating informal support systems with their peers. PACT is a needed resource for these very reasons."

For participating in the PACT program member will receive a free meal at every session, free childcare while adults are learning, a free gift at each session, bus tokens to get to the sessions if transportation is needed, $40 worth of items chosen by the participant if they attend at least 5 of the 8 sessions, fun and friendship with other families, and great information to help parents and caregivers help their children be all they can be.

For more information about PACT or to register, contact Marisa at the Iowa State University Extension office at 563-359-7577 or mbloom@iastate.edu.

MOLINE, ILLINOIS - In 1961, black and white students deliberately violated Jim Crow laws in an effort to end segregation in the Deep South. This first group of 'Freedom Riders' were beaten and their bus burned. Should they continue? The answer came from a young civil rights leader from Fisk University. She said "It was clear to me that if we allowed the Freedom Ride to stop at that point, just after so much violence had been inflicted the message would have been sent that all you have to do to stop a nonviolent campaign is inflict massive violence." That young woman was Diane Nash.

The Rock Island Community Foundation has generously donated $2,000 to WQPT to help bring Diane Nash to the Quad Cities to speak at the Martin Luther King Center in Rock Island on October 15th at 10:00 a.m.  This event is free to the public, though donations are accepted at the door. Seating is on a first come/first served basis. She will also be the keynote speaker at the Illinois NAACP's Freedom Fund Banquet taking place at the i wireless Center that same night.

"After we aired 'Freedom Riders' in May and held public viewings of the film for junior high and high school students we wanted to expand the reach of the project," said WQPT General Manager, Rick Best. Original Freedom Riders who spoke at the April events were Joan Trumpauer-Mulholland and Dion Diamond.  "Having Ms. Nash appear to speak is especially important because of her role as a leader in the civil rights movement," Mr. Best said. Ms. Nash is prominently featured in the film and was a guest on Oprah in April when she aired a special on the 50thAnniversary Freedom Rides.

"As the school year starts WQPT has made available to 100 area schools a DVD of the film and a study guide for teachers. Earlier in the year we conducted teaching seminars to help prepare instructors to teach this part of our civil rights history," said Ana Kehoe, WQPT Educational Outreach Director.  "The response to our April event was remarkable and the WQPT Freedom Riders committee, made up of area educators and civil rights leaders, felt that we should continue our efforts."  WQPT will also be airing an interview with Ms. Nash on "The Cities with Jim Mertens" on October 20th at 6:30 p.m.

WQPT is a public media service of Western Illinois University located in Moline, Illinois.

New Laws Aid Seniors, Protect Against Release of Personal Information

CHICAGO - August 22, 2011. As part of his ongoing commitment to consumer protection, Governor Pat Quinn today signed four pieces of legislation to strengthen safeguards for Illinois consumers. The new laws cover a range of consumer issues including: increasing penalties for financial exploitation of the elderly, protections for consumers in the event of car dealership bankruptcy and creating additional levels of security for personal and identity information.

"It is critical that we continue to improve consumer protections for the people of Illinois," Governor Quinn said. "This legislation will help protect our elders, those making large investments and all Illinoisans from identity theft by safeguarding their sensitive personal data."

House Bill 1689, sponsored by Rep. Emily McAsey (D-Lockport) and Sen. Toi Hutchinson (D-Chicago Heights), increases penalties for the financial exploitation of an elderly person or a person with a disability. According to the AARP, financial exploitation of the elderly is the most commonly reported crime to Illinois' Elder Abuse and Neglect Program, constituting nearly 60 percent of reports. Nationally, elder financial abuse costs victims more than $2.6 billion every year. To both penalize and deter those that prey on the most vulnerable, the legislation lowers the dollar threshold required for indictment on a Class 1 (more than $50,000, down from $100,000) and Class 2 (between $5,000 and $50,000, down from $100,000) felony if the crime is committed against an elder or person with a disability.

House Bill 3025, sponsored by Rep. Kelly Burke (D-Oak Lawn) and Sen. Edward D. Maloney (D-Chicago), provides additional safeguards and penalties surrounding the protection of personal information, including prevention and following a breach. The new law requires the disposal of materials containing personal information in a manner that renders the information unreadable, unusable and undecipherable. In the event of a breach, House Bill 3025 also increases the notification provided to affected individuals. Before the law, entities were required to notify the individual that a breach had occurred but did not detail what the notification should include. The new law requires that notification include :

  •  ·          Toll-free numbers and addresses for consumer reporting agencies;
  •  ·          The toll-free number, address and website for the Federal Trade Commission; and
  •  ·          A statement that the individual can obtain information from these sources about fraud alerts and security freezes.

Any person, entity or third-party is subject to a civil penalty of $100 (capped at $50,000) per individual whose personal information was not disposed of properly, and the Attorney General may bring a civil suit to impose a penalty.

Governor Quinn today also signed House Bill 880, which creates the Dealer Recovery Trust Fund to protect consumers in the event of a car dealership's bankruptcy. Some dealerships entering bankruptcy have refused to honor agreements with customers to pay the lien on their traded-in vehicle, forcing consumers to pay for their new car, as well as the outstanding balance on their trade-in. Sponsored by Rep. Kelly Burke (D-Oak Lawn) and Sen. Dan Kotowski (D-Park Ridge), House Bill 880 adds a new annual "dealer recovery fund" fee, which requires any new or used car dealership selling 25 or more vehicles annually to pay a $500 fee and $50 for each business location. The fund is used to help the victims of dealership closings and is administered by an independent administrator selected by the Attorney General and the Secretary of State.

Additionally, House Bill 1518, sponsored by Rep. Barbara Flynn Currie (D-Chicago) and Sen. John Mulroe (D-Chicago), was signed by Governor Quinn today. The bill increases the income threshold for eligible seniors under the Senior Citizen Real Estate Tax Deferral Act from $50,000 to $55,000.

House Bill 1518 is effective immediately. House Bills 1689, 3025 and 880 take effect Jan. 1.
