New Laws will Improve Safety and Education in Illinois' Waterways

CHICAGO - Governor Pat Quinn today signed legislation to help improve safety on Illinois' waterways. The three new laws expand boating safety education, improve safety and awareness of water skiers and tubers and increase penalties for those who operate watercraft under the influence. Today's bill signings, which took place at Chicago's 31st Street Harbor, are part of Governor Quinn's agenda to make outdoor recreation safe and enjoyable for everyone.

"Over this Fourth of July weekend, it's important that all residents stay safe while celebrating, especially out on Illinois' waterways," Governor Quinn said. "While boating is a great way to enjoy the outdoors, everyone has to take precautions and follow the rules to keep drivers and passengers out of harm's way. These new laws will help make Illinois' lakes and rivers safer and more enjoyable for all."

State Senator Julie Morrison (D-Deerfield) and State Representative Kelly Burke (D-Evergreen Park) sponsored all three pieces of legislation. All three news laws are effective Jan. 1, 2015.

Senate Bill 3434 allows for the seizure of a watercraft used in the commission of certain offenses related to operating under the influence. The new rules bring penalties for boating under the influence more in line with those for operating a motor vehicle while impaired by drugs or alcohol.

"When people continue to drink and drive after they've been convicted of crimes relating to DUIs, sheriffs can seize their cars," Senator Morrison said. "Boats are every bit as dangerous as cars, and boat operators should be held to the same standard as drivers."

Senate Bill 3433 requires all persons born after Jan. 1, 1998 to take and pass a boating safety course validated by the Illinois Department of Natural Resources and hold a valid boating safety certificate before they can operate a motorboat with an engine over 10 horsepower.

"I have learned of many tragic losses of life due to boating accidents which could have been avoided with better education for our boaters," Representative Burke said. "Boating is a great recreational activity which I hope more people will participate in, but there are risks to everyone involved, novice and experts alike. This new law will ensure all boaters have as much experience and education as possible when enjoying themselves on our state's waterways."

Governor Quinn also signed Senate Bill 2731, which mandates that the operator of any watercraft that is towing a person, such as a water skier or tuber, must display a bright orange flag measuring not less than 12 inches per side. The flag must be displayed from the time the person to be towed leaves the boat until that person returns to the boat at the conclusion of the activity.

So far in 2014, there have been 16 reported boating fatalities on Illinois waterways. Increased boating safety education and responsible boating practices may have prevented many of these fatalities.

Governor Quinn has long been a supporter of the safe enjoyment of the Illinois outdoors. Last year he signed legislation strengthening the state's Boat Registration and Safety Act to increase boating safety. Further, he signed legislation cracking down on those who boat while under the influence of alcohol by requiring a chemical test for drugs or alcohol where an injury is involved and imposing stiffer penalties.

Quad Cities clinches winning road trip and wins eighth straight game over Beloit

BELOIT, Wis. (July 2, 2014) - Quad Cities River Bandits second baseman Jose Fernandez had a career-high four RBIs with his first career grand slam as the last of his team's three home runs, and left-hander Evan Grills allowed one run in five innings before play was stopped and eventually called off with Quad Cities earning an 8-1, five-inning win at rainy Pohlman Field Wednesday night.

In their shortest completed game since a 3-2, five-inning home win on June 29, 2012, the River Bandits (7-6 second half, 42-40 overall) won their eighth straight game in the season series with the Snappers (2-10, 32-50), who have also lost eight straight second-half games.

Rain fell for most of the game, and Snappers right-hander Hunter Adkins (0-2) began the game in a light shower by walking center fielder James Ramsay on four pitches. Adkins worked to an 0-2 count on third baseman Marc Wik, who then drove his first Midwest League home run to left-center field to give the River Bandits a 2-0 lead. Wik has also homered this season in the Texas and New York-Penn Leagues.

In the bottom of the first inning, Grills (3-3) allowed a one-out infield single by Snappers second baseman Chih-Fang Pan before grabbing a one-hop comebacker to the mound to begin a 1-4-3, inning-ending double play. Grills kept Beloit off the scoreboard until the bottom of the third inning, when first baseman B.A. Vollmuth hit a leadoff double and scored after two groundouts.

Quad Cities held a 2-1 lead with one out in the top of the fourth inning, when left fielder Ronnie Mitchell smacked the first pitch of his second at-bat against Adkins out to right-center field for his first home run since June 2 and team-high 10th of the season. Fernandez followed with a triple down the right-field line and scored on catcher Jake Rodriguez's RBI single to center field to make it 4-1.

In the top of the fifth inning, Adkins allowed a one-out walk to Wik, who reached base in all three of his plate appearances. With two outs, first baseman Chase McDonald hit a fly to left-center field, where Snappers center fielder B.J. Boyd dropped the ball, allowing Wik and McDonald to reach third and second bases, respectively. Adkins intentionally walked Mitchell before Fernandez launched an 0-1 pitch over the left-center field fence for his first home run since Aug. 21 and an 8-1 Quad Cities lead.

