SPRINGFIELD - Governor Pat Quinn today officially opened the 2013 Illinois State Fair, the start of the annual agricultural celebration that features a wide variety of family-friendly activities along with food, racing, music and carnival rides. "The State Fair is an Illinois agricultural and entertainment tradition, with something for everyone and featuring the best from our state's number one industry," Governor Quinn said. "I encourage everyone across Illinois to come to Springfield over the next week and a half to sample the sights, sounds and tastes of the fair."

Quad Cities remains one-half game behind Cedar Rapids in second-half Western Division standings

DAVENPORT, Iowa (AUG. 8, 2013) - Quad Cities River Bandits right-hander Vincent Velasquez struck out seven batters in six shutout innings, while first baseman Bobby Borchering and third baseman Rio Ruiz each had two of the team's five total hits in a 2-1 win over the Clinton LumberKings in front of 4,767 at Modern Woodmen Park Thursday night.

For a third straight start, Velasquez (9-4) pitched at least six innings, struck out seven batters and earned the win. In his last 19 innings, he has allowed nine hits, five walks and one run. He allowed four hits and two walks Thursday, while raising his league-best strikeout total to 123. The victory kept Quad Cities (28-17 second half, 66-48 overall) one-half game out first place in the Western Division.

With the game scoreless in the bottom of the second inning, Borchering hit the first pitch he saw from right-hander Rigoberto Garcia (0-4) down the first-base line for a double. Ruiz followed with a double to right-center field that scored Borchering. But Garcia then retired 17 of the next 22 batters, allowing just two more hits and three walks. He completed seven innings for the first time with Clinton, allowed just four hits and two walks, and struck out four batters.

Velasquez followed two-out doubles in the second and third innings with strikeouts, and he got an inning-ending fielder's choice after a two-out single in the fourth. In the sixth, he faced his deepest trouble, as LumberKings designated hitter Dario Pizzano doubled with one out, and catcher Marcus Littlewood walked. But Velasquez fanned the next two batters to strike out the side and preserve the 1-0 lead.

Following Velasquez, right-hander Zach Morton made his Midwest League debut by allowing leadoff singles by right fielder Gaby Guerrero and left fielder Alfredo Morales in the seventh and eighth innings, respectively. In the seventh, he got a strikeout and two groundouts. In the eighth, he induced a double play and flyout to end the threat. Clinton (22-24, 55-60) left a runner at second base four times in the first eight innings without moving a single one to third.

In the bottom of the eighth, River Bandits second baseman Tony Kemp walked against right-hander Mark Bordonaro, went to second on a flyout, to third on a groundout and scored on Borchering's two-out single up the middle. With a 2-0 lead, right-hander Juan Minaya started the ninth inning by allowing a home run by third baseman D.J. Peterson before retiring the next three batters for his eighth save.

Thursday's victory also means The Captain's Table at 4801 River Drive in Moline will offer The Captain's Table Victory Discount on Friday, Aug. 9. Anyone who mentions the River Bandits victory can receive a free appetizer or dessert with the purchase of two lunches or dinners with beverages on Friday, Aug. 9.

The River Bandits will play the rubber match of the three-game series Friday at 7 p.m. against the Clinton LumberKings. River Bandits right-hander Chris Devenski (1-2) will face LumberKings left-hander Scott DeCecco (9-7).

Bobby Borchering and Brian Blasik homer to lift Quad Cities past Cedar Rapids by one-half game

CEDAR RAPIDS, Iowa (AUG. 6, 2013) - Quad Cities River Bandits right-hander Mark Appel retired the first 10 Cedar Rapids Kernels he faced Tuesday night in a career-high five innings and his first professional victory, while the offense continued its hot hitting to push the club into first place in the second-half standings following a 7-2 win at Perfect Game Field at Veterans Memorial Stadium.

For a second straight game, Quad Cities (27-16 second half, 65-47 overall) gave its starting pitcher a 3-0 lead before he took the mound. Center fielder Teoscar Hernandez again led off with a single, and shortstop Carlos Correa's one-out double to center field put runners at second and third bases against left-hander Josue Montanez (4-5). Left fielder Danry Vasquez flied to center field to drive in Hernandez, and first baseman Bobby Borchering followed with a towering blast to left field for his third home run as a River Bandit and a 3-0 advantage for the visitors.