In the bottom of the fifth inning, Grills gave up a one-out single to Vollmuth and a two-out single to Boyd before striking out shortstop Melvin Mercedes to complete five innings for his 10th straight start to begin the season. After the umpires called for the tarp to be put on the field and the game was later called as a final, Grills picked up his first win since May 31, having allowed five hits, one earned run and no walks with two strikeouts.

After clinching a winning road trip with a 6-4 record through 10 of 11 games, Quad Cities seek its first sweep of a road series at 7 p.m. Thursday in Beloit. River Bandits right-hander Kevin Comer (0-1) is scheduled to face Snappers right-hander Lou Trivino (4-6).

DAVENPORT, Iowa (July 2, 2014) - The Quad Cities River Bandits are among 113 teams across Minor League Baseball teams that will honor America and help raise much-needed funds for a worthy cause this Independence Day holiday weekend by wearing specially designed "Stars & Stripes" caps from New Era Cap Company.

The River Bandits will wear the specialty caps - as well as sell the caps in the team store at Modern Woodmen Park - as part of fundraising and awareness initiatives for Welcome Back Veterans, an organization dedicated to addressing the ongoing needs of military personnel and their families.

"Our military and their families make tremendous sacrifices to protect our freedom and defend our country, and we look forward to honoring them this Fourth of July weekend," said River Bandits owner Dave Heller. "The Stars & Stripes program gives River Bandits fans a unique opportunity to support our military personnel and their families, show their Bandit pride and look great in the process!"

The caps have the American flag etched into a star behind the team's white primary logo, with a red crown and blue brims and buttons. The caps can be purchased in the River Bandits team store for $30 each beginning Thursday, and they will be available to order online beginning Monday, July 7.

Minor League Baseball, in conjunction with its licensing partner Major League Baseball Properties, will once again donate 100 percent of the proceeds from cap sales to Welcome Back Veterans as part of its contribution to the program. WATERLOO, Iowa–Iowa Irish Fest is hosting the Highland Games on Friday and Saturday, August 1-2, in Waterloo's Lincoln Park. A demonstration will take place from 5 to 8 p.m. on Friday and the competition will be held from 10 a.m. to 8 p.m. on Saturday.
Traditional Gaelic games include heavy and light athletics. Heavy athletics are events in which participants must lift, heave, toss or throw objects, while light athletics are typically running and jumping events.
"I think it's really important to keep traditions like the Highland Games going," said Jennifer Cain, Iowa Irish Fest Highland Games committee chair. "We almost lost these ancient traditions, so it's great to see these events are still going strong, not just at Iowa Irish Fest and in Iowa, but across the nation."
At Iowa Irish Fest, the Highland Games are centered on the heavy athletic events. This year's Highland Games will include :
  • Clachneart–Also referred to as the stone of strength, this is a stone weighing 16 to 22 pounds. Throwers run seven-and-a-half feet up to a toe board to throw the Clachneart like a shot put.
  • Braemar Stone–This event is similar to the Clachneart except the stone weighs between 22 and 30 pounds and is thrown from a standing position.
  • Weight Throws–Contestants throw a heavy and light metal implement for distance. The implements weigh 56 and 28 pounds, respectively, and arethrown from behind a toe board with one hand.
  • Sheaf Toss–A hay fork is used to toss a sheaf, (or burlap bag of twine) for height. The sheaf weighs between 16 and 20 pounds and can be launched more than 30 feet in the air.
  • Weight Over Bar–Also called the Test of Champions, contestants must toss a 56 pound weight for height.
  • Caber Toss–The caber is a tapered, 15-20 foot pole that weighs between 90 and 140 pounds. Contestants hold the pole upright before tossing it end-over-end for accuracy.
  • Irish Super Heavy Two-Handed Stone Throw–This event requires male contestants to lift a 112 pound stone and run a short distance with the stone held at chest height or above the head. The stone is heaved forward with both hands at the end of the running distance. For women, the stone is 56 pounds.
Contestants must wear a kilt to compete, and event winners will each receive a trophy. There will also be light-weight versions of the Highland Games for children to learn more about the events and practice their skills.

The annual Iowa Irish Fest is put on by the Cedar Valley Irish Cultural Association, an organization intended to foster and develop Irish fellowship and outreach into the community with Irish cultural events and programs. Brian Holberton and Brett Phillips each hit home runs to lead 3-1 Quad Cities triumph

BELOIT, Wis. (July 1, 2014) - Quad Cities River Bandits right-hander Michael Feliz struck out seven batters and allowed a lone unearned run in a season-high seven innings, while catcher Brian Holberton and right fielder Brett Phillips hit solo home runs to lift the visitors to a 3-1 victory over the Beloit Snappers at Pohlman Field Tuesday night.

In his longest outing since a seven-inning start last Sept. 6 in the New York-Penn League playoffs, Feliz (4-2) out-dueled Snappers right-hander Junior Mendez (2-4), who also went seven innings, allowing two runs - one earned. Each pitcher walked only one batter, and Feliz struck out seven, while Mendez fanned six. Feliz has allowed one unearned run while striking out 17 in 14 innings against Beloit.

Through four scoreless innings, each team had one hit. With two outs in the top of the fifth inning, Mendez had set down 12 straight batters before Holberton launched a 1-0 fastball over the fence in right-center field for his sixth home run. In the bottom of the inning, Feliz had retired 11 batters in a row before a one-out double by Snappers right fielder Tyler Marincov. A wild pitch and walk put runners at first and third bases, but Feliz got catcher Jose Chavez to fly out to right field to keep the 1-0 lead.

In the top of the sixth inning, River Bandits center fielder James Ramsay hit a leadoff single, went to third base after two groundouts and scored on a passed ball by Chavez to extend the lead to 2-0. In the bottom of the sixth, a one-out throwing error by second baseman Jose Fernandez allowed center fielder B.J. Boyd to reach first base. Third baseman Matt Chapman then swatted his second double of the game to left-center field, scoring Boyd to make it 2-1. During the next at-bat, however, River Bandits catcher Jake Rodriguez threw to shortstop Thomas Lindauer to pick off Chapman, eliminating what would be the Snappers' last opportunity with the tying run in scoring position.

Rain interrupted play for seven minutes in the top of the seventh inning, but Mendez completed a season-high seven-inning start. Feliz worked around a two-out single in the bottom of the inning, before Quad Cities (6-6 second half, 41-40 overall) turned to right-hander Frederick Tiburcio to start the bottom of the eighth inning with a 2-1 lead. Tiburcio fanned the last two batters in a 1-2-3 eighth inning.

In the top of the ninth, Phillips blasted the first pitch from right-hander Bobby Wahl over the right-field fence for his fifth home run, widening the lead to 3-1. Wahl worked two innings out of the bullpen for Beloit (2-9, 32-49).

Tiburcio also worked a 1-2-3 ninth inning to convert his fifth straight save opportunity. Quad Cities won its seventh straight game over Beloit, which has also lost seven straight overall

Winners of four straight series openers and now 5-4 on their 11-game road trip, the River Bandits continue their series in Beloit at 7 p.m. Wednesday. Quad Cities left-hander Evan Grills (2-3) is scheduled to face Beloit right-hander Hunter Adkins (0-1).

Southpaw fires seven shutout frames, Herrera gets four hits and four RBIs as Chiefs crush Q-C 8-2

PEORIA, Ill. (June 30, 2014) - TRob Kaminsky fired seven shutout innings and shortstop Juan Herrera set career-highs with four hits and four RBIs as the Peoria Chiefs crushed the Quad Cities River Bandits 8-2 Monday at Dozer Park.

Kaminsky (4-1) yielded only three hits without walking a batter. He fanned seven and allowed only one Bandit to reach third base against him.

Peoria (8-3 second half, 45-35 overall) got things started from the very beginning against Quad Cities (5-6 second half, 40-40 overall) starter Jandel Gustave. Vaughn Bryan led off the bottom of the first with a single before Gustave walked C.J. McElroy, Jr. and Justin Ringo to load the bases. Gustave punched out Carson Kelly and Mason Katz, but then Herrera singled to center to bring home two runs. Steve Bean's single a few pitches later plated Ringo to make it 3-0 Peoria.

Gustave (5-4) continued to struggle in the third, walking Kelly to lead off the inning before plunking Katz with an inside fastball, the first of two times the Peoria second baseman would be hit by a pitch in the game. Herrera then singled to right-center to score Kelly and push Katz to third. On the relay throw home, Jose Fernandez's throw sailed up the third base line and by the catcher Brett Booth, which allowed Herrera to advance to second. The River Bandits then brought in Chris Cotton, who walked Bean and gave up a single to Kenny Peoples-Walls to push across another run, making it 5-0 Chiefs. Michael Schulze then grounded into a 6-4-3 double play, which scored Herrera to make it 6-0. Both runs were charged to Gustave, who gave up six on five hits with three walks and four strikeouts in two-plus frames.

Herrera singled again with two outs in the sixth inning against Quad Cities reliever Tyler Brunnemann to make it 7-0 Peoria.

The Chiefs won the season series against Quad Cities for the first time since 2009.

The River Bandits begin a three-game series tomorrow at Beloit with Michael Feliz (3-2, 3.64) on the mound for game one. The Snappers will counter with Hunter Adkins (0-1, 4.91).