The River Bandits added another run in the fourth inning, when catcher Roberto Pena doubled off the wall and scored on a sacrifice fly by designated hitter Brian Blasik, who added the next run with his third home run of the season to left field. Montanez lasted through seven innings, allowing five hits and five earned runs with no walks and five strikeouts.

Appel (1-0) cruised through the first 10 batters with only one ball hit to the outfield. In the fourth inning, he issued a one-out walk to Kernels first baseman Niko Goodrum for the home team's first baserunner. In the fifth inning, left fielder Max Kepler grounded a ball that second baseman Tony Kemp dropped for an error. Two batters later, catcher Tyler Grimes lifted a one-out single to right field for the Kernels' first hit. After a groundout by designated hitter Bo Altobelli, second baseman Joel Licon hit a two-run single to right-center field for the Kernels only runs, slicing the lead to 5-2. But Appel retired the next batter to complete five innings and make himself eligible for his first professional win.

Right-hander Patrick Christensen made his Quad Cities debut starting the sixth inning. He retired nine of the 10 batters he faced, striking out five and allowing one hit. Quad Cities added a run on an eighth-inning RBI double by Correa, who had 12 hits in the four-games series, and a ninth-inning tally on right fielder Jordan Scott's RBI single. Left-hander Mitchell Lambson got the final three outs.

Tuesday's victory put Quad Cities one-half game ahead of the Kernels (27-17, 67-45) for first in the Western Division second-half standings and also means The Captain's Table at 4801 River Drive in Moline will offer The Captain's Table Victory Discount on Wednesday, Aug. 7. Anyone who mentions the River Bandits victory can receive a free appetizer or dessert with the purchase of two lunches or dinners with beverages on Wednesday, Aug. 7.

The River Bandits open a six-game home stand on Wednesday at 7 p.m. against the Clinton LumberKings. River Bandits right-hander Lance McCullers (6-5) will face LumberKings right-hander Victor Sanchez (3-5).

Museum artifact to be on display at Governor Branstad and Lt. Governor Reynolds's State Fair booth

(DES MOINES) - Floppy is going to the Iowa State Fair. The Governor's Office and the State Historical Museum of Iowa today announced that Floppy, a beagle puppet from the locally produced children's television program from 1957- 1987, will be on display at Governor Terry E. Branstad and Lt. Governor Kim Reynolds's booth in the Varied Industries Building during the Iowa State Fair from August 8-18, 2013.

"The Lt. Governor and I are proud to partner with the State Historical Museum to host Floppy at the Governor's Office State Fair booth," said Branstad. "Floppy is back by popular demand and we encourage all Iowans to stop by our booth to see an old friend at this popular attraction."

"As many people know, Duane Ellett and Floppy had a strong relationship with the Iowa State Fair, so this is a perfect opportunity to let Floppy be seen at the Governor's booth," said Mary Cownie, director of Iowa Department of Cultural Affairs, which oversees the State Historical Museum.

Ellett and Floppy hosted and performed on the "The Floppy Show" and other locally-produced television programs on WHO-TV in Des Moines. Ellett carved Floppy from Balsa wood and brought him and other puppet characters to life through ventriloquism, creating memories for children who "beeped" his nose and told riddles, such as "Why did the man put his car in the oven? Because he wanted a hot rod." The programs also featured vintage cartoons.

Ellett died in 1987 and his family donated Floppy and his puppet friends - Uncle Taffy, The Inspector, Scary Mary, Matilda the Bookworm, and a Floppy prototype - to the State Historical Society of Iowa, a division of the Iowa Department of Cultural Affairs, in 1993. The artifacts were on display in the State Historical Museum of Iowa's "Where's Floppy?" exhibition from 1994 until June 2013.

After the Iowa State Fair concludes, Floppy will be transported to the Gerald R. Ford Conservation Center, a nationally-renowned conservation laboratory in Omaha, Nebraska, where conservators will conduct an in-depth examination. After its completion, the conservators will consult with Museum staff to develop a preservation treatment plan for Floppy and his puppet friends.

Left-hander delivers first six-inning start and victory since June 14 in Midwest League debut

CEDAR RAPIDS, Iowa (AUG. 5, 2013) - In his first outing with the Houston Astros organization, Quad Cities River Bandits left-hander Josh Hader twirled six shutout innings, limiting the Cedar Rapids Kernels to one hit and two baserunners in his Midwest League debut, and a 5-0 lead through three innings held up for a 6-2 victory at Perfect Game Field at Veterans Memorial Stadium.

River Bandits shorstop Carlos Correa had his third straight three-hit game and scored twice, third baseman Rio Ruiz had a two-run, first-inning single among two hits, and new second baseman Tony Kemp added two hits to lead Quad Cities (26-16 second half, 64-47 overall) within one-half game of the first-place Kernels (27-16, 67-44).

Quad Cities gave Hader (1-0) all he would need before he took the mound. Center fielder Teoscar Hernandez hit a leadoff single, Kemp walked and Correa hit an infield single to load the bases in the first inning against right-hander Christian Powell (2-5), who retired the next two batters. But Ruiz grounded a base hit through the right side of the infield for a 2-0 lead, and catcher Jobduan Morales reached when first baseman Max Kepler missed a catch at first base, allowing a third run to score.

Hader, acquired by the Astros organization from the Baltimore Orioles as part of a July 31 trade for major league pitcher Bud Norris, posted his only two strikeouts on the first two batters of the game. An error by Ruiz on a first-inning, two-out ground ball was all that kept Hader from perfection through the first 3 2/3 innings.

The River Bandits added to the lead with Correa's RBI single to drive in Hernandez in the second inning, as well as a double steal in the third inning that ended with Morales scoring for a 5-0 lead. Powell allowed five runs - four earned - on eight hits and two walks while striking out four batters in five innings.

Hader gave up his only hit with two outs in the fourth, when right fielder Adam Brett Walker doubled to right-center field. But Hader retired the next seven batters to complete six innings for the first time since June 14 - the date of his last victory with Class-A Delmarva.

Right-hander Jamaine Cotton started the seventh inning for Quad Cities and allowed two eighth-inning singles but no runs in his first two innings. Quad Cities added a run in the ninth following singles by Correa (his 10th of the series) and left fielder Danry Vasquez, who extended a seven-game hitting streak, before a fielder's choice groundout by first baseman Bobby Borchering. Walker hit a two-run home run in the ninth against Cotton, who earned the three-inning save. The Kernels never brought the tying run to the plate the entire game.

Monday's victory also means The Captain's Table at 4801 River Drive in Moline will offer The Captain's Table Victory Discount on Tuesday, Aug. 6. Anyone who mentions the River Bandits victory can receive a free appetizer or dessert with the purchase of two lunches or dinners with beverages on Tuesday, Aug. 6. The River Bandits conclude the four-game series in Cedar Rapids at 6:35 p.m. Tuesday, when right-hander Mark Appel (0-0) will face Kernels left-hander Josue Montanez (4-4).

WASHINGTON – The U.S. Coast Guard Monday issued a marine safety alert regarding parasailing operations due to 11 passenger deaths and 52 passengers injured related to parasailing activities since 2006.

"The Coast Guard expects licensed mariners to follow all regulations regarding safe vessel operations and has an expectation of parasail operators to follow established standards," said Rear Adm. Joseph Servidio, assistant commandant for prevention policy. "Parasail operators must evaluate and consider all safety risks before getting underway, including weather conditions and condition and maintenance of equipment, in order to ensure safe parasailing activities. In the future, we expect the parasailing industry and related industry associations to share best practices and develop operational standards to maximize safety and prevent marine casualties."

Additionally, the Coast Guard asks those who decide to engage in this activity to consider the risks and to understand current safety standards for parasailing. Parasailing equipment is not regulated or inspected by the federal government.

All of the incidents have had several common factors unique to parasailing. The mnemonic "Know your ROPES," briefly summarized below, was established to remind parasail operators of important safety issues that may help prevent future casualties:

R is for Remember: Remember that most parasail fatalities and injuries are related to the failure of the towline.

O is for Observe and Monitor: Observe and monitor weather conditions continuously. ASTM Standard F2993-13 published April 1, 2013, is a "Standard Guide for Monitoring Weather Conditions for Safe Parasail Operation."

P is for Prepare: Prepare for emergencies by having well-documented procedures and conducting crew training to ensure proficiency in responding to various types of emergencies.

E is for Ensure: Ensure that all of your equipment is properly maintained on a continual basis.

S is for Safety: Safety is up to you, the parasail operator. The Coast Guard ensures safe operation of vessels, but does not regulate or inspect parasail equipment or regulate parasail operations.

You may read "Know your ROPES" in its entirety on the Coast Guard's Homeport page.
